The construction of a secure and safe society using information and communication technology is recognised as an urgent issue in Japan. This recognition is based on public fear about crime related to manufactured risk caused by modernisation or industrial civilisation. This fear has created a social atmosphere that has led to the rapid development and implementation of security systems using ICT, such as security cameras, smart IC cards and mobile phones, to establish security and safety in Japanese (...) society. However, the never-ending quest for social security and safety with ICT will inevitably cause further manufactured risk, which could lead to serious problems in the future. Society has historically not taken a benign view of genetic disease. The laws permitting sterilization of the mentally re tarded~ and those proscribing consanguineous marriages are but two examples. Indeed as far back as the 5th-10th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have not (...) been inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. The bill, termed the National Genetic Diseases Act is, however, still far from being enacted. Big data technologies are entering the world of ageing computer systems running critical infrastructures. These innovations promise to afford rapid Internet connectivity, remote operations or predictive maintenance. As legacy critical infrastructures were traditionally disconnected from the Internet, the prospect of their modernisation necessitates an inquiry into cyber security and how it intersects with traditional engineering requirements like safety, reliability or resilience. Looking at how the adoption of big data technologies in critical infrastructures shapes understandings of risk management, we focus on (...) a specific case study from the cyber security governance: the EU Network and Information Systems Security Directive. We argue that the implementation of Network and Information Systems Security Directive is the first step in the integration of safety and security through novel risk management practices. Therefore, it is the move towards legitimising the modernisation of critical infrastructures. But we also show that security risk management practices cannot be directly transplanted from the safety realm, as cyber security is grounded in anticipation of the future adversarial behaviours rather than the history of equipment failure rates. Our analysis offers several postulates for the emerging research agenda on big data in complex engineering systems. Building on the conceptualisations of safety and security grounded in the materialist literature across Science and Technology Studies and Organisational Sociology, we call for a better understanding of the ‘making of’ technologies, standardisation processes and engineering knowledge in a quest to build safe and secure critical infrastructures. This paper presents the results of an empirical study that reflects monitoring and evaluation of the implementation of some legal acts on the labour of the Republic of Lithuania. The analysis of legal documents at the national and international level is provided. A review of cognate studies conducted by foreign and Lithuanian researchers is presented and the professional situation of a Lithuanian teacher from the employee rights perspective is highlighted. The professional activities contexts and sectors, wherein systematic violations of teachers’ (...) rights to a healthy and safe working environment are possible, are distinguished. A lack of generalized scientific data of employee (especially teacher) working conditions, the actual security of relevant rights and its monitoring and evaluation is still felt both in the country and abroad. A contradiction between: a) insufficient research of the issue and b) its importance to science and practice, exactly presupposes the scientific problems of the empirical study presented in the given paper. The subject of the study: teachers’ rights to a healthy and safe working environment and a fair remuneration for their work. The objective of the study: to conduct monitoring and evaluation of the effective implementation of relevant legal norms and legal acts applying a written sociological survey. Sustainability and security, however defined, must therefore be considered in the context of such societies, yet there is very little significant literature that does so. Intensification of entrepreneurial activity in a post-pandemic space requires improved management both at the level of economic security and at the level of the entire enterprise. The expediency of the transition from the extensive type of development of the load management system is substantiated. The scientific approaches to the interpretation of the terms "intensification", "management" and "economic behaviour" are generalized. The attention is focused on the need to create a safe development environment for each enterprise. Public consumption of artificial intelligence (AI) technologies has been rarely investigated from the perspective of data surveillance and security. We show that the technology acceptance model, when properly modified with security and surveillance fears about AI, builds an insight on how individuals begin to use, accept, or evaluate AI and its automated decisions. We conducted two studies, and found positive roles of perceived ease of use (PEOU) and perceived usefulness (PU). AI security concern, however, negatively affected PEOU and PU, resulting (...) in less acceptance of AI—(1) use, (2) preference, and (3) participation. AI surveillance concern also had negative effects on the credibility of AI and its recommendations. We integrated extant literature on socio-demographic differences, providing an insight on how AI acceptance is based on one’s rationality regarding (1) technological risks (security/surveillance) and (2) benefits (PEOU/PU) as well as other contextual factors of socio-demographics. This study departs from the built-in tension of the dual goals of forensic psychiatric care in Sweden, which are to protect society as well as to care for patients. The majority of violence that takes place is perpetrated by men. Therefore, the views of nursing staff on violence as a gendered phenomenon have an impact on the care provision. There is a need for further knowledge of how norms of violence are intertwined with the construction of gender. The aim (...) of this study was to use a gender perspective to demonstrate the views of nursing staff on security and care and the consequences for their relationships with patients. The study adopts an ethnographic approach, with data consisting of field notes from participatory observations and interviews with nursing staff at two maximum-security clinics. We show how the perceptions of nursing staff about gender relations are based on heteronormative thinking, which affects their practice. This implies that if gender is ignored in relation to the dual goals, there is a risk of perpetrating patterns of unequal conditions. Therefore, it is vital to make gender visible to counteract unequal conditions for nursing staff and address patients' individual care needs. (shrink)

