Caught unawares, the traditional establishment is obliged to clarify its position on this new teaching which casts a spell over youth and which, overstepping the bounds of permissibility, is already in vogue. For once, (...) Fame has picked one who deserves it and, for that matter, one who is still living. Anyone who has studied philosophy cannot, when confronted by Heidegger’s work, fail to recognize how the originality and force of his achievements, stemming from genius, are combined with an attentive, painstaking, and close working-out of the argument—with that craftsmanship of the patient artisan in which phenomenologists take such pride. In this study, it is important for us to understand, above all, the true intentions of our author, to illuminate what he thinks really needs to be said, and to surmise what is most critical for him.To get to the heart of Heidegger’s system, it seems fitting to begin with a problem that is generally familiar. We choose the problem of knowledge, a deeper understanding of which takes us to the very threshold of Heidegger’s thought. For this problem, central to modern philosophy, is one of the main obstacles of modern philosophy that Heidegger wishes to surmount. Neo-Kantianism, which takes knowledge as the philosophical problem of the first rank, is the movement against which Heidegger rebels with all his strength. Some public reason liberals identify coercive law as the subject matter of public justification, while others claim that the justification of coercion plays no role in motivating public justification requirements. Both of these views are mistaken. I argue that the subject matter of public justification is not coercion or coercive law but political decision-making about the basic institutional structure. At the same time, part of what makes a public justification principle necessary in the (...) first place is the inherent coerciveness of a legally organized basic institutional structure. While most public reason liberals seem to presuppose that the meaning of “coercion” is sufficiently obvious so as not to warrant further analysis, my defense of the essay’s main thesis explicitly draws on an account of coercion as a powerful agent’s employment of enforceable constraints to determine the will of another agent. How Propaganda Became Public Relations pulls back the curtain on propaganda: how it was born, how it works, and how it has masked the bulk of its operations by rebranding itself as public relations. Cory Wimberly uses archival materials and wide variety of sources — Foucault’s work on governmentality, political economy, liberalism, mass psychology, and history — to mount a genealogical challenge to two commonplaces about propaganda. First, modern propaganda did not originate in the state and was never (...) primarily located in the state; instead, it began and flourished as a for-profit service for businesses. Further, propaganda is not focused on public beliefs and does not operate mainly through lies and deceit; propaganda is an apparatus of government that aims to create the publics that will freely undertake the conduct its clients’ desire. Businesses have used propaganda since the early twentieth century to construct the laboring, consuming, and voting publics that they needed to secure and grow their operations. Over that time, corporations have become the most numerous and well-funded apparatuses of government in the West, operating privately and without democratic accountability. Wimberly explains why liberal strategies of resistance have failed and a new focus on creating mass subjectivity through democratic means is essential to countering propaganda. In his genealogical analysis of different public spheres from feudal to modern times, Habermas indicates that the emergence of inter-subjectivity is historically based upon the dichotomy of private / public (subjective/objective). He emphasizes the opposition of the "subjective side" of rationality (...) to its "objective side" while dealing with the public spheres in different historical periods. Habermas points out that the notion of the public can exist only at the face-to-face level communication. It is impossible for the (impersonal) masses to construct any sense of publicness, since there are no historical and social conditions in which the masses of working class can establish an "autonomous private sphere" outside of material production and consumption, as the bourgeoisie did. Many scholars of early China agree that the fourth century bce witnessed a surge in intellectual interest in concepts that have been dubbed the self, “subjectivity,” the private realm, and the body. As such a sphere came into greater focus in intellectual circles, so did a new discourse that evaluated what it meant to benefit or deprive the self and its related parts. The famous statement purportedly by Yang Zhu 楊朱 (or Yangzi 楊子) that claims he was not willing to (...) pluck out a single hair in order to benefit the world reminds us of such a discourse.2 Around the same time, there also emerged discussions that polarized various ideas of self and the private sphere (si 私), on the one hand, ver- sus the state and the public