In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

In 1751, Grigorii Teplov published his book that he considered to be an introduction to philosophy for the uninitiated. In the first part, Teplov introduced the reader to the subject of philosophy; however, Teplov concentrated on philosophy and methodology of science, thereby presenting a rather limited view of philosophy. In the second part, he presented the history of philosophy showing how inadequate his knowledge of the subject was. The fall of the Berlin Wall had enormous symbolic resonance, marking the collapse of Marxist politics and economics. Indeed, Marxist regimes have failed miserably, and with them, it seems, all reason to take the writings of Karl Marx seriously. The Significance Argument (SA) for the irreducibility of consciousness is based on a series of new puzzle-cases that I call multiple candidate cases. In these cases, there is a multiplicity of physical-functional properties or relations that are candidates to be identified with the sensible qualities and our consciousness of them, where those candidates are not significantly different. I will argue that these cases show that reductive materialists cannot accommodate the various ways in which consciousness is significant and must allow massive (...) vagueness in conscious experience. Explores sociocultural influences on the construction of traditional aesthetic theories and judgments.

Though the vegetarian movement sparked by Peter Singer’s book Animal Liberation has achieved some success, there is more animal suffering caused today due to factory farming than there was when the book was originally written. In this paper, I argue that there may be a technological solution to the problem of animal suffering in intensive factory farming operations. In particular, I suggest that recent research indicates that we may be very close to, if not already at, the point where we (...) can genetically engineer factory-farmed livestock with a reduced or completely eliminated capacity to suffer. In as much as animal suffering is the principal concern that motivates the animal welfare movement, this development should be of central interest to its adherents. Moreover, I will argue that all people concerned with animal welfare should agree that we ought to replace the animals currently used in factory farming with animals whose ability to suffer is diminished if we are able to do so. It brought together a wide range of issues centering on environmental, health and personal risk, provided a rallying ground for researchers and activists in a variety of social movements and acted as a reference point for state and local policies in risk management. My paper ‘Hobbes and the Motivations of Social Contract Theory’ was published in this journal in 1994. In this contribution I explain the background that led me to write that paper at an early stage of my career, relating the explanation to my education as a student at UCL, and, briefly, at Harvard and contrasting the methodological approaches I experienced in the two departments. The Hobbes paper itself offers a type of ‘rational reconstruction’ of Hobbes, drawing on the logic of (...) different social contract arguments, and while there is much in the paper I still agree with, it assumes an approach to Philosophy that I would not adopt now. I discuss a large number of emotions that are relevant to performance at epistemic tasks. My central concern is the possibility that it is not the emotions that are most relevant to success of these tasks but associated virtues. I present cases in which it does seem to be the emotions rather than the virtues that are doing the work. I end of the paper by mentioning the connections between desirable and undesirable epistemic emotions.

What makes your life go well for you? In this paper, we give an account of welfare. Our core idea is simple. There are impersonally good and bad things out there: things that are good or bad period, not (or not only) good or bad for someone. The life that is good for you is the life in contact with the good. We’ll understand the relevant notion of ‘contact’ here in terms of manifestation: you’re in contact with a value either (...) when it is manifest in parts of your life or parts of your life are manifest in it. So, the more the good is manifest in your life, or your life manifest in the good, the better for you. The more the bad is manifest in your life, or your life manifest in the bad, the worse for you. We’ll argue that this account is extensionally adequate: it explains the welfare value of achievements, friendships, knowledge, pleasures and virtues. Moreover, it has a number of explanatory virtues: it’s unified, elegant and explanatorily powerful. So, we’ll suggest, it’s an excellent account of welfare, and in many ways superior to its main competitors. (shrink)

Recent progress in artificial intelligence (AI) has drawn attention to the technology’s transformative potential, including what some see as its prospects for causing large-scale harm. We review two influential arguments purporting to show how AI could pose catastrophic risks. The first argument — the Problem of Power-Seeking — claims that, under certain assumptions, advanced AI systems are likely to engage in dangerous power-seeking behavior in pursuit of their goals. We review reasons for thinking that AI systems might seek power, that (...) they might obtain it, that this could lead to catastrophe, and that we might build and deploy such systems anyway. The second argument claims that the development of human-level AI will unlock rapid further progress, culminating in AI systems far more capable than any human — this is the Singularity Hypothesis. Power-seeking behavior on the part of such systems might be particularly dangerous. We discuss a variety of objections to both arguments and conclude by assessing the state of the debate. (shrink)

