Résumé L’exploitation de nouvelles sources permet une recontextualisation des tentatives visant, au XVIIe siècle, à ouvrir une route de la soie russe, et principalement des projets de Frédéric III de Schleswig-Holstein-Gottorf. L’article montre que ces projets, en dépit de leur caractère chimérique, s’inscrivaient dans les réseaux du commerce nord-ouest-européen vers la Russie, mais aussi qu’ils jouaient un rôle dans les évolutions de ceux-ci. Cela souligne la pertinence d’ambitions commerciales extra-européennes comme objet d’histoire européenne.

Ten years after introducing the RRI concept, a reflection on its key ambitions seems called for, now that RRI enters the global arena. This paper focues on the key challenge that RRI is currently facing: epistemic inclusion. From the beginning, there has been the awareness that RRI must be open to multiple voices and perspectives, coming from academia, and also from society at large. Besides representing impressive bodies of knowledge, academic disciplines face knowledge gaps as well and must reach out (...) to other knowledge forms, e.g. practical, experiential, and indigenous knowledge. This paper analyses the challenges involved in epistemic inclusion while outlining viable pathways towards addressing them, based on experiences in European projects as our ‘laboratory'. After discussing interdisciplinarity, participatory research, and epistemic pluralism, while also addressing the academic reward system. Special attention is given to indigenous knowledge as a case study for epistemic pluralism. (shrink)

Global challenges such as climate change, food security, or public health have become dominant concerns in research and innovation policy. This article examines how responses to these challenges are addressed by governance actors. We argue that appeals to global challenges can give rise to a ‘solution strategy' that presents responses of dominant actors as solutions and a ‘negotiation strategy' that highlights the availability of heterogeneous and often conflicting responses. On the basis of interviews and document analyses, the study identifies both (...) strategies across local, national, and European levels. While our results demonstrate the co-existence of both strategies, we find that global challenges are most commonly highlighted together with the solutions offered by dominant actors. Global challenges are ‘wicked problems' that often become misframed as ‘tame problems’ in governance practice and thereby legitimise dominant responses. (shrink)

The standard argument to the conclusion that artificial intelligence (AI) constitutes an existential risk for the human species uses two premises: (1) AI may reach superintelligent levels, at which point we humans lose control (the ‘singularity claim’); (2) Any level of intelligence can go along with any goal (the ‘orthogonality thesis’). We find that the singularity claim requires a notion of ‘general intelligence’, while the orthogonality thesis requires a notion of ‘instrumental intelligence’. If this interpretation is correct, they cannot be (...) joined as premises and the argument for the existential risk of AI turns out invalid. If the interpretation is incorrect and both premises use the same notion of intelligence, then at least one of the premises is false and the orthogonality thesis remains itself orthogonal to the argument to existential risk from AI. In either case, the standard argument for existential risk from AI is not sound.—Having said that, there remains a risk of instrumental AI to cause very significant damage if designed or used badly, though this is not due to superintelligence or a singularity. This paper presents the main topics, arguments, and positions in the philosophy of AI at present (excluding ethics). Apart from the basic concepts of intelligence and computation, the main topics of ar-tificial cognition are perception, action, meaning, rational choice, free will, consciousness, and normativity. Through a better understanding of these topics, the philosophy of AI contributes to our understand-ing of the nature, prospects, and value of AI. Furthermore, these topics can be understood more deeply through the discussion of AI; so (...) we suggest that “AI Philosophy” provides a new method for philosophy. (shrink)

