Biological evolution provides a creative fount of complex and subtle adaptations, often surprising the scientists who discover them. However, because evolution is an algorithmic process that transcends the substrate in which it occurs, evolution’s creativity is not limited to nature. Indeed, many researchers in the field of digital evolution have observed their evolving algorithms and organisms subverting their intentions, exposing unrecognized bugs in their code, producing unexpected adaptations, or exhibiting outcomes uncannily convergent with ones in nature. Such stories routinely reveal (...) creativity by evolution in these digital worlds, but they rarely fit into the standard scientific narrative. Instead they are often treated as mere obstacles to be overcome, rather than results that warrant study in their own right. The stories themselves are traded among researchers through oral tradition, but that mode of information transmission is inefficient and prone to error and outright loss. Moreover, the fact that these stories tend to be shared only among practitioners means that many natural scientists do not realize how interesting and lifelike digital organisms are and how natural their evolution can be. To our knowledge, no collection of such anecdotes has been published before. This paper is the crowd-sourced product of researchers in the fields of artificial life and evolutionary computation who have provided first-hand accounts of such cases. It thus serves as a written, fact-checked collection of scientifically important and even entertaining stories. In doing so we also present here substantial evidence that the existence and importance of evolutionary surprises extends beyond the natural world, and may indeed be a universal property of all complex evolving systems. Since a couple of decades, the notion of a precautionary principle plays a central and increasingly influential role in international as well as national policy and regulation regarding the environment and the use of technology. Urging society to take action in the face of potential risks of human activities in these areas, the recent focus on climate change has further sharpened the importance of this idea. However, the idea of a precautionary principle has also been problematised and criticised by scientists, (...) scholars and policy activists, and been accused of almost every intellectual sin imaginable: unclarity, impracticality, arbitrariness and moral as well as political unsoundness. In that light, the very idea of precaution as an ideal for policy making rather comes out as a dead end. On the basis of these contrasting starting points, Christian Munthe undertakes an innovative, in-depth philosophical analysis of what the idea of a precautionary principle is and should be about. A novel theory of the ethics of imposing risks is developed and used as a foundation for defending the idea of precaution in environmental and technological policy making against its critics, while at the same time avoiding a number of identified flaws. The theory is shown to have far-reaching consequences for areas such as bio-, information- and nuclear technology, and global environmental policy in areas such as climate change. The author argues that, while the price we pay for precaution must not be too high, we have to be prepared to pay it in order to act ethically defensible. A number of practical suggestions for precautionary regulation and policy making are made on the basis of this, and some challenges to basic ethical theory as well as consumerist societies, the global political order and liberal democracy are identified. We propose a principle of sustainability to complement established principles used for justifying healthcare resource allocation. We argue that the application of established principles of equal treatment, need, prognosis and cost-effectiveness gives rise to what we call negative dynamics: a gradual depletion of the value possible to generate through healthcare. These principles should therefore be complemented by a sustainability principle, making the prospect of negative dynamics a further factor to consider, and possibly outweigh considerations highlighted by the other principles. We (...) demonstrate how this principle may take different forms, and show that a commitment to sustainability is supported by considerations internal to the ethical principles already guiding healthcare resource allocation. We also consider two objections. The first of these, we argue, is either based on implausible assumptions or begs the question, whereas the second can be adequately accommodated by the principle we propose. (shrink)

