ABSTRACTIlya Somin's Democracy and Political Ignorance proposes an original, epistemic argument for decentralizing and downsizing democratic government. Somin's argument does not produce a plausible real-world program for government reform, nor does he exhaust the universe of what voting is for, or possible democratic solutions to the epistemic problem of rational ignorance and cognitive limitation. But his proposal is of considerable interest as an advance in political theory. The historical example of the classical Greek world of decentralized authority and (...) small city-states suggests that democracy does benefit, in epistemic ways, from decentralization, reduced scale, and simplification of procedural rules. The tradeoff is, however, increased responsibility on the part of individual citizens to undertake civic services of various kinds. (shrink)

Boccalini’s Ragguagli di Parnasso (1612) provides us with a satirically inflected view of how Tacitean quotation was used throughout the sixteenth century as a medium of political knowledge. A detailed analysis of some Tacitean scenes in Ragguagli will help us to elicit some of the issues underlying the turn to Tacitus in the intellectual climate of the period: the search for truth in a new era of moral relativism; debates about the applicability of ancient maxims to contemporary realities; (...) and the connection between externally acquired techniques and internalized wisdom. In both Ragguagli and Comentarii Tacitus’ characterization of the emperor Galba becomes emblematic of the gulf that can open up between theoretical knowledge and practical understanding. When the same model is used to measure Tacitus’ own unsuccessful tenure of power over Lesbos in Ragguagli, Boccalini presents a case study of how ‘properly’ to make use of Tacitean political insight. This thesis aims to discuss Thomas Reid’s (1710-1796) theory of the first principles of knowledge, more particularly, the first principles of philosophy of mind, morals and politics. In the first chapter, I discuss Reid’s foundationalist commitments in philosophy of mind, morals and politics. I argue that he is clearly a foundationalist about speculative and moral knowledge, but it is not clear if he keeps foundationalist commitments with regard to political knowledge – the first principles of politics (...) are not self-evident beliefs: they are not justified from the start and, therefore, they do not have what is needed for being basic beliefs in a foundationalist view of the structure of knowledge. In the second chapter, I discuss Reid’s understanding of the sources of speculative, moral and political knowledge, namely, common sense and knowledge of mankind. I argue that while philosophy of mind and morals are based upon the first principles of common sense – immediate and irresistible beliefs due to the original constitution of mind, politics is based upon first principles of the knowledge of mankind – beliefs that are due to a mixture of the sagacity and the experience of the political scientist who lives among other human beings in a political society. In the third chapter, I try to explain Reid’s comprehension on the first principles of philosophy of mind, morals and politics. I try to explain what a first principle of knowledge is, how to understand the distinction between the principles of contingent and necessary truths and what the means we have to identify the first principles of knowledge are. The fourth and last chapter is entirely dedicated to common sense. More particularly, I discuss how Reid defends the first principles of common sense from the skeptical attack. (shrink)

This lucidly written book examines the social and political significance of the natural sciences through a detailed and original account of science as an interpretive social practice.

The Theaetetus is one of the most widely studied of any of the Platonic dialogues because its dominant theme concerns the significant philosophical question, what is knowledge? In this book Paul Stern provides a full-length treatment of its political character in relationship to this dominant theme. He argues that this approach sheds significant light on the distinctiveness of the Socratic way of life, with respect to both its initial justification and its ultimate character. More specifically, he argues that (...) Socrates' revolutionary decision to subject political life to philosophic reflection, the decision that leads directly to his trial and execution, is based on his awareness of the elusiveness of comprehensive knowledge and the implications of that elusiveness for the validity of philosophic inquiry. For decades, scholars have recognized that most citizens have little or no political knowledge, and that it is in fact rational for the average voter to make little or no effort to acquire political information. Rational ignorance is fully compatible with the so‐called “paradox of voting” because it will often be rational for citizens to vote, but irrational for them to become well informed. Furthermore, rational ignorance leads not only to inadequate acquisition of political information, but (...) also to ineffective use of the information that citizens do possess. The combination of these two problems has fundamental implications for a variety of issues in public policy and international affairs. (shrink)