sphere (gong 公), on the other, especially in circles that concerned themselves with public policy and statecraft, but also more generally. These discussions formed a forceful counterpoint to the discourses involving human subjectivity and the body. Indeed, their open dislike of the influence of private, individual, and personal realms in politics strongly suggests that the statecraft writers were re- acting to and in dialog with those intellectuals who engaged discussion of subjectivity, the self, and its agencies. The famous French chemist, Marcelin Berthelot, published his first scientific paper in 1850. However, reference to this paper has been largely ignored in the various accounts of his lasting contributions to chemistry. The probable reason for this is that this paper is concerned with a method of subjecting a liquid to tension, and it is more appropriate to regard it as a paper on physics rather than on chemistry. In the work described in this largely-forgotten paper, written whilst he was (...) still a young research student, Berthelot showed that liquids contained in his ‘Berthelot tube’ could withstand a considerable tension; and he is the first person to have observed cavitation, a phenomenon which has been studied so widely this century. The next mention in the literature of the Berthelot tube method is at the turn of the present century, after which it again seems to have been forgotten until the 1940s; since then there has been considerable progress using the Berthelot tube technique. In this paper the work described in Berthelot's original paper is discussed in some detail, and the subsequent fruitful development of the method is also traced and assessed. (shrink)

The prospect of using genome technologies to modify the human germline has raised profound moral disagreement but also emphasizes the need for wide-ranging discussion and a well-informed policy response. The Hinxton Group brought together scientists, ethicists, policymakers, and journal editors for an international, interdisciplinary meeting on this subject. This consensus statement formulated by the group calls for support of genome editing research and the development of a scientific roadmap for safety and efficacy; recognizes the ethical challenges involved in clinical (...) reproductive applications of genome editing but, importantly, rejects the idea that human reproductive germline modification is necessarily morally unacceptable; and highlights the importance of meaningful engagement in discussions of genome editing and the development of regulation and oversight mechanisms to govern future uses of such technologies. Bullying often results in negative coping in victims, including an increased consumption of alcohol. Recently, however, an increase in alcohol use has also been reported among perpetrators of bullying. The factors triggering this pattern are still unclear. We investigated the role of empathy in the interaction between bullying and alcohol use in an adolescent sample (IMAGEN) at age 13.97 (±0.53) years (baseline (BL), N = 2165, 50.9% female) and age 16.51 (±0.61) years (follow-up 1 (FU1), N = 1185, 54.9% female). (...) General empathic distress served as a significant moderator of alcohol use in perpetrators (F9, 493 = 17.978, p < 0.01), which was specific for males and FU1. With the publication of French Philosophy of the Sixties, Alain Renaut and Luc Ferry in 1985 launched their famous critique against canonical figures such as Foucault, Derrida, and Lacan, bringing under rigorous scrutiny the entire post-structuralist project that had dominated Western intellectual life for over two decades. Their goal was to defend the accomplishments of liberal democracy, particularly in terms of basic human rights, and to trace the reigning philosophers' distrust of liberalism to an "antihumanism" inherited mainly from Heidegger. In (...) The Era of the Individual, widely hailed as Renaut's magnum opus, the author explores the most salient feature of post-structuralism: the elimination of the human subject. At the root of this thinking lies the belief that humans cannot know or control their basic natures, a premise that led to Heidegger's distrust of an individualistic, capitalist modern society and that allied him briefly with Hitler's National Socialist Party. While acknowledging some of Heidegger's misgivings toward modernity as legitimate, Renaut argues that it is nevertheless wrong to equate modernity with the triumph of individualism. Here he distinguishes between individualism and subjectivity and, by offering a history of the two, powerfully redirects the course of current thinking away from potentially dangerous, reductionist views of humanity. Renaut argues that modern philosophy contains within itself two opposed ways of conceiving the human person. The first, which has its roots in Descartes and Kant, views human beings as subjects capable of arriving at universal moral judgments. The second, stemming from Leibniz, Hegel, and Nietzsche, presents human beings as independent individuals sharing nothing with others. In a careful recounting of this philosophical tradition, Renaut shows the resonances of these traditions