This article analyzes American television and American and British print news coverage of human rights using a combination of manual and machine coding. The data reveal that television and print news cover very few human rights stories, that these stories are mostly international and not domestic, that even when human rights are covered, they are not covered in detail, and that human rights issues are more likely to be covered when they are not framed as human rights. This suggests that (...) human rights is simply not a frame that journalists employ and provides support for government-leading-media theories of newsworthiness. (shrink)

Abstract This essay addresses the role of private military and security companies (PMSCs) in security governance. In this context, it offers a historical overview of some of the main developments in the evolution of private warfare and critically discusses some of the key challenges confronting the quest for holding PMSCs accountable in accordance with international human rights and humanitarian norms.

It is often assumed that deflationist accounts of truth are a product of philosophy of logic and language in the twentieth century. In this paper I show why this assumption is historically short-sighted. An early version of deflationism about truth can already be found in Brentano’s 1889 lecture “On the Concept of Truth.” That Brentano is a precursor of deflationism has gone largely unnoticed because of a different reception of his lecture: according to most scholars, Brentano proposes in it a (...) revision of the correspondence theory of truth that he later rejected in favour of an epistemic theory. Contrary to this received interpretation, I argue that Brentano actually tried to show how one can minimize an account of truth without thereby sacrificing a robust realist intuition about the objectivity of truth. Brentano held on to this deflationist view in his later years, when he assigned self-evident judgments a primary role in our understanding of truth. (shrink)

Gene-editing technologies, such as CRISPR/Cas9, are internationally ethically fraught. In the United States, policy surrounding gene-editing has yet to be implemented, while the science continues to speed ahead. However, it is not enough that policy be implemented: in order for policy to establish limits for the technology such that benefits are possible while threats are kept at bay, such policy must be ethical. In turn, the ethics of gene-editing is a culturally determined field of inquiry. This piece presents a proposal (...) for a study whose goal is to arrive at ethical policy recommendations for policymakers. To achieve this goal, this study proposes, what needs to be done is, first, to understand the full history and foundation of gene-editing by conducting a thorough legal, bioethical, and policy review for precedent assisted reproductive technologies and genetic reproductive technologies. Following this effort, an empirical study must be conducted involving careful surveys of key stakeholder groups on their knowledge and opinions of gene-editing. Such stakeholder groups must include bioethicists, medical geneticists, and lay persons, including those in the disability community. (shrink)

The ease and applicability of CRISPR/Cas9––a new and precise gene editing and reproductive technology––have garnered hype and heightened concern about its potential ‘unprecedented and horrific consequences’ and have led many scientific leaders to call for a moratorium on its research and use. CRISPR appears distinctly more controversial than previous technological innovations, with a greater reach and speed of human treatment and enhancement; however, we have seen similarly inflated hopes and fears in response to other medical innovations for well over a (...) century. One intervention that has both historically and recently incited alarm––vaccines––serves as a pertinent example of what could go wrong if a technology's reach is shortened due to inflated fears. By comparing the vaccine controversy and the CRISPR debate, we can help separate the hype from the realistic potential of these technologies. How our society grapples with such innovations will determine the extent to which their impact on our individual and collective health will be beneficial. We must recognise the need for a tempered approach to CRISPR conversation leading to regulation and ethical application. Although CRISPR's reach will continue expanding with ongoing research, thus requiring continuous evaluation, the lessons we have learned from the vaccine controversy demonstrate that our approach must not be to shut down regulation and application now, but to thoughtfully conjoin productive debate and action so that therapeutic gene editing can alleviate suffering as soon as possible without precipitating social outcomes we would belatedly deplore. The authors construct a variety of production frontiers, and by measuring distances to them are able to develop a model of efficient producer behaviour and a taxonomy of possible types of departure from efficiency in various environments. Linear programming is used as an analytical and computational technique in order to accomplish this. The approach developed is then applied to modelling producer behaviour. By focusing on (...) the empirical relevance of production frontiers and distances to them, and applying linear programming techniques to artificial data to illustrate the type of information they can generate, this book provides a unique study in applied production analysis. In the 1950s and 1960s, prominent institutional economists in the United States offered what became the orthodox theory on the obstacles to commercializing scientific knowledge. According to this theory, scientific knowledge has inherent qualities that make it a public good. Since the 1970s, however, neoliberalism has emphasized the need to convert public goods to private goods to enhance economic growth, and this theory has had global impacts on policies governing the generation and diffusion of scientific research and innovation. We critique (...) the foundational conceptualizations of scientific knowledge as either public or private by examining Germany’s treatment of scientific outputs as club goods. We then compare the relative impacts on social welfare of distinct United States and German approaches to food and agricultural research and innovation. We conclude with reflections on how these findings might contribute to a democratic debate on how best to manage scientific knowledge to enhance social welfare. (shrink)

