The field of global health has reached a critical juncture, where both its visibility and the complexity of its challenges are unprecedented. The World Health Organization, as the only global health actor possessing both democratic and formal legal legitimacy, is best positioned to capitalize on this new, precarious situation in public health and respond with the governance innovation that is needed to bring the increasingly chaotic network of activities and entities affecting health outcomes under the fold of a centralized, standard-setting (...) agency. One such proposed innovation to guide normative and strategic coordination in global health is the creation of a Committee C of the World Health Assembly that would promote consensus building and multi-stakeholder decision-making within the unique convening power of the World Health Organization. In January 2010 the Director General of the World Health Organization called for an “informal consultation on the future of financing for WHO” and in her opening remarks expressed the need to make the WHO fit for purpose given the unique health challenges of the 21st century.Margaret Chan referred to the constitutional role that WHO has to “act as the directing and co-ordinating authority on international health work” and stated clearly that global health leadership today and for the future must (...) be earned through strategic and selective engagement. She said, “WHO can no longer aim to direct and coordinate all of the activities and policies in multiple sectors that influence public health today.” This is a clear challenge that she has put to the global health community in recognition that WHO’s role must be clarified in the face of major change. Wolfgang Harich (1923-1995) zahlt zu den wichtigen und streitbaren Intellektuellen des 20. Jahrhunderts. Befreundet mit Georg Lukacs, Bertolt Brecht und Ernst Bloch wirkte er als Philosoph, Historiker, Literaturwissenschaftler und durch sein praktisches politisches Engagement. Letzteres brachte ihm ab 1956 eine achtjahrige Haftstrafe in der DDR ein. Die nachgelassenen Schriften Harichs erscheinen nun erstmals in einer achtbandigen Edition, die das unbequeme Werk des undogmatischen Querdenkers in seiner ganzen Breite widerspiegelt: von seinen Beitragen zur Hegel-Debatte in der DDR uber seine Abrechnung (...) mit der 68er-Bewegung im Westen bis zu seinen Uberlegungen zu einer marxistischen Okologie. Zum vorliegenden Band: Kaum ein Klassiker der Philosophie war in der DDR derart umstritten wie Hegel - von Stalin wurde er als preussischer reaktionarer Staatsphilosoph denunziert, von Georg Lukacs als Anhanger der Franzosischen Revolution positiviert. Wolfgang Harich hat sich immer wieder mit dem Haupttheoretiker des deutschen Idealismus auseinandergesetzt und wurde dafur deutlich von der SED kritisiert. Seine Hegel-Vorlesung von 1951, die in diesem Band zum Abdruck kommt, markiert einen wichtigen Wendepunkt der Diskussionen um Hegel und trug ihm eine Parteiruge und ein Magengeschwur ein. 1956 sollte dann sein Aufsatz zu Hegels 125. Geburtstag in der von ihm geleiteten "Deutschen Zeitschrift fur Philosophie" erscheinen. Die SED liess das bereits fertig gestellte Heft jedoch konfiszieren und vernichtete die Auflage. Die Beitrage von Harich und Ernst Bloch wurden durch Reden von Walter Ulbricht und Kurt Hager ersetzt. Der 5. Band der "Schriften aus dem Nachlass Wolfgang Harichs" enthalt zudem weitere fruhe Texte Harichs zu Hegel, darunter das Gutachten, welches er als Lektor des Aufbau-Verlages anfertigte, um den Druck von Lukacs' "Der junge Hegel" zu ermoglichen. Auch verschiedene Manuskripte aus den spaten sechziger Jahren werden erstmals vorgestellt. Daruber hinaus prasentiert die Edition Aufsatze Harichs zu Heine, Feuerbach und Marx, da sie mit den Hegel-Studien in engem Zusammenhang stehen. Eingeleitet wird der Band durch einen ausfuhrlichen Essay des Herausgebers uber die Hegel-Debatte in der DDR. (shrink)

Rational agents are supposed to maximize expected utility. But what are the options from which they choose? I outline some constraints on an adequate representation of an agent’s options. The options should, for example, contain no information of which the agent is unsure. But they should be sufficiently rich to distinguish all available acts from one another. These demands often come into conflict, so that there seems to be no adequate representation of the options at all. After reviewing existing proposals (...) for how to construe decision-theoretic options and finding them all wanting, I suggest that our model of rational agents should include a special domain of ‘virtual’ option propositions to serve as formal objects of deliberation and choice. Recent history reveals a series of rogue traders, jeopardizing their employers’ assets and reputation. There have been instances of unauthorized acting in concert between traders, their supervisors and/or firms’ decision makers and executives, resulting in collusive rogue trading. We explore organizational misbehaviour theory and explain three major collusive rogue trading events at National Australia Bank, JPMorgan with its London Whale and the interest reference rate manipulation/LIBOR scandal through a descriptive model of organizational/structural, individual and group forces. Our model draws conclusions (...) on how banks can set up behavioural risk management and internal control frameworks to mitigate potential collusive rogue trading. (shrink)

