Cook et al. reported a 97% scientific consensus on anthropogenic global warming (AGW), based on a study of 11,944 abstracts in peer-reviewed science journals. Powell claims that the Cook et al. methodology was flawed and that the true consensus is virtually unanimous at 99.99%. Powell’s method underestimates the level of disagreement because it relies on finding explicit rejection statements as well as the assumption that abstracts without a stated position endorse the consensus. Cook et al.’s survey of the papers’ authors (...) revealed that papers may express disagreement with AGW despite the absence of a rejection statement in the abstract. Surveys reveal a large gap between the public perception of the degree of scientific consensus on AGW and reality. We argue that it is the size of this gap, rather than the small difference between 97% and 99.99%, that matters in communicating the true state of scientific opinion to the public. (shrink)

An individual's health, genetic, or environmental-exposure data, placed in an online repository, creates a valuable shared resource that can accelerate biomedical research and even open opportunities for crowd-sourcing discoveries by members of the public. But these data become “immortalized” in ways that may create lasting risk as well as benefit. Once shared on the Internet, the data are difficult or impossible to redact, and identities may be revealed by a process called data linkage, in which online data sets are matched (...) to each other. Reidentification, the process of associating an individual's name with data that were considered deidentified, poses risks such as insurance or employment discrimination, social stigma, and breach of the promises often made in informed-consent documents. At the same time, re-ID poses risks to researchers and indeed to the future of science, should re-ID end up undermining the trust and participation of potential research participants. The ethical challenges of online data sharing are heightened as so-called big data becomes an increasingly important research tool and driver of new research structures. Big data is shifting research to include large numbers of researchers and institutions as well as large numbers of participants providing diverse types of data, so the participants’ consent relationship is no longer with a person or even a research institution. In addition, consent is further transformed because big data analysis often begins with descriptive inquiry and generation of a hypothesis, and the research questions cannot be clearly defined at the outset and may be unforeseeable over the long term. In this article, we consider how expanded data sharing poses new challenges, illustrated by genomics and the transition to new models of consent. We draw on the experiences of participants in an open data platform—the Personal Genome Project—to allow study participants to contribute their voices to inform ethical consent practices and protocol reviews for big-data research. Despite advances in feminism, the "law of the father" remains the dominant model of Western psychological and cultural analysis, and the law of the mother continues to exist as an underdeveloped and marginal concept. In her radical rereading of the Greek myth, _Oresteia_, Amber Jacobs hopes to rectify the occlusion of the mother and reinforce her role as an active agent in the laws that determine and reinforce our cultural organization. According to Greek myth, Metis, Athena's mother, was Zeus's first (...) wife. Zeus swallowed Metis to prevent her from bearing children who would overthrow him. Nevertheless, Metis bore Zeus a child-Athena-who sprang forth fully formed from his head. In Aeschylus's _Oresteia_, Athena's motherless status functions as a crucial justification for absolving Orestes of the crime of matricide. In his defense of Orestes, Zeus argues that the father is more important than the mother, using Athena's "motherless" birth as an example. Conducting a close reading of critical works on Aeschylus's text, Jacobs reveals that psychoanalytic theorists have unwittingly reproduced the denial of Metis in their own critiques. This repression, which can be found in the work of Sigmund Freud and Melanie Klein as well as in the work of more contemporary theorists such as André Green and Luce Irigaray, has resulted in both an incomplete analysis of Oresteia and an inability to account for the fantasies and unconscious processes that fall outside the oedipal/patricidal paradigm. By bringing the story of Athena's mother, Metis, to the forefront, Jacobs challenges the primacy of the Oedipus myth in Western culture and psychoanalysis and introduces a bold new theory of matricide and maternal law. She finds that the Metis myth exists in cryptic forms within Aeschylus's text, uncovering what she terms the "latent content of the Oresteian myth," and argues that the occlusion of the law of the mother is proof of the patriarchal structures underlying our contemporary social and psychic realities. Jacobs's work not only provides new insight into the Oresteian trilogy but also advances a postpatriarchal model of the symbolic order that has strong ramifications for psychoanalysis, feminism, and theories of representation, as well as for clinical practice and epistemology. The Durban Platform for Enhanced Action was adopted at the 2011 United Nations Framework Convention on Climate Change Conference (UNFCCC) in South Africa and one of the key achievements of the 2011 UN Conference was the agreement on and the launch of the Green Climate Fund. As the international community prepares for the 2012 UNFCC talks to start in Qatar in November-December 2012, the past history of global environmental and climate change financing issues as well as the role of (...) finance and investment in addressing global climate change will be examined in this article using the Green Climate Fund as a case study. While it is hard to be optimistic about the current international geo-political context and the policy success of the Durban Platform for Enhanced Action, the Green Climate Fund does represent a real opportunity to move forward on global climate governance and bring real economic and technological dividends to the developing world. AbstractThe Green Revolution still exerts an important influence on agricultural policy as a technology-centred development strategy. A main policy narrative underpinning the Green Revolution was first expounded in Transforming Traditional Agriculture, a book published in 1964 by Nobel Prize-winning economist Ted Schultz. He famously argued that traditional farmers were ‘poor but efficient’. As farmers responded to economic incentives, technology-driven strategies would transform traditional agriculture into an engine of economic growth. Schultz relied on published ethnographic data and his own (...) calculations to construct this policy narrative. My reanalysis of TTA focuses on its main case study, Panajachel, a village in Guatemala. I follow a narrative approach, evaluating whether Schultz’s story relates a plausible account of agricultural development in Panajachel and its region. I show how Schultz deliberately tried to hide that Mayan farmers in Panajachel were not challenged in technological terms and were able to reach relatively high economic returns. His interpretation of the Guatemalan rural economy ignored ethnic tensions dominating market exchange, a main barrier for agricultural development. I evaluate Schultz’s narrative further by tracing the subsequent evolution of Panajachel and its wider region. High-input strategies had to address ethnic barriers and change agents became embroiled in violent conflict along ethnic lines. Assessing the adequacy of Schultz’s contribution, from a narrative approach, shows how he ‘got the story wrong’ and that the Green Revolution policy narrative has an excessively narrow intellectual basis. New narratives should reserve a much more important place for institutional change in agricultural development. (shrink)

