BackgroundNational Ethics Committees (NECs) offer important oversight and guidance functions and facilitate public debate on bioethical issues. In an increasingly globalized world where technological advances, multi-national research collaborations, and pandemics are creating ethical dilemmas that transcend national borders, coordination and the joining of efforts among NECs are key. The purpose of this study is to take stock of the current NEC landscape, their varying roles and missions, and the range of bioethical topics on which they deliberated since their inception.MethodsData on (...) the availability, functions, and ethical deliberations (publications) of NECs globally were gathered through a systematic search of NEC websites and through contacts known to the authors. The search was conducted in English, French, and Spanish. The data abstraction was done in Excel and included the NEC’s country, region, functions, and deliberations on bioethical issues. Deliberation topics were classified into thematic categories through an iterative process of regrouping to arrive at the main set of themes.Results124 NECs in 100 countries were identified. 44% of the NECs are in Europe and 47% are in high-income countries. Out of the 1108 retrieved publications, 40% were on bioethics in the context of research, followed by the clinic (28%) and public health issues (22%). The top five topics of these publications were: research ethics (124; 9%), genetics and genomics (62; 6%), organ transplantation (58; 5%), assisted reproductive technology (49; 4%), and end of life (36; 3%).ConclusionOur study makes an important contribution to understanding the current interests and functions of NECs and the range of their bioethics deliberations. By making the data publicly available through this publication, it allows users to conduct tailored analyses and queries based on their interests, and to seek and strengthen collaboration and exchange. It also makes the case for the fruitfulness of developing and maintaining a global repository of current and new deliberations to more effectively advance this field for the greater good of humanity, research, and public health. Ethical review systems need to build on their experiences of COVID-19 research to enhance their preparedness for future pandemics. Recommendations from representatives from over twenty countries include: improving relationships across the research ecosystem; demonstrating willingness to reform and adapt systems and processes; and making the case robustly for better resourcing.

