We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. ABSTRACTIlya Somin, like several other political epistemologists, effectively exposes the extent of public ignorance and the ways in which such ignorance may damage democratic outcomes. This underpins his case for a more streamlined state, leaving more to individual “foot voting”—where citizens are better incentivized to choose knowledgeably and rationally. One cannot dispute the fact of deep public ignorance. However, one can question the widespread assumption that ignorance is necessarily ethically significant, always productive of undesirable outcomes, or otherwise implicitly dangerous (...) for democracy. The sheer lack of individual efficacy in mass democracies not only incentivizes ignorance, but also creates conditions wherein such ignorance is individually harmless and unlikely in the aggregate to greatly contribute to one or another outcome. Beyond this, there may be no way to attain meaningful knowledge in the areas where democratic decision making is most fraught. Indeed, ignorance may at times lead to better outcomes than would knowledge. The seemingly unassailable status of democracy itself, and the valuable institutional stability that this status ensures, seem to be founded upon a bedrock of public ignorance as to the real nature of democracy. It has been reported that behavior of experts and novices in various sporting tasks is impervious to the introduction of blur. However, studies have used diverse methods of blurring the visual stimulus, and tasks that did not always preserve the normal perception-action coupling. In the current study, we developed a novel experimental protocol to examine the effect of different levels of Gaussian blur on interception performance and eye gaze data using an immersive VR task. Importantly, this provided a realistic simulation (...) of a real-world boxing scenario in which expert combat athletes experienced a first-person, adaptive viewpoint of the visual environment, which could be blurred according to their gaze location. We found that participants exhibited similar interception performance in the presence of central blur or peripheral blur compared to a control condition with no blur. However, interception performance was significantly better with a central blur compared to peripheral blur. Eye gaze data indicated that although participants fixated at similar areas of interest irrespective of the presence of blur, fixation duration was significantly longer with a strong level of blur in the peripheral viewing condition than all levels of central blur and the control condition. These findings can be explained by relocating attention to different areas of the environment, which thereby influenced the perception of salient information. Participants also performed better on the first punch of a sequence preceded by a foot feint compared to arm feint or no feint. Still, irrespective of feint type, performance was significantly better on the second and third punch compared to the first punch. These findings are consistent with participants using additional information from the opponent's body movements and situational probabilities to increase performance as the sequence of punches developed. Overall, these are the first evidence for the use of VR as a means to examine gaze-contingent manipulations of the environment, and hence highlight the potential for facilitating learning and transfer to a real sporting situations. This fitting Festschrift contains twelve essays by students, colleagues and friends of Philippa Foot, all of them leading figures in philosophy. Some deal directly and even centrally with Foot’s own work, the others with topics she has herself written on and in a manner relatively sympathetic to what she has said about those topics. Foot’s interests in ethics have been fairly wide-ranging, and that fact is well reflected in the essays of the present volume. Elizabeth Anscombe writes (...) on ‘Practical Inference’; Simon Blackburn on ‘The Flight to Reality’; Rosalind Hursthouse on ‘Applying Virtue Ethics’; Anthony Kenny on ‘Philippa Foot on Double Effect’; Gavin Lawrence on ‘The Rationality of Morality’; John McDowell on ‘Two Sorts of Naturalism’; Warren Quinn on ‘Putting Rationality in its Place’; David Sachs on ‘Notes on Unfairly Gaining More: Pleonexia’; Thomas Scanlon on ‘Fear of Relativism’; Michael Thompson on ‘The Representation of Life’; David Wiggins on ‘Categorical Requirements: Kant and Hume on the Idea of Duty’; and Bernard Williams on ‘Acts and Omissions: Doing and Not Doing’. A short review cannot hope to do justice to all the interesting (and controversial) material to be found in these dedicatory essays. And rather than attempt to discuss even two or three of them, I think it better to choose a single one for closer consideration, namely, Warren Quinn’s rich and fascinating critique of subjectivist/instrumentalist views of practical reason. This volume of essays in honour of Philippa Foot constitutes a high quality Festschrift. There is no doubt that Philippa Foot's career is worthy of such a volume. She is one of the most influential philosophers of the past few decades and her work has given rise to, and seeded, much debate in contemporary moral philosophy. She has written on a wide variety of topics — virtue ethics, the doctrine of double effect, naturalism, and practical reasoning. The essays (...) in this volume touch on all of these issues. They are written by such distinguished philosophers as G. E. M. Anscombe, Simon Blackburn, Rosalind Hursthouse, Anthony Kenny, Gavin Lawrence, John McDowell, Warren Quinn, David Sachs, T. M. Scanlon, Michael Thompson, David Wiggins, and Bernard Williams. They all succeed in honouring Professor Foot's work. Given space considerations, and considering the forum for this review, I will focus on those essays that are of most relevance to consequentialism. (shrink)

