This paper provides a method for characterizing space events using the framework of conceptual spaces. We focus specifically on estimating and ranking the likelihood of collisions between space objects. The objective is to design an approach for anticipatory decision support for space operators who can take preventive actions on the basis of assessments of relative risk. To make this possible our approach draws on the fusion of both hard and soft data within a single decision support framework. Contextual data is (...) also taken into account, for example data about space weather effects, by drawing on the Space Domain Ontologies, a large system of ontologies designed to support all aspects of space situational awareness. The framework is coupled with a mathematical programming scheme that frames a mathematically optimal approach for decision support, providing a quantitative basis for ranking potential for collision across multiple satellite pairs. Philosophy has a language problem. A recent study by Schwitzgebel, Huang, Higgins and Gonzalez-Cabrera (2018) found that, in a sample of papers published in elite journals, 97% of citations were to work originally written in English. 73% of this same sample didn’t cite any paper that had been originally written in a language other than English. Finally, a staggering 96% of elite journal editorial boards are primarily affiliated with an Anglophone university. This is consistent with earlier data suggesting that journal (...) submissions from countries that are outside the Anglophone world and Europe have disturbingly low chances of being accepted. The route forward is not entirely clear. What is clear, however, is that this structural disadvantage deserves closer philosophical and empirical attention. We owe this to current and future members of our philosophical community who speak English non-natively. We also need this if we want to make sure philosophy is enriched by a diverse group of thinkers who have a grasp of different languages, and of the cultures strongly associated with them. (shrink)

This chapter considers some of the philosophical writings of Alice Ambrose (1906–2001) and Margaret MacDonald (1903–1956), particularly in relation to their responses to Russell’s work. It argues that both need to be recovered and reconsidered as significant philosophers in their own right, who have important contributions to make to the familiar problems posed by ordinary language in relation to philosophy. Ambrose worked mainly in mathematics and symbolic logic and her earliest publications drew a critical response from Russell himself. Responding in (...) turn to the work of Russell, among others, she went on to bring clarity to the various ways in which ordinary language featured in contemporary philosophical discussion, and identified the centrality of ‘linguistic innovation’ to much philosophical practice. MacDonald found much to agree with in Russell’s work on analysis, but she, too, was troubled by his dismissive attitude to ordinary language. She argued that many philosophical problems can be solved by understanding how language is ordinarily used, and published her case before more celebrated ‘ordinary language philosophers’, most notably J. L. Austin. She also set out ideas and terminology which were later to be associated with Austin’s speech act theory in her contributions to ethics and aesthetics. Both Ambrose and MacDonald contributed to and extended the application of the study of ordinary language in analytic philosophy in ways which deserve to be recovered and to be subjected to further philosophical scrutiny. Harms and risks to groups and third-parties can be significant in the context of research, particularly in data-centric studies involving genomic, artificial intelligence, and/or machine learning technologies. This article explores whether and how United States federal regulations should be adapted to better align with current ethical thinking and protect group interests. Three aspects of the Common Rule deserve attention and reconsideration with respect to group interests: institutional review board (IRB) assessment of the risks/benefits of research; disclosure requirements in the informed (...) consent process; and criteria for waivers of informed consent. In accordance with respect for persons and communities, investigators and IRBs should systematically consider potential group harm when designing and reviewing protocols, respectively. Research participants should be informed about any potential group harm in the consent process. We call for additional public discussion, empirical research, and normative analysis on these issues to determine the right regulatory and policy path forward. (shrink)

