'Affective computing' is a branch of computing concerned with the theory and construction of machines which can detect, respond to, and simulate human emotional states. This book presents an interdisciplinary exploration of this rapidly expanding field, aimed at those in psychology, computational neuroscience, computer science, and AI. A Blueprint for Affective Computing: A sourcebook and manual is the very first attempt to ground affective computing within the disciplines of psychology, affective neuroscience, and philosophy. BackgroundThe U.S. Food and Drug Administration traditionally has kept confidential significant amounts of information relevant to the approval or non-approval of specific drugs, devices, and biologics and about the regulatory status of such medical products in FDA’s pipeline.ObjectiveTo develop practical recommendations for FDA to improve its transparency to the public that FDA could implement by rulemaking or other regulatory processes without further congressional authorization. These recommendations would build on the work of FDA’s Transparency Task Force in 2010.MethodsIn 2016-2017, we convened (...) a team of academic faculty from Harvard Medical School, Brigham and Women’s Hospital, Yale Medical School, Yale Law School, and Johns Hopkins Bloomberg School of Public Health to develop recommendations through an iterative process of reviewing FDA’s practices, considering the legal and policy constraints on FDA in expanding transparency, and obtaining insights from independent observers of FDA.ResultsThe team developed 18 specific recommendations for improving FDA’s transparency to the public. In the face of documented difficulties in the public understanding of genetics, new metaphors have been suggested. The language of information coding and processing has become deeply entrenched in the public representation of genetics, and some critics have found fault in the blueprint metaphor, a variant of the dominant theme. They have offered the language of the recipe as a preferable metaphor. The metaphors of the blueprint and the recipe are compared in respect to their deterministic implications and (...) other associations. This work presents a blueprint or set of guidelines for the planning and development of sustainable national centers dealing with the safety of nanomaterials and nanotechnologies toward public health and environment. The blueprint was developed following a methodological approach of EU-wide online survey and workshop with several stakeholders. The purpose was to identify the key elements and challenges in the development and sustainability of a national nanosafety center. The responses were received from representatives of 16 national nanosafety centers (...) across Europe and 44 people from 18 EU member states who represented the stakeholder groups of researchers, academics, industry, regulators, civil society, and consultants. By providing an overview of the organizational design of existing national nanosafety centers across EU and converging demands in the field of nanosafety, the blueprint principally benefits those EU member states who do not have a national nanosafety center, but intend to develop an entity to manage the human health, environmental, ethical, and social concerns/risks toward the growing nationwide activities on engineered nanomaterials, e.g., their production, use or disposal, at national level. In this paper the claim that laws of nature are to be understood as claims about what necessarily or reliably happens is disputed. Laws can characterize what happens in a reliable way, but they do not do this easily. We do not have laws for everything occurring in the world, but only for those situations where what happens in nature is represented by a model: models are blueprints for nomological machines, which in turn give rise to laws. During the last few months, several pioneer genome‐wide transcriptomic, proteomic and metabolomic studies have revolutionised the understanding of bacterial biological processes, leading to a picture that resembles eukaryotic complexity. Technological advances such as next‐generation high‐throughput sequencing and high‐density oligonucleotide microarrays have allowed the determination, in several bacteria, of the entire boundaries of all expressed transcripts. Consequently, novel RNA‐mediated regulatory mechanisms have been discovered including multifunctional RNAs. Moreover, resolution of bacterial proteome organisation (interactome) and global protein localisation (localizome) have unveiled an (...) unanticipated complexity that highlights the significance of protein multifunctionality and localisation in the cell. Also, analysis of a complete bacterial metabolic network has again revealed a high fraction of multifunctional enzymes and an unexpectedly high level of metabolic responses and adaptation. Altogether, these novel approaches have permitted the deciphering of the entire physiological landscape of one of the smallest bacteria, Mycoplasma pneumoniae. In this book review essay, Justus discusses The Birth of the Mind: How a Tiny Number of Genes Creates the Complexities of Human Thought (2004) by Gary Marcus. The review opens by contrasting the common architectural-blueprint metaphor for the genome