There has been increased interest in the potential of maternal immunisation to protect maternal, fetal, and infant health. Maternal tetanus vaccination is part of routine antenatal care and immunisation campaigns in many countries, and it has played an important part in the reduction of maternal and neonatal tetanus. Additional vaccines that have been recommended for routine maternal immunisation include those for influenza and pertussis, and other vaccines are being developed. Maternal immunisation is controversial since regulators, professionals, and the public are (...) often reluctant to accept pharmaceutical interventions during pregnancy. So far, little attention has been given to the ethics of vaccination during pregnancy. In this Personal View we argue that maternal immunisation should be offered in response to concrete, severe risks of disease for mother and child, and we explain how this requirement of serious risk can be used to guide ethical decision-making about maternal immunisation. Ensuring that countries have adequate research capacities is essential for an effective and efficient response to infectious disease outbreaks. The need for ethical principles and values embodied in international research ethics guidelines to be upheld during public health emergencies is widely recognized. Public health officials, researchers and other concerned stakeholders also have to carefully balance time and resources allocated to immediate treatment and control activities, with an approach that integrates research as part of the outbreak response. Under such circumstances, research (...) “ethics preparedness” constitutes an important foundation for an effective response to infectious disease outbreaks and other health emergencies. A two-day workshop was convened in March 2018 by the World Health Organisation Global Health Ethics Team and the African coaLition for Epidemic Research, Response and Training, with representatives of National Ethics Committees, to identify practical processes and procedures related to ethics review preparedness. The workshop considered five areas where work might be undertaken to facilitate rapid and sound ethics review: preparing national ethics committees for outbreak response; pre-review of protocols; multi-country review; coordination between national ethics committees and other key stakeholders; data and benefit sharing; and export of samples to third countries. In this paper, we present the recommendations that resulted from the workshop. In particular, the participants recommended that Ethics Committees would develop a formal national standard operating procedure for emergency response ethical review; that there is a need to clarify the terminology and expectations of pre-review of generic protocols and agree upon specific terminology; that there is a need to explore mechanisms for multi-country emergency ethical consultation, and to establish procedures for communication between national ethics committees and other oversight bodies and public health authorities. In addition, it was suggested that ethics committees should request from researchers, at a minimum, a preliminary data sharing and sample sharing plan that outlines the benefit to the population from which data and samples are to be drawn. This should be followed in due time by a full plan. It is hoped that the national ethics committees, supported by the WHO, relevant collaborative research consortia and external funding agencies, will work towards bringing these recommendations into practice, for supporting the conduct of effective research during outbreaks. Há os que percebem na narrativa uma clara referência a uma jornada interior, empreendida pelo profeta, com vistas à renovação de seu chamado ou mesmo como um retorno às fontes da fé. No entanto, a análise das estratégias de construção da narrativa pode levar ao propósito da mensagem conforme engendrada pelo narrador. O presente artigo consiste em (...) uma leitura de 1 Reis 19,1-21. O objetivo é questionar o texto a partir do instrumental oferecido pelo método da análise narrativa, com vistas a explicitar as estratégias escolhidas pelo narrador e seus efeitos sobre o leitor implícito, procurando não perder de vista as particularidades da narrativa bíblica. There are some who face the narrative as a clear reference to an inner journey undertaken by the Prophet in order to renew his call or return to the sources of faith. However, the analysis of narrative strategies can lead to the message purpose as designed by its narrator. This article presents a reading of 1 Ki 19,1-21. It aims to question the text by using the tools offered by narrative analysis method in order to highlight chosen strategies and their impact on implied reader, considering the particularities of biblical narrative. The goal is also to identify the path or catechesis proposed to the current reader. The presence of fear in the believer’s life can lead him astray from obedience place. This paper explores an idea of Stoic descent that is largely neglected nowadays, the idea that an argument is valid when the conditional formed by the conjunction of its premises as antecedent and its conclusion as consequent is true. As it will be argued, once some basic features of our naıve understanding of validity are properly spelled out, and a suitable account of conditionals is adopted, the equivalence between valid arguments and true conditionals makes perfect sense. The account of validity (...) outlined here, which displays one coherent way to articulate the Stoic intuition, accords with standard formal treatments of deductive validity and encompasses an independently grounded characterization of inductive validity. Citizen science models of public participation in scientific research represent a growing area of opportunity for health and biomedical research, as well as new impetus for more collaborative forms of engagement in large-scale research. However, this also surfaces a variety of ethical issues that both fall outside of and build upon the standard human subjects concerns in bioethics. Logical form has always been a prime concern for philosophers belonging to the analytic tradition. For at least one century, the study of logical form has been widely adopted as a method of investigation, relying on its capacity to reveal the structure of thoughts or the constitution of facts. This book focuses on the very idea of logical form, which is directly relevant to any principled reflection on that method. Its central thesis is that there is no such thing as (...) a correct answer to the question of what is logical form: two significantly different notions of logical form are needed to fulfil two major theoretical roles that pertain respectively to logic and to semantics. This thesis has a negative and a positive side. The negative side is that a deeply rooted presumption about logical form turns out to be overly optimistic: there is no unique notion of logical form that can play both roles. The positive side is that the distinction between two notions of logical form, once properly spelled out, sheds light on some fundamental issues concerning the relation between logic and language. Its aim is to show that, although there is something plausible in Aristotle’s thesis and Boethius’ thesis, the intuitions that may be invoked to motivate them are consistent with any account of indicative conditionals that validates a suitably restricted version of them. There are essentially two ways to develop the Peircean idea that future contingents are all false. One is to provide a quantificational semantics for "will," as is usually done. The other is to define a quantificational postsemantics based on a linear semantics for "will." As we will suggest, the second option, although less conventional, is more plausible than the first in some crucial respects. Organoids are three-dimensional biological structures grown in vitro from different kinds of stem cells that self-organise mimicking real organs with organ-specific cell types. Recently, researchers have managed to produce human organoids which have structural and functional properties very similar to those of different organs, such as the retina, the intestines, the kidneys, the pancreas, the liver and the inner ear. Organoids are considered a great resource for biomedical research, as they allow for a detailed study of the development and pathologies (...) of human cells; they also make it possible to test new molecules on human tissue. Furthermore, organoids have helped research take a step forward in the field of personalised medicine and transplants. However, some ethical issues have arisen concerning the origin of the cells that are used to produce organoids and their properties. In particular, there are new, relevant and so-far overlooked ethical questions concerning cerebral organoids. Scientists have created so-called mini-brains as developed as a few-months-old fetus, albeit smaller and with many structural and functional differences. However, cerebral organoids exhibit neural connections and electrical activity, raising the question whether they are or will one day be somewhat sentient. In principle, this can be measured with some techniques that are already available, which are used for brain-injured non-communicating patients. If brain organoids were to show a glimpse of sensibility, an ethical discussion on their use in clinical research and practice would be necessary. (shrink)