This paper explores the political import of Husserl’s critical discussion of the epistemic effects of the formalization of rational thinking. More specifically, it argues that this discussion is of direct relevance to make sense of the pervasive processes of ‘technization’, that is, of a mechanistic and superficial generation and use of knowledge, to be observed in current contexts of governance. Building upon Husserl’s understanding of formalization as a symbolic technique for abstraction in the thinking with and about numbers, (...) I argue that processes of technization, while being necessary and legitimate procedures for the reduction of complexities, also may give rise to politically unresponsive and ultimately dysfunctional ‘economies of thinking.’ This paper is structured in three parts. In the first part I outline Husserl’s account of the formalization and technization of thought and knowledge. In the second part I make my case for the political import of this account, departing in this context from positions that (a) regard Husserl’s discussions of formalization and its effects as merely epistemological, or that (b) try to mobilize Husserl for a one-sided critique of instrumental reason. In the final part I address a major shortcoming of Husserl’s account, namely its neglect of the concrete and historically evolving technological infrastructures of processes of formalization/technization. A political epistemology that enables us to determine if political actors are likely to know what they need to know must be rooted in an ontology of the actors and of the human objects of their knowledge; that is, a political anthropology. The political anthropology developed in Power Without Knowledge envisions human beings as creatures whose conscious actions are determined by their interpretations of what seem to them to be relevant circumstances; and whose interpretations (...) are, in turn, determined by webs of belief built from somewhat heterogeneous streams of incoming ideas. This anthropology, then, has two components. Ideational heterogeneity undermines the aspiration of technocracy to predict human behavior and the aspiration of social science to arrive at lawlike generalizations about it. Ideational determinism, however, which is less important than ideational heterogeneity to the critique of technocracy, may be more important to generating epistemological approaches to other forms of politics, all of which involve the actions of human beings who, as such, are largely at the mercy of the fallible ideas to which they have been exposed. It is widely believed that democracies require knowledgeable citizens to function well. But the most politically knowledgeable individuals also tend to be the most partisan, and the strength of partisan identity tends to corrupt political thinking. This creates a conundrum. On the one hand, an informed citizenry is allegedly necessary for a democracy to flourish. On the other hand, the most knowledgeable and passionate voters are also the most likely to think in corrupted, biased ways. What to do? This (...) paper examines this tension and draws out several lessons. First, it is not obvious that more knowledgeable voters will make better political decisions. Second, attempts to remedy voter ignorance are problematic because partisans tend to become more polarized when they acquire more information. Third, solutions to citizen incompetence must focus on the intellectual virtue of objectivity. Fourth, some forms of epistocracy are troubling, in part, because they would increase the political power of the most dogmatic and biased individuals. Fifth, a highly restrictive form of epistocracy may escape the problem of political dogmatism, but epistocrats may face a steeper tradeoff between inclusivity and epistemic virtue than many would like. The Politics of Feminist Knowledge Transfer draws together analytical work on gender training and gender expertise. Plato justifies the concentration and exercise of power for persons endowed with expertise in political governance. This article argues that this justification takes two distinctly different sets of arguments. The first is what I shall call his 'ideal political philosophy' described primarily in the Republic as rule by philosopher-kings wielding absolute authority over their subjects. Their authority stems solely from their comprehension of justice, from which they make political judgements on behalf of their city-state. I call the (...) second set of arguments Plato's 'practical political philosophy' underlying his later thought, where absolute rule by philosopher-kings is undermined by the impure character of all political knowledge. Whereas the complete comprehension of justice sanctions the absolute political power of those with this expertise, partial knowledge of justice disallows for such a large investment of power. Plato's practical political philosophy argues for a mixed theory of governance fusing the institutions of monarchy with democracy in the best practical city-state. Thus, Plato comes to realize the insurmountable difficulties of his ideal political thought, preferring a more practical political philosophy instead. (shrink)