While promoting population health has been the classic goal of public health practice and policy, in recent decades, new objectives in terms of autonomy and equality have been introduced. These different goals are analysed, and it is demonstrated how they may conflict severly in several ways, leaving serious unclarities both regarding the normative issue of what goal should be pursued by public health, what that implies in practical terms, and the descriptive issue of what goal that actually is pursued in (...) different contexts. A basic conflict of perspective is handled by integrating the ideas of public health striving for health-related autonomy and equality, resulting in a prioritarian oriented population approach to health-related autonomy. This integrated goal is demonstrated to constrain itself in several ways attractive from the point of view of the classic goal, but several serious problems remain. For this reason, a model where all of the three goals are integrated into one coherent structure where they can be assigned varying degrees of importance relative to the level of population health is described. It is argued that this model avoids the problems set out earlier, and is actually normatively preferable to the classic goal alone. It is furthermore argued that the model may be employed as a useful tool for descriptive ethics, as well as a vehicle for international harmonisation of public health policies. A number of practical implications regarding, e.g., the importance of respecting autonomy and the allocation of public health resources are noted, as are a battery of questions for further research. The vision of legendary criminologist Cesare Lombroso to use scientific theories of individual causes of crime as a basis for screening and prevention programmes targeting individuals at risk for future criminal behaviour has resurfaced, following advances in genetics, neuroscience and psychiatric epidemiology. This article analyses this idea and maps its ethical implications from a public health ethical standpoint. Twenty-seven variants of the new Lombrosian vision of forensic screening and prevention are distinguished, and some scientific and technical limitations are noted. Some (...) lures, biases and structural factors, making the application of the Lombrosian idea likely in spite of weak evidence are pointed out and noted as a specific type of ethical aspect. Many classic and complex ethical challenges for health screening programmes are shown to apply to the identified variants and the choice between them, albeit with peculiar and often provoking variations. These variations are shown to actualize an underlying theoretical conundrum in need of further study, pertaining to the relationship between public health ethics and the ethics and values of criminal law policy. The notion of the best interest of children figures prominently in family and reproductive policy discussions and there is a considerable body of empirical research attempting to connect the interests of children to how families and society interact. Most of this research regards the effects of societal responses to perceived problems in families, thus underlying policy on interventions such as adoption, foster care and temporary assumption of custodianship, but also support structures that help families cope with various challenges. However, reference (...) to the best interest of children can also be applied to a more basic issue in family policy, namely that of what is to be considered a family in the first place. This issue does not raise any questions regarding the proper conditions for when society should intervene in or change the family context of a child. Rather, it is about what social configurations should be recognized as a potentially fitting context for children to enter into and (if all goes well) eventually develop into adulthood within /.../ such that society’s default institutional arrangements allow it to have (by sexual and artificial reproduction, adoption, and combinations of these), care for and/or guard children. [This] will frame any further discussion of /.../ policies having further implications for, for example, the practices of adoption and reproductive technology, as well as regulation of custody in the event of separation or parental disagreement. Cet article défend la thèse suivant laquelle le républicanisme de Machiavel doit être pensé dans le cadre théorique des tumulti, c’est-à-dire des conflits entre les grands — qui veulent dominer— et le peuple — qui veut être libre. Cela signifie d’abord que le républicanisme de Machiavel ne présuppose aucune conception compréhensive de la liberté politique ni de quelque vision du bien que ce soit. La valeur normative de la thèse du conflit tient en ce que les dissensions entre les groupes (...) sociaux sont garants de la liberté politique et de la neutralité axiologique des institutions qui favoriseront cette liberté. Cela signifie ensuite, mais il s’agit en réalité de la même affirmation, que la pensée politique de Machiavel ne doit pas être interprétée en fonction des paramètres de l’humanisme civique, qui est une forme de néo-aristotélisme sur le plan politique et éthique et dont on associe trop souvent et trop facilement les thèses au républicanisme sous prétexte qu’il en est une des origines.This article defends the claim that Machiavelli’s republicanism should be approached via the theoretical framework of tumulti, that is, the conflicts among the powerful “who want to dominate” and the people “who wants to be free”. It means that Machiavelli’s republicanism presupposes neither a comprehensive conception of political freedom, nor any vision of what the good is. The normative value of the conflict thesis lies in the fact that social dissent between the social groups secures the political freedom and the axiological neutrality of the institutions that promote this freedom. It means therefore — and it is in reality the same assertion — that Machiavelli’s political thought should not be interpreted as related to some form of civic humanism, that is, a neo-Aristotelian conception of ethics and politics, and which we too easily associate with republicanism. This paper is about the idea of a moral distinction between doing harm and allowing harm to occurr. It discusses, and developes a general argument against, the version of the distinction often described as counterfactual, which I characterize in terms of making a moral difference between different ways of causing harm (in contrast to, e.g., the version famously discussed by Jonathan Bennett). The gist of the argument is that all variants of this version of the doing-allowing idea would have to (...) make factors out of the agent's control into wrong-making characteristics and that, therefore, this version violates a plausible extension of the principle that 'ought' implies 'can'. We proposed adding a sustainability principle to the operational ethical principles guiding public healthcare resources allocation decisions. All our commentators acknowledge our core message: healthcare needs to pay attention to the future. They also strengthen our proposal by offering support by luck egalitarian and Rawlsian arguments, and helpfully point out ambiguities and gaps requiring attention in the further development of the proposal, and its practical implementation.

