Taking precautions to prevent harm. Whether principe de précaution, Vorsorgeprinzip, føre-var prinsippet, or försiktighetsprincip, etc., the precautionary principle embodies the idea that public and private interests should act to prevent harm. Furthermore, the precautionary principle suggests that action should be taken to limit, regulate, or prevent potentially dangerous undertakings even in the absence of absolute scientific proof. Such measures also naturally entail taking economic costs into account. With the environmental disasters of the 1980s, the precautionary principle established itself as an (...) operational concept. On the eve of the 1997 Climate Summit in Kyoto, precaution, as the precautionary principle is often referred to, has now become a key legal principle in environmental law, in general, and in current international climate negotiations, in particular, attempts to understand why. It examines in turn the natural affinity between the precautionary principle and climate change, reviews a series of issues which the principle raises, and discusses avenues which it opens paper, climate change fulfills the theoretical requirements set for the application of the precautionary principle. It comes as no surprise that the actual application of the precautionary principle in the context of climate change raises high political stakes. As a result, climate change science, in particular, and science, in general, is under the fire of politically-motivated scientific skeptics. Thus, by way of the counter-measures which must be put into effect, the precautionary principle calls for a greater sense of responsibility on the part of scientists and the public at large. Specifically, from scientists, it demands perseverance in rigor, excellence in communication, and committment to education. However, even if special efforts are made to implement the precautionary principle in the context of climate change, the success of climate change mitigation will constitute no test of the validity, the usefulness, or the efficiency of the precautionary principle. Indeed, the degree to which climate change mitigation succeeds only provides a measure of our kind's ability to manage responsibly the global commons which we inherited from our ancestors and which our generation enjoys, the global commons which we will pass on to today's children and to generations to come. First, the demonstration of Bell's theorem, i.e., of the nonlocal character of quantum theory, is spelled out using the EPR criterion of reality as premises and a gedankenexperiment involving two particles. Then, the EPR criterion is extended to include quantities predicted almostwith certainty, and Bell's theorem is demonstrated on these new premises. The same experiment is used but in conditions that become possible in real life, without the requirements of ideal efficiencies and zero background. Computational cell models appear as necessary tools for handling the complexity of intracellular cell dynamics, especially calcium dynamics. However, while oscillating intracellular calcium oscillations are well documented and modelled, a simple enough virtual cell taking into account the mechano-chemical coupling between calcium oscillations and cell mechanical properties is still lacking. Considering the spontaneous periodic contraction of isolated cardiac myocytes, we propose here a virtual cardiac cell model in which the cellular contraction is modelled using an hyperelastic description of the cell (...) mechanical behaviour. According to the experimental data, the oscillating cytosolic calcium concentrations trigger the spatio-temporal variation of the anisotropic intracellular stresses. The finite element simulations of the virtual cell deformations are compared to the self-sustained contractions of isolated rat cardiomyocytes recorded by time-lapse video-microscopy. (shrink)

