In the science of administrative and constitutional law, administration science and many other sciences, including political science, it is widely accepted that the basic, inherent feature of a municipality, deciding the essence of the territorial self-government unit as an entity of public administration, is the self-reliance it is entitled to. The self-reliance of territorial self-government units is even defined as a constitutional norm.In principle, self-reliance is perceived as a fundamental attribute of a decentralised public authority and constitutes one of the (...) fundamental systemic principles of the Republic of Poland. It was formulated expressis verbis in art. 165 par. 2 of the Constitution of the Republic of Poland, which states that the self-reliance of territorial self-government units is subject to judicial protection, meaning that TSGUs can defend themselves against illegal attempts, not grounded in the law to interfere in their self-reliance. This protection seems to encompass both the private-law and public-law spheres of territorial self-government activity.The essence and guarantees of territorial self-government units’ self-reliance also arise from other constitutional principles, including the aforementioned decentralisation principle, subsidiarity principle, separation of powers, supremacy of the nation and democratic state under rule of law.The goal of this article is to interpret the principle of municipal self-reliance in the context of constitutional principles of law, in the light of the Polish Constitution. There has been a growing interest in research concerning memory modification technologies (MMTs) in recent years. Neuroscientists and psychologists are beginning to explore the prospect of controllable and intentional modification of human memory. One of the technologies with the greatest potential to this end is optogenetics—an invasive neuromodulation technique involving the use of light to control the activity of individual brain cells. It has recently shown the potential to modify specific long-term memories in animal models in ways not yet possible (...) with other MMTs. As the therapeutic potential of optogenetics has already prompted approval of the first human trials, it is especially important and timely to consider the opportunities and dangers this technology may entail. In this article, we focus on possible consequences of optogenetics as an MMT by analyzing fundamental threats potentially associated with memory modifications: the potential disruption of personality and authenticity. Optogenetics is an invasive neuromodulation technology involving the use of light to control the activity of individual neurons. Even though optogenetics is a relatively new neuromodulation tool whose various implications have not yet been scrutinized, it has already been approved for its first clinical trials in humans. As optogenetics is being intensively investigated in animal models with the aim of developing novel brain stimulation treatments for various neurological and psychiatric disorders, it appears crucial to consider both the opportunities and dangers (...) such therapies may offer. In this review, we focus on the memory-modifying potential of optogenetics, investigating what it is capable of and how it differs from other memory modification technologies. We then outline the safety challenges that need to be addressed before optogenetics can be used in humans. Finally, we re-examine crucial neuroethical concerns expressed in regard to other MMTs in the light of optogenetics and address those that appear to be unique to the memory-modifying potential of optogenetic technology. We discuss applications of our account of moral status grounded in person-rearing relationships: which individuals have higher moral status or not, and why? We cover three classes of cases: (1) cases involving incomplete realization of the capacity to care, including whether infants or fetuses have this incomplete capacity; (2) cases in which higher moral status rests in part on what is required for the being to flourish; (3) hypothetical cases in which cognitive enhancements could, e.g., help dogs achieve human-like cognitive (...) capacities. We do not love every person or object about which we care. The aim of the article is to present a new Polish tool for measuring the flow experience in professional tasks - a FLOW-W Questionnaire. The questionnaire was inspired by Csikszentmihalyi’s flow theory and flow in Bakker’s work. On its basis a set of positions was established, on which subsequently an exploratory and confirmatory factor analysis was conducted. The analysis showed the possibility of a uni- or bifactorial solution. After checking the theoretical and empirical validity of both solutions, the unifactorial solution (...) was adopted. The validity of the questionnaire was examined, i.a. by correlations with theoretically related variables: work engagement with the UWES questionnaire and affect at work. The studies showed a significant positive correlation between flow at work and work engagement and between flow and positive affect. The reliability of the questionnaire is very high; α = 0.96. The tool has very good psychometric properties. (shrink)

