In order to create sustainable health systems, many countries are introducing ways to prioritize health services underpinned by a process of health technology assessment. While this approach requires technical judgments of clinical effectiveness and cost-effectiveness, these are embedded in a wider set of social (societal) value judgments, including fairness, responsiveness to need, non-discrimination and obligations of accountability and transparency. Implementing controversial decisions faces legal, political and public challenge. To help generate acceptance for the need for health prioritization and the resulting (...) decisions, the purpose of this paper is to develop a novel way of encouraging key stakeholders, especially patients and the public, to become involved in the prioritization process. Many thinkers believe that the next transformational change in human organisation will be the onset of human-level artificial intelligence, and that the most likely method of achieving this will come through brain emulations or "ems": the ability to scan human brains and program their connections into ever faster computers. Taking this as his starting point, Hanson describes what a world dominated by these ems will be like.

By their own account, physicalists are committed to the claim that physics is causally complete, or closed. The claim is presented as an empirical one. However, detailed and explicit empirical arguments for the claim are rare. I argue that molecular models are a key source of evidence but that, on closer inspection, they do not support the completeness claim.

Human behavior regarding medicine seems strange; assumptions and models that seem workable in other areas seem less so in medicine. Perhaps we need to rethink the basics. Toward this end, I have collected many puzzling stylized facts about behavior regarding medicine, and have sought a small number of simple assumptions which might together account for as many puzzles as possible.

This paper introduces a class of graphical independence models that is closed under marginalization and conditioning but that contains all DAG independence models. This class of graphs, called maximal ancestral graphs, has two attractive features: there is at most one edge between each pair of vertices; every missing edge corresponds to an independence relation. These features lead to a simple parameterization of the corresponding set of distributions in the Gaussian case.

In the ongoing debate concerning the nature of human racial categories, there is a trend to reject the biological reality of race in favour of the view that races are social constructs. At work here is the assumption that biological reality and social constructivism are incompatible. I oppose the trend and the assumption by arguing that cladism, in conjunction with current work in human evolution, provides a new way to define race biologically. Defining race in this way makes sense when (...) compared to the developments in other areas of systematic biology, where shared history has largely replaced morphological similarity as the foundation of a natural biological classification. Surprisingly, it turns out that cladistic races and social constructivism are compatible. I discuss a number of lessons about the way human biological races have been conceptualized. (shrink)

On the standard interpretation Rudolf Carnap's Der logische Aufbau der Welt amounts to a highly derivative work-a rigorous thinking through of Russell's External World program. An examination of the aims and methods of logical analysis reveals significant differences between the epistemologies of Russell and Carnap, however. It is argued that Russell's reliance on acquaintance makes logical analysis subservient to empiricist epistemic concerns while Carnap is determined to carry out a broadly Kantian program of guaranteeing the objectivity of science through the (...) application of formal logic. We shall consider a formulation of generalised quantifiers using type theory with records (TTR). TTR follows closely the development of record types in Martin-L¨of or constructive type theory but differs in that the type theory is defined on a classical set theoretic basis. This means that the classical set-theoretic approach to generalised quantifiers can be imported into the type theoretic framework. The result is, I believe, equivalent to the proposal for dynamic generalised quantifiers in Chierchia (1995). The use of dependent (...) types provides us with an elegant approach to the formulation of dynamic quantifiers. We use a notion of hypothetical context which we have used elsewhere to give accounts of intentional identity, answers to questions and information state updates in dialogue management. We suggest that this points towards a general theory of hypothetical context in natural language. We suspect also that our analysis using records will support analyses of common noun phrase and verb-phrase anaphora and also facilitate representations which are underspecified with respect to quantifier scope, though we leave the investigation of this to future research. If we are not to conclude that most planets like Earth have evolved life as intelligent as we are, we must presume Earth is not random. This selection effect, however, also implies that the origin of life need not be as easy as the early appearance of life on Earth suggests. If a series of major evolutionary transitions were required to produce intelligent life, selection implies that a subset of these were “critical steps,” with durations that are similarly distributed. The (...) time remaining from now until simple life is no longer possible on Earth must also be similarly distributed. We provide a formulation of physicalism, and show that this is to be favoured over alternative formulations. Much of the literature on physicalism assumes without argument that there is a fundamental level to reality, and we show that a consideration of the levels problem and its implications for physicalism tells in favour of the form of physicalism proposed here. Its hey elements are, fast, that the empirical and substantive part of physicalism amounts to a prediction that physics will not posit (...) new entities solely for the purpose of accounting for mental phenomena, nor new entities with essentially mental characteristics such as propositioned attitudes or intentions; secondly, that physicalism can safely make do with no more than a weak global formulation of supervenience. We live in a world of breaking news, where at almost any moment our everyday routine can be interrupted by a faraway event. Events are central to the way that individuals and societies experience life. Even life’s inevitable moments—birth, death, love, and war—are almost always a surprise. Inspired by the cataclysmic events of September 11, Robin Wagner-Pacifici presents here a tour de force, an analysis of how events erupt and take off from the ground of ongoing, everyday life, and (...) how they then move across time and landscape. What Is an Event? ranges across several disciplines, systematically analyzing the ways that events emerge, take shape, gain momentum, flow, and even get bogged down. As an exploration of how events are constructed out of ruptures, it provides a mechanism for understanding eventful forms and flows, from the micro-level of individual life events to the macro-level of historical revolutions, contemporary terrorist attacks, and financial crises. In this paper, I assess the relative merits of two semantic frameworks for slurring terms. Each aims to distinguish slurs from their neutral counterparts via their semantics. On one, recently developed by Kent Bach, that which differentiates the slurring term from its neutral counterpart is encoded as a ‘loaded’ descriptive content. Whereas the neutral counterpart ‘NC’ references a group, the slur has as its content “NC, and therefore contemptible”. On the other, a version of hybrid expressivism, the semantically encoded aspect (...) of a slurring term that distinguishes it from its neutral counterpart is, rather, expressed. A speaker who uses the slurring term references the group referenced by the neutral counterpart and, in addition, expresses her contempt for the target. On this view, while the speaker’s attitude may be evaluated for appropriateness, the expressivist component of slurring terms is truth-conditionally irrelevant. The reference to the group, and only the reference to the group, contributes to truth conditions. I’ll argue that hybrid expressivism offers a more parsimonious analysis of slurs’ projective behavior than loaded descriptivism and that its truth conditional semantics is not inferior to the possible accounts available for loaded descriptivism. I also meet Bach’s important objection that hybrid expressivism cannot account for uses of slurring terms in indirect quotation and attitude attributions. (shrink)