Politics is full of people who don’t care about the facts. Still, while not caring about the facts, they are often concerned to present themselves as caring about them. Politics, in other words, is full of bullshitters. But why? In this paper I develop an incentives-based analysis of bullshit in politics, arguing that it is often a rational response to the incentives facing different groups of agents. In a slogan: bullshit in politics pays, sometimes literally. After first outlining an account (...) of bullshit (Section 1), I discuss the incentives driving three different groups of agents to bullshit: politicians, the media, and voters (Section 2). I then examine several existing proposals to combat bullshit in politics, arguing that each will fail because they ignore the relevant underlying incentives (Section 3). I conclude somewhat pessimistically that a certain amount of bullshit in politics is inevitable (Section 4). (shrink)

This is a chapter from my introductory book *Perception* covering the representational view of experience. I use the Ramsey-Lewis method to define the theoretical term "experiential representation". I clarify and discuss various questions for representationalists, for instance, "how rich is the content of experience?" and "is the content of visual experience singular or general?" Finally, I address some objections to representationalism - in particular, that it cannot explain perceptual presence (John Campbell), and that it cannot explain the "laws of appearance" (...) This chapter provides empirical evidence about everyday attitudes concerning euthanasia. These attitudes have important implications for some ethical arguments about euthanasia. Two experiments suggested that some different descriptions of euthanasia have modest effects on people’s moral permissibility judgments regarding euthanasia. Experiment 1 (N = 422) used two different types of materials (scenarios and scales) and found that describing euthanasia differently (‘euthanasia’, ‘aid in dying’, and ‘physician assisted suicide’) had modest effects (≈3 % of the total variance) on permissibility judgments. These (...) effects were largely replicated in Experiment 2 (N = 409). However, in Experiment 2, judgments about euthanasia’s moral permissibility were best predicted by the voluntariness of the treatment. Voluntariness was a stronger predictor than some demographic factors and some domain general elements of moral judgments. These results help inform some debates about the moral permissibility of euthanasia (e.g., the slippery slope argument) suggesting that some of the key premises of those arguments are unwarranted. The paper gives a brief characterization of philosophical problems; points up something of their significance for the culture, the social order, and our lives; indicates the methodology appropriate for the problems; and presents a view of the cultural mission of philosophy today. Philosophy attempts to bring under critical review and to correct errors in the cultural mind of our civilization, the prevailing assumptions and beliefs about our knowledge‐yielding powers, the various sectors of the culture, and the basic structure of the (...) world. It holds the cultural mind accountable to the unavoidable presuppositions of experience, thought, and action. Errors in the cultural mind can lead to distortions in the development of the culture and to social and personal pathologies. I contend that our modern Western cultural mind undermines the humanistic dimension of the culture, and ultimately the whole culture, by a restricted view of our knowledge‐yielding powers and the resulting impoverished view of reality. The mission of philosophy today is to point out the errors in our cultural mind and to work for a humanistic cultural reformation. (shrink)

In Freedom: An Impossible Reality (FAIR), Raymond Tallis finds room in a law-abiding universe for a uniquely human form of agency, capable of envisioning and pursuing genuinely open possibilities, thereby deflecting rather than merely inflecting the course of events, in accordance with self-owned intentions, reasons and goals. He argues that the genuinely free human pursuit of such propositional attitudes depends on our acting from a “virtual outside”, at an epistemic distance from the physical world that reveals not only what is (...) the case, but that it is the case. The enactive approach in cognitive science and philosophy of mind aims to supersede the cognitivist traditional that has long dominated the field, by reframing cognition as an agentʼs immediate, embodied engagement with its environment. In an appendix of FAIR, Tallis argues that this approach risks both eliminating propositional attitudes, and collapsing the epistemic distance between agent and world. He concludes that if enactive theorists are to distinguish between genuinely pursuing an intention and merely responding to a stimulus, their corrective to cognitivism is in need of a correction of its own. This paper argues that such a correction is already to be found within the enactive literature, and furthermore, that it bears striking similarities to Tallis own account of what makes human agency unique. It is therefore concluded that the case for freedom set out in FAIR is compatible with the enactive approach. (shrink)

Legendary since his own time as a universal genius, Gottfried Wilhelm Leibniz (1646-1716) contributed significantly to almost every branch of learning. One of the creators of modern mathematics, and probably the most sophisticated logician between the Middle Ages and Frege, as well as a pioneer of ecumenical theology, he also wrote extensively on such diverse subjects as history, geology, and physics. But the part of his work that is most studied today is probably his writings in metaphysics, which have been (...) the focus of particularly lively philosophical discussion in the last twenty years or so. The writings contain one of the great classic systems of modern philosophy, but the system must be pieced together from a vast and miscellaneous array of manuscripts, letters, articles, and books, in a way that makes especially strenuous demands on scholarship. This book presents an in-depth interpretation of three important parts of Leibniz's metaphysics, thoroughly grounded in the texts as well as in philosophical analysis and critique. The three areas discussed are the metaphysical part of Leibniz's philosophy of logic, his essentially theological treatment of the central issues of ontology, and his theory of substance (the famous theory of monads).