While health care goals are usually formulated in terms of the securing of good health for the population, the goal of public health is to an increasing extent, at least in Western countries, being formulated in terms of the provision of societal preconditions for securing of good health. This goal may be attained although no one enjoys good health as a result, namely if people choose not to make use of the preconditions provided. However, reaching this goal may still seem (...) desirable in that it promotes the autonomy of people with regard to health-related choices. In this presentation, I address the questions: 1) whether or not the promotion of autonomy may be supported as goal of public health on the basis of ethical theories dealing with autonomy, 2) whether this support is equally strong regardless of the economic, social and cultural conditions of different countries. I will argue that the first question may be answered affirmatively only if certain important revisions are made in the ethical theories in questions but that these revisions at the same time raise a number of very complicated issues in theory as well as in practice. Regarding the second question, I will claim that in so far as the goal of promoting autonomy may be morally justified, there are a number of reasons supporting the suggestion that this justification is much stronger in societal settings where reasonably high health and welfare levels are allready secured. Utilitarian arguments on bioethical issues regarding human reproduction typically start with the view that it is wrong, other things being equal, not to procreate when this would have resulted in an additional being with a life worth living. The paper takes this view for granted and examines the common utilitarian claim that overpopulation and destitution in the world mean that, in practice, this obligation to procreate, other things being equal, often turns into a (categorical) obligation not to procreate. A version (...) of this argument is defended -- a version called the argument from transfer -- according to which, rather than having additional children and care for them in order to make them happy, many people in the West ought to abstain from procreation and take care of destitute children already existing. The reasoning leading up to this conclusion raises some philosophical questions, seldom discussed in connection with bioethics, which indicate that the argument from transfer, although supporting the claim above, cannot neutralise the obligation to create more happy people as easily as assumed by utilitarians. It is argued that the argument from transfer may place many people facing the choice of procreation in a peculiar moral dilemma. (shrink)

The 2010 English-language edition of Christian Marazzi's The Violence of Financial Capitalism made a groundbreaking work on the global financial crisis available to an expanded readership. Practical reasoning is a process of reasoning that concludes in an intention. One example is reasoning from intending an end to intending what you believe is a necessary means: 'I will leave the next buoy to port; in order to do that I must tack; so I'll tack', where the first and third sentences express intentions and the second sentence a belief. This sort of practical reasoning is supported by a valid logical derivation, and therefore seems uncontrovertible. A more contentious (...) example is normative practical reasoning of the form 'I ought to φ, so I'll φ', where 'I ought to φ' expresses a normative belief and 'I'll φ' an intention. This has at least some characteristics of reasoning, but there are also grounds for doubting that it is genuine reasoning. One objection is that it seems inappropriate to derive an intention to φ from a belief that you ought to φ, rather than a belief that you ought to intend to φ. Another is that you may not be able to go through this putative process of reasoning, and this inability might disqualify it from being reasoning. A third objection is that it violates the Humean doctrine that reason alone cannot motivate any action of the will. This paper investigates these objections. (shrink)

