The involvement of developing countries in international clinical trials is necessary for the development of appropriate medicines for local populations. However, the absence of appropriate structures for ethical review represents a barrier for certain countries. Currently there is very little information available on existing structures dedicated to ethics in western and central Africa. This article briefly describes historical milestones in the development of networks dedicated to capacity building in ethical review in these regions and outlines the major conclusions of two (...) workshops on this issue, which were held in September and October 2002 in Libreville, Gabon, and Paris, France. The workshops were the culmination of collaboration between the African Malaria Network Trust (AMANET) and the Pan African Bioethics Initiative (PABIN). They produced an update on ethics organizations with regard to mission, function, activities, members, and contact people, in eight countries within the regions discussed. As a result of the commitment of mandated delegates, a further prominent outcome followed these workshops: the creation of national structures, where none existed before, dedicated to the ethical review of clinical trials. In the artwork On Thunderclouds, I examine the thundercloud as aesthetic motif, meteorological phenomenon, and as an ominous sign of climate change. One of the most influential of the Victorian philosophers, Henry Sidgwick also made important contributions to fields such as economics, political theory and classics. A proponent of the utilitarianism of Jeremy Bentham and John Stuart Mill, which he analysed in his classic work The Methods of Ethics, he later turned to the practical side of politics in this work, published in 1891. There is growing interest in machine ethics in the question of whether and under what circumstances an artificial intelligence would deserve moral consideration. This paper explores a particular type of moral status that the author terms psychological moral patiency, focusing on the epistemological question of what sort of evidence might lead us to reasonably conclude that a given artificial system qualified as having this status. The paper surveys five possible criteria that might be applied: intuitive judgments, assessments of intelligence, the (...) presence of desires and autonomous behavior, evidence of sentience, and behavioral equivalence. The author suggests that despite its limitations, the latter approach offers the best way forward, and defends a variant of that, termed the cognitive equivalence strategy. In short, this holds that an artificial system should be considered a psychological moral patient to the extent that it possesses cognitive mechanisms shared with other beings such as nonhuman animals whom we also consider to be psychological moral patients. -/- . This chapter explores the questions “What policy tools do we have to deal with human biological enhancements?” as well as “What policy tools do we need?.” After discussing the policy tools available in the United States, it examines their adequacy in coping with human biological enhancements in two respects – how easy they would be to adopt and how easy they would be to enforce. In each category, three major issues raised by human biological enhancement are considered: safety, coercion, and (...) fairness. It looks first at the adoption of, then at the enforcement of, policy tools available in the United States to cope with three real problems raised by such enhancements. It concludes that some policy tools needed to deal with enhancement already exist but need to be better focused. Le désenchantement n'a pas lieu d'être. Il y a même un merveilleux objectif : chaque jour la science apporte de nouvelles preuves de l'inventivité, de la subtilité de la vie. L'univers n'est pas absurde. Son histoire nous le montre. Des subparticules jusqu'aux atomes, puis aux molécules, de celles-ci jusqu'aux créatures pensantes, un élan ascendant d'innovation, de créativité a engendré le complexe et le divers. Ce prodige devrait être au cœur de notre culture. Au lieu de cela, un incompréhensible acosmisme prédomine (...) : l'humanité – cela ne s'était jamais produit – est devenue en esprit une île sans océan. Telle est une des causes majeures de la mélanomanie et du nihilisme contemporains, de dévitalisation des valeurs et de ce qu'il ne faut pas craindre d'appeler une décivilisation. Une cosmophilie ou philocosmie s'impose. Se nourrissant de tout ce qui témoigne d'une complicité entre la nature et l'humanité. À commencer par cette mystérieuse affinité