We develop a criterion for telling when integrating two pieces of information, e.g. two pictures or statements requires an understanding of perspective. Problems that require such an understanding are perspective problems. With this criterion we can show that understanding false beliefs vis-à-vis reality pose a perspective problem, so does understanding spatial descriptions given from different viewing points (a classical example of what is commonly seen as a problem of perspective) and individuating objects with different sortals (naming objects). We use the (...) result that understanding false belief as well as alternative naming of objects are both perspective problems to explain the otherwise inexplicable developmental finding that children master these two tasks at about the same time, around the age of 4 years. In this article I provide an overview of the many different terms that Brentano sometimes uses as synonyms or as explanations for “intentional inexistence”. The many terms associated with intentional inexistence appear in many different contexts, and we can conclude that Brentano uses these terms primarily to describe a property that is accidental and dependent on the subject from which it arises and with which it passes away. Ontologically, both properties and substances exist, but the former requires a substance (the (...) subject) for its existence. A mental act is to be considered as a first-order property, whereas the content (or part of the mental act) can be understood as an accident of that accident. (shrink)

In this paper, we argue that solutions to normative challenges associated with autonomous driving, such as real-world trolley cases or distributions of risk in mundane driving situations, face the problem of reasonable pluralism: Reasonable pluralism refers to the fact that there exists a plurality of reasonable yet incompatible comprehensive moral doctrines within liberal democracies. The corresponding problem is that a politically acceptable solution cannot refer to only one of these comprehensive doctrines. Yet a politically adequate solution to the normative challenges (...) of autonomous driving need not come at the expense of an ethical solution, if it is based on moral beliefs that are (1) shared in an overlapping consensus and (2) systematized through public reason. Therefore, we argue that a Rawlsian justificatory framework is able to adequately address the normative challenges of autonomous driving and elaborate on how such a framework might be employed for this purpose. Comparing knowledge with belief can go wrong in two dimensions: If the authors employ a wider notion of knowledge, then they do not compare like with like because they assume a narrow notion of belief. If they employ only a narrow notion of knowledge, then their claim is not supported by the evidence. Finally, we sketch a superior teleological view.

We develop a new theory of the cognitive changes around 4 years of age by trying to explain why understanding of false belief and of alternative naming emerge at this age. We make use of the notion of discourse referents as it is used in File Change Semantics, one of the early forms of the more widely known Discourse Representation Theory. The assumed cognitive change exists in how children can link DRs in their mind to external referents. The younger children (...) check whether the conditions for a DR match the conditions of an external entity. The older children, in addition, have an explicit understanding of reference in virtue of making explicit identity assertions. This involves the metarepresentational ability of representing that different DRs represent the same external referent, which — we argue — is required for alternative naming and for the false belief task. Summary A large survey of German and Israeli younger and older adolescents was conducted to reveal their opinions and attitudes towards violence and aggression, their personal engagement in aggressive and violent behaviors in and outside the school environment, their attitudes toward physical activity, their engagement in physical activity, and the linkage between physical activity engagement and conductance of violence and aggression. The findings point out that there are more similarities than differences between German and Israeli adolescents concerning violence and aggression (...) in and outside schools. No linkage between physical activity involvement and the extent of violent and/or aggressive acts is found. The findings pertaining adolescents’ opinions and attitudes toward aggression and violence and their behaviors in and outside school are encouraging. (shrink)