This paper develops and defends a new account of B-theoretic endurantism and a new account of the metaphysics of the quantum state, and highlights the parallels between the considerations that motivate them. These new accounts are both fragmentalist, in the sense that they follow Fine (2005) in invoking a symmetric coordination relation between facts, such that facts that are pairwise incompatible (like Hugh's being happy and Hugh's being sad) can both obtain provided that they are not related by this relation. However, while Fine allows that fragments can be logically incoherent— P can obtain in one fragment while not-P obtains in another—the fragmentalist accounts defended here are motivated even if we insist on logical coherence between fragments. In a lot of domains in metaphysics the tacit assumption has been that whichever metaphysical principles turn out to be true, these will be necessarily true. Let us call necessitarianism about some domain the thesis that the right metaphysics of that domain is necessary. Necessitarianism has flourished. In the philosophy of maths we find it held that if mathematical objects exist, then they do of necessity. Mathematical Platonists affirm the necessary existence of mathematical objects (see for instance Hale and Wright (...) 1992 and 1994; Wright 1983 and 1988; Schiffer 1996; Resnik 1997; Shapiro 1997 and Zalta 1988) while mathematical nominalists, usually in the form of fictionalists, hold that necessarily such objects fail to exist (see for instance Balaguer 1996 and 1998; Rosen 2001 and Yablo 2005). In metaphysics more generally, until recently it was more or less assumed that whatever the right account of composition—the account of under what conditions some xs compose a y—that account will be necessarily true (for a discussion of theories of composition see Simons 1987 and van Inwagen 1987 and 1990; the modal status of the composition relation is explicitly addressed in Schaffer 2007; Parsons 2006 and Cameron 2007). Similarly, it has generally been assumed that whatever the right account is of the nature of properties, whether they be universals, tropes, or whether nominalism is true, that account will be necessarily true (though see Rosen 2006 for a recent suggestion to the contrary). In considering theories of persistence it has been widely held that whether objects endure or perdure through time is a matter of necessity (Sider 2001; though see Lewis 1999 p227 who defends contingent perdurantism). And with respect to theories of time it is frequently held that whichever of the A- or B-theory is true is necessarily true. A-theorists often argue that there is time in a world only if the A-theory is true at that world (see for instance McTaggart 1903; Markosian 2004; Bigelow 1996; Craig 2001) while B-theorists often argue that the A-theory is internally inconsistent (Smart 1987; Mellor 1998; Savitt 2000 and Le Poidevin 1991). Once again, we find a few recent contingentist dissenters. Bourne (2006) suggests that it is a contingent feature of time that it is tensed, and thus that the A-theory is contingently true. Worlds in which there exist only B-theoretic properties are worlds with time, it is just that time in those worlds time is radically different to the way it is actually. Other defenders of the B-theory, though not expressly contingentists, do offer arguments against versions of the A-theory that try to show that such A-theories theories are inconsistent with the actual laws of nature (see for instance Saunders 2002 and Callender 2000); these arguments, at least, leave room for the possibility that the A-theories in question are contingently false (at least on the assumption that the laws of nature are themselves contingent, an assumption that not everyone accepts). Despite some notable exceptions, necessitarianism has flourished in many, if not most, domains in metaphysics. One such exception is Lewis’ famous defence of Humean supervenience as a contingent claim about our world. Lewis does not argue that necessarily, the supervenience base for all matters of fact in a world is nothing but a vast mosaic of local matters of particular fact. Rather, he thinks that we have reason to think that our world is one in which Humean supervenience holds (see Lewis 1986 p9-10 and 1994). Another exception to the necessitarian orthodoxy is to be found in the lively debate about the modal status of the laws of nature. Here, if anything, contingentism has been the dominating force, with it generally being held that there are possible worlds in which different laws of nature hold (this view is defended by, among others, Lewis 1986 and 2010; Schaffer 2005 and Sidelle 2002). Necessitarian dissenters hold that the laws of nature are necessary, frequently because they think it is necessary that fundamental properties have the causal or nomic profiles they do (see for instance Shoemaker 1980 and 1988; Swoyer 1982; Bird 1995; Ellis and Lierse 1994). Nevertheless, when it comes to thinking about the nature of the laws themselves, the necessitarian presumption is back on firm footing. Though there is disagreement about whether the laws are generalisations that feature in the most virtuous true axiomatisation of all the particular matters of fact (often known as the Humean view of laws and defended by Ramsey 1978; Lewis 1986 and Beebee 2000) or whether laws are relations of necessity that hold between universals (a view defended by Armstrong 1983; Dretske 1977; Tooley 1977 and Carroll 1990) no one has seriously suggested that it might be a contingent matter which of these is the right account of laws. The necessitarian orthodoxy is not surprising since metaphysics is largely an a priori process. While a priori reasoning may be used to determine whether a proposition is necessary or contingent, it is not well placed (in the absence of a posteriori evidence) to determine whether a contingent proposition is actually true or false. Since metaphysicians aim to tell us which principles are true in which worlds, on the face of it the discovery that metaphysical principles are contingent seems to make part of the task of metaphysics epistemically intractable. In what follows I consider two reasons one might end up embracing contingentism and whether this would lead one into epistemic difficulty. The following section considers a route to contingent metaphysical truths that proceeds via a combination of conceptual necessities and empirical discoveries. Section 3 considers whether there might be synthetic contingent metaphysical truths, and the final section raises the question of whether if there were such truths we would be well placed to come to know them. The Everett interpretation of quantum mechanics divides naturally into two parts: first, the interpretation of the structure of the quantum state, in terms of branching, and second, the interpretation of this branching structure in terms of probability. This is the second of two reviews of the Everett interpretation, and focuses on probability. Branching processes are identified as chance processes, and the squares of branch amplitudes are chances. Since branching is emergent, physical probability is emergent as well.