This article analyzes the relationship between the ideas of cruelty and injustice in Judith Shklar’s political theory. Shklar’s The Faces of Injustice is sometimes read as an instantiation of the liberalism of fear, which regards cruelty and the fear that it inspires as the summum malum. I challenge this interpretation and instead argue that her account of injustice should be read independently of her commitment to the liberalism of fear. In doing so, I show how her exploration of the faces (...) of injustice—especially the importance she accords to passive injustice and the sense of injustice—raises important challenges for the liberal case for putting cruelty first. Although democratic attitudes and institutions constitute the best available remedy for the sense of injustice, on Shklar’s account, those who focus too much on the requirements of democratic citizenship risk treating injustice as a greater evil than cruelty, which could, in turn, facilitate cruelty and undermine liberal democracy. I conclude by suggesting that the republican-inspired theory of citizenship from The Faces of Injustice, which Shklar outlines in response to the problem of passive injustice, reflects a distinct strand of her political theory that goes beyond the more familiar defense of law-bound constitutional government associated with the liberalism of fear. Situation Theory grew out of attempts by Jon Barwise in the late 1970s to provide a semantics for 'naked-infinitive' perceptual reports such as 'Claire saw Jon run'. Barwise's intuition was that Claire didn't just see Jon, an individual, but Jon doing something, a situation. Situations are individuals having properties and standing in relations. A theory of situations would allow us to study and compare various types of situations or situation-like entitles, such as facts, events, and scenes. One of the central (...) themes of situation theory of meaning and reference should be set within a general theory of information, one moreover that is rich enough to do justice to perception, communication, and thought. By now many people have contributed by the need to give a rigorous mathematical account of the principles of information that underwrite the theory. (shrink)

ABSTRACTThis paper argues that decolonial theory can offer a distinctive and valuable ethical lens. Decolonial perspectives give rise to an ethics that is fundamentally global but distinct from, and critical of, moral cosmopolitanism. Decolonial ethics shares with cosmopolitanism a refusal to circumscribe normative commitments on the basis of existing political and cultural boundaries. It differs from cosmopolitanism, though, by virtue of its rejection of the individualism and universalism of cosmopolitan thought. Where cosmopolitan approaches tend to articulate abstract principles developed from (...) within a particular Western tradition, decolonial approaches reject abstract global designs in favour of inter-cultural dialogue amongst multiple people, including peoples who deem collective and non-human entities to be of fundamental moral importance. In addition, decolonial global ethics rejects universality in favour of ‘pluriversality’. (shrink)

The work reported here is of two sorts. One the one hand, we attempt to consolidate a lot of recent work on situation theory into a workable version, one that researchers can use and add to in ways that might be suitable for various applications. On the other, we attempt to solve a representational problem with situation theory: how can we represent complicated situation-theoretic objects in a way that is perspicuous. Our way in to the latter problem comes from an (...) on-going project aimed at bringing insights from Discourse Representation Theory and Situation Theory to bear on one another. In terms of this project, this paper represents a rather modest contribution. Our goal is to design a language for representing situationtheoretic objects that is based on Kamp's discourse representation structures. This was where we started but we found that working on the notation and its semantics led us to clari cations of various aspects of situation theory.