Structural realist interpretations of generally relativistic spacetimes have recently come to enjoy a remarkable degree of popularity among philosophers. I present a challenge to these structuralist interpretations that arises from considering cosmological models in general relativity. As a consequence of their high degree of spacetime symmetry, these models resist a structuralist interpretation. Previous studies have shown that 1 participants are reluctant to accept a conclusion as certainly true when it is derived from a valid conditional argument that includes a doubtful premise, and 2 participants typically link the degree of uncertainty found in a given premise set to its conclusion. Two experiments were designed to further investigate these phenomena. Ninety adult participants in Experiment 1 were first asked to judge the validity of three conditional arguments Modus Ponens, Denial of the Antecedent, and (...) Affirmation of the Consequent . They were then required to evaluate conclusion uncertainty as a function of two degrees of asserted uncertainty in the major conditional premise If p then it is very probable that q and if p then it is not very probable that q of the arguments from the first task that were otherwise unchanged. Results revealed an effect for asserted-uncertainty in two of the three argument forms. Marginal support was found for the hypothesis that perceived argument validity would be a predictor of performance. Experiment 2 investigated the way 40 adult participants combined two sources of asserted uncertainty, one in the major premise and another in the minor premise, when they had to score the uncertainty of the conclusion. The two most prominent kinds of responses were to choose the same likelihood as the weaker of the two expressed in the premises, or a lower one. However, the within-subject consistency was poor. In a case study of the growth of cognitive science, we analyzed the activities of the Cognitive Science Society with a particular emphasis on the multidisciplinary nature of the field. Analyses of departmental affiliations, training back‐grounds, research methodology, and paper citations suggest that the journal Cognitive Science and the Annual Meeting of the Cognitive Science Society are dominated by cognitive psychology and computer science, rather than being an equal division among the constituent disciplines of cognitive science. However, at many levels, (...) a growing percentage of work was found to involve a conjunction of multiple disciplines, such that approximately 30–50% of recent work in the Cognitive Science Society is multidisciplinary. In a questionnaire study of cognitive scientists involved in collaborative research, multidisciplinarity was found to shape the research process and affect the factors associated with successful research. Cases involving amoralists who no longer care about the institution of morality, together with cases of depression, listlessness, and exhaustion, have posed trouble in recent years for standard formulations of motivational internalism. In response, though, internalists have been willing to adopt narrower versions of the thesis which restrict it just to the motivational lives of those agents who are said to be in some way normal, practically rational, or virtuous. My goal in this paper is to offer a new set (...) of counterexamples to motivational internalism, examples which are effective both against traditional formulations of the thesis as well as against many of these more recent restricted proposals. Most people who are regular consumers of psychoactive drugs are not drug addicts, nor will they ever become addicts. In neurobiological theories, non-addictive drug consumption is acknowledged only as a “necessary” prerequisite for addiction, but not as a stable and widespread behavior in its own right. This target article proposes a new neurobiological framework theory for non-addictive psychoactive drug consumption, introducing the concept of “drug instrumentalization.” Psychoactive drugs are consumed for their effects on mental states. Humans are able to learn (...) that mental states can be changed on purpose by drugs, in order to facilitate other, non-drug-related behaviors. We discuss specific “instrumentalization goals” and outline neurobiological mechanisms of how major classes of psychoactive drugs change mental states and serve non-drug-related behaviors. We argue that drug instrumentalization behavior may provide a functional adaptation to modern environments based on a historical selection for learning mechanisms that allow the dynamic modification of consummatory behavior. It is assumed that in order to effectively instrumentalize psychoactive drugs, the establishment of and retrieval from a drug memory is required. Here, we propose a new classification of different drug memory subtypes and discuss how they interact during drug instrumentalization learning and retrieval. Understanding the everyday utility and the learning mechanisms of non-addictive psychotropic drug use may help to prevent abuse and the transition to drug addiction in the future. (shrink)

The importance of communicating corporate social responsibility (CSR) not only to socially responsible investors but also to the mainstream of the financial community is gaining importance in a more competitive capital market environment. This article looks at how equity analysts at the German stock exchange in Frankfurt – individuals who are not particularly involved in socially responsible investment (SRI) research – perceive economic, legal, ethical and philanthropic responsibility strategies. The evidence obtained in our interviews suggests that responsibility issues are increasingly (...) becoming part of mainstream investment analysis. However, for them to play a larger part in the future, investor relations personnel must frame responsibility strategies in a way that is more consistent with the financial community's perspective. In particular, the impact of CSR measures on strategic development, competitive anticipation and creating trust with stakeholders are key in leveraging CSR in financial communications. (shrink)