While knowledge represents a valuable commodity, not all forms of knowledge are afforded equal status. The politics of knowledge, which entails the privileging of particular ways of knowing through linkages between the producers of knowledge and other bearers of authority or influence, represents a powerful force driving knowledge development. Within the health research and practice community, biomedical knowledge (i.e. knowledge pertaining to the biological factors influencing health) has been afforded a privileged position, shaping (...) the health research and practice community's view of health, illness and appropriate intervention. The aim of this study is to spark critical reflection and dialogue surrounding the ways in which the politics of knowledge have constrained progress in addressing mental health and illness, one of today's leading public health issues. I argue that the hegemony of biological knowledge represents an ethical issue as it limits the breadth of knowledge available to support practitioners to ‘do good’ in terms of addressing mental illness. Given the power and influence inherent within the nursing community, I propose that nurses ought to engage in critical reflection and action in an effort to better situate the health research and practice community to effectively address the mental health of populations. Ideology critique generally seeks to undermine selected theories and beliefs by demonstrating their partisan origins and their insidious social functions. This approach rightly reveals the socially implicated nature of much purported knowledge, but also brackets or bypasses its cognitive properties. In contrast, Michael Morris argues that it is possible to integrate the social and epistemic dimensions of belief in a way that preserves the cognitive and adjudicatory capacities of reason, while acknowledging that reason itself is inevitably social, historical, and (...) interested. Drawing upon insights from Hegel, Lukács, Mannheim, and Habermas, he interprets and reconstructs Marx's critique of ideology as a positive theory of knowledge, one that reconciles the inherently interested and inextricably situated nature of thought with more traditional conceptions of rational adjudication, normativity, and truth. Recently, epistocrats have challenged the value of democracy by claiming that policy outcomes can be improved if the electorate were narrowed to empower only those with sufficient knowledge to inform competent policy decisions. I argue that by centering on contesting how well regimes employ extant knowledge in decision-making, this conversation has neglected to consider how regimes influence the production of knowledge over time. Science and technology studies scholars have long recognized that political systems impact the productivity (...) of expert research. I argue that in order to evaluate which regime is “smarter,” we must consider not only how well they employ existing knowledge in decision-making, but we must also assess how those regimes influence the ongoing production of policy-relevant knowledge. Thus, I offer an instrumental defense of democracy based on its capacity to encourage a superior pattern and quality of expert research to inform policy decisions over time. Epistocracy may be effective at employing extant knowledge in the short run, but in the long run, democracy is a superior environment for producing knowledge to inform policy decisions. (shrink)

A history of colonization inflicts psychological, physical, and structural disadvantages that endure across generations. For an increasing number of Indigenous Australians, environmental epigenetics offers an important explanatory framework that links the social past with the biological present, providing a culturally relevant way of understanding the various intergenerational effects of historical trauma. In this paper, we critically examine the strategic uptake of environmental epigenetics by Indigenous researchers and policy advocates. We focus on the relationship between epigenetic processes and Indigenous views of (...) Country and health—views that locate health not in individual bodies but within relational contexts of Indigenous ontologies that embody interconnected environments of kin/animals/matter/bodies across time and space. This drawing together of Indigenous experience and epigenetic knowledge has strengthened calls for action including state-supported calls for financial reparations. We examine the consequences of this reimagining of disease responsibility in the context of “strategic biological essentialism,” a distinct form of biopolitics that, in this case, incorporates environmental determinism. We conclude that the shaping of the right to protection from biosocial injury is potentially empowering but also has the capacity to conceal forms of governance through claimants’ identification as “damaged,” thus furthering State justification of biopolitical intervention in Indigenous lives. Audre Lorde’s account of the erotic is one of her most widely celebrated contributions to political theory and feminist activism, but her explanation of the term in her brief essay “Uses of the Erotic” is famously oblique and ambiguous. This article develops a detailed, textually grounded interpretation of Lorde’s erotic, based on an analysis of how Lorde’s essay brings together commitments expressed across her work. I describe four integral elements of Lorde’s erotic: feeling, knowledge, power, and concerted action. (...) The erotic is a way of feeling in the work a person does, which makes possible new knowledge about the self and the social environment— particularly to counteract epistemic oppression imposed by an unjust society. The erotic is a source of power by providing vision and energy for actions integrating a person’s multiple commitments and political interests. It facilitates concerted action and coalition by enhancing a person’s appreciation of their interests and values, while fostering embodied, personal connections that build trust on the basis of shared vulnerability. Thus, the erotic helps build coalitions where genuine differences of perspective and experience can be examined, in resistance against an oppressive society’s epistemic distortions. (shrink)