Purpose - The article aims to attempt to define the work and organization engagement of the employees of one of the exclusive hotel spa in Poland. The present paper proposes that organizational roles taken by employees differentiate symptoms of their engagement. The research aims to test the hypothesis and to show the differences at the level of concepts and behaviors. Design/methodology/approach - The following study is an attempt to define the work and organizational engagement of employees of one of the (...) exclusive SPA hotels in Poland. The study was conducted using qualitative methods in the form of individual interviews and a group interview. The study described is part of a bigger project implemented in a Hotel. One department within the hotel, the kitchen of the main restaurant, was chosen for analysis. As such, opinions of two managers of various ranks and seven persons from the aforementioned department are presented in this paper. Findings - Data analysis allowed us to conclude that organizational roles performed by employees may, in an influential way, shape the level and mental representation of the work and organizational engagement. Our results show that the higher position an employee has in the organizational hierarchy, the better is his/her understanding and the bigger is level of engagement both in work and in the organisation. What’s more, higher organizational role is conducive to mixing these two perspectives, and the lower role makes them clearly separated. (shrink)

The purpose of the article is to contribute to the discussion about the relevance of existential issues in contemporary education. Analysis presented in the paper is related to the problems of self-awareness, becoming oneself and self-development. First, the author begins by depicting the meaning of human existence in the light of philosophy. The following aspects have been analyzed: being true to one’s own beliefs and values, recognizing personal truth, making existential choices and finding one’s own voice. A special attention is (...) paid to the language as an essential, constitutive element of being. Second, the article attempts to consider some educational implications resulting from the existential approach to education. Some of the issues discussed are learning to philosophize and to discover meaning, the concept of encounter in education and the role of language in self-development. While describing them the author indicates that the ignoring of crucial existential questions in education contributes to spiritual vacuity in life of young people and reduces educational thinking merely to instrumental, pragmatic problems concerning qualification and transfer of communicative skills. Although there is much research on the relationships of corporate social responsibility and employee-related outcomes, a systematic and quantitative integration of research findings is needed to substantiate and broaden our knowledge. A meta-analysis allows the comparison of the relations of different types of CSR on several different outcomes, for example to learn what type of CSR is most important to employees. From a theoretical perspective, social identity theory is the most prominent theoretical approach in CSR research, so we aim to (...) investigate identification as a mediator of the relationship between CSR and employee-related outcomes in a meta-analytical mediation model. This meta-analysis synthesizes research findings on the relationship between employees' perception of CSR (people, planet, and profit) and employee-related outcomes (identification, engagement, organizational attractiveness, turnover (intentions), OCB, commitment, and job satisfaction), thereby distinguishing attitudes and behavior. A total of 143 studies (N= 89,396) were included in the meta-analysis which was conducted according to the methods by Schmidt and Hunter (except of the meta-analytical structural equation model). Mean effect sizes for the relationship between CSR and employee-related attitudes and behaviors were medium-sized to large. For attitudes, the relationships were stronger than for behavior. For specific types of CSR, average effect sizes were large. Identification mediated the relation between CSR and commitment, job satisfaction, and OCB, respectively. Based on our results, we give recommendations concerning the design of CSR initiatives in a way that benefits employees. (shrink)

In his work on internality, identification, and caring, Harry Frankfurt attempts to delineate the organization of agency peculiar to human beings, while avoiding the traditional overintellectualized emphasis on the human capacity to reason about action. The focal point of Frankfurt’s alternative picture is our capacity to make our own motivation the object of reflection. Building upon the observation that marginal agents (such as young children and Alzheimer’s patients) are capable of caring, I show that neither caring nor internality need to (...) depend on the phenomena of reflectiveness. I develop alternative interlocking accounts of caring and internality that are independent of both reflectiveness and evaluation, but that can still do justice to the central role of carings in the organization of agency characteristic of human persons. While issues of efficacy and specificity are crucial for the future of neurofeedback training, there may be alternative designs and control analyses to circumvent the methodological and ethical problems associated with double-blind placebo studies. Surprisingly, most NF studies do not report the most immediate result of their NF training, i.e. whether or not children with ADHD gain control over their brain activity during the training sessions. For the investigation of specificity, however, it seems essential to analyze the learning and adaptation (...) processes that take place in the course of the training and to relate improvements in self-regulated brain activity across training sessions to behavioral, neuropsychological and electrophysiological outcomes. To this aim, a review of studies on neurofeedback training with ADHD patients, which include the analysis of learning across training sessions or relate training performance to outcome, is presented. Methods on how to evaluate and quantify learning of EEG regulation over time are discussed. “Non-learning” has been reported in a small number of ADHD-studies, but has not been a focus of general methodological discussion so far. For this reason, selected results from the brain-computer interface (BCI) research on the so-called “brain-computer illiteracy”, the inability to gain control over one’s brain activity, are also included. It is concluded that in the discussion on specificity, more attention should be devoted to the analysis of EEG regulation performance in the course of the training and its impact on clinical outcome. It is necessary to improve the knowledge on characteristic cross-session and within-session learning trajectories in ADHD and to provide the best conditions for learning. (shrink)