Much of cognitive science is committed to the modular approach to the study of cognition. The core of this approach consists of a pair of assumptions - the anatomical and the functional modularity assumptions - which motivate two kinds of inference: the anatomical and the functional modularity inferences. The legitimacy of both of these inferences has been strongly challenged, a situation that has had surprisingly little impact on most theorizing in the field. Following the introduction of an important, yet rarely (...) made, distinction between two functional concepts - the distinction between cognitive working and cognitive role - this paper analyses these kinds of inference, and refocuses the attention on new aspects of their main limitations. It is argued that both the anatomical and functional modularity inferences can, and do, operate in three distinct modes in contemporary cognitive science, and that seeing this is essential to understanding both the power and the limitations of these methodological tools. Despite the multidisciplinary dimension of the kinds of research conducted under the umbrella of synthetic biology, the US-based founders of this new research area adopted a disciplinary profile to shape its institutional identity. In so doing they took inspiration from two already established fields with very different disciplinary patterns. The analogy with synthetic chemistry suggested by the term ‘synthetic biology’ is not the only model. Information technology is clearly another source of inspiration. The purpose of the paper, with its focus (...) on the US context, is to emphasize the diversity of views and agendas coexisting under the disciplinary label synthetic biology, as the two models analysed are only presented as two extreme postures in the community. This is a discussion of the reaction to the recent research article publication in the journal Protein & Cell by a group of scientists at Sun Yat-sen University using the CRISPR/Cas9 technique on editing non-viable human zygotes. Many commentators condemned the Chinese scientists for overstepping ethical boundaries long accepted in Western countries and accused China of having lax regulations on genomic research in general. We argue that not only did this research follow strict ethical standards and fully comply with current (...) regulations, but China also has a well-developed regulatory framework governing such research comparable to many developed countries. We see the reactions among Western commentators as a misunderstanding of the current situation and an expression of a lack of willingness to acknowledge China as an equal partner in the international debate about proper limits to the development of new biotechnologies. What kind of stuff is the world made of? What is the nature or substance of things? These are ontological questions, and they are usually answered with respect to the objects of science. The objects of technoscience tell a different story that concerns the power, promise and potential of things - not what they are but what they can be. Seventeen scholars from history and philosophy of science, epistemology, social anthropology, cultural studies and ethics each explore a research object in (...) its technological setting, ranging from carbon to cardboard, from arctic ice cores to nuclear waste, from wetlands to GMO seeds, from fuel cells to the great Pacific garbage patch. Together they offer fascinating stories and novel analytic concepts, all the while opening up a space for reflecting on the specific character of technoscientific objects. With their promise of sustainable innovation and a technologically transformed future, these objects are highly charged with values and design expectations. By clarifying their mode of existence, we are learning to come to terms more generally with the furniture of the technoscientific world - where, for example, the 'dead matter' of classical physics is becoming the 'smart material' of emerging and converging technologies. The COVID-19 crisis opened up discussions on using online tools and platforms for academic work, e.g. for research (management) events that were originally designed as face-to-face interactions. As social scientists working in the domain of responsible research and innovation (RRI), we draft this paper to open up a dialogue on Responsible online Research and Innovation (RoRI), and deliberate particular socioethical opportunities and challenges of the onlineification in collaborative theoretical and empirical research. An RRI-inspired ‘going online’ approach would mean, we suggest, (...) trying to make academic events and research activities more inclusive, researchers’ attitude to their work more reflective and suggest processes that are more responsive to societal needs and ethical concerns. For such systematic reflection, we suggest using the RRI-heuristic provided by Owen et al., and applying the dimensions of ‘Anticipation, Inclusion, Reflection and Responsiveness’ (AIRR) in order to identify and reflect on the dilemmas involved in ‘going online’ in one’s research. One of the pressing issues in philosophy of technology is the role of human creativity in human-technology relations. We first observe that a techno-centric orientation of philosophy of technology leaves open the role and contribution of human creativity in technological evolution, while an anthropocentric orientation leaves open the role of the technical milieu in technological evolution. Subsequently, we develop a concept of creation as deviation and responsiveness in response to affordances in the environment, inspired by the affordance theory by James (...) Gibson. With this concept of creation as deviative responsiveness, we articulate the human contribution to human-technology creation, namely, our intentional deviation of the inhibiting forces of the currently dominant niche or meaningful world of human-technology relations, in order to become responsive to new affordances in human-technology creation that constitute a new niche or world of human-technology relations. The current World Anti-doping Code can be characterised as a tough approach to doping. In this paper we investigate how the World Anti-Doping Agency justifies this tough approach. To this end, WADA advances two justificatory arguments. It maintains, first, that protection of the spirit of sport warrants tough measures and, second, that athletes have voluntarily consented to the Code. We argue that in the way they are presented by WADA, neither of these arguments can withstand scrutiny. In the second part (...) of the paper, we go on to show that these arguments are in fact ideological in nature. The specific aim of these arguments is not to be correct, but rather to distort social reality, because in this way they can be used to ward off any critical discussion of the Code. We conclude that WADA’s interest is to create a façade of justice, not in serving justice itself. (shrink)

