Analyses in detail the accounts given respectively by Locke and by Hume of the mental factors such as pleasure, pain, uneasiness, and desire, which they see as causing all human actions. Foot argues that this enterprise was misconceived. Philosophers should no more try to describe a mechanism underlying acting on a reason (as e.g. a prudential or moral reason) than a mechanism underlying believing on a reason. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. I argue that quantum optical experiments that purport to refute Bohr’s principle of complementarity fail in their aim. Some of these experiments try to refute complementarity by refuting the so called particle–wave duality relations, which evolved from the Wootters–Zurek reformulation of BPC. I therefore consider it important for my forgoing arguments to first recall the essential tenets of BPC, and to clearly separate BPC from WZPC, which I will argue is a direct contradiction of BPC. This leads to a need (...) to consider the meaning of particle–wave duality relations and to question their fundamental status. I further argue that particle and wave complementary concepts are on a different footing than other pairs of complementary concepts. (shrink)

Objective: Deep brain stimulation targeted to the ventral intermediate nucleus of the thalamus is effective for motor symptoms in essential tremor, but there is limited data on cognitive outcomes. We examined cognitive outcomes in a large cohort of ET DBS patients.Methods: In a retrospective analysis, we used repeated-measures ANOVA testing to examine whether the age of tremor onset, age at DBS surgery, hemisphere side implanted with lead, unilateral vs. bilateral implantations, and presence of surgical complications influenced the cognitive outcomes. Neuropsychological (...) outcomes of interest were verbal memory, executive functioning, working memory, language functioning, visuospatial functioning, and general cognitive function.Results: We identified 50 ET DBS patients; 29 males; the mean age of tremor onset was 35.84 years with a median age of 38 years. The mean age at DBS was 68.18 years. There were 37 unilateral 30 left, seven right, and 13 bilateral brain implantations. In the subgroup analysis, there was a significant interaction between assessment and age of tremor onset ; F = 4.47; p = 0.043 for working memory. The post hoc testing found improvements for younger onset ET. Similarly, there was a significant interaction between assessment and complications vs. no complications subgroups; F = 4.34; p = 0.043 for verbal memory with worsening scores seen for ET patients with complications. The remaining tests were not significant.Conclusion: In this large cohort of ET patients with, DBS was not accompanied by a significant decline in many cognitive domains. These outcomes were possibly related to the selection of patients with normal cognitive functioning before surgery, unilateral DBS implantations for the majority, and selection of patients with optimal response to DBS. It is suggested that anoversight occurred in classical mechanics when time-derivatives of observables were treated on the same footing as the undifferentiated observables. Removal of this oversight points in the direction of quantum mechanics. Additional light is thrown on uncertainty relations and on quantum mechanics, as a possible form of a subtle statistical mechanics, by the formulation of aclassical uncertainty relation for a very simple model. The existence of universal motion,i.e., of zero-point energy, is lastly made plausible in terms of (...) a gravitational constant which is time-dependent. By these three considerations an attempt is made to link classical and quantum mechanics together more firmly, thus giving a better understanding of the latter. (shrink)

This is a well-written analysis of the interpreters and interpretations of the Buddhist nirvana from the West. The first chapter treats the West's encounters with Buddhism before 1800, Marco Polo, etc. The remainder of the book deals with the interpretations of nirvana by Eugène Burnouf, Friedrich Max Müller, James D'Alwis, Robert Caesar Childres, Schopenhauer, Wagner, Nietzsche, Hermann Oldenberg, the Rhys Davidses, La Vallée Poussin, and Stcherbatsky. The author's own opinion is given in a few pages at the end of the (...) book; however, his opinion is not so much an exposition of nirvana but a short essay on the methodology of a study of nirvana. He quotes Richard Robinson to bring home his point that this long array of scholars could not forsake their cultural bias and that one needs therefore to approach non-Western ideas from the inside of a non-Western culture. Welbon's intention is to present an outline of the history of Western discussions on the meaning of the Buddhist nirvana. His research is thorough; his presentation is clear; this is a chronicle of heroic but club-footed attempts to learn about a non-Western idea. The book should be read by all aspiring Buddhologists, for it will convince them of the absolute necessity of learning the language of a Buddhist culture and of searching out qualified native informants. Its value for non-Buddhologists is not to learn more about nirvana but to learn the history of this burgeoning study. Welbon has admirably succeeded in his aim; he has concisely presented Western opinion on nirvana up to World War II.--P. J. H. (shrink)