Considering the vulnerable climatic conditions in most parts of the planet, a successful transition toward a carbon-free future is a critical challenge worldwide. In this respect, around 35% of the world’s total greenhouse gas emission is associated with the power sector. To this end, a vast of electrical energy has been used by the people in buildings. Specifically, a significant amount of energy in buildings is used for heating, cooling, and ventilation. While the available literature highlights the importance of neat, (...) clean, and green electrical energy for the decarbonization of society, a critical gap exists in such literature. That is, most of the literature under this stream deals with the supply side of electrical energy, while the demand side was neglected. To bridge this critical knowledge gap, this study investigates how the CSR engagement of a hotel organization can promote the energy-related pro-environmental behavior among the employees with the intervening effect of employees’ environmental commitment and Green intrinsic motivation. Further, the conditional indirect role of altruistic values was also tested in this study. The data were collected from different hotel employees in Pakistan with the help of a self-administered questionnaire. We tested the hypothesized relationship through structural equation modeling. The results confirmed that CSR can be a potential motivator to impact the ERPEB of employees, while EMEC and GRIM mediated this relationship significantly. The findings of this study also confirmed the conditional indirect role of altruistic values. These findings offer various theoretical and practical contributions which are conversed in detail. If Justice Louis Brandeis were alive to witness San Francisco’s recent experiment with universal health care legislation, he might amend his famous characterization of the states as “laboratories of democracy” to include municipalities as well. In San Francisco, where ten percent of residents have no health insurance and where fifteen percent of businesses provide no health coverage for their employees, the Board of Supervisors recently passed the San Francisco Health Care Security Ordinance, which funds a network of primary care services (...) for uninsured residents. While the Ordinance has, in the main, met with general approval, its provision mandating contributions from local businesses that do not meet minimum health spending requirements is the subject of ongoing litigation. The Ninth Circuit Court of Appeals recently ruled in the city’s favor, thereby allowing the spending provision to go forward pending a full appeal on the merits of the case. (shrink)

In this paper, we explore some characteristics of the Information Superhighway and the World Wide Web metaphors in the light of the current developments in information technology. We propose that these characteristics constitute a form of conceptual slippage (often in the form of ‘lexical leakage’), which helps us detect and predict the tacit impact that the currently available information delivery systems are having on human cognition. We argue that the particular language associated with these systems evolves as a direct result (...) of human cognitive adaptation to the demands, resources, and constraints of highly technological environments. It reflects a growing alienation of the users of computerized systems from the physical aspects of the natural environment in which the disseminated information was originally grounded. We believe that a careful investigation of the pragmatic phenomena which are operative when the information media jargon is used is appropriate to the aims of Cognitive Technology. The role of metaphor as a vehicle for self-expression, as mediated by criteria of relevance, is discussed from this perspective. (shrink)