with an alternative: the if-then statements of a computer program. The former leads to a seeming “gene shortage” problem while the latter are better suited to representing the cascades of genetic expression that give rise to exponential genotype-phenotype relationships. The (...) essay then develops three conceptual issues of interest to cognitive scientists in light of this small, data-compressed genome: (1) distinguishing dissociations in the developmental process from the domain-specificity of the resulting mental representations, (2) the observation that no gene is specific to a mental representation, a cortical region, or even the nervous system, and (3) the complications that a small number of genes present to the adaptationist programme in evolutionary psychology. Conceptual models are descriptions of our ideas about a problem, used to shape the implementation of a solution to it. Everyone who builds complex information systems uses such models - be they requirements analysts, knowledge modellers or software designers - but understanding of the pragmatics of model design tends to be informal and parochial. Lightweight uses of logic can add precision without destroying the intuitions we use to interpret our descriptions. Computing with logic allows us to make use of this (...) precision in providing automated support tools. Modern information scientists need to know what these methods are for and may need to build their own. This book gives you a place to begin. Where do you start when building models in a precise language like logic? One way is by following standard paradigms for design and adapting these to your needs. Some of these come from an analysis of existing informal notations. Others are from within logic itself. We take you through a sample of these, from more commonplace styles of formal modelling to non-standard methods such as techniques editing and argumentation. In the writings of thinkers like Hayek, Popper, Talmon, Kolakowski, and many others, program became synonymous with hubris.1 It was construed (...) as a dangerous effort to regulate the diversity of human subjectivity and the complexity of the social organism, a repressive will-to-order and predictability that tainted utopias by associating them with Totalitarianism. In Popper’s exemplary exposition:The Utopian attempt to realize an ideal state, using a blueprint for society as a whole, is one which demands a strong centralized rule of a few, and which therefore is likely to lead to a dictatorship. [...] [Utopia] claims to plan rationally for the whole of society, although we do not possess anything like the factual knowledge which would be necessary to make good such an ambitious claim.2 [End Page 489]Yet, though this view of how Utopia, to recall Robert C. Elliott, became “a bad word,” is accurate in itself, it also reflects only the negative or destructive side of Cold War anti-utopianism, a trend whose logical inconsistencies and ideological biases have already been ably dissected in the work of Russell Jacoby, Marc Olssen, and Darren Webb, to name but a few.3What one could term the “positive” or “productive” side of anti-utopian denunciations of the dogmatically programmatic character allegedly inherent in utopias went well beyond the exigencies of generating a geopolitical and ideological enemy image. It involved an effort to reconcile western subjects to seismic and highly consequential shifts within postwar, late-capitalist societies themselves. If, as I have argued elsewhere, utopian fictions (and, indeed, nonfictions) before the Cold War period can be read as fictions of organization—of everything from architecture and urban planning, to production, sexuality and biological reproduction, clothing, or diet—it is also the case that in them, “organization” is a response, a reaction to traumatic historical experiences of disorganization, from the decline of the ancient city-state in the case of Platonic utopianism; to the impoverishment and dislocation of rural communities in the era of Thomas More; to the experience of the fracturing of religious community during the religious, civil, and international wars that marked the seventeenth century; to the dramatic impact of early nineteenth-century industrialization on artisanal and agrarian communities, on family cohesion and on the rhythms of the premodern working day.4My argument is, then, that the anti-utopian denunciation of blueprint and program was not simply motivated by the liberal capitalist attack against the planned and highly regulated character of economy and society in the countries of so-called actually existing socialism. It was also motivated by the ideological need to normalize and legitimize the transition, within western capitalist societies themselves, to what Scott Lash and John Urry called “disorganized capitalism.” Lash and Urry’s book, originally published during the decade of the triumphant rise of neoliberalism, in 1987, launches its investigation by tellingly quoting the passage of Marx and Engels’s Communist Manifesto that focuses on the creatively destructive aspects of capitalist social transformation: the bourgeoisie, Lash and Urry observe, is a class “with vested interest in change, crisis and chaos”; the social world over