in more recent philosophers such as Heidegger and in the social anthropology of Louis Dumont. Renaut's distinction between individualism and subjectivity has become an important issue for young thinkers dissatisfied with the intellectual tradition originating in Nietzsche and Heidegger. The thirteenth-century logician Lambert of Auxerre was well known for his Summa Lamberti, or simply Logica, written in the mid-1250s, which became an authoritative textbook on logic in the Western tradition. Our knowledge of medieval logic comes in great part from Lambert's Logica and three other texts: William of Sherwood's Introductiones in logicam, Peter of Spain's Tractatus, and Roger Bacon's Summulae dialectics. Of the four, Lambert's work is the best example of question-summas that proceed principally by asking and answering questions (...) on the subject matter. Thomas S. Maloney's translation of Logica, the only complete translation of this work in any language, is a milestone in the study of medieval logic. More than simply a translation, Maloney's project is a critical, comprehensive study of Lambert's logic situated in the context of his contemporaries and predecessors. As such, it offers a wealth of annotation and commentary. The lengthy introduction and extensive notes to the text explain the origin, theoretical context, and intricacies of the text and its doctrines. Chapter I discusses prior attempts (...) to assess quality in graduate education, development of the study plans, and the selection of disciplines and programs to be evaluated. Chapter II discusses the methodology used, focusing on each of the assessment measures. During the last twenty years in Latin America, there has been a rise in governments drawn from self-defining progressive political currents. Consequently a revitalization is underway of the debate on the viability, pertinence, and characteristics of the welfare state in the twenty-first century. In this context, the present article explores emerging social practices that redefine the various senses of the public space; practices that go beyond nation states, situated in a global territoriality, articulating languages and eliciting emotions capable of (...) producing new socialities. The multitude is discussed as a social subject capable of generating transformative practices. Specifically, the article analyzes the way in which the singularities of occupations raise further questions for nation states. Social media data hold considerable potential for predicting health-related conditions. Recent studies suggest that machine-learning models may accurately predict depression and other mental health-related conditions based on Instagram photos and Tweets. In this article, it is argued that individuals should have a sui generis right not to be subjected to AI profiling based on publicly available data without their explicit informed consent. The article (1) develops three basic arguments for a right to protection of personal data trading on the notions (...) of social control and stigmatization, (2) argues that a number of features of AI profiling make individuals more exposed to social control and stigmatization than other types of data processing (the exceptionalism of AI profiling), (3) considers a series of other reasons for and against protecting individuals against AI profiling based on publicly available data, and finally (4) argues that the EU General Data Protection Regulation does not ensure that individuals have a right not to be AI profiled based on publicly available data. I propose a method of assessing the degree of enlightenment of a society based on its discourses. My hypothesis is that the more objectivity prevails in a society’s spheres of discourse, the more enlightened it is; the more subjectivity dominates, the more unenlightened. This relationship can be made evident through the reconstruction of Kant’s Theory of Prejudice by taking into account the handwritten notes and fragments and the lectures on logic. First, I will discuss some key aspects of Kant’s concept (...) of prejudice. Secondly, I will address the epistemological function of the public sphere in order to show what conditions it must satisfy to fulfil its function. Thirdly, I will argue that not only Selbstdenken but also participatory reason, and therefore the public sphere itself, are both fundamental elements of enlightenment in that they function as counter-maxims against prejudice. The elimination of subjectivity through brain research and the replacement of so-called ‘folk psychology’ by a neuroscientifically enlightened worldview and self-conception has been both hoped for and feared. But this cultural revolution is still pending. Based on nine months of fieldwork on the revival of hallucinogen research since the ‘Decade of the Brain,’ this paper examines how subjective experience appears as epistemic object and practical problem in a psychopharmacological laboratory. In the quest for neural correlates of (drug-induced altered states of) (...) consciousness, introspective accounts of test subjects play a crucial role in neuroimaging studies. Firsthand knowledge of the drugs’ flamboyant effects provides researchers with a personal knowledge not communicated in scientific publications, but key to the conduct of their experiments. In many cases, the ‘psychedelic experience’ draws scientists into the field and continues to inspire their self-image and way of life. By exploring these domains the paper points to a persistence of the subjective in contemporary neuropsychopharmacology. (shrink)