Sustainable products offered in today’s marketplace are labelled with product-related green attributes or non-product-related green attributes. The current research investigates consumers’ inferences about a product’s functional quality when its core attributes are green and when its peripheral attributes are green. Four experimental studies and an internal meta-analysis show that there is a sustainability liability effect in strength-dependent categories, and a sustainability asset effect in gentleness-dependent categories. Our research contributes to the current understanding of how consumers make (...) inferences about product quality when contemplating different types of green attributes. The findings have implications for how strength-dependent and gentleness-dependent products should be labelled as green. (shrink)

Margaret Jacob and Jonathan Israel have offered somewhat different accounts of what they call the ‘Radical Enlightenment’, that is those elements of enlightenment thought which resulted in the radical political upheavals of the late eighteenth century and the rise of democratic republicanism. Jonathan Israel, in particular, insists that the radical enlightenment was radical both in its secular rejection of all providentialist and teleological metaphysics, as well as radical in its democratic tendencies. This paper looks at the way in which (...) Catharine Macaulay’s very influential defence of the equal rights of men, during the lead up to the American and French revolutions, poses problems for Israel’s account of the radical enlightenment and argues that the religious foundation of her political radicalism was characteristic of many of her contemporaries and fits in better with Jacob’s more ecumenical account of the radical enlightenment than with Israel’s purely secular characterisation. Transition to a sustainable energy regime is one of the key global societal challenges for the coming decades. Many technological innovations are in the pipeline, but an uncritical appraisal of anything and everything called green innovation lacks methods for testing both the necessity and the sufficiency of these developments. We propose to develop a philosophy of energy to fill this lacuna. Its task is to explore and clarify the space in which the so-called energy transition is taking place. This (...) article sketches the fundaments of such a philosophy and suggests how it might be built upon the work of twentieth century critics of the functioning of energy in society, including Mumford, Bataille, and Heidegger; but not without empirical analysis of contemporary energy systems. Via the example of flux and potentiality - two apparently opposing conceptions of energy - we propose that a philosophy of energy allows for a broader perspective on specific problems in energy transition, and illuminates implicit and problematic assumptions behind these problems. Are there key respects in which character and character defects are voluntary? Can agents with serious vices be rational agents? Jonathan Jacobs answers in the affirmative. Moral character is shaped through voluntary habits, including the ways we habituate ourselves, Jacobs believes. Just as individuals can voluntarily lead unhappy lives without making unhappiness an end, so can they degrade their ethical characters through voluntary action that does not have establishment of vice as its end. Choosing Character presents an account of ethical (...) disability, expanding the domain of responsibility and explicating the role of character in ethical cognition. Jacobs contends that agents become ethically disabled voluntarily when their habits impair their ability to properly appreciate ethical considerations. Such agents are rational, responsible individuals who are yet incapable of virtuous action. The view develops and modifies Aristotelian claims concerning the fixity of character. Jacobs' interpretation is developed in contrast to the overlooked work of Maimonides, who also used Aristotelian resources but argued for the possibility of character change. The notion of ethical disability has profound ramifications for ethics and for current debates about blame and punishment. (shrink)

In the 1980s, a number of philosophers argued that perception is analog. In the ensuing years, these arguments were forcefully criticized, leaving the thesis in doubt. This paper draws on Weber’s Law, a well-entrenched finding from psychophysics, to advance a new argument that perception is analog. This new argument is an adaptation of an argument that cognitive scientists have leveraged in support of the contention that primitive numerical representations are analog. But the argument here is extended to the representation of (...) non-numerical magnitudes, such as luminance and distance, and shown to apply to perception and not just cognition. The relevant sense of ‘analog’ is also clarified, and two powerful objections are addressed. Finally, the question whether perception’s analog vehicles are located in conscious experience is explored and related to a well-known controversy within psychophysics. (shrink)