Abstract: Contemporary analytic philosophers of the “reactive attitudes” tend to share a simple conception of guilt as “self-directed blame”—roughly, an “unpleasant affect” felt in combination with, or in response to, the thought that one has violated a moral requirement, evinced substandard “quality of will,” or is blameworthy. I believe that this simple conception is inadequate. As an alternative, I offer my own theory of guilt’s logic and its connection to morality. In doing so, I attempt to articulate guilt’s defining thought (...) or proposition through an extended investigation and analysis of guilt’s many competing metaphors, which I trace from the Hebrew Bible to the New Testament to Shakespeare to contemporary vernacular. My interpretation of this literary genealogy offers a way to understand guilt’s seemingly disparate metaphors in terms of a single master-image that illuminates our self-conceptions and our relationship to morality. I conclude by making a very brief start toward a moral vindication of guilt against the backdrop of Nietzschean and Freudian analyses that explicitly call guilt’s place in a healthy social and personal life into question. I suggest that once guilt’s logic is made explicit, we can see that it makes sense of, honors, and addresses some of our deepest aspirations and needs. (shrink)

In this article, I provide a historical and bibliographical exploration of the handwritten, dictated commentaries (dictata) of Johannes de Raey (1620/1622–1702) on the texts of René Descartes (1596–1650), shedding light on their structure, development, and on their relations with the academic commentaries of Johannes Clauberg (1622–1665) and Christoph Wittich (1625–1687). The study of these commentaries, which are extant as class notes, is important because they conveyed one of the first systematic teachings of Descartes’s ideas and constituted a vehicle for their (...) further dissemination across northern Europe. The first part of the paper outlines the thesis that a unique notion of logical form fulfils both roles, and argues that the alleged best candidate for making it true is unsuited for one of the two roles. Human cerebral organoids (HCOs) are three-dimensional in vitro cell cultures that mimic the developmental process and organization of the developing human brain. In just a few years this technique has produced brain models that are already being used to study diseases of the nervous system and to test treatments and drugs. Currently, HCOs consist of tens of millions of cells and have a size of a few millimeters. The greatest limitation to further development is due to their lack of vascularization. (...) However, recent research has shown that human cerebral organoids can manifest the same electrical activity and connections between brain neurons and EEG patterns as those recorded in preterm babies. All this suggests that, in the future, HCOs may manifest an ability to experience basic sensations such as pain, therefore manifesting sentience, or even rudimentary forms of consciousness. This calls for consideration of whether cerebral organoids should be given a moral status and what limitations should be introduced to regulate research. In this article I focus particularly on the study of the emergence and mechanisms of human consciousness, i.e. one of the most complex scientific problems there are, by means of experiments on HCOs. This type of experiment raises relevant ethical issues and, as I will argue, should probably not be considered morally acceptable. (shrink)