Previous work has shown that the Complex Conceptual Spaces − Single Observation Mathematical framework is a useful tool for event characterization. This mathematical framework is developed on the basis of Conceptual Spaces and uses integer linear programming to find the needed similarity values. The work of this paper is focused primarily on space event characterization. In particular, the focus is on the ranking of threats for malicious space events such as a kinetic kill. To make the Conceptual Spaces framework work, (...) the similarity values between the contents of observations on the one hand and the properties of the entities observed on the other needs to be found. This paper shows how to exploit Dempster-Shafer theory to implement a statistical approach for finding these similarities values. This approach will allow a user to identify the uncertainty involved in similarity value data, which can later be propagated through the developed mathematical model in order for the user to know the overall uncertainty in the observation-to-concept mappings needed for space event characterization. Self-advocacy organisations support people in a wide range of political activities, alongside providing key social networks. The emergence of formalised self-advocacy for intellectually disabled people marked an important cultural shift. These groups soon became associated with the pursuit of social change and the attainment of rights. The role of the self-advocacy support worker, working together with self-advocates, has been pivotal. However, studies have shown there has been concern over the relationship between self-advocates and those who advise or support them. Both (...) parties are aware of the potential tensions of supporters teaching people skills to take control, to manage their workers, whilst, perhaps inadvertently, assuming a powerful position in the relationship. This interesting paradox hints at ethical complexities inherent in the role. A key challenge facing these support workers is how they can support their employers to run successful organisations, without ?taking over?. Using material from both Chapman and Tilley's research of self-advocacy organisations in the UK, this article problematises some key ethical issues within the role. (shrink)

In the U.S., there is no requirement for research sponsors to compensate human research subjects who experience injuries as a result of their participation. In this article, we review the moral justifications that compel the establishment of a better research-related injury compensation system. We explore how other countries and certain institutions within the U.S. have adopted various systems of compensation. The existence of these systems demonstrates both that the U.S. lags behind other nations in its protection of human research subjects (...) and that the establishment of a compensation system is both practical and feasible. We then examine factors which have prevented the U.S. from establishing its own compensation system. We consider possible alternatives for the U.S. by examining the advantages and disadvantages of both established and proposed systems. We offer a new proposal that addresses the justice concerns which compel the establishment of a national compensation system, distributes the burdens of such a system on multiple stakeholders that benefit from research, and has the additional advantage of minimizing the administrative and logistical challenges associated with initiating such a system. This paper describes an AFOSR-supported basic research program that focuses on developing a new framework for combining hard with soft data in order to improve space situational awareness. The goal is to provide, in an automatic and near real-time fashion, a ranking of possible threats to blue assets (assets trying to be protected) from red assets (assets with hostile intentions). The approach is based on Conceptual Spaces models, which combine features from traditional associative and symbolic cognitive models. While Conceptual Spaces (...) are revolutionary, they lack an underlying mathematical framework. Several such frameworks have attempted to represent Conceptual Spaces, but by far the most robust is the model developed by Holender. His model utilizes integer linear programming in order to obtain an overall similarity value between observations and concepts that support the formation of hypotheses. This paper will describe a method for building Conceptual Spaces models for threats that utilizes ontologies as a means to provide a clear semantic foundation for this inferencing process; in particular threat ontologies and space domain ontologies are developed and employed in this approach. A space situational awareness use-case is presented involving a kinetic kill scenario and results are shown to assess the performance of this fusion-based inferencing framework. (shrink)

