Two leaders in the field offer a compelling analysis of the current state of the art and reveal the steps we must take to achieve a truly robust artificial intelligence. Despite the hype surrounding AI, creating an intelligence that rivals or exceeds human levels is far more complicated than we have been led to believe. Professors Gary Marcus and Ernest Davis have spent their careers at the forefront of AI research and have witnessed some of the greatest milestones in (...) the field, but they argue that a computer beating a human in Jeopardy! does not signal that we are on the doorstep of fully autonomous cars or superintelligent machines. The achievements in the field thus far have occurred in closed systems with fixed sets of rules, and these approaches are too narrow to achieve genuine intelligence. The real world, in contrast, is wildly complex and open-ended. How can we bridge this gap? What will the consequences be when we do? Taking inspiration from the human mind, Marcus and Davis explain what we need to advance AI to the next level, and suggest that if we are wise along the way, we won't need to worry about a future of machine overlords. If we focus on endowing machines with common sense and deep understanding, rather than simply focusing on statistical analysis and gatherine ever larger collections of data, we will be able to create an AI we can trust--in our homes, our cars, and our doctors' offices. Since Henry Shue’s classic 1978 paper on torture, the “ticking-bomb case” has seemed to demonstrate that torture is morally justified in some moral emergencies (even if not as an institution). After presenting an analysis of torture as such and an explanation of why it, and anything much like it, is morally wrong, I argue that the ticking-bomb case demonstrates nothing at all—for at least three reasons. First, it is an appeal to intuition. The intuition is not as widely shared as (...) necessary to constitute the required demonstration. Second, the intuition is not as reliable as necessary for such a demonstration. We lack the experience that would vouch for it. And, third, Shue’s own discussion suggests that what we are intuiting (if we share Shue’s intuition) is an excuse rather than a justification. (shrink)

There is a distinction between being afraid and being afraid that something is the case. Kathy may be afraid that it will rain without being afraid, and may be afraid without being afraid that it will rain. We shall say that the distinction is between experiential and propositional fear. To be afraid is to experience fear, to be in a state of fear. The state takes many forms, such as fright, terror, and dread. To be afraid that something is the (...) case is to have a certain propositional attitude. We may have reasons for fearing, or being fearful, that it is. My goal is to explain what it means to experience fear. I shall argue that experiential fear can be defined in terms of propositional fear. The basic idea is that fear is experienced when an occurrent propositional fear of harm causes involuntary arousal and unhappiness in a direct way. The degree of fear experienced is the extent of involuntary arousal attributable to the subject's propositional fear. We shall see how this definition accounts for the similarities and differences between fear and the related concepts of hope and anxiety. (shrink)

Judgment is central to engineering, medicine, the sciences and many other practical activities. For example, one who otherwise knows what engineers know but lacks engineering judgment may be an expert of sorts, a handy resource much like a reference book or database, but cannot be a competent engineer. Though often overlooked or at least passed over in silence, the central place of judgment in engineering, the sciences, and the like should be obvious once pointed out. It is important here because (...) it helps to explain where ethics fits into these disciplines. There is no good engineering, no good science, and so on without good judgment and no good judgment in these disciplines without ethics. Doing even a minimally decent job of teaching one of these disciplines necessarily includes teaching its ethics; teaching the ethics is teaching the discipline (or at least a large part of it). Cosmetic surgery provides a problematic case for feminist theorizing about femininity and women's relationship with their bodies. Feminist accounts of femininity and beauty are unable to explain cosmetic surgery without undermining the women who opt for it. I argue that cosmetic surgery may have less to do with beauty and more to do with being ordinary, taking one's life into one's own hands, and determining how much suffering is fair.