Various errors can affect scientific code and detecting them is a central concern within computational science. Could formal verification methods, which are now available tools, be widely adopted to guarantee the general reliability of scientific code? After discussing their benefits and drawbacks, we claim that, absent significant changes as regards features like their user-friendliness and versatility, these methods are unlikely to be adopted throughout computational science, beyond certain specific contexts for which they are well-suited. This issue exemplifies the epistemological heterogeneity (...) of computational science: profoundly different practices can be appropriate to meet the reliability challenge that rises for scientific code. Although many active scientists deplore the publicity about Drexler's futuristic scenario, I will argue that the controversies it has generated are very useful, at least in one respect. They help clarify the metaphysical assumptions underlying nanotechnologies, which may prove very helpful for understanding their public and cultural impact. Both Drexler and his opponents take inspiration from living systems, which they both describe as machines. However there is a striking contrast in their respective views of molecular machineries. This paper based on (...) semipopular publications is an attempt to characterize the rival models of nanomachines and to disentangle the worldviews underpinning the uses of biological reference on both sides. Finally, in an effort to point out the historical roots of the contrast in the concepts of nanomachines, I raise the question of a divide between two cultures of nanotechnology. (shrink)

Everybody assumes (1) that musical performances are sonic events and (2) that their expressive properties are sonic properties. This paper discusses recent findings in the psychology of music perception that show that visual information combines with auditory information in the perception of musical expression. The findings show at the very least that arguments are needed for (1) and (2). If music expresses what we think it does, then its expressive properties may be visual as well as sonic; and if its (...) expressive properties are purely sonic, then music expresses less than we think it does. And if the expressive properties of music are visual as well as sonic, then music is not what we think it is—it is not purely sonic. (shrink)

The philosophical literature that tackles foundational questions about normativity often appeals to normative reasons—or considerations that count in favor of or against actions—and their interaction. The interaction between normative reasons is usually made sense of by appealing to the metaphor of (normative) weight scales. This paper substitutes an argumentation-theoretic model for this metaphor. The upshot is a general and precise model that is faithful to the philosophical ideas.

In voicing commitments to the principle that the adoption of artificial-intelligence (AI) tools by armed forces should be done responsibly, a growing number of states have referred to a concept of “Responsible AI.” As part of an effort to help develop the substantive contours of that concept in meaningful ways, this position paper introduces a notion of “responsible reliance.” It is submitted that this notion could help the policy conversation expand from its current relatively narrow focus on interactions between an (...) AI system and its end-user to also encompass the wider set of interdependencies involved in fulfilling legal obligations concerning the use of AI in armed conflicts. The authors argue that to respect international humanitarian law and ensure accountability, states ought to devise and maintain a framework that ensures that natural persons involved in the use an AI tool in an armed conflict could responsibly rely at least on: (1) the tool’s technical aspects, (2) the conduct of other people involved in development and use of that AI tool; and (3) the policies and processes implemented at the state level. According to the authors, the “responsible reliance” notion could serve, among other examples, as a basis on which to articulate legal requirements, prohibitions, and permissions across diverse areas, from the design of AI tools to human-machine interactions to configuration of responsible-command frameworks. Green New Deal policies are proposed to tackle the climate emergency. These policies focus on driving climate innovation through unprecedented financial policy levers. However, while the macro-level financing dynamics are clear, the influence of niche level dynamics of sustainable innovation financing remain unexplored within these policy settings. Through the context of the European Green Deal and a focus on the agri-tech start-up sector in the Netherlands, we identify factors likely to reduce the efficacy of these policies from an innovation management (...) perspective—such as project matching issues, socio-ethical factors or the characteristics of agri-food climate innovations. We go on to conceptualise that these challenges represent a range of asymmetries—from classic information asymmetries to less common value and objective asymmetries—between climate innovators and private investors and financers. Many remedies for asymmetries involve costs, likely to further inhibit the efficacy of the European Green Deal and similar policies. A partnering approach is proposed, where the non-financial resources of incumbent actors are harnessed and leveraged to enhance climate innovation performance. (shrink)

Scientists and engineers who extensively use the term “nanomachine” are not always aware of the philosophical implications of this term. The purpose of this paper is to clarify the concept of nanomachine through a distinction between three major paradigms of machine. After a brief presentation of two well-known paradigms - Cartesian mechanistic machines and Von Neumann's complex and uncontrolled machines – we will argue that Drexler's model was mainly Cartesian. But what about the model of his critics? We propose a (...) third model - Gilbert Simondon's notion of concrete machines – which seems more appropriate to understand nanomachines than the notion of “soft machines”. Finally we review a few strategies currently used to design nanomachines, in an effort to determine which paradigm they belong to. (shrink)

This paper studies some model-theoretic properties of special groups of finite type. Special groups are a first-order axiomatization of the algebraic theory of quadratic forms, introduced by Dickmann and Miraglia, which is essentially equivalent to abstract Witt rings. More precisely, we consider elementary equivalence, saturation, elementary embeddings, quantifier elimination, stability and Morley rank.