SaundersSingled out repeatedly as one of the finest stories in Sherwood Anderson's Winesburg, Ohio, "The Untold Lie" (1919) has attracted surprisingly little sustained critical comment.1 Like all the stories in the Winesburg cycle, this one delineates a revelatory moment of inner turmoil. There is little outward action; conflict and suspense are generated chiefly in the interior of the protagonist's (...) psyche, focusing on his ambivalence as husband and father. Readers become privy to "the buried life" of unacknowledged impulses and the "hidden truth" of repressed resentments,2 as Anderson's central characters struggle with the antithetical "choices available to the individual as biology works its will."3 A portrait of the male mind deliberating the relative advantages of alternative reproductive strategies, the story notably repays biosocial investigation. The theoretical framework, as well as the intellectual rationale, for undertaking biosocial investigation of literary texts has been explained ably by critics and aestheticians such as Joseph Carroll, Brett Cooke, Ellen Dissanayake, Robert Story, and others. Readers unfamiliar with the historical and theoretical foundations of Darwinian literary criticism will find useful commentary in works by these and other thinkers in this rapidly growing field.4Anderson concentrates on the interactions between two men at different stages in life, one middle-aged, perhaps fifty, and one youthful, "only twenty-two."5 The older man, Ray Pearson, has made his most important reproductive decisions well before the story begins: he has been married for many years and fathered half a dozen children (p. 203). He works as a farm hand, eking out a meagre living for his family by means of hard physical labor. A few details are sufficient to suggest [End Page 311] his poverty: his house is "tumble-down," his children "thin-legged," his coat torn and shiny with age (pp. 203, 206). Ray's wife, "sharp" in both features and voice, appears to be a perpetually anxious scold, concerned with fundamental problems of family subsistence. Ray's direct fitness (as measured by reproductive success) promises to be respectable, but the task of rearing his numerous offspring to adulthood has required and will continue to require his utmost effort and full-time commitment. He is just barely able to support his family (food is being purchased on a day-by-day basis), and there is little margin of safety in his situation.As foil to Ray, Anderson presents Hal Winters, a man not only younger but different in physique, in temperament, and in social class. Hal is big, tall, and broad shouldered; by way of contrast, Ray's shoulders are described as "rounded by too much and too hard labor," and he is "almost a foot shorter" than the robust Hal (p. 203ff). Inclined to prototypical masculine display, Hal is observed "roistering" about the town at night, dressing in "cheap flashy clothes." He challenges his own father in a fist fight, and as a result he is arrested and jailed. His brash and often reckless behavior is very unlike that of the "quiet, nervous," and "altogether serious" Ray. In the community Hal has the reputation of "a bad one." A fighter, a drinker, and a womanizer, he is "always up to some devilment." Unsurprisingly, Hal's family background is said not to be particularly respectable. The fathers of both Hal and Ray are small-business owners: the Winters operate a sawmill, the Pearsons a bakery. The elements which every schoolboy learns on beginning Latin Verse Composition include a number of rules which seem arbitrarily designed to make the game harder. In hexameters, he is told, he must have a masculine caesura either in the third foot or in the second and fourth, and end normally with a disyllabic or a trisyllable; in pentameters he must end with a disyllabic; and in neither line may a single monosyllable stand at the end. Rarely, in my experience, is (...) any reason given him by way of redress, and he will search for one in vain in most of the school text-books, in introductions like Postgate's to Tibullus and Propertius, and in histories of Latin literature like Wight Duff's and Mackail's. This reticence may be due to the dissensions of experts on this subject and on the subject of Latin accentuation in general, but the theory that predominates in England, among those who hold a theory at all, explains so many of the phenomena that it deserves to be more widely and precisely known. The most detailed exposition of it is by E. H. Sturtevant, who summed up his analyses in a pair of articles in the Transactions of the American Philological Association in 1923–4. While his careful work is invaluable as marshalling the statistics and evidence, it errs on the side of excessive minuteness, and leaves room not merely for some additions, but for a different kind of treatment concerned less with bare statistics and more with poetic principles and historical development. Since Latin Verse Composition plays such an important part in English higher classical education, it seems desirable that a less technical and more accessible account should be available for English readers. I Assume that in Latin there was a stress accent which, in the time of Lucretius, was governed by the well-known ‘law of the penultimate’; also that in Latin poetry, although the metre is determined by the quantity of the syllable, nevertheless the stress accent must not be ignored. In fact, the inter-relation of the ictus of the quantitative metre with the stress accent is a most important factor in determining the rhythm of the verse. It is well known that (...) in the Latin hexameter special importance was attached to the coincidence of ictus and accent in the fifth and sixth feet, so as to secure a characteristic and definite ending to the line. But the coincidence or clash of ictus and accent has its effect in every foot, although to a less extent. Particularly in the fourth foot is it important. There is an obvious difference between a line in which stress accent reinforces the ictus in the fourth, fifth, and sixth feet, and a line in which conflict occurs between ictus and accent in the fourth foot. W. F. J . Knight refers to these lines as homodyned and heterodyned. Each foot of the hexameter could be examined for the effect of homodyne and heterodyne; I am limiting this discussion to the fourth foot. In classifying fourth feet as homodyned or heterodyned, I have described as homodyned a foot in which a stress accent coincides with the ictus; all other feet are heterodyned. It must be realized, however, that there are possible varieties of homodyned fourth feet. They may be spondaic or dactylic; they may be caused by the overlap of the last two syllables of a polysyllabic word, or they may consist of a single word or two words. There is a great difference of metrical effect. Heterodyned lines may again be differentiated between those which contain a stress accent clashing with the ictus, and those in which there is no stress accent at all. (shrink)