In this article I argue that new light can be shed on the analytic/Continental divide by looking at the controversy on the nature of philosophy in late 19th-century/early-20th-century Germany. The controversy is between those thinkers who understand philosophy primarily as a worldview [ Weltanschauung] and those who insist that it should be understood as a science [ Wissenschaft]. The positions of the two main representatives of the two camps, Wilhelm Dilthey and Heinrich Rickert, are presented and assessed. Their mutual disagreement (...) on what philosophy ought to be reflects in a striking way some of the major tensions existing between the analytic and the Continental camps today. At the end of the article I formulate a historical hypothesis about how the Wissenschaft/Weltanschauung controversy petrified into the analytic/Continental divide. (shrink)

This paper investigates the logic of Ockhamism, a view according to which future contingents are either true or false. Several attempts have been made to give rigorous shape to this view by defining a suitable formal semantics, but arguably none of them is fully satisfactory. The paper draws attention to some problems that beset such attempts, and suggests that these problems are different symptoms of the same initial confusion, in that they stem from the unjustified assumption that the actual course (...) of events must be represented in the semantics as a distinguished history, the Thin Red Line. Though widely derided by popular psychologists and self-help writers as an emotionally toxic and destructive response, blame has many defenders among contemporary moral philosophers. Blaming wrongdoers has been thought to express deep commitment to moral values and norms, to be intimately bound up with practices of holding others responsible, and to be an important exercise of moral agency. In this paper I push against the grain of such defenses of blame just enough to articulate what seems right in the more (...) popular lines of critique. I distinguish between blame as a reactive attitude and blaming as a speech act, and argue that some disagreement over the value of blame can be explained by the fact that blaming, as a speech act, takes several distinct forms. Critiques of blame, I suggest, properly target what we might call judgmental or strongly verdictive blaming, the sort of blaming that passes judgment on the wrongdoer him- or herself, and treats him or her as deserving of the blamer’s hostile or “punishing” reactions. This kind of blaming, I argue, tends to foreclose engagement in further moral dialogue with wrongdoers, an effect that is particularly destructive in therapeutic contexts. In such contexts, it is often more appropriate—and more constructive—to hold others answerable without blaming them in the strongly verdictive sense. I argue, moreover, that strongly verdictive blame may be similarly destructive outside of straightforwardly therapeutic contexts, and I challenge the idea that there is in any case a sharp or clear dividing line between therapeutic and non-therapeutic responses to wrongdoers. Holding answerable in a non-judgmental mode is a response that may have a therapeutic dimension, but it nonetheless engages a wrongdoer as a moral peer and partner in moral dialogue. This account of non-judgmental answerability, I suggest, captures much of what moral philosophers have taken to be valuable about blame, while accommodating the insights of those who criticize its more toxic forms. The goal of this paper is to encourage participants in the debate about the locus of cognition (e.g., extended mind vs embedded mind) to turn their attention to noteworthy anthropological and sociological considerations typically (but not uniquely) arising from transhumanist and posthumanist research. Such considerations, we claim, promise to potentially give us a way out of the stalemate in which such a debate has fallen. A secondary goal of this paper is to impress trans and post-humanistically inclined readers to embrace (...) (or at least seriously reflect on) the extended mind thesis as a potential gamechanger to the state of play in their own debates. We start off (Sect. 1) by reviewing two crucial ideas (homo faber and plasticity of the body schema) that are instrumental in setting up the dispute between extended and embedded. We then summarise (Sect. 2), the stalemate between these two competing accounts of cognition, and review some of the dialectics underlying it. In Sect. 3, to get out of the stalemate, we propose to focus on a series of important anthropological and sociological considerations derived from and related to trans and posthumanist research. In doing so, we claim (Sect. 4) that an extended approach to cognition becomes anthropologically preferable and morally as well as socially more desirable than an embedded one. (shrink)