Under a grant from the National Science Foundation, the authors (and others) undertook to integrate ethics into graduate engineering classes at three universities—and to assess success in a way allowing comparison across classes (and institutions). This paper describes the attempt to carry out that assessment. Standard methods of assessment turned out to demand too much class time. Under pressure from instructors, the authors developed an alternative method that is both specific in content to individual classes and allows comparison across classes. (...) Relativism and contextualism are the most popular accounts of faultless disagreement, but Crispin Wright once argued for an account I call divergentism. According to divergentism, parties who possess all relevant information and use the same standards of assessment in the same context of utterance can disagree about the same proposition without either party being in epistemic fault, yet only one of them is right. This view is an alternative to relativism, indexical contextualism, and nonindexical contextualism, and has advantages over those (...) views. Wright eventually abandoned this view in favor of relativism for reasons related to a conciliationist view of disagreement between epistemic peers. I argue that he gave up on divergentism too soon. Daniel Davis (bio)Approximately two weeks before what was to have been its final meeting, the White House dissolved the President’s Council on Bioethics by terminating the appointments of its 18 members. The letters of dismissal, dated 10 June 2009, informed the members that their service on the Council would end with the close of business the next day.The Council’s (...) term was set to expire on 30 September 2009. After President Obama’s election in November and during the transition, we were advised to proceed on the assumption that the Council would be permitted to cease on that date. Reasons for the abrupt move to disband the Council are unknown. We have accepted the fact that we Council members served at the pleasure of the President and that he simply exercised his rightful prerogative. No explanation is therefore required.Some observers have speculated that the action was retaliatory. They related to the fact that several members of the Council disagreed with the President’s stem cell policy in a signed statement published in the Hastings Center’s Bioethics Forum. Others have speculated that the move was pre-emptive. At its final meeting, scheduled for 25–26 June, the Council was set to sign-off on two of its final publications. One was a comprehensive report on the ethics of organ transplantation, and the other a white paper entitled Health Care and the Common Good. The aim was immediately to release the latter as a contribution to the intensifying debate about health care reform. Health Care and the Common Good could well have aided rather than impeded the President’s drive to better control health care costs and achieve universal coverage. Abstract This article lays a theoretical foundation the perspective of international law for applying the principle of proportionality of cause in modern just war theory. It proposes an analytical framework for measuring proportionality based on general tort law, filtered through the international law of state responsibility. It proposes assessing the use of force as a proportionate (or disproportionate) remediation for an injury (present or future) caused by another state that is in breach of its legal obligations. Sustainability science seeks to extend scientific investigation into domains characterized by a distinct problem-solving agenda, physical and social complexity, and complex moral and ethical landscapes. In this endeavor it arguably pushes scientific investigation beyond its usual comfort zones, raising fundamental issues about how best to structure such investigation. Philosophers of science have long scrutinized the structure of science and scientific practices, and the conditions under which they operate effectively. We propose a critical engagement between sustainability scientists and philosophers of science (...) with respect to how to engage in scientific activity in these complex domains. We identify specific issues philosophers of science raise concerning current sustainability science and the contributions philosophers can make to resolving them. Bioethicists are widely agreed that patients have a right of self-determination over how they are treated. Our duty to respect this is said to be based on the principle of respect for autonomy. In end-of-life care the patient may be incompetent and unable to exercise that right. One solution is to exercise it in advance. Advance directives, which include living wills and powers of attorney for health care, enable people to decide what medical treatment they will receive later, when they (...) become incompetent. Advance directives have been criticized in two general ways. First, many critics contend that advance directives fail on a practical level to effect a patient's autonomous choices because, for example, people cannot foresee their futures well enough to make informed decisions in advance. Abstract The article criticizes the trend of reformulating the traditional just-war criterion of Proper Authority, which was designed to de-legitimize force by non-state actors, into a requirement that decisions to resort to force be multilateral. The article illustrates several shortcomings of the judgment processes of the UN Security Council and General Assembly, the World Court, and states? populations, and argues among other things that reformulating Proper Authority would render other criteria meaningless, especially Just Cause. Finally, the article rebuts the strongest (...) objection to a system in which states judge their own causes for war: the problem of invincible ignorance. (shrink)

