Zeilinger's observation that phenomena of the Aharonov-Bohm type lead to non-dispersive, i.e., energy-independent, phase shifts in interferometers is generalized in a new proof which shows that the precise condition for nondispersivity is a force-free interaction. The converse theorem is disproved by a conceptual counter-example. Applications to several nondispersive interference phenomena are reviewed briefly. Those fall into two classes which are objectively distinct from each other in that in the first class phase shifts depend only on the topology of the interfering (...) beam paths, while in the second class force-free physical interactions take place at identifiable points along the path. Apparent disagreements in the literature about the topological nature of the phenomena in the second class stem from differing definitions. (shrink)

I also make use of the requirement that wave functions in the domain of the Hamiltonian must be continuous functions of the spatial variables. Citizenship education in established democracies is challenged by declining youth participation in democracy. Youth disenchantment and disengagement in democracy is primarily evident in formal political behaviour, especially through voting, declining membership of political parties, assisting at elections, contacting politicians, and the like. If citizenship education is to play a major role in addressing these concerns it will need to review the impact it is making on young people in schools. This paper reviews a major national project on youth participation in (...) democracy in Australia set in the context of a national citizenship education programme. The Youth Electoral Study found that citizenship education in Australian schools has at best been marginally successful and substantially more is required to raise levels of democratic engagement. The paper explores many opportunities available to education systems and schools to address these issues through reconceptualising aspects of the formal and the informal curriculum. (shrink)

Utterances of natural language sentences can be used to communicate not just contents, but also forces. This paper examines this topic from a cross-linguistic perspective on sentential mood. Recent work in this area focuses on conversational dynamics: the three sentence types can be associated with distinctive kinds of conversational effects called sentential forces, modeled as three kinds of updates to the discourse context. This paper has two main goals. First, it provides two arguments, on empirical and methodological grounds, for treating (...) sentential force as part of a compositional dynamic semantics, rather than a dynamic pragmatics. Second, it formulates a minimal dynamic semantic analysis that covers the data at the heart of these arguments, incorporating existing analyses of the three major moods, evidentials and conjunction. A further aim of the paper is to sharpen the distinction between sentential force and utterance force, and discuss its implications. (shrink)

The project of naturalising phenomenology is examined within the larger context of the philosophy of science. Transcendental phenomenology, as defended by Husserl, in opposition to the naturalistic enterprise, reflects a particular way of thinking about philosophy and its relationship to the empirical sciences that stands as an obstacle to the project of naturalisation. This paper develops a critique of a basic assumption made in this conception of philosophy, namely that it is possible to ask and answer questions concerning knowledge in (...) the abstract, prior to and independently of the various investigative contexts which are the immediate concern of practicing scientists. To successfully naturalise phenomenology, we need to abandon this conception of philosophy. (shrink)

This article discusses implicit conceptions of reticence in the early philosophical writings of Mikhail Bakhtin. Contrary to the image of Bakhtin as a thinker of dialogue, polyphony, and voice, it finds a strand in Bakhtin's thought that suggests that there might be good reasons for remaining silent and not stepping into the world in speech: in reticence, the human being avoids both judgment and being judged, eludes the risk of the addressee's absence or unreliability, and resists the finality of utterance (...) that shares in the finality of death. This essay makes a case for a Bakhtinian apology for quietism and seeks to contribute to recent work in Common Knowledge on that subject. Bakhtin's conception of reticence is usefully understood with reference to threshold situations: in withholding a future word, a human being hovers on the borders of nonbeing and being, on the borders of the present, future, and past. In this sense, reticence is allied to conceptions of fuzziness and blur that have also been concerns of this journal in recent years. In making these claims, the essay relates Bakhtin's thought to a Russian literary tradition of thinking about silence (Tiutchev's and Mandelstam's Silentium poems), as well as to a more broadly European intellectual context (Arendt and Heidegger, for example), where thinkers understand being in terms of becoming and understand disclosure through speech. This paper explores a novel philosophy of ethical care in the face of burgeoning biomedical technologies. I respond to a serious challenge facing traditional bioethics with its roots in analytic philosophy. The hallmarks of these traditional approaches are reason and autonomy, founded on a belief in the liberal humanist subject. In recent years, however, there have been mounting challenges to this view of human subjectivity, emerging from poststructuralist critiques, such as Michel Foucault's, but increasingly also as a result of advances (...) in biotechnology itself. In the face of these developments, I argue that the theoretical relevance and practical application of mainstream bioethics is increasingly under strain. Traditionalists will undoubtedly resist. Together, professional philosopher-bioethicists, public health policymakers, and the global commercial healthcare industry tend to respond conservatively by shoring up the liberal humanist subject as the foundation for medical ethics and consumer decision-making, appealing to the familiar tropes of reason, autonomy, and freedom. Recent debates concerning the nature of epistemic justification primarily turn on two distinctions: the objective-subjective distinction and the internal-external distinction. John Pollock has defended a view that is both internalist and subjectivist. He has provided a novel, naturalized account of epistemic justification. In this paper, I argue that data from cognitive psychology and biology is radically at odds with Pollock's project.