According to simulation or shared-substrates models of emotion recognition, our ability to recognize the emotions expressed by other individuals relies, at least in part, on processes that internally simulate the same emotional state in ourselves. The term “emotional expressions” is nearly synonymous, in many people's minds, with facial expressions of emotion. However, vocal prosody and whole-body cues also convey emotional information. What is the relationship between these various channels of emotional communication? We first briefly review simulation models of emotion recognition, (...) and then discuss neuroscientific evidence related to these models, including studies using facial expressions, whole-body cues, and vocal prosody. We conclude by discussing these data in the context of simulation and shared-substrates models of emotion recognition. (shrink)

Human extinction is something generally deemed as undesirable, although some scholars view it as a potential solution to the problems of the Earth since it would reduce the moral evil and the suffering that are brought about by humans. We contend that humans collectively have absolute intrinsic value as sentient, conscious and rational entities, and we should preserve them from extinction. However, severe threats, such as climate change and incurable viruses, might push humanity to the brink of extinction. Should that (...) occur, it might be useful to envision a successor to humans able to preserve and hand down its value. One option would be to resort to humanoid robots that reproduce our salient characteristics by imitation, thanks to AI powered by machine learning. However, the question would arise of how to select the characteristics needed for our successors to thrive. This could prove to be particularly challenging. A way out might come from an algorithm entrusted with this choice. In fact, an algorithmic selection both at the social and at the individual level could be a preferred choice than other traditional ways of making decisions. In this sense, reflecting on human extinction helps us to identify solutions that are also suitable for the problems we face today. (shrink)

Among the various motivations that may lead to the idea that truth is relative in some non-conventional sense, one is that the idea helps explain how there can be ‘‘ faultless disagreements’’, that is, situations in which a person A judges that p, a person B judges that not-p, but neither A nor B is at fault. The line of argument goes as follows. It seems that there are faultless disagreements. For example, A and B may disagree on culinary matters (...) without either A or B being at fault. But standard semantics has no room for such a case, so there is something wrong with standard semantics. The best way to amend it is to add a new parameter that is relevant to the truth or falsity of what A and B judge, presumably, something related to personal taste. The aim of the paper is to show that this line of argument is flawed. It is true that standard semantics has no room for faultless disagreements. But there is nothing wrong with this, for it should not be assumed that such disagreements exist. (shrink)

In this paper I criticize Claude Romano’s recent characterization of Husserl’s phenomenology as a form of Cartesianism. Contra Romano, Husserl is not committed to the view that since individual things in the world are dubitable, then the world as a whole is dubitable. On the contrary, for Husserl doubt is a merely transitional phenomenon which can only characterize a temporary span of experience. Similarly, illusion is not a mode of experience in its own right but a retrospective way of characterizing (...) a span of experience. Therefore, Husserl cannot be plausibly characterized as either a disjunctivist or a conjunctivist. The common premise of both theories – namely, that perception and illusion are two classes of conscious acts standing on equal footing – is phenomenologically unsound. I propose to call Husserl’s theory a hermeneutical theory of perception, i.e., one that interprets perception as a temporal and self-correcting process. In the last part of the paper I argue that Husserl’s positive appraisal of Cartesian doubt is only pedagogical in nature. Husserl does not take Cartesian doubt to be practicable, but the attempt to doubt universally has the positive effect of revealing transcendental subjectivity as the subject matter of phenomenology. Anecdotal evidence has long lamented the status of social studies in elementary classrooms as observed by preservice teachers. As standardized testing has risen for mathematics and language arts, social studies has been pushed aside. In the aftermath of accountability legislation such as No Child Left Behind, research indicates that social studies is less visible in elementary classrooms due to an instructional focus on tested content areas (e.g. math, language arts, reading). In this study, approximately 90 elementary preservice teachers enrolled in (...) a social studies methods course responded to a survey and indicated the frequency and quality of lessons they observed over the course of a single semester. Findings report that preservice elementary teachers witnessed few, if any, lessons in social studies in the elementary classroom. Implications for teacher education are discussed. (shrink)