The first two seasons of Russian Doll ambitiously take on a number of topics in the Philosophy of Time. In particular, it addresses the metaphysics of time loops and time travel. The metaphysics of time are notoriously thorny and complicated, and Russian Doll provides a treatment of those issues that both does justice to their complexity as well as attempts to provide solutions to some of those issues (or at minimum, in some cases, hints at possible solutions). As is the (...) case with most enduring philosophical topics, the discussion does not happen in a philosophical vacuum. Just as a discussion of the nature of knowledge naturally leads to a discussion of the nature of truth, and so forth, discussions in the metaphysics of time naturally lead to discussions of the ethics of time travel, the nature of the universe, the nature of the reality, God, relativism, the nature of paradoxes, consciousness, and, perhaps most importantly, existential questions about how one should live. This chapter will provide a general account of the way these philosophical issues are presented in Russian Doll with an eye toward (1) explicating the ways in which the various characters in Russian Doll conceive of the issues, (2) making it clear what their responses to the issues are (in those instances in which responses are provided), and (3) where appropriate, evaluating those responses for philosophical consistency, accuracy, and plausibility. Dummett's output has been prolific and highly influential, but not always as accessible as it deserves to be. This book sets out to rectify this situation.

In articles such as “Speech Acts without Propositions?” (2006), Marina Sbisà advocates a “strong” conception of speech acts as means by which speakers modify their own and others’ deontic statuses, including their rights, obligations, and commitments. On this basis Sbisà challenges an influential approach to speech acts as typically if not universally possessing propositional contents. Sbisà argues that such an approach leads to viewing speech acts as primarily aimed at communicating propositional attitudes rather than carrying out socially and normatively significant (...) action. For this reason she advocates eschewing propositions from speech act theory’s conceptual toolkit; she also proposes a liberalization of the distinction between illocutionary force and semantic content, which are widely thought to be mutually exclusive. In this chapter we examine Sbisà’s reasoning and argue that while it does justify denying propositional attitudes a central role in communication, it does not justify dispensing with propositions or other contents in our theorizing about speech acts. In addition, we endorse Sbisà’s proposal for liberalizing the force/content distinction, and show a variety of ways in which force indicators may also possess semantic content. (shrink)

Philosophy, scientific psychology, and common sense all distinguish perception from cognition. While there is little agreement about how the perception–cognition boundary ought to be drawn, one prominent idea is that perceptual states are dependent on a stimulus, or stimulus-dependent, in a way that cognitive states are not. This paper seeks to develop this idea in a way that can accommodate two apparent counterexamples: hallucinations, which are prima facie perceptual yet stimulus-independent; and demonstrative thoughts, which are prima facie cognitive yet stimulus-dependent. (...) The payoff is not only a specific proposal for marking the perception–cognition boundary, but also a deeper understanding of the natures of hallucination and demonstrative thought. (shrink)

According to the Generality Constraint, mental states with conceptual content must be capable of recombining in certain systematic ways. Drawing on empirical evidence from cognitive science, I argue that so-called analogue magnitude states violate this recombinability condition and thus have nonconceptual content. I further argue that this result has two significant consequences: it demonstrates that nonconceptual content seeps beyond perception and infiltrates cognition; and it shows that whether mental states have nonconceptual content is largely an empirical matter determined by the (...) structure of the neural representations underlying them. In The Border between Seeing and Thinking, Ned Block argues that the distinction between perception and cognition should be grounded in representational format. I object that cognition is multifaceted, and includes representations with the same format as some perceptual representations. We can save Block’s view by interpreting it as concerning the border between one elite species of cognition—namely, propositional thought—and everything below it, including perception. But that leaves the border between perception and cognition in general unexplained. To fill this gap, (...) I recommend my stimulus-dependence account of the border and reply to objections Block raises against it. This brings into relief a category of mind that is crucial to understanding human infants and nonhuman animals—namely, nonpropositional cognition, which sits between perception and propositional thought. John Morrison has argued that confidences are assigned in perceptual experience. For example, when you perceive a figure in the distance, your experience might assign a 55-percent confidence to the figure’s being Isaac. Morrison’s argument leans on the phenomenon of ‘completely trusting your experience’. I argue that Morrison presupposes a problematic ‘importation model’ of this familiar phenomenon, and propose a very different way of thinking about it. While the article’s official topic is whether confidences are assigned in perceptual experience, it (...) is also about two more general issues: how we can determine which properties are assigned in perceptual experience; and how we transition from perception to belief. The ‘expropriation of the expropriators’ is a delicious turn of phrase, one that Marx even compares to Hegel’s infamous ‘negation of the negation’. But what does it mean, and is it still relevant today? Before I analyse the content of Marx’s expression, I briefly consider contemporary legal understandings of expropriation, as well as some examples of it. In the remainder of the essay, I spell out different kinds of expropriation in Marx and focus on an ambiguity at the core of (...) the notion of ‘expropriating the expropriators’, namely, whether it describes an immanent and objective tendency within the development of the capitalist mode of production or else actively prescribes a form of revolutionary political praxis for the working class. My answer is that it does both, though not without tension. Finally, I develop some implications of these reflections by showing how the concept of expropriation can be put to use today, in struggles around housing, climate and work. (shrink)