A being has moral standing if it or its interests matter intrinsically, to at least some degree, in the moral assessment of actions and events. For instance, animals can be said to have moral standing if, other things being equal, it is morally bad to intentionally cause their suffering. This essay focuses on a special kind of moral standing, what I will call “full moral standing” (FMS), associated with persons. In contrast to the var- ious accounts of what ultimately grounds (...) FMS in use in the philosophical literature, I will propose that the emotional capacity to care is a sufficient condition of an individual’s FMS as a person. In developing this account, I will appeal to a set of intuitions not previously mined for this purpose: those generated by conflicts of interests between different life phases of a single individual. Why does a baby who is otherwise cognitively similar to an animal such as a dog nevertheless have a higher moral status? We explain the difference in moral status as follows: the baby can, while a dog cannot, participate as a rearee in what we call “person-rearing relationships,” which can transform metaphysically and evaluatively the baby’s activities. The capacity to engage in these transformed activities has the same type of value as the very capacities (i.e., intellectual or emotional sophistication) that (...) explain unimpaired adult humans’ high moral status. The objective of this article is to revise the dominating narrative of communism as male generational history. With the aid of memoirs of communist women, many of whom started their political activity before WWII and belonged to the power-wielding elites of Stalinist Poland, the author shows that the former constituted an integral part of the generation which had planned a revolution and ultimately took over power. Their texts were imbued with a matrilineal perspective on the history of communism: the authors (...) emphasized that other women had strongly motivated them to become involved in politics. However, the memoirs revealed something more: as an attempt to establish new models of emancipation and to transmit them to younger generations of women, they were to rekindle the memory of women as the active agent of that part of Polish history which contemporary feminists refuse to remember. The introduction of Women and Gender Studies in Polish universities is intrinsically connected with the systemic transformation following 1989. This change was marked by the rejection of the communist past with its nominal sexual equality and acceptance of a conservative culture legally restricting women’s rights. Since the mid-nineties, Women and Gender Studies programs have been instituted in many state and private universities albeit on an auxiliary, extramural bases or as “specialization” within other degrees (e.g., sociology, or cultural studies). Since the (...) mid-2000s, gender studies in Poland include studies of masculinity, gender identity formation and queer theory in addition to the traditional women studies program. After Poland joined the EU, the introduction of European legal standards started to influence the progress in Poland’s gender politics towards greater recognition of minority rights. Gender Studies are in the foreground of these changes in teaching and training students and colleagues in gender issues seen as crucial for building a democratic inclusive society. (shrink)

The paper aims at indicating opportunities and threats faced by gender studies in Poland. The author presents institutional problems, which limit dynamic development of the discipline and its impact on the society. She also discusses tensions between an academic affiliation of gender studies and its political aspirations rooted in the tradition of feminist movement. Finally, the author describes recent methodological debates on gender discourse—its theoretical inspirations and practical use.

Due to advances in medicine, a malignant neoplasm is a chronic disease that can be treated for a lot of patients for many years. It may lead to profound changes in everyday life and may induce fear of life. The ability to adjust to a new situation may depend on temperamental traits and stress coping strategies. The research presented in this paper explores the relationships between quality of life, PTSD symptoms, temperamental traits, and stress coping in a sample of patients (...) diagnosed with cancer. One hundred and twenty nine participants aged 24–81 years, 69 females diagnosed with breast cancer and 60 males diagnosed with lung cancer completed Formal Characteristics of Behavior – Temperament Inventory, Coping Inventory for Stressful Situations, PTSD Inventory, and Quality of life SF-36 questionnaire. Higher level of emotional reactivity and higher level of perseveration was associated with lower emotional quality of life. Higher level of emotion oriented-coping and higher level of avoidant-distracted coping was associated with higher level of PTSD symptoms. Emotion-oriented coping and avoidant-distracted coping are ineffective in dealing with stress in the case of patients diagnosed with cancer, because they are associated with a higher level of PTSD symptoms. The significance of temperamental traits for quality of life in the situation of the patients is marginal. Control of specific factors concerned with current health and treatment status is needed the future research. (shrink)

Complex responsive processes theory is utilised in an original way to critique leadership myths and explore the alternative, deeper meanings of educational transformation. The theory opens up new forms of understanding about how ordinary practitioners negotiate the meanings of 'improvement' in their everyday practice. It is in the gap between the emergence of these local interactions and the predetermined designs of policy-makers that educational transformation can be lost or found.--.