Direct inferences identify certain probabilistic credences or confirmation-function-likelihoods with values of objective chances or relative frequencies. The best known version of a direct inference principle is David Lewis’s Principal Principle. Certain kinds of statements undermine direct inferences. Lewis calls such statements inadmissible. We show that on any Bayesian account of direct inference several kinds of intuitively innocent statements turn out to be inadmissible. This may pose a significant challenge to Bayesian accounts of direct inference. We suggest some ways in which (...) these challenges may be addressed. (shrink)

In the first section of this paper I draw, on a purely conceptual level, a distinction between two kinds of reasons: content-related and attitude-related reasons. The established view is that, in the case of the attitude of believing something, there are no attitude-related reasons. I look at some arguments intended to establish this claim in the second section with an eye to whether these argument could be generalized to cover the case of preferences as well. In the third section I (...) argue against such generalizations and present a case in favour of accepting attitude-related reasons for preferences. In the fourth section I present an objection to which I react in the fifth section where I try to strengthen my case for attitude-related reasons for preferences. There can be little doubt that the “will to power” remains one of Nietzsche’s most controversial philosophical concepts. Leaving aside its colorful and controversial political history in the first half of the twentieth century, the will to power poses considerable problems for any serious reconstruction of Nietzsche’s project. This is particularly the case for analytic reconstructions, which view Nietzsche’s philosophical naturalism largely through the lens of metaethical concerns that are themselves grounded in a psychological reading of will, affect, value, or (...) ressentiment.1 The will to power, though, defies interpretations that are schooled in contemporary philosophy of mind, or cognitive psychology. This essay considers and evaluates recent results and arguments from classical chaotic systems theory and non-relativistic quantum mechanics that pertain to the question of whether our world is deterministic or indeterministic. While the classical results are inconclusive, quantum mechanics is often assumed to establish indeterminism insofar as the measurement process involves an ineliminable stochastic element, even though the dynamics between two measurements is considered fully deterministic. While this latter claim concerning the Schrödinger evolution must be qualified, the former fully depends (...) on a resolution of the measurement problem. Two alleged proofs that nature is indeterministic, relying, in turn, on Gleason's theorem and Conway and Kochen's recent 'free will theorem', are shown to be wanting qua proofs of indeterminism. We are thus left with the conclusion that the determinism question remains open. (shrink)

What is it for a person to be autonomous? Starting with a philosophical puzzle about personal autonomy and by way of critically discussing contemporary accounts, this monograph argues that AUTONOMY is a thick normative concept – the concept of a certain kind of practical authority. It then develops a conception of autonomy which solves the puzzle and offers an adequate understanding of what it means to determine oneself.

One of the terminological constants in the philosophical work of Gilles Deleuze is the word 'immanence', and it has therefore become a foothold for those wishing to understand exactly what 'Deleuzian philosophy' is. Deleuze's philosophy of immanence is held to be fundamentally characterised by its opposition to all philosophies of 'transcendence'. On that basis, it is widely believed that Deleuze's project is premised on a return to a materialist metaphysics. Christian Kerslake argues that such an interpretation is fundamentally misconceived, (...) and has led to misunderstandings of Deleuze's philosophy, which is rather one of the latest heirs to the post-Kantian tradition of thought about immanence. This will be the first book to assess Deleuze's relationship to Kantian epistemology and post-Kantian philosophy, and will attempt to make Deleuze's philosophy intelligible to students working within that tradition. But it also attempts to reconstruct our image of the post-Kantian tradition, isolating a lineage that takes shape in the work of Schelling and Wronski, and which is developed in the twentieth century by Bergson, Warrain and Deleuze. Jean-Marc Rohrbasser propose une version française de la biographie post mortem de Gottfried Wilhelm Leibniz (1646-1716) rédigée par le philosophe allemand Christian Wolff (1679-1754), et originellement publiée dans les Actes des Savants (Acta Eruditorum) de juillet 1717. Cette version française a été établie à partir de la traduction allemande que l'on trouve dans le volume 21 des Oeuvres complètes de Wolff.