I offer here a new hypothesis about the nature of implicit attitudes. Psy- chologists and philosophers alike often distinguish implicit from explicit attitudes by maintaining that we are aware of the latter, but not aware of the former. Recent experimental evidence, however, seems to challenge this account. It would seem, for example, that participants are frequently quite adept at predicting their own perfor- mances on measures of implicit attitudes. I propose here that most theorists in this area have nonetheless overlooked (...) a commonsense distinction regarding how we can be aware of attitudes, a difference that fundamentally distinguishes implicit and explicit attitudes. Along the way, I discuss the implications that this distinction may hold for future debates about and experimental investigations into the nature of implicit attitudes. (shrink)

I present a new argument for the repugnant conclusion. The core of the argument is a risky, intrapersonal analogue of the mere addition paradox. The argument is important for three reasons. First, some solutions to Parfit’s original puzzle do not obviously generalize to the intrapersonal puzzle in a plausible way. Second, it raises independently important questions about how to make decisions under uncertainty for the sake of people whose existence might depend on what we do. And, third, it suggests various (...) difficulties for leading views about the value of a person’s life compared to her nonexistence. (shrink)

The standard view of "believes" and other propositional attitude verbs is that such verbs express relations between agents and propositions. A sentence of the form “S believes that p” is true just in case S stands in the belief-relation to the proposition that p; this proposition is the referent of the complement clause "that p." On this view, we would expect the clausal complements of propositional attitude verbs to be freely intersubstitutable with their corresponding proposition descriptions—e.g., "the proposition that p"—as (...) they are in the case of "believes." In many cases, however, intersubstitution of that-clauses and proposition descriptions fails to preserve truth value or even grammaticality. These substitution failures lead some philosophers to reject the standard view of propositional attitude reports. Others conclude that propositional attitude verbs are systematically ambiguous. I reject both these views. On my view, the that-clause complements of propositional attitude verbs denote propositions, but proposition descriptions do not. (shrink)

Empirical discussions of mental representation appeal to a wide variety of representational kinds. Some of these kinds, such as the sentential representations underlying language use and the pictorial representations of visual imagery, are thoroughly familiar to philosophers. Others have received almost no philosophical attention at all. Included in this latter category are analogue magnitude representations, which enable a wide range of organisms to primitively represent spatial, temporal, numerical, and related magnitudes. The animal agriculture industry causes animals a tremendous amount of pain and suffering. Many ethical vegans argue that we therefore have an obligation to abstain from animal products in order to reduce this suffering. But this argument faces a challenge: thanks to the size and structure of the animal agriculture industry, any individual’s dietary choices are overwhelmingly unlikely to make a difference. In this paper, we criticize common replies to this challenge and develop an alternative argument for ethical veganism. Specifically, (...) we argue that individuals should abstain from animal products because vegans, as a group, successfully reduce animal suffering, and individuals are obligated to participate in, rather than free ride on, this collective endeavor. Or, at the very least, individuals have strong reasons to purchase fewer inhumanely raised animal products—even if they are not obligated to go vegan per se. (shrink)

Wigner's quantum-mechanical classification of particle-types in terms of irreducible representations of the Poincaré group has a classical analogue, which we extend in this paper. We study the compactness properties of the resulting phase spaces at fixed energy, and show that in order for a classical massless particle to be physically sensible, its phase space must feature a classical-particle counterpart of electromagnetic gauge invariance. By examining the connection between massless and massive particles in the massless limit, we also derive a classical-particle (...) version of the Higgs mechanism. (shrink)