The strong opposition of nineteenth-century French chemists to atomism is usually described as a national attitude due to the overarching influence of positivism in France. The explanation sounds plausible, at first glance. However, the idea that a philosophy of science acted as an obstacle to the advancement of science needs further investigation. What is meant exactly by a philosophical influence on a scientific community? In analysing the alleged influence of positivism on the chemists' community it is argued that the common (...) connection established between philosophical views and scientific attitudes leads to a misunderstanding of both philosophy and scientific activity. This paper first stresses the misreading of Auguste Comte's works; then the misunderstanding of scientific debates about atomism in chemistry. Finally it suggests an alternative view: that the atomic debates generated a variety of positivisms. (shrink)

"Public engagement in science" is one of the buzzwords that, since 2000, has been used in nanotechnology programs. To what extent does public engagement disrupt the traditional relations between science and the public? This paper briefly contrasts the traditional model of science communication - the diffusionist model - that prevailed in the twentieth century and the new model - the participatory model - that tends to prevail nowadays. Then it will try to disentangle the assumptions underlying the public dialogue initiated (...) about nanotechnology, and conclude that nanotechnology actually develops a managerial model of society. Qu’est-ce que ce silence, ce mépris ou cette méconnaissance nous enseignent sur le régime du savoir en chimie? Inversement, la chimie méprisée, méconnue ou simplement ignorée ne signalerait-elle pas les travers des philosophes et les limites de leur pouvoir de conceptualiser et de penser? Centering on the early Platonic dialogues, this paper delineates the importance of considering Plato’s Lysis’ as rightful inclusion to Jan Szaif’s proposal of “core group” of aporetic dialogue. This paper highlights a synoptic presentation of the development of Lysis’s reception by modern scholars of Plato (Platonic scholars) at the beginning of this discourse to establish a compelling argument for its aporetic nature. It then proceeds with a revisit to Szaif’s article Socrates and the Benefits of Puzzlement. The first section, considering (...) its importance, emphasizes the evident possibility of opening his list of ‘core group’ of aporetic dialogue to Lysis benefitting the said dialogue. This exposition concludes with the philosophical nature of friendship, even love, must neither begin in Plato’s Phaedrus and Symposium nor in Aristotle’s conception of friendship in Nicomachean Ethics. Alternatively, cognizant of the aporetic tradition followed and practiced by Plato, all studies on the said topics may begin with Lysis. (shrink)

This issue of Criminal Law and Philosophy contains three papers on a topic of increasing importance within the field of "neurolaw"-namely, the implications for criminal law of direct brain intervention based mind altering techniques. To locate these papers' topic within a broader context, I begin with an overview of some prominent topics in the field of neurolaw, where possible providing some references to relevant literature. The specific questions asked by the three authors, as well as their answers and central claims, (...) are then sketched out, and I end with a brief comment to explain why this particular topic can be expected to gain more prominence in coming years. Epistemic logic begins with the recognition that our everyday talk about knowing and believing has some systematic features that we can track and re‡ect upon. Epistemic logicians have studied and extended these glints of systematic structure in fascinating and important ways since the early 1960s. However, for one reason or another, mainstream epistemologists have shown little interest. It is striking to contrast the marginal role of epistemic logic in contemporary epistemology with the centrality of modal logic for metaphysicians. This article (...) is intended to help in correcting this oversight by presenting some important developments in epistemic logic and suggesting ways to understand their applicability to traditional epistemological problems. Obviously, by itself, tweaking the formal apparatus of epistemic logic does not solve traditional epistemological problems. Epistemic logic can help us to navigate through problems in a systematic fashion by unpacking the logic of the problematic concepts, it can also lead us to recognize problems that we had not anticipated. This is basically analogous to the role that modal logic has played in contemporary metaphysics. (shrink)