which it presides is one “which swings wildly out of control, menacing and destructive.”5 In their introduction, the authors outline the basic features of the postwar shift from the organized capitalism of the mid-nineteenth and early twentieth centuries to its disarticulated successor formation during the rise of [End Page 490] neoliberal governance. Under the rubric of “disorganization” (which is to say, of a mutation within the western capitalist economic and social order), they include de-industrialization and the decline in the absolute and relative size of the working class in the core capitalist economies; the rise of flexible forms of labor organization in the place of defunct Taylorist principles; the weakening of trade unionist organization; the increasing decoupling of large monopolies from the control and regulation... We are on Mars again – the favourite laboratory for philosophical experiments. Our host colleagues introduce us to some Martian stuff referred to as “T”, and ask us to help them to identify T on other possible worlds. Or, technically speaking, we are asked to determine the intension of “T”, i.e., what the term designates with respect to different possible worlds. Following a short series of experiments on the planet, we conclude that the intension of “T” depends upon three factors: (...) (1) The semantic rule linked with the term, i.e., the way in which the term is designed to pick out its referent with respect to different possible worlds (e.g., as a definite description, or as a proper name, or as an actualised description etc.); (2) The properties of the referent of “T” in the actual world; and, (3) What we shall call ‘the metaphysical background of the universe’, i.e., what counts as a thing vs. what counts as a property of things (e.g., whether the universe is such that it contains material objects that merely happen to have their manifest properties, or whether the universe primarily contains manifest objects that merely happen to have their material constitution). As our experiments show, changing the values of any of these variables will result in a change in the reference of the term with respect to different possible worlds, viz., it will result in a change in the intension of the term. We then demonstrate how the three variables are interrelated, and specify how exactly they combine to produce a particular intension of a term. We conclude with a general “formula” that determines what will deserve to be called “T” relative to the different values of the above variables, i.e., we come up with a calculator of intensions. There is a tendency to think of ethics as a universal body of principles governing human behavior. Richard R. Niebuhr challenges this universalist perspective by examining the development of human consciousness as an individual enterprise originating in immediate human experience. His conclusions lead us towards an understanding of conscience as likewise individual and experiential. It also enables us to identify a corporate consciousness or conscience which accounts for, yet prescinds, individual differences. In effect, Niebuhr''s thinking in these matters provides us (...) with a chart or blueprint for better ethical decision-making in business situations. (shrink)

In a now classic paper published in 1991, Alberch introduced the concept of genotype–phenotype (G!P) mapping to provide a framework for a more sophisticated discussion of the integration between genetics and developmental biology that was then available. The advent of evo-devo first and of the genomic era later would seem to have superseded talk of transitions in phenotypic space and the like, central to Alberch’s approach. On the contrary, this paper shows that recent empirical and theoretical advances have only sharpened (...) the need for a different conceptual treat- ment of how phenotypes are produced. Old-fashioned metaphors like genetic blueprint and genetic programme are not only woefully inadequate but positively misleading about the nature of G!P, and are being replaced by an algorithmic approach emerging from the study of a variety of actual G!P maps. These include RNA folding, protein function and the study of evolvable soft- ware. Some generalities are emerging from these disparate fields of analysis, and I suggest that the concept of ‘developmental encoding’ (as opposed to the classical one of genetic encoding) provides a promising computational–theoretical underpinning to coherently integrate ideas on evolvability, modularity and robustness and foster a fruitful framing of the G!P mapping problem. The increasing demand for transparency in AI has recently come under scrutiny. The question is often posted in terms of “epistemic double standards”, and whether the standards for transparency in AI ought to be higher than, or equivalent to, our standards for ordinary human reasoners. I agree that the push for increased transparency in AI deserves closer examination, and that comparing these standards to our standards of transparency for other opaque systems is an appropriate starting point. I suggest that a (...) more fruitful exploration of this question will involve a different comparison class. We routinely treat judgments made by highly trained experts in specialized