While there is much extant literature on “case method” pedagogy as practiced in law and business education, there is little written on its use in teaching practical (i.e. professional or applied) ethics. After relating the history and nature of the case method in law, business, and philosophy, the author offers guidance on how to develop and use philosophy cases, focusing on lesson plans for their presentation, their purpose within the practical ethics curriculum, and how to write and grade course requirements (...) involving them. Much more than the examples philosophers typically invent (designed to illustrate a point or bring discussion to a close), philosophy cases are highly varied, promoting discussion and sensitivity to complex ethical situations. The author argues that since the goal of a practical ethics course is to most often to familiarize people with the special standards of conduct that apply to members of a certain group (e.g. doctors, lawyers, academics), philosophy cases should encourage the expression of ethical opinions, encourage students to identify issues within cases and to make decisions that account for ethical complexities, promote students’ ability to justify those decisions convincingly, and develop in students a sense of how to incorporate feasibility into the moral decision-making process. The United States Food and Drug Administration's recent approval of the commercial use of Deep Brain Stimulation (DBS) as a treatment for Obsessive Compulsive Disorder (OCD) will be discussed within the context of the existing USA regulatory framework. The purpose will be to illustrate the current lack of regulation and oversight of the DBS market, which has resulted in the violation of basic ethical norms. The discussion will focus on: 1) the lack of available evidence on procedural safety and efficacy, (...) 2) the numerous conflicts of interest held by research investigators, and 3) the ambiguity of both aforementioned categories due to an inherent lack of transparency in the research. It is argued that in order to address these issues, ethical analyses of DBS for psychiatric disorders must include the role of the industry forces that have become the primary impetus for this research. As such, DBS for OCD serves as an important case example in studies of neurotechnology and innovative surgery. (shrink)

The Caster Semenya debacle touched off by the 2009 Berlin World Athletics Championships resulted finally in IOC and IAAF abandonment of sex testing, which gave way to procedures that make female competition eligibility dependent upon the level of serum testosterone, which must be below the male range or instrumentally countered by androgen resistance. We argue that the new policy is unsustainable because (i) the testosterone-performance connection it posits is uncompelling; (ii) testosterone-induced female advantage is not ipso facto unfair advantage; (iii) (...) the new policy reflects the gender policing impulses endemic to sport as well as the broader cultural impulses to monstrify women and to doctor women who have nothing wrong with them; (iv) female?male performance disparities are not the only reason for sex-segregated sport, but co-exist with respectable cultural and practical reasons, which (v) provide a powerful case for allowing athletes to compete in the sex category congruent with their gender identity. Horn (1989) identified a number of irregular or marked negations that are not used in accordance with the standard rule of propositional logic. He concluded that negation was pragmatically ambiguous. Van der Sandt (1991) disputed Horn’s ambiguity claim, and proposed a uniform semantics for all negations. I will provide an informal explanation of van der Sandt’s theory, and develop a number of objections. I show that irregular negations are not anaphoric, as Van der Sandt believes, but compositional. I argue for (...) Geurts’s (1998) view that there are several different rules for irregular negations. I reject the implicature theory in favor of the semantic ambiguity thesis. (shrink)

Civic engagement requires individuals to have both knowledge of democratic principles and the skills for enacting change. Acquiring the knowledge and skills necessary for a productive civic life can be difficult for students if they are not provided conceptual scaffolds and opportunities to practice citizenship. We implemented and studied an activity using Westheimer and Kahne's (2004) citizenship typology during a summer civics institute to help students grapple with their understandings of “good” citizenship. We found (1) students appropriated the language of (...) Westheimer and Kahne's citizenship typology by using it to describe their expanding understandings of citizenship; and (2) students used the citizenship typology to name and make sense of their civic identity. We discuss these findings and reflect on our use of Westheimer and Kahne's citizenship typology as a cognitive scaffold. (shrink)

I present five theses to characterize and argue for "Instrumental Realism," a realism wedded to what we do with instruments, and not what our theories say: The Independence Thesis: Questions about realism are independent of questions about meaning. The Intervening Thesis: Our ability to produce consistent effects with our instruments provides one guarantee that we are engaged with the real world. The Historical Thesis: If the descriptions of what we know and do are of something real, then it will be (...) possible to trace a history from earlier antiquated names and actions to current usages. The Instruments-Do-Not-Always-Work-Right Thesis: Since instruments do not always work right, a successful instrumental intervention cannot be a social construct. The Tinkering Thesis: Since instruments are created by tinkering, we should not take any claim that generalizes away from our instrumental practice realistically. (shrink)