Its main point is that the claim that future contingents are true or false is less demanding than usually expected, as it does not require particularly contentious assumptions about the future. First it will be argued that Ockhamism is consistent with a wide range of metaphysical views. This paper raises some questions about the formalization of sentences containing ‘if’ or similar expressions. In particular, it focuses on three kinds of sentences that resemble conditionals in some respects but exhibit distinctive logical features that deserve separate consideration: whether-or-not sentences, biscuit conditionals, and concessive conditionals. As will be suggested, the examples discussed show in different ways that an adequate formalization of a sentence must take into account the content expressed by the sentence. In a recent paper, Cassinadri raised substantial criticism about the possibility of using moral reasons to endorse the hypothesis of extended cognition over its most popular alternative, the embedded view. In particular, Cassinadri criticized 4 of the arguments we formulated to defend EXT and argued that our claim that EXT might be preferable to EMB does not stand close scrutiny. In this short reply, we point out—contra Cassinadri—why we still believe that there are moral reasons to prefer EXT over EMB, (...) hence why we think that the former is more inclusive and more progressive than the latter. Autonomy, at least in one sense of the term, requires sovereign authority over one’s choices and actions. In this paper, I argue that such authority is relational in at least two respects. First, I argue that sovereign authority may be shared – and, indeed, must be shareable – with others through the exercise of normative powers. Second, I argue that normative powers are themselves relational powers, powers that depend in part on the recognition of agents as having an equal basic (...) authority to exercise such powers in the first place. Drawing on feminist speech-act analyses of silencing and subordination, I examine how failures of uptake for exercises of normative powers compromise personal autonomy. (shrink)

We study a class of formulas generalizing the weak law of the excluded middle and provide a characterization of these formulas in terms of Kripke frames and Brouwer algebras. We use these formulas to separate logics corresponding to factors of the Medvedev lattice.

According to a view called 'nihilism', sentences containing vague expressions cannot strictly speaking be true or false, because they lack definite truth conditions. While most theorists of vagueness tend to regard nihilism as a hopeless view, a few isolated attempts have been made to defend it. This paper aims to develop such attempts in a new direction by showing how nihilism, once properly spelled out, can meet three crucial explanatory challenges that respectively concern truth, assertibility, and communication.

The literature presents a broad approach to Corporate Social Responsibility, which aggregates a diversity of issues, such as the environment, labor conditions, and human rights. We addressed the impact of increasing CSR demands during the internationalization of emerging market multinationals on one particular subject, animal welfare. This subject raises important ethical concerns, especially as we understand that animals are sentient beings. Through content analysis of annual reports, we tracked the evolution of AW-CSR activities throughout the internationalization of two large Brazilian (...) meat-processing multinationals as they accessed markets with complex AW regulations. We also synthetized findings on broiler chicken on-farm AW research in Brazil and conducted interviews to gauge the impact of CSR standards on animals. Our findings show that, although EMNs that enter developed markets engage with various standards, the impacts of standard enforcement on actual welfare are not straightforward and call for broader AW and animal ethics developments. Uneven results among AW criteria indicate that some aspects are prioritized over others. Furthermore, some actions of actors such as EMNs and low-tier suppliers seem to counterbalance the expected impact of normative pressures to change the lives of animals for the better. We conclude that AW standards may improve AW in emerging markets; but these standards do not appear to be sufficiently stringent, and require improvements to have a more significant positive impact. A major signal emerging from this research is the fundamental need to broaden the animal ethics debate regarding the use of animals to produce meat. (shrink)

Alethic pluralism holds that there are many truth properties. The view has been challenged to make sense of the notion of logical validity, understood as necessary truth preservation, when inferences involving different areas of discourse are concerned. I argue that the solution proposed by Edwards to solve the analogous problem of mixed compounds can straightforwardly be adapted to give alethic pluralists also a viable account of validity.