Contemporary physics is in a great need of a unified theoretical framework allowing for a comprehensive physical description of particles and interactions. One of the leading candidates for such a framework, the superstring theory, has recently provoked immense critics due to the lack of its experimental verification (L. Smolin, R. Penrose). The survey of the specificity of the unification mechanisms that are operative within the superstring theory shows that, in comparison with such a successful paradigm as that of the general (...) theory of relativity, the unification model of the theory does not follow the strict relation between the formalism and a unifying physical idea. The critical analysis of the superstring theory, presented by Lee Smolin in his book The Trouble with Physics, offers a detailed re-evaluation of theory's physical foundations but remains insensitive to issues of methodological, ontological and epistemological import. In particular, Smolin seems to be aware of the lack of the background independence as well as the need to compactify extra space-time dimensions that are hoped to be alleviated in the future M-theory. He treats purely mathematical criteria such as that of renormalizability on an equal footing with the physical interpretation of the theory. Such a methodological disarray leads to Smolin's biased estimate of the true drawbacks of the superstring theory. (shrink)

This paper augments Hailperin's substantial efforts to place Boole's algebra of logic on a solid footing. Namely Horn sentences are used to give a modern formulation of the principle that Boole adopted in 1854 as the foundation for his algebra of logic—we call this principle The Rule of 0 and 1.