We review the psychological literature on the organization of valence, discussing theoretical perspectives that favor a single dimension of valence, multiple valence dimensions, and positivity and negativity as dynamic and flexible properties of mental experience that are contingent upon context. Turning to the neuroscience literature that spans three levels of analysis, we discuss how positivity and negativity can be represented in the brain. We show that the evidence points toward both separable and overlapping brain systems that support affective processes depending (...) on the level of resolution studied. We move from large-scale brain networks that underlie generalized processing, to functionally specific subcircuits, finally to intraregional neuronal distributions, where the organization and interaction across levels allow for multiple types of valence and mixed evaluations. This paper addresses the killing of Freya the Walrus by the Norwegian fishing authorities in August 2022. Freya became famous for sunbathing on boats in the marina in the Oslo fjord, but she was soon euthanized in the name of public safety. Her death caused international outrage, and the aim of our paper is to demonstrate using philosophical argument why her death was unjust. We examine her plight through frameworks developed by animal ethicists involving co-sovereignty, capability, and individuality, concluding that (...) any one of these frameworks, let alone several, would have led to a more just outcome for Freya. We argue that policy makers could put these insights into practice in a number of concrete ways going forward, as such incidents are likely to reoccur given the changes in migration patterns for animals in the Anthropocene era. In 1980, Jacques Derrida published La carte postale: De Socrate a Freud et au-del a. At the occasion of the 30th anniversary of the English translation, Going Postcard: The Letter(s) of Jacques Derrida revisits this seminal work in Derrida's oeuvre. Derrida himself described The Post Card in his preface as "the remainders of a destroyed correspondence," stretching from 1977 to 1979. A cryptic text, it is riddled with gaps, word plays, and a meandering analysis of the interface between philosophy and (...) psychoanalysis. The contributors who offered the fourteen essays gathered in Going Postcard were each provided with a deceptively simple task: to write a gloss to a fragment from the first part of The Post Card, "Envois." The result is a prismatic array of commentaries, excursions, and interpretations that take Derrida "to the letter." The different glosses on lemmas such as genre, erasure, telepathy, philately, and sperm transport The Post Card into the twenty-first century and offer a "correspondence," if fragmentary, with Derrida's work and the work to come. Les objectifs sont multiples : interroger des (...) œuvres et des procédures artistiques pour leur capacité à mettre en évidence les incidences des dispositifs machiniques sur nos environnements d'existence ; faire apparaître les filiations de dispositifs de création a priori hétérogènes en interrogeant les circulations entre différents régimes de technicité ; mettre en relief enfin la portée politique et artistique d'une compréhension conviviale des outils de création et la spécificité du rapport à la technique qui la sous-tend. Many researchers experiment with participatory settings to increase public engagement in research and innovation (R&I). Because of their temporary nature, it often remains unclear how such participatory experiments can contribute to structural change. This paper empirically explores options for bridging this gap. It analyzes how participants can be supported to act as institutional entrepreneurs to actively promote public engagement in R&I. To draw lessons, we analyze empirical material gathered on nineteen Social Labs which were set up to promote the uptake (...) of Responsible Research and Innovation in a European R&I funding program (Horizon 2020). Involvement of motivated participants, insight in their institutional context, and specific methods and management choices that enhance a sense of agency are identified as essential for organizing change. These findings and the resulting framework of interventions may prove valuable for further (action) research into the institutionalization of public engagement in R&I. (shrink)

There is a feeling of dissatisfaction with the traditional way of defining the A-theories of time. One reason is that these definitions rest on an ontological question—‘Do the future and the past exist?’—to which no non-speculative answer can be provided. Another reason is that these definitions fail to distinguish between various A-theories of time at all times and, therefore, cannot be regarded as essential to them. In the present paper, I make a fresh start in the debate, by introducing two (...) questions whose specific answers allow one to get a comprehensive categorization of the A-theories of time. This alternative way of defining the A-theories of time addresses the two above-mentioned issues and reveals the metaphysical singularity of underrated theories, such as the growing block theory. In this article, we discuss the modularity of the emotions. In a general methodological section, we discuss the empirical basis for the postulation of modularity. Then we discuss how certain modules -- the emotions in particular -- decompose into distinct anatomical and functional parts.

Abstract.We use a model theoretic approach to investigate properties of local-global principles for positive primitive formulas in spaces of orderings, such as the existence of bounds and the axiomatizability of local-global principles. As a consequence we obtain various classes of special groups satisfying local-global principles for all positive primitive formulas, and we show that local-global principles are preserved by some natural constructions in special groups.