The accelerated rates of scientific and technological progress and the intellectualization of the main factors of production play a leading role in ensuring the economic recovery of national economies, in particular in the conditions of the existence of today's post-pandemic consequences. The technological development of the leading countries of economic development poses difficult tasks for other participants in the world economic space to avoid a significant lag, especially in today's post-pandemic society. For the countries of Eastern Europe, this task (...) is complicated not only by political and social tensions, but also by the lack of effective government regulation instruments that could provide support for the high-tech sector as a locomotive for the modernization of the national economy. Moreover, enterprises of the high-tech sector of the economy, being deprived of state support, must independently ensure their functioning by creating a system of economic security. Ensuring safety in a post-pandemic society of such enterprises is characterized by significant differences, which are most related to the need to create safe conditions for the activities of workers - the most valuable resource. The development of enterprises in the high-tech sector of the economy is impossible without taking into account the safety aspects, it requires the intensification of scientific research in this area. The purpose of the article is to form information support for managing the economic security of enterprises in the high-tech sector of the economy in the context of post-pandemic modernization. 25 years ago, when AI & Society was launched, the emphasis was, and still is, on dehumanisation and the effects of technology on human life, including reliance on technology. What we forgot to take into account was another very great danger to humans. The pervasiveness of computer technology, without appropriate security safeguards, dehumanises us by allowing criminals to steal not just our money but also our confidential and private data at will. Also, denial-of-service attacks prevent us from accessing the (...) information we need when we want it. We are being dehumanised not by the technology but by criminals who use the ubiquity of the technology and its lack of security to steal from us and prevent us from doing what we want. What is more interesting is that this malevolent use of the technology doesn’t come from monolithic corporate structures eager to control our lives but mainly from individuals keen to demonstrate their knowledge of the technology for social networking purposes. The aim of this paper is to turn the clock back 25 years and present an alternative perspective: the single, biggest threat of dehumanisation is not the pervasiveness and ubiquity of computers but the lack of ensuring that humans are provided with the basic security they need for using the technology safely and securely. Cyberspace is not a safe space to be. This was something that even far-sighted researcher colleagues in the 1970s and 1980s overlooked. The paper will explore where we went wrong 25 years ago in our predictions and concerns. We will also present a scenario that allows future generations to have a safer cyberworld. (shrink)

Feminists have argued that the association made between teenage childbearing and long-term lower socioeconomic status hides a multitude of socially constructed inequalities. I extend this position by analyzing how the association is linked in the South African literature on teenage pregnancy to economic security. I utilize Foucault's conceptualization of the method of security. Security refers to institutions and practices that defend and maintain a national population as well as secure the economic, demographic, and social processes of that population. I (...) analyze how the traits of the method of security are deployed with regard to teenage pregnancy; how reproductive adolescents are viewed as disrupting the production of the economic self and fracturing population control, thereby threatening economic security; and how the invocation of economic security allows for the legitimation of various regulatory practices. After a recent spate of terrorist attacks in European and American cities, liberal democracies are reintroducing emergency securitarian measures that curtail rights and/or expand police powers. Political theorists who study ESMs are familiar with how such measures become instruments of discrimination and abuse, but the fundamental conflict ESMs pose for not just civil liberty but also democratic equality still remains insufficiently explored. Such phenomena are usually explained as a function of public panic or fear-mongering in times of crisis, but I (...) show that the tension between security and equality is in fact much deeper and more general. It follows a different logic than the more familiar tension between security and liberty, and it concerns not just the rule of law in protecting liberty but also the role of law in integrating new or previously subjected groups into a democratic community. As liberal-democratic societies become increasingly diverse and multicultural in the present era of mass immigration and global interconnectedness, this tension between security and equality is likely to become more pronounced. Advancements in novel neurotechnologies, such as brain computer interfaces and neuromodulatory devices such as deep brain stimulators, will have profound implications for society and human rights. While these technologies are improving the diagnosis and treatment of mental and neurological diseases, they can also alter individual agency and estrange those using neurotechnologies from their sense of self, challenging basic notions of what it means to be human. As an international coalition of interdisciplinary scholars and practitioners, we examine these challenges and (...) make recommendations