In 2004 a survey was conducted in the member states of the European Union designed to gain greater insight into the views on control strategies for foot and mouth disease, classical swine fever, and avian influenza with respect to the epidemiological, economic and social-ethical consequences of each of these animal diseases. This article presents the results of the social-ethical survey. A selection of stakeholders from each member state was asked to prioritize issues for the prevention and control of these diseases. (...) A majority of stakeholders chose preventive measures as the preferred issue. An analysis was done to determine whether there were differences in views expressed by stakeholders from member states with a history of recent epidemics and ones without such a history, and whether there were regional differences. There were no differences between member states with or without a history of recent epidemics. There were indeed regional differences between the priority orders from Northern and Southern Europe on the one hand, and from Eastern Europe on the other. (shrink)

This article considers aspects of Philippa Foot’s theory of naturalist realist metaethics. It addresses the question of whether human nature can function as a direct source of normativity or whether it is more of a metanormative framework that is open to norm-creation based on the agent’s rational volitional activity. This gives rise to the question of whether the source of moral normativity is not in fact the agent’s practical rationality since natural facts may conflict and therefore cannot constitute a direct (...) guide for the articulation of moral norms. Our interpretation is based primarily on Foot’s Natural Goodness, and identifies the tensions between the broader and narrower meanings of the conception of human nature. In the first step we discuss the broader meaning of human nature. In the second we consider the narrower meaning of human nature, practical rationality. In conclusion we show that in its broader sense human nature cannot function as a proper source of moral normativity; rather, it is a metanormative framework for making moral judgements. Within this framework practical rationality operates as human nature in the narrower sense and only it can be considered the source of moral normativity. (shrink)

The relationship between international order and justice has long been central to the study and practice of international relations. For most of the twentieth century, states and international society gave priority to a view of order that focused on the minimum conditions for coexistence in a pluralist, conflictual world. Justice was seen either as secondary or sometimes even as a challenge to order. Recent developments have forced a reassessment of this position. This book sets current concerns within a broad historical (...) and theoretical context; explores the depth and scope of this presumed solidarism amidst the difficulties of acting on the basis of a more strongly articulated liberal position; and underscores the complexity and abiding tensions inherent in the relationship between order and justice. Chapters examine a wide range of state and transnational perspectives on order and justice, including those from China, India, Russia, the United States, and the Islamic world. One of the reasons why most of us feel puzzled about the problem of abortion is that we want, and do not want, to allow to the unborn child the rights that belong to adults and children. When we think of a baby about to be born it seems absurd to think that the next few minutes or even hours could make so radical a difference to its status; yet as we go back in the life of the fetus we (...) are more and more reluctant to say that this is a human being and must be treated as such. No doubt this is the deepest source of our dilemma, but it is not the only one. For we are also confused about the general question of what we may and may not do where the interests of human beings conflict. We have strong intuitions about certain cases; saying, for instance, that it is all right to raise the level of education in our country, though statistics allow us to predict that a rise in the suicide rate will follow, while it is not all right to kill the feeble-minded to aid cancer research. It is not easy, however, to see the principles involved, and one way of throwing light on the abortion issue will be by setting up parallels involving adults or children once born. So we will be able to isolate the “equal rights” issue and should be able to make some advance... (shrink)

Philippa Foot has for many years been one of the most distinctive and influential thinkers in moral philosophy. An extended scale relativity theory, actively developed by one of the authors, incorporates Nottale's scale relativity principle where the Planck scale is the minimum impassible invariant scale in Nature, and the use of polyvector-valued coordinates in C-spaces (Clifford manifolds) where all lengths, areas, volumes⋅ are treated on equal footing. We study the generalization of the ordinary point-particle quantum mechanical oscillator to the p-loop (a closed p-brane) case in C-spaces. Its solution exhibits some novel features: an emergence of two explicit scales (...) delineating the asymptotic regimes (Planck scale region and a smooth region of a quantum point oscillator). In the most interesting Planck scale regime, the solution recovers in an elementary fashion some basic relations of string theory (including string tension quantization and string uncertainty relation). It is shown that the degeneracy of the first collective excited state of the p-loop oscillator yields not only the well-known Bekenstein–Hawking area-entropy linear relation but also the logarithmic corrections therein. In addition we obtain for any number of dimensions the Hawking temperature, the Schwarschild radius, and the inequalities governing the area of a black hole formed in a fusion of two black holes. One of the interesting results is a demonstration that the evaporation of a black hole is limited by the upper bound on its temperature, the Planck temperature. (shrink)