The aim of this chapter is to explore and examine what hermeneutic methods can and should be summoned in order to interpret critically an intriguing yet endlessly puzzling sentence in the “Genjōkōan” (現成公案) fascicle of Sōtō sect founder Dōgen’s (道元, 1200–1253) Shōbōgenzō (正法眼蔵). The source material deals with the way perspectives shift dramatically “when riding a boat out to sea, where mountains can no longer be seen (yamanaki kaichū 山なき海中)”? The analogy of sailing past the horizon, so that any trace (...) of land is not visible, and one feels temporarily encircled by the ocean with no other frame of reference available, raises key phenomenological issues regarding the innate partiality or insufficiency of human perception in connection to the Zen goal of awakening to a holistic standpoint that is devoid of divisibility but incorporates an array of standpoints. This passage has been interpreted in diverse ways since the time of early medieval commentaries by Senne and Kyōgō and by Edo-period Sōtō scholiasts, as well as in modern times by various Japanese philosophers and researchers of Dōgen’s texts. A long-standing theoretical tradition in clinical psychology and psychiatry sees deliberate self-harm , such as wrist-cutting, as “functional”—a means to avoid painful emotions, for example, or to elicit attention from others. There is substantial evidence that DSH serves these functions. Yet the specific links between self-harm and such functions remain obscure. Why don’t self-harmers use less destructive behaviors to blunt painful emotions or elicit attention? Economists and biologists have used game theory to show that, under certain circumstances, self-harmful behaviors by (...) economic agents and animals serve important strategic goals. In particular, “costly signals” can credibly reveal a “private state” in situations where verbal claims and other “cheap” signals might be disbelieved. Here, DSH is scrutinized using signaling theory, and a variant, the theory of bargaining with private information. The social contexts and associated features of DSH suggest that it might be a costly, and therefore credible, signal of need that compels social partners to respond. (shrink)

ArgumentThis article contributes to a global history of relativity, by exploring how Einstein’s theory was appropriated in Belgium. This may sound like a contradiction in terms, yet the early-twentieth-century Belgian context, because of its cultural diversity and reflectiveness of global conditions (the principal example being the First World War), proves well-suited to expose transnational flows and patterns in the global history of relativity. The attempts of Belgian physicist Théophile de Donder to contribute to relativity physics during the 1910s and 1920s (...) illustrate the role of the war in shaping the transnational networks through which relativity circulated. The local attitudes of conservative Belgian Catholic scientists and philosophers, who denied that relativity was philosophically significant, exemplify a global pattern: while critics of relativity feared to become marginalized by the scientific, political, and cultural revolutions that Einstein and his theory were taken to represent, supporters sympathized with these revolutions. Machine intelligence already helps medical staff with a number of tasks. Ethical decision-making, however, has not been handed over to computers. In this proof-of-concept study, we show how an algorithm based on Beauchamp and Childress’ prima-facie principles could be employed to advise on a range of moral dilemma situations that occur in medical institutions. We explain why we chose fuzzy cognitive maps to set up the advisory system and how we utilized machine learning to train it. We report on the (...) difficult task of operationalizing the principles of beneficence, non-maleficence and patient autonomy, and describe how we selected suitable input parameters that we extracted from a training dataset of clinical cases. The first performance results are promising, but an algorithmic approach to ethics also comes with several weaknesses and limitations. Should one really entrust the sensitive domain of clinical ethics to machine intelligence? (shrink)