This chapter outlines three programs that aim to use biological insights in support of philosophical positions in ethics: Aristotelian approaches found, for example, in Thomas Hurka and Philippa Foot; Humean approaches found in Simon Blackburn and Allan Gibbard; and biologically grounded approaches found in of Elliott Sober and Brian Skyrms. The first two approaches begin with a philosophical view, and seek support for it in biology. The third approach begins with biology, and uses it to illuminate the status (...) of morality. This chapter pursues a version of the third program. A major accomplishment of evolutionary biology has been the explanation of biological altruism, which opens the door to a similar explanation of psychological altruism, or “fellow-feeling.” The chapter conjectures that humans have evolved a capacity for normative governance by socially shared rules. A process of cultural evolution led to the social rules with which we are familiar. This genealogical story poses a challenge, for the idea of moral truth plays no role in it. The story therefore lends support to non-cognitivism or anti-realist expressivism. The chapter concludes by exploring the implications of the genealogical story for moral knowledge, moral objectivity, and the idea of moral authority. (shrink)

: All known life requires phosphorus (P) in the form of inorganic phosphate (PO43x or Pi) and phosphate-containing organic molecules. Pi serves as the backbone of the nucleic acids that constitute genetic material and as the major repository of chemical energy for metabolism in polyphosphate bonds. Arsenic (As) lies directly below P on the periodic table and so the two elements share many chemical properties, although their chemistries are sufficiently dissimilar that As cannot directly replace P in modern biochemistry. Arsenic (...) is toxic because As and P are similar enough that organisms attempt this substitution. We hypothesize that ancient biochemical systems, analogous to but distinct from those known today, could have utilized arsenate in the equivalent biological role as phosphate. Organisms utilizing such ‘ weird life ’ biochemical pathways may have supported a ‘ shadow biosphere ’ at the time of the origin and early evolution of life on Earth or on other planets. Such organisms may even persist on Earth today, undetected, in unusual niches. (shrink)

The following analysis seeks to question Rousseau's assumptions concerning the desirability of an �education from things�. In particular, I will focus on the problematic relationship between, on one hand, the development of Emile's sense of freedom and independence, and on the other, his sense of moral autonomy. It is my contention that moral development necessarily entails both what Rousseau provides, namely a well-developed conception of individuality, and something that is sorely lacking in Rousseau's project. Turning to an analysis of the (...) preceptor's role in Emile's education, I will argue that it is precisely this type of connection and commitment to other human beings that Emile's education fails to foster. Ultimately, Emile emerges from his education prepared to deal with other humans on one level, but woefully lacking in other skills that are necessary for moral personhood. (shrink)