grâce à laquelle l'esprit humain, au moyen de l'abstraction mathématique, accède aux lois physiques qui régissent le cosmos. D'autres noms pour cet univers : le Divers, la Merveille-l'Énigme. L'artisan, le peintre, le poète répondent à l'immense générosité anonyme en créant à leur tour, en ajoutant à la diversité naturelle (dont la montagne est l'exemple majeur). On a trop insisté sur l'opposition entre la nature et l'être humain, au détriment de l'émulation. On sous-estime la composante du don qui entre dans la création. On oublie quelle part ont pris, et peuvent encore prendre, dans celle-ci, l'éloge de ce qui est et la méditation de l'Énigme qui lui est inhérente. Toujours annoncé, jamais terminé, pendant plus de trente ans ce livre est passé, aux dires mêmes de son auteur, pour un livre "infaisable". Pourtant, en décembre 2008, Henri Meschonnic mettait un point final à sa longue entreprise. Cette étude sur le rapport de l'histoire et du langage montre exemplairement que tous les mots sont des phrases, tous les mots sont des discours. L'histoire est le devenir collectif de chaque parole. La question que pose Henri Meschonnic à propos du (...) travail de Sartre sur Flaubert : "Qu'est-ce qu'être son propre contemporain?" contient l'enjeu majeur de Langage, histoire, une même théorie, puisqu'elle interroge chacun sur le sens de son propre statut d'individu dans le rapport à la société. Car l'histoire est bien autre chose que le temps: elle est le social, le rapport signifiant de l'individu à la collectivité. De sorte que tout ce qui arrive me situe nécessairement et m'identifie. Naguère suspecte, voire rejetée, l'histoire du temps présent a pris aujourd'hui une place sans commune mesure dans l'espace public comme à l'Université - avec l'explosion du nombre d'étudiants en cette matière. A cela, plusieurs raisons : la mémoire et le patrimoine ont envahi l'espace public et scientifique ; le témoignage a pris l'allure d'un impératif social et moral ; la justice temporelle s'est muée en tribunal de l'histoire pour juger de crimes politiques vieux de plusieurs décennies mais dont l'après-coup continue (...) de cheminer dans notre présent. Une évidence, dira-t-on. Mais mesure-t-on pour autant le revirement qui se joue ici? Car le passé n'est plus cet ensemble de traditions à respecter, d'héritages à transmettre, de connaissances à élaborer ni de morts à commémorer ; c'est un constant «travail» de deuil ou de mémoire à entreprendre, tant s'est enracinée l'idée que si le passé doit être arraché des limbes de l'oubli, seuls des dispositifs publics ou privés peuvent l'en exhumer, avec ou sans l'aide de l'historien. Tel est le «présentisme» : devenu un problème à résoudre, et désormais un champ de l'action publique, le passé - et singulièrement le passé proche, celui des dernières catastrophes en date - n'est pas oublié, il est constamment mobilisé et reformulé selon les urgences du jour. L'exigence de vérité propre à la démarche historique s'est muée en exigence sociale de reconnaissance, en politiques de réparation, en discours d'excuses à l'égard des victimes. La question de la contemporanéité n'est pas nouvelle : elle s'est posée à travers les âges, mais Henry Rousso prend la mesure de sa profonde transformation au cours des deux grands après-guerres du XXe siècle et définit ses enjeux fondamentaux : comment écrire une histoire en train de se faire? Comment mettre à distance la proximité apparente? Comment se battre sur deux fronts à la fois - celui de l'histoire et celui de la mémoire, celui d'un présent que l'on ne veut pas voir passer et celui d'un passé qui revient hanter le présent? The purpose of this research is to find the correlation between job satisfaction and psychological well-being among employee. Job satisfaction is an outcome of employee’s feels and thoughts about appraisal of the job, which occur as a result of interaction with work environment, sort of job, and job performance. Psychological well-being is evaluation of a condition from individuals that have personal growth, self-acceptance, positive relations with others, autonomy, purpose in life and environmental mastery. Data was collected from 94 employee in (...) Jakarta. The result of data analysis shows that correlation between job satisfaction (M = 1,77, SD = 0,25) and psychological well-being (M = 3,75, SD = 0,05) is r (92) = 0,456, and p = 0,000 < 0,01. This result means, there is a positive correlation between job satisfaction and psychological well-being. In other words, for more employee feel satisfied about their job, for will be better their psychological well-being.  . (shrink)
