The way people at the receiving end of humanitarian assistance perceive this intervention may provide invaluable bottom-up feedback to improve the quality of the intervention. We analyzed and mapped Haitians’ views regarding international humanitarian aid in cases of natural disaster. Two hundred fifty participants–137 women and 113 men aged 18-67–who had suffered from the consequences of the earthquake in 2010 were presented with a series of vignettes depicting a humanitarian team's action and were asked to what extent these actions corresponded (...) to what ought to be expected from an international aid mission. Four factors were considered in the vignettes whether the team worked in close association with local institutions, whether it was composed of competent people who were prepared for their mission, whether they treated people as a function of immediate needs, and whether they behaved in a respectful way. Through cluster analysis, five qualitatively different positions were found: Complete hostility to any kind of humanitarian aid ; Strong hostility to humanitarian aid in the case of disrespectful attitudes or behaviors ; Technical competence is the only factor that matters ; Both manifestation of respect for the population and technical competence matter and Undetermined. Most Haitians expect humanitarian teams to be technically competent, but even very competent aid is not considered adequate if provided in an arrogant and disrespectful manner. (shrink)

Today’s students are accustomed to a world where information is available on-demand, anywhere and anytime. They bring this expectation to their academic world where they want to work cooperatively and flexibly, using the modern information processing tools and access with which they are familiar. New hardware platforms such as e-Readers and tablet computers have made substantial inroads in the consumer market. E-Readers are becoming more prevalent in universities – replacing the need for physical textbooks, lecturing notes and other academic documents. (...) Many universities are now running pilot programs, while some are already using e-Readers. Tablet computers, apart from their ability to read, edit or create various types of information documents, also offer additional features such as collaborative and social networking services. This empirical research project investigated student perspectives on the educational use of e-Readers and tablets within the University of Cape Town. A questionnaire was distributed to a significant portion of the student population and stratified according to seniority and faculty. Quantitative data was gathered and analysed on themes ranging from awareness to preferences to facilitating conditions around e-Readers within the academic environment. The students sent a clear signal: that they are keen to embrace these new technologies and the advantages they offer. E-Books can be updated automatically and downloaded to e-Readers instantly from almost anywhere in the world. Students feel they would benefit greatly through the use of e-Readers and many believe they are set to replace books completely. Having access to a portable library of information in their backpacks would benefit both students and the environment. However, there are a number of barriers to the comprehensive introduction of these technologies, including the cost of the devices; cost, rights and file format of e-books; the need for a critical mass of textbooks available in digital format and device characteristics such as battery life, and ubiquitous Wi-Fi access. Is writing about peace after the Rwandan Genocide self-defeating? Whether it is the intensity of the massacres, the popularity of the genocide, or the imaginary forms of cruelty, however one looks at it, everything in the Rwandan Genocide appears to defy once again the possibility of thinking peace anew. In order to address this problem, this book investigates the work of specific French and Rwandese philosophers in order to renew our understanding of peace today. Through this path-breaking investigation, peace no (...) longer stands for an ideal in the future, but becomes a structure of inter-subjectivity that guarantees that the violence of language always prevails over any other form of violence. Colonialism and Neo-Colonialism had a profound impact on French intellectual life, inspiring many other influential French thinkers and critics of colonialism such as Jean-Francois Lyotard, Frantz Fanon, Pierre Bourdieu and Jacques Derrida.

The involvement of developing countries in international clinical trials is necessary for the development of appropriate medicines for local populations. However, the absence of appropriate structures for ethical review represents a barrier for certain countries. Currently there is very little information available on existing structures dedicated to ethics in western and central Africa. This article briefly describes historical milestones in the development of networks dedicated to capacity building in ethical review in these regions and outlines the major conclusions of two (...) workshops on this issue, which were held in September and October 2002 in Libreville, Gabon, and Paris, France. The workshops were the culmination of collaboration between the African Malaria Network Trust (AMANET) and the Pan African Bioethics Initiative (PABIN). They produced an update on ethics organizations with regard to mission, function, activities, members, and contact people, in eight countries within the regions discussed. As a result of the commitment of mandated delegates, a further prominent outcome followed these workshops: the creation of national structures, where none existed before, dedicated to the ethical review of clinical trials. This book explores the ways deconstruction addresses the issue of futurity (what Jacques Derrida calls the "to-come," [l'à-venir]). In order to achieve this, it focuses on three French expressions, venue, survenue, and voir-venir, each taken from the work of Jacques Derrida, Jean-Luc Nancy, and Catherine Malabou. The idea behind this focus is to elude the issue of the one and only "to-come," as if this was a uniform and coherent entity or structure of experience, and to put (...) forward instead the possibility of a multiplicity of structures, each with a different intonation or pitch. This paper explores the meaning of the ethical command “You Shall Not Kill” subliminally included in the main exhibition of The Kigali Memorial Centre, Rwanda. The Centre was opened on the 10th Anniversary of the Rwandan Genocide, in April 2004 and contains a permanent exhibition of the Rwandan genocide and an exhibition of other genocides around the world. In order to achieve this aim, this paper takes as a point of departure, Emmanuel Levinas’s interpretation of the 6th Commandment. This well-known (...) interpretation is then read through the prism of Jacques Derrida’s critique of Levinas’s early work in Violence and Metaphysics. The aim of this reading is to understand the subliminal message of the Memorial Centre as enounced not by the victimized Tutsi curators or by the Rwandan people in general, but by human beings unavoidable need to reach out towards the other, not in an effort for dialogue (forthat is always a form of violence), but in an effort to keep the future open, an opening without fulfillment. La compréhension paulinienne de la loi a fait l’objet d’une réception dans la théorie psychanalytique de Jacques Lacan, en particulier le chapitre 7 de l’Épître aux Romains. Sur ce thème, plusieurs travaux récents en psychanalyse défendent la thèse selon laquelle Paul n’a pas su distinguer la loi symbolique du surmoi et, prenant l’un pour l’autre, a organisé tout un monde de la culpabilité, de la haine et de la persécution. Lacan adopte un point de vue assez différent. Sans (...) ignorer la part du surmoi, il attribue une dimension plus structurelle à la loi paulinienne. Dans la compréhension de la loi chez Paul, il voit une dialectique, centrale en psychanalyse, où le désir se porte vers ce qu’il ne doit pas obtenir. De ce fait, l’originalité de Paul est d’avoir indiqué que le péché se découvre paradoxalement sur l’axe d’un Bien et dans le mouvement de la fidélité à la loi. C’est ce que cette contribution met en lumière pour reconsidérer, à partir de là, le sens de l’amour et de la grâce. Paul’s understanding of the Law, especially in chapter 7 of the Epistle to the Romans, was taken into account by Jacques Lacan in his psychoanalytical theory. On this issue, recent studies in psychoanalysis defend a thesis according to which Paul did not distinguish between the symbolic law and the superego and, taking one for the other, organized a whole world of guilt, hatred and persecution. Lacan’s point of view is quite different. Without ignoring the share of the superego, he attributes a more structural role to the Law as understood by Paul. In Paul’s understanding of the Law, Lacan sees a dialectic stance, one central to psychoanalysis, where desire is aimed at what it must not get. Thus, Paul’s originality was to show that sin is paradoxically discovered on the axis of Good, in the movement of faithfulness to the Law. This contribution aims at bringing this to light, so as to reconsider the meaning of Love and of Grace. (shrink)