The aim of the article is to present the results of bibliometric analyzes of scientific papers on the quality management of medical services published in 2001–2017 and indexed in the Scopus database. The analysis uses basic techniques of bibliometric analysis with the technical support of VOSviewer software. The publication proposes an original procedure for analyzing the literature on the subject. The results of the study allowed to determine the trends in the number of publications from 2010 to 2017. At (...) the same time, an analysis of areas of science was presented, in which issues related to the management of the quality of medical services were analyzed, as well as citation of main authors and research centers. The whole analysis concerning the topic of quality management of medical services and bibliometric analysis of scientific works on the concepts and interrelations studied has identified the main six clusters that related to the management of quality of medical services ranging from broadly understood changes in healthcare organizations, internal quality management factors, development issues and education, regulation and standardization of the concept of quality improvement, and technological aspects of quality management in medical services. It seems, therefore, that the conducted studies can be considered as a specific guide for those interested in risk and uncertainty, despite the fact that they are not free of restrictions, for example, due to the narrowing of the time or criteria concerning the types of documents examined. In this context, the analyzes carried out give a wide range of opportunities to propose new research ideas on the above issues in contemporary organizations. (shrink)

Objectives The objectives of the study are to understand the current practice of informed consent in medical research in public hospitals in Shanghai, and to share our views with other countries, especially developing countries. Methods In the study, 145 consent forms (CFs) of the selected research projects in eight public hospitals with ethics committees in Shanghai were audited, and the principle investigators (PIs) of these research projects and 40 student subjects who had participated in clinical drug tests were (...) surveyed by questionnaires. Results The CFs of medical researches in public hospitals with ethics committees in Shanghai were generally acceptable. However, there were some defects in the CFs. Although most of the surveyed PIs had correct recognition of informed consent, some processes of informed consent were not in accordance with generally accepted requirements. A large number of the PIs considered the greatest difficulty with informal consent was lack of correct recognition of subjects or legally authorised representatives on medical research. Discussion Informed consent in medical research should consider the research ethics, the background of potential subjects, the local resources and culture of medical research. In addition, special protection is needed for student subjects in informed consent as well as efforts for building and restoring the public's trust in biomedical research. Conclusion The informed consent in Shanghai's public hospitals with ethics committees was generally acceptable and the achievement of adequate informed consent is influenced by many factors. The advent of population-specific genomic research has prompted calls for invention of informed consent protocols that would treat entire social groups as research subjects as well as endow such groups with authority as agents of consent. Critics of such an unconventional ethical norm of group consent fear the rhetorical effects of approaching social groups with offers to participate in dialogues about informed consent. Addressing a specific population as the collective subject of genomic research, on this logic, adds currency to (...) the potentially dangerous public opinion that such a group is bound by genetic ties. The paper considers the problem of group and individual identity within the rhetorical dynamics of the discourse and politics of consent. (shrink)