to mitigate negative consequences that could arise from the unregulated development or application of novel neurotechnologies. We explore potential ethical challenges in four key areas: identity and agency, privacy, bias, and enhancement. To address them, we propose democratic and inclusive summits to establish globally-coordinated ethical and societal guidelines for neurotechnology development and application, new measures, including “Neurorights,” for data privacy, security, and consent to empower neurotechnology users’ control over their data, new methods of identifying and preventing bias, and the adoption of public guidelines for safe and equitable distribution of neurotechnological devices. Artificial Intelligence is becoming widespread and as we continue ask ‘can we implement this’ we neglect to ask ‘should we implement this’. There are various frameworks and conceptual journeys one should take to ensure a robust AI product; context is one of the vital parts of this. AI is now expected to make decisions, from deciding who gets a credit card to cancer diagnosis. These decisions affect most, if not all, of society. As developers if we do not understand (...) or use fundamental modelling principles then we can cause real harm to society. Recently more serious effects of AI have been observed. Dehumanisation is the human reaction to overused anthropomorphism and lack of social contact caused by excessive interaction with, or addiction to, technology. This can cause humans to devalue technology and to devalue other humans. This is a contradiction of the use of ‘social robots’ and ‘chatbots’, indicating that the negative effects of this technology would outweigh any perceived positive effects. Also, within cyberspace, anthropomorphism and similar techniques based on deep philosophical principles can, and are, being used to alter the behaviour of humans. These techniques are used to manipulate human behaviours at a basic level in the human mind. As these types of techniques are becoming more widespread, it is clear that we are entering unchartered territory that holds a vast array of consequences for society. (shrink)

Purpose This paper aims to study the developed countries’ experience on the cyberbullying legal regulation among adolescents, to identify existing shortcomings in the developing countries’ laws and to develop recommendations for regulatory framework improvement. Design/methodology/approach The authors have studied the state regulatory practice of the UK, the USA, Canada, Malaysia, South Africa, Turkey, UAE and analyzed the statistics of 2018 on the cyberbullying manifestation among adolescents in these countries. Findings The study results can encourage countries to create separate cyberbullying legislation (...) and periodically review and modify already existing legislation. Originality/value The study provides a list of the recommendations to regulate cybercrime in developing countries and prevent it as well. The results may contribute to creating laws related to the regulation of cyberbullying in countries where such legislation does not exist yet or existing regulatory legal acts do not bring the expected results, namely, in Post-Soviet countries and other developing countries of the world. This paper explores the tensions between two disparate approaches to addressing hunger worldwide: Food security and food sovereignty. Food security generally focuses on ensuring that people have economic and physical access to safe and nutritious food, while food sovereignty movements prioritize the right of people and communities to determine their agricultural policies and food cultures. As food sovereignty movements grew out of critiques of food security initiatives, they are often framed as conflicting approaches within the wider literature. This paper (...) explores this tension, arguing that food security is based on a particular model of justice, distributive justice, which limits the sovereignty and autonomy of communities as food producers and consumers. In contrast, food sovereignty movements view food security as a necessary part of food sovereignty, but ultimately insufficient for creating food sustainable communities and limiting wider harms. Rather than viewing food security and food sovereignty as in conflict, we argue that food sovereignty’s justice framework both encompasses and entails justice claims that guide food security projects. So-called market norms, such as instrumentality and fungibility, come in varying degrees and characterize not only market, but also non-market, relationships, including friendship. Further, although market relationships (...) are primarily instrumental, the individuals involved are not. Both the virtues of markets and their vices have their counterparts in friendship. Like all relations and activities that exercise important human capacities and play an important role in a meaningful life, market relations and activities are essentially structured and supported by ethical norms and, in turn, support these norms. For these and other reasons, market societies are not only not inimical to friendship, they create a more secure matrix for civic and personal friendship, as well as for other important values like art, science, or philosophy, than any other developed form of society. Efforts to combat the COVID-19 crisis brought mountains of legislation and guidance to coerce or encourage people to stay at home and reduce the spread of the virus. During peak lockdown in the United Kingdom regulations defined when people could or could not leave their homes. Meanwhile guidance on social distancing advised people to stay within ‘households’. This paper explores the legislation under lockdowns in the UK from March to October 2020 and the implications for women’s gendered caring roles. The (...) regulations and guidance assumed that households were separate units and ignored the interdependencies which exist between households and between individuals and wider society. The continuing focus in the lockdown regulations has been on households as autonomous, safe, adequate and secure. This overlooks the interdependency of human life, gendered aspects of caring and the inequalities of housing and living conditions, highlighted by feminist scholarship. (shrink)

Some have argued that the UN or the Security Council can exercise agency on behalf of IS, but in view of the "underinstitutionalization" of IS in the UN, groups of states may authorize themselves to act on the behalf of IS as "coalitions of the willing.".