Ob die Kategorien schon bei der Wahrnehmung eine Rolle spielen, wird von Kant-Interpreten unterschiedlich gesehen. Peter Rohs etwa argumentiert für eine Unabhängigkeit und Selbständigkeit der Wahrnehmung gegenüber dem Verstand. Die intuitive Synthesis der Einbildungskraft müsse auf eigenen Füßen stehen können und Bilder und „singuläre Sinne“ der Anwendung der Begriffe vorausgehen. McDowell hingegen spricht sich gegen eine solche Selbständigkeit der Wahrnehmung aus. Setzte man sie voraus, käme der Verstand immer zu spät . Die Argumente beider Seiten sollen am Text Kants untersucht (...) werden . Es liegt hier ein echtes Sachproblem vor. Die gegenwärtige, hauptsächlich amerikanische Diskussion um eine etwaige Notwendigkeit kognitiver Funktionen bei der Wahrnehmung stößt auf ganz ähnliche Probleme wie wir sie schon bei Kant finden, nur daß man sich dieser Ähnlichkeit außerhalb von Kantkreisen oft nicht bewußt zu sein scheint. Building on the unpublished correspondence between Ludwig Wittgenstein's literary executors Rush Rhees, Elizabeth Anscombe and Georg Henrik von Wright, this paper sketches the historical development of different editorial approaches to Wittgenstein's Nachlass. Using the metaphor of a ladder, it is possible to distinguish seven significant “rungs” or “steps” in the history of editing Wittgenstein's writings. The paper focuses particularly on the first four rungs, elucidating how Rhees, Anscombe and von Wright developed different editorial approaches that resulted in significant differences in (...) their editions. The paper sheds light on how these editorial differences are grounded in the editors' divergent understandings of their task. It is suggested that future research may investigate the development of editorial approaches to Wittgenstein's Nachlass as a human story of philosophical inheritance. (shrink)

Many studies have emphasized the importance of medical, insurance, and workplace systems treating individuals fairly in work disability prevention and return-to-work. However, ethical theories and perspectives from these different systems are rarely discussed in relation to each other, even though in practice these systems constantly interact. This paper explores ethical theories and perspectives that may apply to the WDP–RTW field, and discusses these in relation to perspectives attributed to dominant stakeholders in this field, and to potential differences in different jurisdictional (...) contexts. Literature was sought primarily in biomedical ethics, business ethics, and public administration ethics. In biomedical ethics, four ethical principles are dominant: autonomy, beneficence, nonmalevolence, and justice. Business ethics involve theories on Corporate Social Responsibility, social contracts, and organizational justice. Public administration ethics focus on constitutional theory, citizenship, social equity, virtue, and public interest. Several concepts were identified as relevant for ethical analyses in the WDP–RTW field, including justice; individual autonomy; nonmalevolence; economic and social responsibility; and social contracts. These concepts provide a vocabulary that may be used to analyze stakeholders’ actions and interactions in RTW processes. It was also noted how the power balance between stakeholders will influence which ethical perspectives will influence RTW. Jurisdictional differences that influence RTW processes with regard to stakeholder responsibilities were identified, as well as varying beliefs as to who is the client in different compensation systems. A social contractual approach may inform an analysis of cultural and legal differences. (shrink)

This article presents an edited excerpt from a hitherto unknown fragmentary treatise by Rush Rhees. In the treatise, Rhees gives his account of the problem of continuity that he had started elaborating before he became acquainted with Wittgenstein. The excerpt, which contains Rhees' original distinction between outer and inner surfaces of bodies, builds on Brentano's theory of the continuum and his doctrine of plerosis. This treatment of continuity sheds light on Rhees' early philosophical development and confirms that even though he (...) and Wittgenstein discussed the problem of continuity, Rhees' own approach remained distinct from that of Wittgenstein. “De-extinction” projects propose to re-create or “resurrect” extinct species. Perhaps the most common justification offered for these projects is that humans have an obligation to make restitution to species we have eradicated. There are three versions of this argument for de-extinction—one individualistic, one concerned with species, and one that emphasizes ecological restoration—and all three fail to provide a compelling case for species revival. A general critique of de-extinction can be sketched that highlights how it can both facilitate inattentiveness to biological (...) and ecological boundaries and foster a managerial mentality toward the natural world.