Kant is well known for his restrictive conception of proper science. In the present paper I will try to explain why Kant adopted this conception. I will identify three core conditions which Kant thinks a proper science must satisfy: systematicity, objective grounding, and apodictic certainty. These conditions conform to conditions codified in the Classical Model of Science. Kant’s infamous claim that any proper natural science must be mathematical should be understood on the basis of these conditions. In order to substantiate (...) this reading, I will show that only in this way it can be explained why Kant thought (1) that mathematics has a particular foundational function with respect to the natural sciences and (2) as such secures their scientific status. Vor diesem theoretischen Hintergrund, der in einem eigenen Kapitel näher umrissen wird, soll die Geschichte der Hermeneutik neu gelesen werden. Dabei wird deutlich, dass diese Lesart vielfach neue historische Interpretationen zu entwickeln und die wichtigsten Stationen der Geschichte der Hermeneutik theoretisch auf neue Weise zu integrieren vermag. This book has grown out of eight years of close collaboration among its authors. From the very beginning we decided that its content should come out as the result of a truly common effort. That is, we did not "distribute" parts of the text planned to each one of us. On the contrary, we made a point that each single paragraph be the product of a common reflection. Genuine team-work is not as usual in philosophy as it is in other (...) academic disciplines. We think, however, that this is more due to the idiosyncrasy of philosophers than to the nature of their subject. Close collaboration with positive results is as rewarding as anything can be, but it may also prove to be quite difficult to implement. In our case, part of the difficulties came from purely geographic separation. This caused unsuspected delays in coordinating the work. But more than this, as time passed, the accumulation of particular results and ideas outran our ability to fit them into an organic unity. Different styles of exposition, different ways of formalization, different levels of complexity were simultaneously present in a voluminous manuscript that had become completely unmanageable. In particular, a portion of the text had been conceived in the language of category theory and employed ideas of a rather abstract nature, while another part was expounded in the more conventional set-theoretic style, stressing intui tivity and concreteness. The Curry-Howard isomorphism states an amazing correspondence between systems of formal logic as encountered in proof theory and computational calculi as found in type theory. For instance, minimal propositional logic corresponds to simply typed lambda-calculus, first-order logic corresponds to dependent types, second-order logic corresponds to polymorphic types, sequent calculus is related to explicit substitution, etc. The isomorphism has many aspects, even at the syntactic level: formulas correspond to types, proofs correspond to terms, provability corresponds to inhabitation, proof normalization corresponds to (...) term reduction, etc. But there is more to the isomorphism than this. For instance, it is an old idea---due to Brouwer, Kolmogorov, and Heyting---that a constructive proof of an implication is a procedure that transforms proofs of the antecedent into proofs of the succedent; the Curry-Howard isomorphism gives syntactic representations of such procedures. The Curry-Howard isomorphism also provides theoretical foundations for many modern proof-assistant systems (e.g. Coq). This book give an introduction to parts of proof theory and related aspects of type theory relevant for the Curry-Howard isomorphism. It can serve as an introduction to any or both of typed lambda-calculus and intuitionistic logic. This article analyses the relationship between the Belgian government and the national Nuclear Research Centre (SCK CEN) in the renegotiation of the mission and organization of Big Science in Belgium. While the founding decades of nuclear laboratories are often characterized by ever-increasing budgets and the establishment of large infrastructure, I show that downsizing or transforming Big Science demanded a new form of politics on the organization of science. Drawing on archival material, this article will demonstrate how the mission and management (...) of SCK CEN were critically followed by a variety of stakeholders. Furthermore, the Belgian government explicitly aimed to allow corporate principles to guide the reorganization of the research centre by hiring consultants from Arthur Andersen. This episode in the history of nuclear research invites historians of science to reflect upon both the politics of Big Science in an era in which its original principles were fundamentally questioned and the historical development of new norms and expectations attached to this phenomenon. We describe an exploratory case study about the applicability of different robotic platforms in an educational context with a child with Down syndrome. The robotic platforms tested are the humanoid robot KASPAR and the mobile robotic platform IROMEC. During the study we observed the effects KASPAR and IROMEC had in helping the child with the development and improvement of her social skills while playing different interactive games with the robots. Conceptually similar play scenarios were performed with both robots and the (...) behaviour of the child was monitored during her interactions with them. (shrink)

Magnetism in meta-semantics is the view that the meaning of our words is determined in part by their use and in part by the objective naturalness of candidate meanings. This hypothesis is commonly attributed to David Lewis, and has been put to philosophical work by Brian Weatherson, Ted Sider and others. I argue that there is no evidence that Lewis ever endorsed the view, and that his actual account of language reveals good reasons against it.

Medieval philosophers had a predilection for using the correlative pair father and son as an illustrative example in their discussions of relations. The use of this example has sometimes led to charges of confusion on the grounds that fatherhood and sonship are not proper converses. The present article shows how a group of twelfth-century philosophers from the milieu around the logician Alberic of Paris handled the problems arising from the use of this illustrative example which they had inherited from their (...) ancient and late-ancient predecessors. My purpose has been more negative than positive. That is, I have challenged the view that Sorai understoodtian as an intentional agent. At minimum, Sorai’s philosophical views do not depend upon such a conception oftian, and he refrains from characterizingtian in such terms when he discusses the concept oftian directly. However, I do not claim to have proven that Sorai’s view oftian was completely naturalistic, or even that Sorai did not—at some level—believe thattian had intentions. I have, I hope, shown (...) thatthe case that Sorai viewedtian as intentional has not been convincingly made. Further, something closer to a dynamic and indeterminate naturalistic view is a reasonable alternative. On my reading, Sorai steers a course between the Song Confucian view oftian as static and knowable (a view that he explicitly rejects) and a view oftian as intentional (a view he never unequivocally expresses)—indeed, he rejects the idea of personifyingtian. When Sorai speaks of thexin or mind of tian, he is best understood as employing a metaphor that implies complexity, mystery, activity, and perhaps moral structure, but not intentionality in the normal sense. The complexity, indeterminacy, and dynamism oftian, as these are expressed in Sorai’s writings, do not necessarily imply willful intent on the part oftian, for they are all consistent with the Xunzian interpretation oftian as a natural process, even iftian’s regularities have a moral character. Do responsibility voids exist? That is, are there situations in which the group is collectively morally responsible for some outcome although no member can be held individually morally responsible for it? To answer these questions, I draw a distinction between competitive and cooperative decision contexts based on the team-reasoning account of cooperation. Accordingly, I provide a reasoning-based analysis of cooperation, competition, moral responsibility, and, last, potential responsibility voids. I then argue that competitive decision contexts are free of responsibility voids. The (...) conditions for the existence of responsibility voids in cooperative decision contexts depend on the type of uncertainty the group faces, either external or coordination uncertainty. (shrink)