Since early 1997, when the creation of Dolly the sheep by somatic cell nuclear transfer was announced in Nature, numerous government reports, essays, articles and books have considered the ethical problems and policy issues surrounding human reproductive cloning. In this article, I consider what response a modern liberal society should give to the prospect of human cloning, if it became safe and practical. Some opponents of human cloning have argued that permitting it would place us on a slippery (...) slope to a repugnant future society, comparable to that portrayed in Aldous Huxley’s novel, Brave New World.I conclude that, leaving aside concerns about safety, none of the psychological or social considerations discussed in this article provides an adequate policy justification for invoking the state’s coercive powers to prevent human cloning. The explicit articulation of a cosmopolitan conception of human security and a corresponding right to peace is a positive development in global politics, inasmuch as it decenters the state in our understanding of the human community and delegitimizes organized violence as the generally accepted means for the “continuation” of realist politics. I have argued that just war theory, when defined in suitably narrow fashion, helps to contribute to our thinking on issues of human security in several ways. First, it provides (...) a stringent normative framework for a reasonable humanitarian justification of the resort to force. Second, it enables us to conceptualize significant moral and legal constraints on war and thus on the powers of states to wage war, thereby displacing the use of force from the statist paradigm of security. Third, it contributes to the delegitimation of unjust wars, that is, military actions undertaken for any purposes other than human security. Fourth, insofar as it provides a justificatory basis for the increasing demilitarization of society, it may influence the progressive and just pacification of global politics.As long as the types of human wrongs that present the gravest threats to human security continue to haunt the global community, there remains a need to be able to respond effectively so as to protect the rights and well-being of individuals. This need poses a genuine dilemma for humanitarian morality and politics, insofar as many of the military capabilities required to defend and to aid vulnerable persons can also be the source of threats to human life and welfare. Yet the existence of this dilemma need not lead us either to apathy or to cynicism. Germany is considered to be a pioneer of social security systems; nonetheless, globalization and demographic changes have put enormous pressure on them. A solution is not yet in sight as the debate on the future of the German social security systems still lacks consensus. We argue that ideas matter and that the debate can benefit from a deeper reflection on the concept of social security. This objective is pursued along two lines. First, we take a historical perspective and reconstruct the (...) development of Germany's social security systems. Second, we scrutinize from a theoretical perspective how social security is conceptualized in public and theoretical debates. Behind the various positions, we identify four basic ideal types. We then analyze how these ideal types account for the benefits of social security systems and what role they assign to corporations in providing social security. While two ultimately reinforce potential conflicts between different groups in society, the other two ideal types reveal possible benefits for all. The last ideal type actually conceptualizes social security systems as insurance that fosters risky but overall productive investments in human and other forms of capital. Therefore, it can be shown that social security systems are not necessarily threatened by globalization and that incentives exist for corporations to invest in the provision of social security. The authors apply the issue life cycle model to analyze the 1999 through 2001 dispute between the Securities and Exchange Commission and the accounting profession concerning auditor independence. The analysis also brings additional insights that extend understanding of the issue life cycle and issues development. This analysis highlights the roles of a trigger event, the shift of an issue from a technical concern to a public debate, and likely recurrence. The reappearance of the auditor independence issue in 2002 with accounting (...) scandals is consistent with the article’s findings and highlights the use of the issue life cycle model and issue evolution.
