I propose to consider the question, "Can machines think?" This should begin with definitions of the meaning of the terms "machine" and "think." The definitions might be framed so as to reflect so far as possible the normal use of the words, but this attitude is dangerous, If the meaning of the words "machine" and "think" are to be found by examining how they are commonly used it is difficult to escape the conclusion that the meaning and the answer to (...) the question, "Can machines think?" is to be sought in a statistical survey such as a Gallup poll. But this is absurd. Instead of attempting such a definition I shall replace the question by another, which is closely related to it and is expressed in relatively unambiguous words. The new form of the problem can be described in terms of a game which we call the 'imitation game." It is played with three people, a man (A), a woman (B), and an interrogator (C) who may be of either sex. The interrogator stays in a room apart front the other two. The object of the game for the interrogator is to determine which of the other two is the man and which is the woman. He knows them by labels X and Y, and at the end of the game he says either "X is A and Y is B" or "X is B and Y is A." The interrogator is allowed to put questions to A and B. We now ask the question, "What will happen when a machine takes the part of A in this game?" Will the interrogator decide wrongly as often when the game is played like this as he does when the game is played between a man and a woman? These questions replace our original, "Can machines think?". (shrink)

This Element offers a new account of the philosophical significance of logical empiricism that relies on the past forty years of literature reassessing the project. It argues that while logical empiricism was committed to empiricism and did become tied to the trajectory of analytic philosophy, neither empiricism nor logical analysis per se was the deepest philosophical commitment of logical empiricism. That commitment was, rather, securing the scientific status of philosophy, bringing philosophy into a scientific conception of the world.

Katrina Forrester’s book poses a problem for any reviewer that, I suspect, will be reflected in the experience of its readers. Unusually, the author is equally.

Drawing on respective ideas from within both liberal political philosophy and Frankfurt School critical theory, this paper seeks to examine claims about autonomy and empowerment made on behalf of educational policies such as teacher-led codeswitching; a policy that seeks to empower students from racially marginalised groups by facilitating their proficiency in the language and cultural expressions of societally dominant groups. I set out to evaluate such claims by first sketching two competing formulations of autonomy; namely, liberal autonomy concomitant to political (...) power, and autonomy that arises out of the practice of critical self-reflection. I proceed by testing codeswitching within each formulation to reveal how – in this case – these two conceptualisations of autonomy are educationally incompatible with each other. I conclude by suggesting that educational interventions such as codeswitching may ultimately be complicit in the longer term processes of racialisation and marginalisation that they seek to diminish, not only because they carry the potential to damage minority students’ self-integrity, but also because they limit possibilities for both majority and minority students to engage in dialectical encounters that may open avenues to new principles of social and political organisation. Confucian scholars express skepticism about rights. This skepticism is relevant to managers who face issues about the recognition of workplace rights in a Confucian culture. My essay examines the foundations of this skepticism, and the cogency of potential leading Western liberal responses to it. I conclude that Confucian skepticism is more formidable than liberals have recognized. I attempt to craft an argument that defuses Confucian skepticism about workplace rights while at the same time respecting the moral depth of Confucianism.

ABSTRACT: So far in this book, we have examined algorithmic decision systems from three autonomy-based perspectives: in terms of what we owe autonomous agents (chapters 3 and 4), in terms of the conditions required for people to act autonomously (chapters 5 and 6), and in terms of the responsibilities of agents (chapter 7). -/- In this chapter we turn to the ways in which autonomy underwrites democratic governance. Political authority, which is to say the ability of a government to exercise (...) power, may be justifiable or not. Whether it is justified and how it can come to be justified is a question of political legitimacy. Political legitimacy is another way in which autonomy and responsibility are linked. This relationship is the basis of the current chapter, and it is important in understanding the moral salience of algorithmic systems. We will draw the connection as follows. We begin, in section 8.1, by describing two uses of technology: crime predicting technology used to drive policing practices and social media technology used to influence elections (including by Cambridge Analytica and by the Internet Research Agency). In section 8.2 we consider several views of legitimacy and argue for a hybrid version of normative legitimacy based on one recently offered by Fabienne Peter. In section 8.3 we will explain that the connection between political legitimacy and autonomy is that legitimacy is grounded in legitimating processes, which are in turn based on autonomy. Algorithmic systems—among them PredPol and the Cambridge Analytica-Facebook-Internet Research Agency amalgam—can hinder that legitimation process and conflict with democratic legitimacy, as we argue in section 8.4. Algorithmic systems and predictive analytics play an increasingly important role in various aspects of modern life. Scholarship on the moral ramifications of such systems is in its early stages, and much of it focuses on bias and harm. This paper argues that in understanding the moral salience of algorithmic systems it is essential to understand the relation between algorithms, autonomy, and agency. We draw on several recent cases in criminal sentencing and K–12 teacher evaluation to outline four key ways in (...) which issues of agency, autonomy, and respect for persons can conflict with algorithmic decision-making. Three of these involve failures to treat individual agents with the respect they deserve. The fourth involves distancing oneself from a morally suspect action by attributing one’s decision to take that action to an algorithm, thereby laundering one’s agency. (shrink)