From John Maynard Keynes’s prediction of a fifteen-hour workweek to present-day speculation about automation, we have not stopped forecasting the end of work. Critical theory and political philosophy have turned their attention away from the workplace to focus on other realms of domination and emancipation. But far from coming to an end, work continues to occupy a central place in our lives. This is not only because of the amount of time people spend on the job. Many of our deepest (...) hopes and fears are bound up in our labor—what jobs we perform, how we relate to others, how we might flourish. The Return of Work in Critical Theory presents a bold new account of the human significance of work and the human costs of contemporary forms of work organization. A collaboration among experts in philosophy, social theory, and clinical psychology, it brings together empirical research with incisive analysis of the political stakes of contemporary work. In this article we examine the idea of a politics of misrecognition of working activity. We begin by introducing a distinction between the kind of recognition and misrecognition that attaches to one’s identity, and the kind of recognition and misrecognition that attaches to one’s activity. We then consider the political significance of the latter kind of recognition and misrecognition in the context of work. Drawing first on empirical research undertaken by sociologists at the Institut für Sozialforschung in Frankfurt, we argue (...) for a differentiated concept of recognition that shows the politics of misrecognition at work to be as much a matter of conflict between modes of recognition as it is a struggle for recognition as opposed to non -recognition. The differentiated concept of recognition which allows for this empirical insight owes much to Axel Honneth’s theory. But as we argue in the section that follows, this theory is ambiguous about the normative content of the expectations of recognition that are bound up with the activity of working. This in turn makes it unclear how we should understand the normative basis of the politics of the misrecognition of what one does at work. In the final sections of the article, we suggest that the psychodynamic model of work elaborated by Christophe Dejours and others at the Conservatoire National des Arts et Métiers in Paris can shed light on this matter; that is to say, it can help to clarify the normative significance and political stakes of the misrecognition of working activity. The Ontology for Biomedical Investigations (OBI) is an ontology that provides terms with precisely defined meanings to describe all aspects of how investigations in the biological and medical domains are conducted. OBI re-uses ontologies that provide a representation of biomedical knowledge from the Open Biological and Biomedical Ontologies (OBO) project and adds the ability to describe how this knowledge was derived. We here describe the state of OBI and several applications that are using it, such as adding semantic expressivity to (...) existing databases, building data entry forms, and enabling interoperability between knowledge resources. OBI covers all phases of the investigation process, such as planning, execution and reporting. It represents information and material entities that participate in these processes, as well as roles and functions. Prior to OBI, it was not possible to use a single internally consistent resource that could be applied to multiple types of experiments for these applications. OBI has made this possible by creating terms for entities involved in biological and medical investigations and by importing parts of other biomedical ontologies such as GO, Chemical Entities of Biological Interest (ChEBI) and Phenotype Attribute and Trait Ontology (PATO) without altering their meaning. OBI is being used in a wide range of projects covering genomics, multi-omics, immunology, and catalogs of services. OBI has also spawned other ontologies (Information Artifact Ontology) and methods for importing parts of ontologies (Minimum information to reference an external ontology term (MIREOT)). The OBI project is an open cross-disciplinary collaborative effort, encompassing multiple research communities from around the globe. To date, OBI has created 2366 classes and 40 relations along with textual and formal definitions. The OBI Consortium maintains a web resource providing details on the people, policies, and issues being addressed in association with OBI. (shrink)

The value of any kind of data is greatly enhanced when it exists in a form that allows it to be integrated with other data. One approach to integration is through the annotation of multiple bodies of data using common controlled vocabularies or ‘ontologies’. Unfortunately, the very success of this approach has led to a proliferation of ontologies which itself creates obstacles to integration. The Open Biomedical Ontologies (OBO) consortium has set in train a strategy to overcome this problem. Existing (...) OBO ontologies, including the Gene Ontology, are undergoing a process of coordinated reform and new ontologies being created on the basis of an evolving set of shared principles governing ontology development. The result is an expanding family of ontologies designed to be interoperable, logically well-formed, and to incorporate accurate representations of biological reality. We describe the OBO Foundry initiative, and provide guidelines for those who might wish to become involved. (shrink)

This collection of papers in epistemic logic is oriented towards applications to game theory and individual decision theory. Most of these papers were presented at the inaugural conference of the LOFT (Logic for the Theory and Games and Decisions) conference series, which took place in 1994 in Marseille. Among the notions dealt with are those of common knowledge and common belief, infinite hierarchies of beliefs and belief spaces, logical omniscience, positive and negative introspection, backward induction and rationalizable equilibria in game (...) theory. Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data sets (...) them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. Over recent years, the research community has been increasingly using preprint servers to share manuscripts that are not yet peer-reviewed. Even if it enables quick dissemination of research findings, this practice raises several challenges in publication ethics and integrity. In particular, preprints have become an important source of information for stakeholders interested in COVID19 research developments, including traditional media, social media, and policy makers. Despite caveats about their nature, many users can still confuse pre-prints with peer-reviewed manuscripts. If unconfirmed but (...) already widely shared first-draft results later prove wrong or misinterpreted, it can be very difficult to “unlearn” what we thought was true. Complexity further increases if unconfirmed findings have been used to inform guidelines. To help achieve a balance between early access to research findings and its negative consequences, we formulated five recommendations: (a) consensus should be sought on a term clearer than ‘pre-print’, such as ‘Unrefereed manuscript’, “Manuscript awaiting peer review” or ‘’Non-reviewed manuscript”; (b) Caveats about unrefereed manuscripts should be prominent on their first page, and each page should include a red watermark stating ‘Caution—Not Peer Reviewed’; (c) pre-print authors should certify that their manuscript will be submitted to a peer-review journal, and should regularly update the manuscript status; (d) high level consultations should be convened, to formulate clear principles and policies for the publication and dissemination of non-peer reviewed research results; (e) in the longer term, an international initiative to certify servers that comply with good practices could be envisaged. Physical activity and sedentary behaviour have been linked to the mental health of children and adolescents, yet the timing of behaviours may play a role in this relationship and clarifying this could inform interventions. We explored cross-sectional associations of PA and SED in varying time segments throughout the school day with the mental health of school-aged children and adolescents from rural Northeastern Ontario, Canada. A total of 161 students wore accelerometers for 8 days and completed a self-report survey. Mental health (...) was measured using the Strengths and Difficulties Questionnaire. Accelerometer-measured SED, light PA, and moderate and vigorous PA were estimated in the time-segments before school, school time, after school, and evenings. Associations were tested with multilevel linear regressions while adjusting for confounding factors. Students spent 72.6 min in MVPA, 209.0 min in LPA, and 621.0 min in SED per day. Daily SED was associated with less conduct problems. Evening LPA was inversely associated with hyperactivity, while SED was associated with hyperactivity and with peer problems before school, and during school. No associations were observed for MVPA, emotional symptoms, or prosocial behaviour. In conclusion, displacing SED with LPA in some specific periods of the day may benefit the mental health of students; taking this into account could strengthen interventions. (shrink)