fields as fair or well-grounded even though—by the nature of expert/layperson division of epistemic labor—an expert will not be able to provide an explanation of the reasoning behind these judgments that makes sense to most other people. Regardless, laypeople are thought to be acting reasonably—and ethically—in deferring to the judgments of experts that concern their areas of specialization. I suggest that we reframe our question regarding the appropriate standards of transparency in AI as one that asks when, why, and to what degree it would be ethical to accept opacity in AI. I argue that our epistemic relation to certain opaque AI technology may be relevantly similar to the layperson’s epistemic relation to the expert in certain respects, such that the successful expert/layperson division of epistemic labor can serve as a blueprint for the ethical use of opaque AI. In this paper, we have two goals. First, we argue for a blueprint for hermeneutical injustice that allows us to schematize existing and discover new varieties of hermeneutical injustices. The underlying insight is that Fricker provides both a general concept of hermeneutical injustice and a specific conception thereof. By distinguishing between the general concept and its specific conceptions, we gain a fruitful tool to detect such injustices in our everyday lives. Second, we use this blueprint to provide a (...) further example of hermeneutical injustice that draws our attention to yet another distinction: Some hermeneutical injustices result from a lack or distortion in the collective conceptual resource and some are due to problems in the application of existing concepts. We argue that to combat hermeneutical injustices, we have to make sure not only that individuals have accurate concepts at their disposal but that they have the capabilities to use these concepts adequately. Rawls’ primary legacy is not that he standardised a particular view of justice, but rather that he standardised a particular method of arguing about it: justification via reflective equilibrium. Yet this method, despite such standardisation, is often misunderstood in at least four ways. First, we miss its continuity across his various works. Second, we miss the way in which it unifies other justificatory ideas, such as the ‘original position’ and an ‘overlapping consensus’. Third, we miss its fundamentally empirical character, given (...) that it turns facts about the thoughts in our head into principles for the regulation of our political existence. Fourth, we miss some of the implications of that empiricism, including its tension with moral realism, relativism, and conservatism. (shrink)

The main objective of this article is to theorize this ‘being at the mercy’ in light of a republican definition of what freedom is about: the absence of domination. Immigration policy represents instances of domination on a wide spectrum of individuals and political communities. This article focuses on the procedural discretion claimed by states of destination in (...) their relations with would-be migrants. On the basis of a definition of the concept of ‘jurisdiction’, the article distinguishes 4 paradigmatic situations of immigration, which all display situations of domination. In each situation, the state of destination arbitrarily interferes with important interests of individuals and political communities. In light of this argument, existing mechanisms in national, transnational and international settings can be identified and justified as anti-domination measures. This deliverable covers the various steps that have been undertaken to develop the path to creating and developing a European Citizen Science Academy (ECS Academy). It is an aggregation of documents and reports that have been elaborated throughout the first year of the ECS project, with a community of practice of citizen science educators and trainers, the European Citizen Science Association and the ECS consortium. They set the stage to the co-creation of the ECS Academy. The ECS Academy is a (...) work package within the European Citizen Science (ECS) project. It seeks to promote citizen science within various stakeholder spheres, countries, by being a point of reference for training material and by regrouping a community of practice around citizen science training and education to develop training needs. In this review, we will focus on the role played by transcription factors of the E2F/DP family in controlling the expression of genes that carry out important cell‐cycle control functions, thereby ensuring ordered progression through the mammalian cell division cycle. The emerging picture is that cell‐cycle progression depends on the execution of a regulatory cascade of gene expression, driven by E2F/DP transcription factors, which are in turn regulated by the products of some of these genes. That E2F factors are potent (...) regulators of cell‐cycle checkpoints in mammalian cells is supported by experiments demonstrating that ectopic expression of individual E2F family members is sufficient to modulate cell proliferation and apoptosis. It is also clear that deregulation of E2F activity will result in the loss of particular checkpoint controls, thereby predisposing cells to malignant conversion.