Theories of mind draw on processes that represent mental states and their computational connections; simulation, in addition, draws on processes that replicate (Heal 1986 ) a sequence of mental states. Moreover, mental simulation can be triggered by input from imagination instead of real perceptions. To avoid confusion between mental states concerning reality and those created in simulation, imagined contents must be quarantined. Goldman bypasses this problem by giving pretend states a special role to play in simulation (Goldman 2006 ). We (...) argue that this path leads to the resurgence of the threat of collapse (Davies 1994 ), diluting the principled distinction between simulation and theory use. Exploration of a related method of real-mental states operating in a pretend mode leads to a factually untenable model. Our main goal here is to raise this problem as a challenge for Goldman’s reconfigured simulation theory. Only at the end we will briefly sketch a possible alternative way of quarantine that preserves the replicative element of simulation and avoids collapse. Figure 1 provides a guide to our argument. An läßlich der I 00. Wiederkehr des Geburtstages von Ludwig Wittgenstein, dem wohl bedeutendsten Philosophen unseres Jahrhunderts und Namensgeber der veranstaltenden Gesellschaft, wurde das 14. Internationale Symposium in Kirchberg gänzlich unter die programmatische Perspektive einer Neubewertung seiner Philosophie gestellt. Dem Anlasse entsprechend war dieses Symposium das weitaus größte aller bisherigen mit nahezu 600 Teilnehmern und 230 Vorträgen. Nur 138 davon konnten in die Akten des 14. Symposiums aufgenommen werden, dietrotzdieser Auswahl über 1000 Seiten stark wurden. Wegen dieses außerordentlichen Umfangs ist (...) es nötig, die Akten diesmal auf drei Bände aufzuteilen. Der erste Band enthält eingeladene Vorträge, gegliedert nach fünf Themenschw- punkten: Zur Philosophie der Traktatperiode Zur Philosophie von Logik und Mathematik Zur Übergangsperiode der Dreißigerjahre Zur Aufgabe der Philosophie Zur Ethik und Religion. Freilich wäre es eine Übertreibung zu behaupten, daß alle Beiträge im vollen Wortsin ne eine Neubewertung von Wittgensteins Philosophie veranschaulichen. Aber der Ten denz nach exemplifizieren die gesammelten Texte den Stand der gegenwärtigen Wittgen stein-Interpretation sehr deutlich. Paralelamente otro de los fenómenos cuasi-globales, el consumo masivo de objetos, se caracteriza cada vez más por la frugalidad de dichos objetos de consumo y la necesidad de sustituirlos por otros que aporten alguna novedad; lo que implica que el consumidor no pueda descansar en sus ansias consumistas. In this paper, I discuss the different views of the founders of descriptive psychology in the 19th century about the meaning and purpose of this discipline and sketch a new plan for connecting descriptive psychology with the language-critical tradition of analytic philosophy. I will show that the goals Hermann Lotze, Franz Brentano, and Wilhelm Dilthey set for descriptive psychology were too lofty for different reasons. The common problem they faced was how to reconcile the ideal of autonomous philosophical knowledge with (...) the empirical relevance that descriptive psychology should have. Faced with this dilemma, I outline a new plan to conceive of descriptive psychology as a critical project aimed at overcoming the obstacles that language places in the way of our knowledge of mental phenomena. In this paper we address the question how children come to understand normativity through simple forms of social interaction. A recent line of research suggests that even very young children can understand social norms quite independently of any moral context. We focus on a methodological procedure developed by Rakoczy et al., Developmental Psychology, 44, 875–881, that measures children’s protest behaviour when a pre-established constitutive rule has been violated. Children seem to protest when they realize that rule violations are not allowed (...) or should not have happened. We point out that there is more than one possible explanation for children’s reactions in these studies. They could be due to disobeying an authority, an inability to follow a rule, or the violation of an empirical expectation due to the mismatch between statement and action. We thus question whether it would still count as an indicator for normative understanding if children responded to aspects of the game other than the violation of a constitutive rule and conclude that the protesting behavior, when taken in isolation, does not suffice as evidence for normative understanding. Kazimierz Twardowski is most commonly known as the teacher of great philosophers and the founder of the Lvov-Warsaw School. As a philosopher however, he is primarily remembered for his famous comparison of the contents and objects of various kinds of representations, a comparison that remains enshrined in European thought.In fact, he attained important results in many other branches of philosophy as well. For instance, in ontology, he laid the foundations for the modern theory of formal structure of objects, and he (...) introduced the theoretically fruitful pair of terms, action-product. In epistemology, he developed a profound analysis of the notion and criteria of truth; and he provided a forceful account of the errors underlying relativist theories of truth. In methodology, he drew an explicit distinction between the processes of discovering, systematising, and grounding in science, and he offered accurate descriptions of the nature of psychology and other humanities. In logic, he offered decisive arguments on behalf of the idiogenetic conception of judgement, and he improved the traditional typology of adjectives.These achievements are of significance that is not only historical. Kazimierz Twardowski's work, formulated in plain, precise language, are instructive and inspiring for contemporary students of philosophy. (shrink)