This study examined individual differences in sensitivity to human-like features of a robot’s behavior. The paradigm comprised a non-verbal Turing test with a humanoid robot. A “programmed” condition differed from a “human-controlled” condition by onset times of the robot’s eye movements, which were either fixed across trials or modeled after prerecorded human reaction times, respectively. Participants judged whether the robot behavior was programmed or human-controlled, with no information regarding the differences between respective conditions. Autistic traits were measured with the autism-spectrum (...) quotient questionnaire in healthy adults. We found that the fewer autistic traits participants had, the more sensitive they were to the difference between the conditions, without explicit awareness of the nature of the difference. We conclude that although sensitivity to fine behavioral characteristics of others varies with social aptitude, humans are in general capable of detecting human-like behavior based on very subtle cues. The 17th and 18th centuries were exceptionally important in Western philosophy for the problematization and formation of the modern concept of subjectivity. Conceptions of the subject formulated in that period drew both from the rational, Cartesian tradition, and from the irrational elements that preceded 19th-century Romanticism; they were also anchored in everyday praxis. The explorations of reality, and limitations of one’s ego exposed in the uncommon situation of travel or wandering, fi ll the writing (philosophical and otherwise) of the 18th (...) century. Its proliferation laid the theoretical foundations for the eponymous “art of travelling,” and for conceptions of the subject which were opposed to radical rationalist ones. The attempts to defi ne human being as an “unfi nished project,” becoming itself in the experience of travelling, creating, and being created, rather than a finite and static res cogitans, support the vision of the subject known in contemporary philosophy. The introduction of the ‘National Strategies’ for primary education in 1998, positioned ‘strategy’ as a powerful instrument for mobilising the school ‘workforce’ in England in the cause of continuous improvement. Government approaches to strategy formulation and enactment appear to reflect an instrumentalist orientation found in many mainstream strategic management publications. This paper reflects on how the strategic pursuit of quick, ‘spectacular’ gains may lead to the loss of ethics of care. Phenomenological insights into modes of being-in-the-world are drawn upon to (...) suggest that a preoccupation with strategy and its accompanying ‘toolkit’ of targets, standards and inspections diminishes a deeper engagement with the meaning and purpose of education. Based on Heidegger’s premise that understanding is at the core of being human, it is posited that the concern with ‘spectacular’ outputs is both superficial and potentially de-humanising. At the root of strategic thinking and the resulting forgetfulness of being is the Cartesian dogma and its dualistic (mis)understandings. (shrink)

‘Taking time seriously’ is an enduring human concern and questions about the nature of time bear heavily on the meaning of childhood. In the context of the continuing debates on readiness for school, ‘taking time seriously’ has contributed to policies on ‘early interventions’ which claim to support children in reaching their full potential but limit this potential when enacted in practice. Much of current policymaking takes the meaning of time for granted within a ‘quantitative’ view of time as a neutral, (...) standardised parameter. In everyday educational practice, this view of time may lead to an excessive preoccupation with assessing standardised characteristics of ‘school ready’ children, who are expected to follow a uniform path of development predetermined by their biological clock. However, the quantitative view of time has been challenged both in philosophical and scientific thought by an understanding of time as complex, irreversible and emergent in the present. George Herbert Mead’s ‘philosophy of the present’ and Ilya Prigogine’s ‘arrow of time’ point to important implications of a ‘complex’ view of time for readiness for school as an event rather than a fixed set of characteristics that children should possess upon entry to primary school. Engaging in educational practice as it unfolds in the present also calls for ethics that are not focused on adhering to fixed moral universals but on our actions ‘here and now’ and attending to the ethical meaning that arises in children’s responses to our actions.