In Critique of Pure Reason Kant speaks about motion, as action of the subject in connection with the actions by which we describe a space, such as drawing a line or constructing a circle. In a 1992-paper in Kant-Studien I argued that this is one important piece of textual evidence for the so-called externalist interpretation, according to which the transcendental conditions of experience and indeed all the a priori elements in Kant’s system are public, depending upon overt action. Konstantin Pollok has criticized my reading, arguing that the relevant use of the term “motion” here is just metaphorical, and considering some central Kantian doctrines that he thinks refutes the externalist interpretation. The subject of this article is Hatice Gormez's book which is improved version of the master's thesis titled "Aisha's Tafsīr Rivāyahs". In the work, ʿĀʾisha bt. Abī Bakr's life and scientific personality, her method of understanding and interpreting the Qur'ān, her rivāyahs on ʿulūm al-Qurʾān, her rivāyahs on ʿulūm al-Qurʾān, her istidraqs and fatwās related to tafsir, the narrations of fezâil and hasaisu'n-nebi, her narratives evaluated in the different sources of tafsīr, and compelled and fabricated tafsīr rivāyahs attributed to (...) ʿĀʾisha were discussed. The author, who uses both a literary and scientific style in his work, touched upon controversial issues such as ʿĀʾisha 's age and the amr al-ifk and presented her point of view on these issues. While discussing these claims, ignoring some rivāyahs and some historical information is one of the critics for the work. In addition, the work deserves praise for successfully presenting ʿĀʾisha's scientific side and especially her exegesis with many rivāyahs. (shrink)

The problem of religious education is not new to Ukrainian religious studies. The latter was raised in connection with the decree of the Minister of Education and Science on the introduction of the subject "Theology" in higher educational establishments of Ukraine. However, as is often the case in Ukraine, the decree remained only on paper. At the same time, the topic of religious education was discussed in various circles in the circles of religious scholars. Now they are discussing this (...) again. And these discussions are of a different nature, since the desire of the President without serious public discussion was started by the Ministry of Education and Science: since September 1 this academic year the course "Ethics of Faith" has already been introduced in some public schools in Ukraine. Discussions and controversies are already heard in parallel with the decision made and can actually change only the content of the subject, but not the decision on its teaching. That is, it is still debatable that children should be taught in public schools, but the fact that if a new subject does not appear on September 1, there will be almost no doubt after the new year. This essay explores the rhetoric used by Russian zemstvo physicians, scholars of medicine, and sanitary inspectors to share their expertise with regard to health problems in the last three decades of the nineteenth century. Borrowing the conceptual framework of emotional practices introduced by Monique Scheer, it interprets an appeal to revulsion and sensorial evidence, employed as “templates of language and gesture,” that medical practitioners produced both to mobilize the emotions of their audience and to support their own professional stature. The (...) author relates elements of this judgmental rhetoric to the Russian public domain of the late nineteenth century and discusses the entanglements of hygiene, prevention, and revulsion that contributed to the emotional landscape of the post-reform era. Ethics deals with how we make decisions and the actions we perform. In decision-making, one weighs the pros and the cons of any course of action. Besides the realm of the private, there are ethical issues regularly dealt with in public discourses. Human identity in most instances is a cultural and religious construct. Our socio-historical background as human beings is constitutive of our identity and also informs our ethical decision making. In this essay, I argue for a possibility of (...) positively incorporating ideas from world religions and diverse cultures into public ethical discourses. Since world religions are about people, it is possible to appropriate humanity as understood in religions in the development of ethics. Hence, I present religions as practically relevant in the analysis of public ethical issues. Public ethical discourses are viewed as inclusive of history, religion, and culture. Further, the work of the philosopher Paul Ricoeur is presented as a way of reconciling subjectivity and objectivity in history and ethics. This essay is an analysis on ways in which the debate on ethical issues can incorporate all the voices in a society without excluding anyone while avoiding ideological extremism.  . (shrink)

The obligation of the legalization of entrepreneurial activity from Article 14 of The Act of July 2, 2004 on the freedom of entrepreneurial activity caused deliberations regarding constitutive or declarative character of the legalization entry and as a result, created a problem with indication of the moment when the public law status of an entrepreneur is acquired. The answer to the question whether Central Register and Information of Entrepreneurial Activity or the register of entrepreneurs of the National Court Register (...) have also the creation function incites many controversies and is subject to discussions, in the process of which two main standpoints were formed. It is also important to note that the resolution of the discussed issue not only holds scientific value, but above all, it has significant importance in practice. Therefore, it is necessary and even essential. Furthermore, it