Kant offered a subtle theory of consciousness and self-knowledge which articulated the intuition that consciousness is a mode of being in a mental state, as opposed to a property of that state. This paper develops this theory and argues that McDowell's treatment of these issues in "Mind" and "World" overlooks the resources of Kant's views. McDowell conflates consciousness and self-consciousness, leading him to formulate too demanding a constraint on rational concept use. Kant's theory can be developed so as to avoid (...) this unfortunate corollary. The paper concludes by comparing Kant's account to contemporary approaches to the problem of consciousness. (shrink)

How to understand Brentano’s account of truth is a question of some controversy. A number of different views have been put forward as positions that Brentano held at some stage in his career. The received view has it that the early Brentano subscribed to a form of correspondence theory which he later rejected in favor of a definition of truth in terms of correct judging, where the correctness of a judgment is defined in terms of the notion of self-evidence (see (...) Kraus 1966, Szrednicki 1965, Stegmüller 1969, Kamitz 1983, Chrudzimski 2001). This fundamental shift in Brentano’s view is regarded as a change from an ontological to a “gnoseological”, i.e. epistemic, theory of truth (see Kastil 1934). Brentano’s mature view is sometimes said to resemble a neo-Kantian conception of truth or related views (see Kraus 1966, van der Schaar 1999, 2003), it has been compared with a coherence theory of truth (see Krantz 1990/91), and it is regarded as embracing a form of alethic anti-realism that places a substantial epistemic constraint on the concept of truth (see Künne 2003). More recently, Charles Parsons suggested that the early Brentano may also be regarded as a precursor of a deflationist theory of truth (see Parsons 2004). Following up on this proposal, the received view has been challenged by a new interpretation that ascribes to Brentano a deflationist position that he held throughout his career in combination with the view that truth pertains primarily to self-evident judgment (see Brandl forthcoming). Section 1 first summarizes the received view and then indicates two problems raised by this interpretation. Section 2 explains in which sense Brentano may have been a deflationist and how this interpretation avoids the problems of the received view. (shrink)

Entrepreneurial agency—the individual power to change environments—is central to entrepreneurship research. Yet, from a social inequality perspective, beliefs in an entrepreneurial agency might differ based on the social class environments individuals are born into. Drawing on social cognitive theories, our findings across three data sets among students from Germany and entrepreneurs from the United States indicate that social class origins are associated with entrepreneurial self-efficacy (ESE) beliefs in adulthood. Exploring the underlying mechanisms, we find that students’ early entrepreneurial experiences in (...) education and practice are indicative of reproducing the class gap in ESE. When individuals collect mastery experiences such as social mobility or entrepreneurial success, their lower social class origins turn out to be associated with enhanced entrepreneurial agency beliefs. We discuss the implications for further research on social class, inequality, and entrepreneurship. (shrink)

Brentano’s use of the expression ‘intentional inexistence’ poses a considerable terminological problem. This is due not only to the expressions ‘intentional’ and ‘inexistence’ contained in it. The biggest hurdle is the liberal use of the expression ‘object’, which is encouraged by Brentano’s notion of intentional inexistent (or immanent) objects. Carlo Ierna tries to meet this problem with a strategy that allows to hold on to the notion of intentional inexistence without accepting immanent objects. The originality of his interpretation lies, as (...) I will show in my commentary, in the fact that it tries to achieve its goal by terminological measures alone. Following the same line, I will argue that Brentano’s self-correction, made in the second edition of his Psychology, can also be interpreted in this context as a terminological move. (shrink)