Review boards responsible for vetting the ethical conduct of research have been criticised for their costliness, unreliability and inappropriate standards when evaluating some non-medical research, but the basic value of mandatory ethical review has not been questioned. When the standards that review boards use to evaluate research proposals are applied to review board practices, it is clear that review boards do not respect researchers or each other, lack merit and integrity, are not just and are not beneficent. The few benefits (...) of mandatory ethical review come at a much greater, but mainly hidden, social cost. It is time that responsibility for the ethical conduct of research is clearly transferred to researchers, except possibly in that small proportion of cases where prospective research participants may be so intrinsically vulnerable that their well-being may need to be overseen. This commentary compares clinical aspects of ketamine with the amphetamine model of schizophrenia. Hallucinations and loss of insight, associated with amphetamine, seem more schizophrenia-like. Flat affect encountered with ketamine is closer to the clinical presentation in schizophrenia. We argue that flat affect is not a sign of schizophrenia, but rather, a risk factor for chronic schizophrenia.

Additionally, those who intend to abide by Catholic teachings must consider prohibitions against contraception. Ethical judgments concerning both health benefits and contraception are (...) approached in this essay through an overview of the therapeutic, prophylactic, untoward, and contraceptive effects of COC and discussion of magisterial and traditional Catholic teachings from natural law. Discerning through the principle of double effect, proportionate reason, and evidence gathered from the sciences, medical and moral conclusions are drawn that we believe to be fully compliant with good medicine and Catholic teaching. In Reconstructing Reason and Representation, Murray Clarke offers a detailed study of the philosophical implications of evolutionary psychology. In doing so, he offers new solutions to key problems in epistemology and philosophy of mind, including misrepresentation and rationality. He proposes a naturalistic approach to reason and representation that is informed by evolutionary psychology, and, expanding on the massive modularity thesis advanced in work by Leda Cosmides and John Tooby, argues for a modular, adapticist account of misrepresentation and knowledge. Just (...) as the reliability of representation can be defended on the basis of an account of the proper function of cognitive modularity, misrepresentation can be explained through an appeal to the "gap theory," by noting the divergence between the proper and actual domains of cognitive modules in a massively modular mind.Clarke argues for an externalist, modular reliabilism by suggesting that evolution has equipped us with generally reliable inferential systems even if they do not always produce true beliefs. He argues that reliable deductive and inductive inference occurs only when cognitive modules deal with actual domains that are sufficiently similar to their proper domains. This psychologically informed, naturalized adapticism leads to the suggestion that knowledge is a set of natural kinds housed in the modules of a massively modular mind. Typically, the proper function of these cognitive modules is to provide us with truths that enable us to satisfy our basic biological needs. Beyond reasoning modules, other cognitive modules discussed include the ability to orient ourselves in space, and our abilities with language, numbers, object reasoning, and social understanding. Clarke also defends Cosmides and Tooby's massive modularity hypothesis against such critics as Jerry Fodor by demonstrating that these critics consistently misrepresent Cosmides and Tooby's position. The obvious question is whether these two characteristics are connected. ... Our view is that they are connected intimately. Thought and social organization are two aspects of the same larger phenomenon, or better the same larger bundle of phenomena. ... Here we bring the two streams of (...) analysis together, in what is at once an exposition of the basic structure of the systems of thought that organizations are built upon and, eo ipso, an exposition of the organizational basis and origin of human thinking as such.