We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. À partir d'une lecture critique de H. Arendt et J. Habermas, cet article se propose d'articuler d'un point de vue théorique et historique espace public, espace économique et question sociale. Développant une lecture associationniste de l'approche arendtienne, il souligne combien pour celle-ci le mouvement ouvrier fut historiquement porteur de l'espoir d'un nouvel espace public. Dans le prolongement de cette interprétation, il esquisse une analyse de la tradition associationniste française qui, au sein du mouvement ouvrier et socialiste, avait tenté de politiser (...) la question sociale pour redéfinir les frontières de l'espace public. Bref, comme l'économie solidaire le propose aujourd'hui en réactualisant l'héritage de cette tradition, d'inscrire dans l'espace économique de nouvelles formes de solidarité et de citoyenneté.Using a critical reading of H. Arendt and J. Habermas as a starting point, this article proposes to articulate the public and economic spheres and social questions from a theoretical and historical point of view. Developing an associationist reading of the “Arendtian” approach, it underlines how much in this approach the labour movement was historically seen as representing hopes for a new public sphere. Going further with this interpretation, the article offers an analysis of the French Associationist tradition which, within the labour and socialist movement, attempted to politicize the social question with the aim of redefining the borders of the public sphere. In short, by reviving the heritage of this tradition, the interdependent economy today seeks to include new forms of solidarity and citizenship in the economic sphere. (shrink)

We provide a systematic recipe for eliminating self-reference from a simple language in which semantic paradoxes (whether purely logical or empirical) can be expressed. We start from a non-quantificational language L which contains a truth predicate and sentence names, and we associate to each sentence F of L an infinite series of translations h 0(F), h 1(F), ..., stated in a quantificational language L *. Under certain conditions, we show that none of the translations is self-referential, but that any one (...) of them perfectly mirrors the semantic behavior of the original. The result, which can be seen as a generalization of recent work by Yablo (1993, Analysis, 53, 251–252; 2004, Self-reference, CSLI) and Cook (2004, Journal of Symbolic Logic, 69(3), 767–774), shows that under certain conditions self-reference is not essential to any of the semantic phenomena that can be obtained in a simple language. Some environmental chemicals are known to cause brain damage and many more are suspected of it, but few have been tested for such effects. The present paper explores anew the question of Husserl’s metaphysics by contrasting H. Philipse and D. Zahavi’s respective position on the matter. I argue that these positions fall victim to opposing exegetical pitfalls. On the one hand, while I concur with Philipse’s general characterisation of Husserl as an ontological phenomenalist, I disagree that this implies Husserl was a subjective idealist similar to Berkeley. On the other hand, while Zahavi’s correlationist interpretation of Husserl avoids this subjective idealist interpretation, I argue that (...) it inadvertently succumbs to the realist alternative that construes the world as existing independently from subjectivity. The way out of this dilemma is to interpret Husserl as an experiential monist, where the phenomenal stream (Erlebnisstrom) is taken to be ontologically primary, by virtue of its antecedence over the subject-object or mind-world dichotomy. Given an uncountable regular cardinal κ, we study the structural properties of the class of all sets of functions from κ to κ that are definable over the structure 〈H,∈〉 by a Σ1-formula with parameters. It is well known that many important statements about these classes are not decided by the axioms of ZFC together with large cardinal axioms. In this paper, we present other canonical extensions of ZFC that provide a strong structure theory for these classes.