During the formation of the brain, neuronal cell migration and neurite extension are controlled by extracellular guidance cues. Here, I discuss experiments showing that the messenger nitric oxide (NO) is an additional regulator of cell motility. NO is a membrane permeant molecule, which activates soluble guanylyl cyclase (sGC) and leads to the formation of cyclic GMP (cGMP) in target cells. The analysis of specific cells types in invertebrate models such as molluscs, insects and the medicinal leech provides insight how NO (...) and cyclic nucleotides affect the wiring of nervous systems by regulating cell and growth‐cone motility. Inhibition of the NOS and sGC enzymes combined with rescue experiments show that NO signalling orchestrates neurite outgrowth and filopodial dynamics, cell migration of enteric neurons, glial migration and axonogenesis of pioneer fibers. Cultured insect embryos are accessible model systems in which cellular mechanisms of NO‐induced cytoskeletal reorganizations can be analyzed in natural settings. Finally, I will outline some indications that NO may also regulate cell motility in the developing and regenerating vertebrate nervous system. The increasing use of transnational standard-setting bodies to address quality uncertainties and coordination issues across the global economy raises questions about how these bodies establish and maintain their legitimacy and accountability outside the sovereignty of democratic states. Based on a discussion of the legitimacy challenge posed by global governance, we provide an overview of mechanisms by which such bodies can defend their legitimacy claims and examine the actual mechanisms used by the International Accounting Standards Board (IASB). While the IASB staked (...) its initial credibility on technical competence and independence, it has increasingly emphasized due process norms in its claim for support. Our analysis evaluates the IASB due process against the cultural benchmarks established by domestic standard-setters in the USA and UK and against a normative model of procedural legitimacy. These comparisons help us to understand the modifications that were made in the hope of due process adding legitimacy to accounting standard-setting beyond the state. They also reveal the broader political context of competing legitimacy criteria that confronts transnational standard-setters. (shrink)

Relying on a sexual encounter that he had once while in graduate school, Soble explores in this essay two important and under-explored ideas in sexual ethics. The first is whether there are sexual duties to others (including, even especially, to strangers), and what the source of such duties might be. He provides good reasons, rooted in both religious and secular thought, for believing that such duties exist. The second is whether there are supererogatory sexual actions—sexual actions that go beyond the (...) demands of duty—and what conditions an act needs to satisfy in order to be supererogatory. Soble uses the sexual encounter that opens the essay to test our intuitions about these two ideas and his own arguments, and to underscore the complications involved in attempting to find secure answers as to whether some sexual acts are dutiful, done from duty, or supererogatory. I revisit my 1993 paper on Putnam and mathematical realism focusing on the indispensability argument and how it has fared over the years. This argument starts from the claim that mathematics is an indispensable part of science and draws the conclusion, from holistic considerations about confirmation, that the ontology of science includes abstract objects as well as the physical entities science deals with.

Drawing upon author's long-term psychoanalytical practice, research, and actual clinical data, this book examines the psychological ramifications of transnational immigration to Western countries and the continued influence of indigenous cultures on South Asian Diaspora. It explores new ways of understanding the psyche of migrants from the diverse cultures of South Asia and the universal norms applied in Western practice. To this end it embraces and critiques the categories that are more specific to this region, such as the magic-cosmic world of (...) private destiny, reincarnation, astrology, and palmistry. This article questions the commonly held view that professional ethics is grounded in general ethical principles, in particular, respect for client (or patient) autonomy and beneficence in the treatment of clients (or patients). Although these are admirable as general ethical principles, we argue that there is considerable logical difficulty in applying them to the professional-client relationship. The transition from general principles to professional ethics cannot be made because the intended conclusion applies differently to each of the parties involved, whereas the (...) premise is a general principle that applies equally to both parties. It is widely accepted that professionals are required to recognize that clients or patients possess rights to autonomy that are more than the general rights to personal autonomy accepted in ordinary social life, and that professionals are expected to display beneficence toward their clients that is more than the beneficence expected of anyone in ordinary social life. The comparative component of professional ethics is an intrinsic feature of the professional situation, and thus it cannot be bypassed in working out a proper professional ethics. Thus, we contend, the proper professional treatment of clients or patients has not been explained by appeal to general ethical principles. (shrink)