As we attempt to engender a dialogue between different philosophical traditions, one of the first of the topics which need to be addressed is that of the very nature of dialogue. In other words, we need to engage in a dialogue about dialogue. Toward that end, this essay attempts to rethink the nature of dialogue from the perspective of two key members of the Kyoto School, namely its founder, Nishida Kitar1945), and its current central figure, Ueda Shizuteru (b. 1926). The (...) Kyoto School is the most prominent group of modern Japanese philosophers, whose thought emerges from the encounter between Western and Eastern traditions. This essay seeks to elucidate and further unfold the implications of rethinking of the nature of dialogue from the perspective of Nishida's and Ueda's primarily Zen Buddhist reception of and response to Western philosophy. Both of us have been involved with helping professions, especially new scientific or technological professions, develop ethics programs—for undergraduates, graduates, and practitioners. By “ethics program”, we mean any strategy for teaching ethics, including developing materials. Our purpose here is to generalize from that experience to identify the chief elements needed to get an ethics program started in a new profession. We are focusing on new professions for two reasons. First, all the older professions, both in the US and in most (...) other countries, now have ethics programs of some sort. They do not need our advice to get started. Second, new professions face special problems just because they are new—everything from deciding who belongs to the profession to formalizing ethical standards so that they can be taught. Our purpose in this paper is to generalize from our experience and to identify some of the fundamentals for getting an ethics program started in a new profession. We present our recommendations in the form of response to 6 questions anyone designing an ethics program for a new profession should ask. We realize that our brief discussion does not provide a complete treatment of the subject. Our purpose has been to point in the right direction those considering an ethics program for new profession. I argue that Graham Oppy’s attempt to redefend his charge that all modal theistic arguments “must be question-begging” is unsuccessful. Oppy’s attempt to show that theism and modal concretism are compatible is not only tangential for his purposes, it is marred by a misunderstanding of theism, and vulnerable to a counterexample that actually demonstrates incompatibility. Moreover, the notion of begging the question employed by Oppy against the theist is seen to be far too permissive.

Edmund Husserl’s Kaizo articles mark one of his first attempts at notions of cultural renewal and critique. (1) Central to both of these notions for Husserl is the idea of a best possible humanity. At the conclusion of the Kaizo articles, Husserl entertains some quite troubling and potentially dangerous descriptions of the best possible in terms of an Übernation or Weltvolk. Although merely provisional, these descriptions call for a cultural and ethical renewal through the reorientation of humanity in accord with (...) a single, unified “world.” The Kaizo articles do represent Husserl’s most concentrated effort in developing a notion of cultural renewal but are not the only attempt made by Husserl at this time. In manuscripts written at nearly the exact same time period, Husserl had also taken up this notion of the best possible, but he did so in terms of the shared experiences in the acts of sympathy. (2) These sympathy manuscripts offer a genetic description of the origins of the best possible, in contrast to the static, eidetic method Husserl employed in the Kaizo articles. My aim in this paper is to show that a genetic phenomenological approach, grounding the best possible in the lived experiences of sympathy, offers a much more concrete telos for humanity. Solidarity among all human beings, rather than the idea of a “super nation,” would function as the best possible, as what we should and, thus, can become. Although certain shortcomings remain in the sympathy manuscripts, they indicate a much better beginning for a phenomenological approach to the question of a cultural renewal, a beginning that first emerges in genesis and the lived experience of the suffering of a fellow human being. The generalized second law of thermodynamics states that entropy always increases when all event horizons are attributed with an entropy proportional to their area. We test the generalized second law by investigating the change in entropy when dust, radiation and black holes cross a cosmological event horizon. We generalize for flat, open and closed Friedmann–Robertson–Walker universes by using numerical calculations to determine the cosmological horizon evolution. In most cases, the loss of entropy from within the cosmological horizon is more than (...) balanced by an increase in cosmological event horizon entropy, maintaining the validity of the generalized second law of thermodynamics. However, an intriguing set of open universe models shows an apparent entropy decrease when black holes disappear over the cosmological event horizon. We anticipate that this apparent violation of the generalized second law will disappear when solutions are available for black holes embedded in arbitrary backgrounds. (shrink)

In this paper we explore the idea that Pentecostalism is best supported by conjoining it to a postmodern, narrative epistemology in which everything is a text requiring interpretation. On this view, truth doesn’t consist in a set of uninterpreted facts that make the claims of Christianity true; rather, as James K. A. Smith says, truth emerges when there is a “fit” or proportionality between the Christian story and one’s affective and emotional life. We argue that Pentecostals should reject this account (...) of truth, since it leads to either a self-refuting story-relativism or the equally problematic fallacy of story-ism: favoring one’s own story over others without legitimate reason. In either case, we contend, the gospel itself is placed at risk. (shrink)