The late J. L. Mackie and his work were a focus for much of the best philosophical thinking in the Oxford tradition. His moral thought centres on that most fundamental issue in moral philosophy – the issue of whether our moral judgements are in some way objective. The contributors to this volume, first published in 1985, are among the most distinguished figures in moral philosophy, and their essays in tribute to John Mackie present views at the forefront of the subject. (...) Five of the essays give a new understanding of the objectivity of moral judgements. These are by Simon Blackburn, R.M. Hare, John McDowell, Susan Hurley and Bernard Williams. What is the meaning of general covariance? We learn something about it from the hole argument, due originally to Einstein. In his search for a theory of gravity, he noted that if the equations of motion are covariant under arbitrary coordinate transformations, then particle coordinates at a given time can be varied arbitrarily - they are underdetermined - even if their values at all earlier times are held fixed. It is the same for the values of fields. The argument can (...) also be made out in terms of transformations acting on the points of the manifold, rather than on the coordinates assigned to the points. So the equations of motion do not fix the particle positions, or the values of fields at manifold points, or particle coordinates, or fields as functions of the coordinates, even when they are specified at all earlier times. It is surely the business of physics to predict these sorts of quantities, given their values at earlier times. The principle of general covariance therefore seems untenable. (shrink)

Over the last thirty years, the work of the political theorist Ernesto Laclau has reinvigorated radical political and social theory. Taking concepts previously ignored or unused within mainstream political theory, such as the political, hegemony, discourse, identity, and representation, he has made them fundamental to thinking about politics and social theory. Resisting the dead end of postmodern politics, his work has drawn in stimulating ways on Gramscian, poststructuralist and psychoanalytic theory. Laclau: A Critical Reader is the first full-length critical appraisal (...) of Laclau's work and includes contributions from several leading philosophers and theorists. The first section examines Laclau's theory that the contest between universalism and particularism provides much of the philosophical background to political and social struggle, taking up the important place accorded to, amongst others, Hegel and Lacan in Laclau's work. The second section of the book considers what Laclau's "radical democracy" might look like and reflects on its ethical implications, particularly in relation to Laclau's post-Marxism and thinkers such as Jurgen Habermas. The final section investigates the place of hegemony in Laclau's work, the idea for which he is perhaps best-known. This stimulating collection also includes replies to his critics by Laclau and the important exchange between Laclau and Judith Butler on equality, making it an excellent companion to Laclau's work and essential reading for students of political and social theory. According to the Everett interpretation, branching structure and ratios of norms of branch amplitudes are the objective correlates of chance events and chances; that is, 'chance' and 'chancing', like 'red' and 'colour', pick out objective features of reality, albeit not what they seemed. Once properly identified, questions about how and in what sense chances can be observed can be treated as straightforward dynamical questions. On that basis, given the unitary dynamics of quantum theory, it follows that relative and never absolute (...) chances can be observed; that only on repetition of a large numbers of similar trials can relative probabilities be measured; and so on. The epistemology of objective chances can in this way be worked out from the dynamics. its curious features are thus explained. But one aspect of chance set-ups seems to resist this subsuming of chancing to branching: how is it that chance involves uncertainty? And if that is not possible, on Everettian lines, then the whole project is doomed. I argue that in fact there is no difficulty in making sense of uncertainty in the face of branching. Contrary to initial impressions, the unitary formalism is consistent with a well-defined notion of self-locating uncertainty. It is also consistent without: the mathematics under-determines the metaphysics in these respects. (shrink)

The chapter offers a philosophical account of the capacity to recognise moral considerations to be used in investigating whether psychopaths are amoral, as opposed to immoral. The author criticizes Simon Baron-Cohen and James Blair et al., who maintain that psychopaths are amoral insofar they lack empathy, for endorsing a sentimentalist account of moral understanding. Moreover, the author criticizes Kant's version of rationalism for assuming an impersonal notion of moral rationality that is unconstrained by specific human features. He offers, instead, (...) an account of moral rationality in the spirit of Philippa Foot's Aristotelian inspired proposal. According to this view, moral rationality is a type of rationality that depends on the capacities for empathy, developing feelings of benevolence and resistance to causing harm. Although some psychopaths are irrational in other ways, the author suggest that central to psychopathy is a failure of moral rationality. (shrink)

Recently, amid growing awareness that computer algorithms are not neutral tools but can cause harm by reproducing and amplifying bias, attempts to detect and prevent such biases have intensified. An approach that has received considerable attention in this regard is the Value Sensitive Design (VSD) methodology, which aims to contribute to both the critical analysis of (dis)values in existing technologies and the construction of novel technologies that account for specific desired values. This article provides a brief overview of the key (...) features of the Value Sensitive Design approach, examines its contributions to understanding and addressing issues around bias in computer systems, outlines the current debates on algorithmic bias and fairness in machine learning, and discusses how such debates could profit from VSD-derived insights and recommendations. Relating these debates on values in design and algorithmic bias to research on cognitive biases, we conclude by stressing our collective duty to not only detect and counter biases in software systems, but to also address and remedy their societal origins.