Some philosophical accounts imply that masturbation is inferior sexual activity. Against this, Soble argues that masturbation is central. Relying on the physical-anatomical indistinguishability of sexual act-types, he derives a Zeno-style paradox about sexual activity: either all sexual activity (even ordinary coitus) is masturbatory or none of it is (not even solitary masturbation). Soble argues for the first horn of the dilemma, thus ensuring that solitary masturbation is a member of the continuum of sexual activities. Going beyond anatomy, Soble also argues (...) that the central psychological features of paired sexual activity are normally exhibited also by solitary masturbation, which further establishes that solitary masturbation is on the continuum of sexual activity. Altogether, Soble's arguments support a "unary" model of sexuality, compelling us to take seriously the genuine sexual nature of solitary masturbation, a result that is important for the philosophy of sex, the scientific study of sexuality, and the politics of human sexuality. This essay explores some of the issues raised as regards the relations of philosophy and sociology of science in the work of Rudolf Carnap and Hans Reichenbach. It argues that Hans Reichenbach's distinction between the contexts of discovery and justification should not be seen as erecting a principled normative/descriptive distinction that demarcates philosophy of science from sociology of science. The essay also raises certain issues about the role of volition, decision, and the limits of epistemological concern in the work of (...) Carnap and Reichenbach and in some recent sociology of science. The relations of philosophy of science to sociology of science are seen to be more deeply rooted and more interesting than the Science Warriors would have us believe. (shrink)

Two related claims have lately garnered currency: dispositional essentialism—the view that some or all properties, or some or all fundamental properties, are essentially dispositional; and the claim that laws of nature (or again, many or the fundamental ones) are metaphysically necessary. I have argued elsewhere (On the metaphysical contingency of laws of nature, Oxford University Press, Oxford, 2002) that the laws of nature do not have a mind-independent metaphysical necessity, but recent developments on dispositions have given these ideas a new (...) vibrancy and made them the topic of more focused discussion. So I would like to revisit this, arguing that the new work, as interesting and important as it is to our understanding of fundamental properties, powers and dispositions, should not change our minds about metaphysical necessity. One should still think necessity is conceptually or conventionally grounded. I do not argue that laws of nature are not necessary, nor that properties do not have dispositional essences, but only that if these are the case, then, like other de re or empirical necessities, they have no metaphysical weight and are based in our rules or decisions about how to talk about the world. We may have excellent reasons to talk and think in this way—but these reasons do not include, require or provide evidence of mind-independent metaphysical necessity or essences. (shrink)

It presents a facsimile of the original typescript of the thesis along with essays by Appel and Feferman that explain its still-unfolding significance.

It is often claimed that epistemological thought divides around the issue of the place of experience in knowledge: While empiricists argue that experience is the only legitimate source of knowledge, rationalists find other such sources. The trouble with such accounts is not that they are wrong, but that they are incomplete. On occasion, epistemological differences run deeper, raising the very notion of experience as an issue for epistemology. This paper looks at two epistemological debates which concerned not simply the place (...) of experience in knowledge but also the appropriate account of experience itself. The first episode is the rise of Marburg Neo-Kantianism in the 1870s – in particular the seminal work of Hermann Cohen in his Kants Theorie der Erfahrung (1871). Cohen's principal point was that Kant's significance as an epistemologist was in providing a new theory of experience, one that tied experience to exact science and led to a new stress on the formal conditions of exact knowledge. The second episode is Carnap's rejection of epistemology in the 1930s in favour of a program of the logic of science. My focus in each case will be the interplay between an epistemology focused on exact science as the locus of knowledge and a concomitant call for logical methods in epistemology. (shrink)

The publication of John Stuart Mill's Three Essays on Religion in 1873 prompted a remarkable diversity of responses. Anonymous authors in the prominent literary and theological reviews of the day joined philosophers, from empiricists to idealists, and theologians, from Anglicans to Unitarians, in commenting on the Essays . The judgements passed upon Mill himself ranged from 'honest' to 'impudent'. History of analytic philosophy has been an active, going concern within analytic philosophy for decades — one can scarcely imagine analytic philosophy being continued with some serious attention paid to the work of founders such as Gottlob Frege, Bertrand Russell, and Ludwig Wittgenstein. History of philosophy of science has become an explicit part of the philosophical agenda in the past quarter century or so. These areas of research importantly overlap — logical empiricism, in particular, was an episode in both histories. (...) One might be forgiven for thinking, given all this, that the question of the relations of analytic philosophy to philosophy of science in the twentieth century would have been importantly thematized in both sorts of history and that the historical relations between analytic philosophy and philosophy of science would be, by now, a well-tilled field.