Philosophy and religion were the two important sources of knowledge for medieval Arab Muslim polymaths. Owing to the difference between the nature of philosophy and religion, the interplay between philosophy and religion often takes the form of conflict in medieval Muslim thought as exemplified by the Al-Ghazali versus Averroes (Ibn Rusd) polemic. Unlike the Al-Ghazali versus Averroes (Ibn Rushd) polemic, the interplay between philosophy and religion in the political philosophy of Abu Nasr Alfarabi takes the form of harmonious (...) co-existence. Although, for Alfarabi, religion is an inferior form of knowledge as compared to philosophy, the present article will show that philosophy and religion play equally significant roles in Alfarabi’s virtuous city and that in the absence of either philosophy or religion, the political system proposed by Alfarabi cannot exist. This article explores the enticement of consumers for natural philosophy in London between 1695 and 1720 through advertisements placed in two political newspapers. This twenty-five-year period witnessed both the birth of public science and the rage of party politics. A consideration of public science adverts within the Whig-leaning Post Man and the Tory-leaning Post Boy reveals that members of both the Whig and Tory parties were equally targeted and that natural philosophy was sold to London's reading population in bipartisan (...) fashion. In the process of integrating natural philosophy into the wider culture through commercial sales, political allegiances were not imprinted on the advertising process. This conclusion raises questions regarding the historiographical assertion of Whig-supported public science and Tory opposition to it at the level of consumers. (shrink)

This article focuses on two developments in nineteenth-century (philosophy of) social science: Moritz Lazarus’s and Heymann Steinthal’s Völkerpsychologie and Georg Simmel’s early sociology of knowledge. The article defends the following theses. First, Lazarus and Steinthal wavered between a “strong” and a “weak” program for Völkerpsychologie. Ingredients for the strong program included methodological neutrality and symmetry; causal explanation of beliefs based on causal laws; a focus on groups, interests, tradition, culture, or materiality; determinism; and a self-referential model of social institutions. (...) Second, elements of the weak program were the blurring of explanatory and normative interests, an emphasis on freedom of the will, and antirelativism and antimaterialism. Third, later research projects keeping the label “Völkerpsychologie” followed the weak program. Fourth, in the 1880s and 1890s, Simmel tried to build on some of the elements of the strong program. Finally, and fifth, part of the explanation for why Simmel did not succeed in his attempt had to do with the social-political situation of German academia around 1900. (shrink)

Political candidates often believe they must focus their campaign efforts on a small number of swing voters open for ideological change. Based on the wisdom of opinion polls, this might seem like a good idea. But do most voters really hold their political attitudes so firmly that they are unreceptive to persuasion? We tested this premise during the most recent general election in Sweden, in which a left- and a right-wing coalition were locked in a close race. We (...) asked our participants to state their voter intention, and presented them with a political survey of wedge issues between the two coalitions. Using a sleight-of-hand we then altered their replies to place them in the opposite political camp, and invited them to reason about their attitudes on the manipulated issues. Finally, we summarized their survey score, and asked for their voter intention again. The results showed that no more than 22% of the manipulated replies were detected, and that a full 92% of the participants accepted and endorsed our altered political survey score. Furthermore, the final voter intention question indicated that as many as 48% (69.2%) were willing to consider a left-right coalition shift. This can be contrasted with the established polls tracking the Swedish election, which registered maximally 10% voters open for a swing. Our results indicate that political attitudes and partisan divisions can be far more flexible than what is assumed by the polls, and that people can reason about the factual issues of the campaign with considerable openness to change.