What has philosophy to do with the poor? If, as has often been supposed, the poor have no time for philosophy, then why have philosophers always made time for them? Why is the history of philosophy—from Plato to Karl Marx to Jean-Paul Sartre to Pierre Bourdieu—the history of so many figures of the poor: plebes, men of iron, the demos, artisans, common people, proletarians, the masses? Why have philosophers made the shoemaker, in particular, a remarkably ubiquitous presence in (...) this history? Does philosophy itself depend on this thinking about the poor? If so, can it ever refrain from thinking for them? Jacques Rancière’s The Philosopher and His Poor meditates on these questions in close readings of major texts of Western thought in which the poor have played a leading role—sometimes as the objects of philosophical analysis, sometimes as illustrations of philosophical argument. In this 2004 interview — translated into English and published in its entirety for the first time — Jacques Derrida reflects upon his practices of writing and teaching, about the community of his readers, and explores questions related to corporeity and textuality, sexual difference, desire, politics, Marxism, violence, truth, interpretation, and translation. In the course of the interview, Derrida discusses the work of Martin Heidegger, Hans-Georg Gadamer, Maurice Blanchot, Hélène Cixous, Jean Genet, Paul Celan, and many others.

African philosophy, as a negritude, is a moment in the postcolonial critique of European/Western colonialism and the bodies of knowledge that sustained it. Yet a critical analysis of its' original articulations reveals the limits of this critique and more broadly of postcolonial studies, while also pointing towards more radical theoretical possibilities within African philosophy. Jean-Paul Sartre's essay 'Black Orpheus', a philosophical appropriation of negritude poetry, serves as a guide for this reflection, for the text reveals the inspiration and (...) wealth of expressions of negritude, as well as their ambiguity. Sartre's essay however also renders possible a further act of re-appropriation that takes us beyond culture and identity-centred readings of African philosophy and postcolonialism, readings whose conceptual and critical potential is far greater than what has hitherto been explored. This essay re-examines Adam Smith’s encounter with Jean-Jacques Rousseau. Against the grain of present scholarship it contends that when Smith read and reviewed Rousseau’s Second Discourse, he neither registered it as a particularly important challenge, nor was especially influenced by, or subsequently preoccupied with responding to, Rousseau. The case for this is made by examining the British context of Smith’s own intervention in his 1759 Theory of Moral Sentiments, where a proper appreciation of the roles of David Hume (...) and Bernard Mandeville in the formation of Smith’s thought pushes Rousseau firmly into the background. Realising this, however, forces us to re-consider our evaluations of Rousseau’s and Smith’s very different political visions. Given that questions of individual recognition, economic inequality, and political stability remain at the heart of today’s social challenges, the implications of this are not just historical but of direct contemporary import. It is important for the materialist historian, in the most rigorous way possible, to differentiate the construction of a historical state of affairs from what one customarily calls its "reconstruction." The "reconstruction" in empathy is one- dimensional. "Construction" presupposes "destruction." Almost fourteen years after the death of Jacques Derrida, the least one can say is that his inheritance is as contested and fraught with rivalries, rejections, and appropriations as at the time of the flowering of Deconstruction in American universities (...) in the seventies and eighties. A halt was observed in 1988-89 after the posthumous revelations about Paul de Man's past in Belgium and Derrida's embattled defense of his friend. Today, in France, one often hears that "Derrida a fait l'Ecole mais n'a pas fait ecole," meaning that Derrida passed the entrance examination of the prestigious Ecole Normale Superieure where he taught for a long time, where he met Paul Celan, Louis Althusser, Michel Foucault and many other luminaries, whereas he never had a real "school" in France-no real institutional backing beyond the various Parisian places at which he taught later, or those that he founded like the College de Philosophie; his following constituted of young philosophers, only a few of whom became university professors in their turn and disseminated his teachings. However, the mechanisms of power within the French university remained closed to Derrida until the end; besides, he wanted to prevent the stereotyped reproduction currently observed from master to disciple.