In two recent papers, Christian List and Philip Pettit have argued that there is a problem in the aggregation of reasoned judgements that is akin to the aggregation of the preference problem in social choice theory. 1 Indeed, List and Pettit prove a new general impossibility theorem for the aggregation of judgements, and provide a propositional interpretation of the social choice problem that suggests it is a special case of their impossibility result. 2 Specifically, they show that no judgement aggregation (...) function for a group is possible if the group seeks to satisfy certain `minimal conditions' designed to ensure that the function is both responsive to the individually rational views of its members and collectively rational in the set of judgements it holds. In this article, I resist the List and Pettit claim that there is the same propensity for collective irrationality or incoherence in the aggregation of reasoned judgements as there is in the aggregation of preference. I argue that reason, because it has a logical structure that is lacking in mere preference, has the effect of giving priority to some aggregations over others, a priority that is not permitted by one of the conditions imposed by List and Pettit. This avoids the incoherence that would otherwise exist if these different aggregations, not consistent with one another, were to compete at the same level of priority. The priority of some aggregations is particularly apparent, I shall argue, if one views the aggregation of judgements through the lens of common law decision-making. ABSTRACT This article focuses on Arne Naess's work in the philosophy of language, which he began in the mid-1930s and continued into the 1960s. This aspect of his work is nowadays relatively neglected, but it deserves to be revisited. Firstly, it is intrinsically interesting to the history of analytic philosophy in the twentieth century, because Naess questioned some of the established philosophical methodologies and assumptions of his day. Secondly, it suggests a compelling but unacknowledged intellectual pedigree for some recent developments (...) in linguistics. Naess's philosophy of language developed from his reaction against logical positivism, in particular against what he saw as its unempirical assumptions about language. He went on to establish ?empirical semantics?, in which the study of language was based on real-life linguistic data, drawn primarily from questionnaires issued to philosophically naïve subjects. He also experimented with methods for ?occurrence analysis?, but concluded that the collection and analysis of sufficiently large bodies of naturally-occurring data was impractical. Empirical semantics was not well received by Naess's philosophical contemporaries. It was also seen as being at odds with contemporary trends in linguistics. However, some present-day branches of linguistics have striking resonances with Naess's work from as much as seventy years ago. In sociolinguistics, questionnaires have become an established means of collecting linguistic data. In corpus linguistics, advances in technology have made Naess's unobtainable ideal of ?occurrence analysis? a viable methodology. Some of the principal conclusions reached as a result of this methodology are strikingly similar to Naess's own findings. (shrink)

What role can the religious community play in addressing the ethical and theological issues that even science now acknowledges as urgent?Chapman's work forges a method for integrating ethical reasoning with scientific data, focusing on four issues -- cloning, genetic engineering, patenting of life, and environmental alteration. For each, she reviews the work of religious thinkers, assesses the roles of the religious (...) community, considers relevant confessional differences, determines how traditional theological and ethical concepts can be clarified, reformulated, and "operationalized" to meet the questions, and finally she formulates helpful methodological options. In late 2021, tennis star Chris Evert learned new genetic information about her sister, who died from ovarian cancer in January 2020. As Evert has explained in posts published by ESPN, her sister had a variant in the BRCA1 gene that was reclassified—upgraded—from a variant of uncertain significance (VUS) to pathogenic. Hearing about the variant’s reclassification likely saved Evert’s life. After getting genetic testing that showed she also carried the variant, Evert underwent prophylactic surgery. Clinical testing associated with the procedure (...) revealed she already had stage 1c ovarian cancer. The Wall Street Journal reported on a different variant reclassification story in 2019. Seven female relatives had prophylactic surgeries after cascade genetic testing indicated they each carried the same pathogenic variant in BRCA2. However, there was significant distress and confusion when one of the women received notice that the variant had been downgraded from pathogenic to a VUS. As these cases illustrate, reclassification of the clinical significance of genetic variants—which ranges from pathogenic, likely pathogenic, uncertain, likely benign and benign—can have profound impacts on individuals and families. Although genetic testing often provides valuable information, many identified variants are of uncertain significance, even in genes associated with disease. Pain is an important focus for consciousness research because it is an avenue for exploring somatic awareness, emotion, and the genesis of subjectivity. In principle, pain is awareness of tissue trauma, but pain can occur in the absence of identifiable injury, and sometimes substantive tissue injury produces no pain. The purpose of this paper is to help bridge pain research and consciousness studies. It reviews the basic sensory neurophysiology associated with tissue injury, including transduction, transmission, modulation, and central representation. In (...) addition, it highlights the central mechanisms for the emotional aspects of pain, demonstrating the physiological link between tissue trauma and mechanisms of emotional arousal. Finally, we discuss several current issues in the field of pain research that bear on central issues in consciousness studies, such as sickness and sense of self. (shrink)

Although much research on emotion and morality has treated emotion as a relatively undifferentiated construct, recent work shows that moral transgressions can evoke a variety of distinct emotions. To accommodate these results, we propose a multiple-appraisal model in which distinct appraisals lead to different moral emotions. The implications of this model for our understanding of the relationship between appraisals, emotions and judgments are discussed. The complexity of moral emotional experience presents a methodological challenge to researchers, but we submit that a (...) complete understanding of human morality must acknowledge the differentiated nature of moral emotions.