is typical for this issue that concerns related thereto and arguments raised during the discussion have their basis in the legislation in force and in fact, encapsulate the favoured path of its interpretation. Public health communication makes extensive use of a linguistic formulation that will be called the “no evidence” statement. This is a written or spoken statement of the form “There is no evidence that P” where P stands for a proposition that typically describes a human health risk. Danger lurks in these expressions for the hearer or reader who is not logically perspicacious, as arguments that use them are only warranted under certain conditions. The extent to which members of the (...) public are able to determine what those conditions are will be considered by examining data obtained from 879 subjects. This twelfth volume of Correspondence contains authoritative and fully annotated texts of all known letters sent both to and from Bentham between July 1824 and June 1828. The 301 letters, most of which have never before been published, have been collected from archives, public and private, in Britain, the United States of America, Switzerland, France, Japan, and elsewhere, as well as from the major collections of Bentham Papers at University College London Library and the British Library.In mid-1824 Bentham was (...) still preoccupied with the Greek struggle for independence against Turkey, though his active involvement waned as he became disenchanted with the behaviour of the deputies sent to London by the Greek National Assembly. His international reputation was reflected in his continuing contact with Simón Bolívar and Bernardino Rivadavia in South America, and with John Quincy Adams, John Neal, Henry Wheaton, and others in the United States, and his forging of new contacts in Guatemala, India, and Egypt. In the autumn of 1825 he visited France, where he stayed with Jean Baptiste Say and La Fayette, and was fêted by the French liberals.Bentham made considerable progress drafting material for his pannomion, or complete code of laws, and in particular for his Constitutional and Procedure Codes, while John Stuart Mill edited the massive Rationale of Judicial Evidence. Bentham became increasingly active in the cause of law reform, and exchanged a series of letters on the subject with Robert Peel, the Home Secretary, and Henry Brougham. He maintained his friendships with John and Sarah Austin, George and Harriet Grote, James and John Stuart Mill, John Bowring, Joseph Hume, Francis Burdett, Francis Place, and Joseph Parkes, re-established contact with the third Marquis of Lansdowne, son of his old friend the first Marquis, and made new acquaintances in James Humphreys, Sutton Sharpe, and Albany Fonblanque. Having been raised as a Catholic and educated in the West, then trained as a monk in India since the 1980s, Canadian author Swami Muktananda of Rishikesh is uniquely positioned to bring the Eastern tradition of Vedanta to Western spiritual seekers. In Awakening to the Infinite, he answers the eternal, fundamental question posed by philosophical seekers, "Who am I?" with straightforward simplicity. His teaching follows the words of Christ and the Old Testament as well as those of the sages of India, who all proclaim a universal truth that transcends all religions: 'You are not the body; you are not the mind; you are the immortal, divine Self. This article evaluates mini-publics as a potential means of realizing deliberative democratic values in transnational contexts. A mini-public is a group of citizens that is chosen by random or near-random selection to debate matters of public concern in a suitably structured deliberative environment. The argument of the article is that mini-publics can be an important deliberative resource, but only as supplements to rather than replacements for alternative means of reforming transnational institutions. These forums can be used to prefigure (...) transnational publics, but entrenched institutional assumptions about the delineation and definition of these publics must be subject to critical scrutiny by other elements of a transnational deliberative system. This argument is developed through a critical engagement with the literature on mini-publics, an analysis of a prominent example of a transnational mini-public, and a defense of the role of civil society as a resource for counteracting the shortcomings of mini-publics. To address this issue, most accounts of Kant’s political philosophy concentrate on his explicitly political texts that cluster around the second and third Critiques. Although many of these interpretations illuminate different aspects of Kant’s political philosophy, they are silent with regard to a concept of publicness that is implied in the first Critique. This article suggests that Kant’s critical method of metaphysics (...) implies a disciplinary conception of publicness, which is foundational for his political philosophy. It demonstrates how this conception of publicness can be found in the Doctrine of Method of the first Critique, more specifically, in Kant’s argument that all acts of reason must be subjected to the discipline of pure reason.
