It is predicted that the rapid acquisition of new genetic knowledge and related applications during the next decade will have significant implications for virtually all members of society. Currently, most people get exposed to information about genes and genetics only through stories publicized in the media. We sought to understand how individuals in the general population used and understood the concepts of ???genetics??? and ???genes.??? During in-depth one-on-one telephone interviews with adults in the United States, we asked questions exploring their (...) basic understanding of these terms, as well as their belief as to the location of genes in the human body. A wide range of responses was received. Despite conversational familiarity with genetic terminology, many noted frustration or were hesitant when trying to answer these questions. In addition, some responses reflected a lack of understanding about basic genetic science that may have significant implications for broader public education measures in genetic literacy, genetic counseling, public health practices, and even routine health care. An emerging class of theories concerning the functional structure of the brain takes the reuse of neural circuitry for various cognitive purposes to be a central organizational principle. According to these theories, it is quite common for neural circuits established for one purpose to be exapted (exploited, recycled, redeployed) during evolution or normal development, and be put to different uses, often without losing their original functions. Neural reuse theories thus differ from the usual understanding of the role of neural plasticity (...) (which is, after all, a kind of reuse) in brain organization along the following lines: According to neural reuse, circuits can continue to acquire new uses after an initial or original function is established; the acquisition of new uses need not involve unusual circumstances such as injury or loss of established function; and the acquisition of a new use need not involve (much) local change to circuit structure (e.g., it might involve only the establishment of functional connections to new neural partners). Thus, neural reuse theories offer a distinct perspective on several topics of general interest, such as: the evolution and development of the brain, including (for instance) the evolutionary-developmental pathway supporting primate tool use and human language; the degree of modularity in brain organization; the degree of localization of cognitive function; and the cortical parcellation problem and the prospects (and proper methods to employ) for function to structure mapping. The idea also has some practical implications in the areas of rehabilitative medicine and machine interface design. (shrink)

In this paper, I summarize an emerging debate in the cognitive sciences over the right taxonomy for understanding cognition – the right theory of and vocabulary for describing the structure of the mind – and the proper role of neuroscientific evidence in specifying this taxonomy. In part because the discussion clearly entails a deep reconsideration of the supposed autonomy of psychology from neuroscience, this is a debate in which philosophers should be interested, with which they should be familiar, and to (...) which they should contribute. Pragmatic encroachment offers a picture of knowledge whereby knowledge is unstable. This paper argues that pragmatic encroachment is committed to more instability than has been hitherto noted. One surprising result of the arguments in this paper is that pragmatic encroachment is not merely about changes in stakes. All sorts of practical factors can make for the presence or absence of knowledge on this picture stakes-sensitivity’ is misleading. Abstract: The massive redeployment hypothesis (MRH) is a theory about the functional topography of the human brain, offering a middle course between strict localization on the one hand, and holism on the other. Central to MRH is the claim that cognitive evolution proceeded in a way analogous to component reuse in software engineering, whereby existing components-originally developed to serve some specific purpose-were used for new purposes and combined to support new capacities, without disrupting their participation in existing programs. If the (...) evolution of cognition was indeed driven by such exaptation, then we should be able to make some specific empirical predictions regarding the resulting functional topography of the brain. This essay discusses three such predictions, and some of the evidence supporting them. Then, using this account as a background, the essay considers the implications of these findings for an account of the functional integration of cognitive operations. For instance, MRH suggests that in order to determine the functional role of a given brain area it is necessary to consider its participation across multiple task categories, and not just focus on one, as has been the typical practice in cognitive neuroscience. This change of methodology will motivate (even perhaps necessitate) the development of a new, domain-neutral vocabulary for characterizing the contribution of individual brain areas to larger functional complexes, and direct particular attention to the question of how these various area roles are integrated and coordinated to result in the observed cognitive effect. Finally, the details of the mix of cognitive functions a given area supports should tell us something interesting not just about the likely computational role of that area, but about the nature of and relations between the cognitive functions themselves. For instance, growing evidence of the role of “motor” areas like M1, SMA and PMC in language processing, and of “language” areas like Broca’s area in motor control, offers the possibility for significantly reconceptualizing the nature both of language and of motor control. Recent accounts of coercion can be mapped onto two different axes: whether they focus on the situation of the coercee or the activities of the coercer; and whether or not they depend upon moral judgments in their analysis of coercion. Using this analysis, I suggest that almost no recent theories have seriously explored a non-moralized, coercer-focused approach to coercion. I offer some reasons to think that a theory in this underexplored quadrant offers some important advantages over theories confined to the (...) other quadrants. In particular I suggest that much of our interest in coercion depends on facts about the coercer, such as the sorts of powers coercers must possess to be able to coerce, and on the coercer's intention in using those powers to constrain or alter the coercee's activities. This article investigates the potential of fMRI to test assumptions about different components in models of complex cognitive tasks. If the components of a model can be associated with specific brain regions, one can make predictions for the temporal course of the BOLD response in these regions. An event‐locked procedure is described for dealing with temporal variability and bringing model runs and individual data trials into alignment. Statistical methods for testing the model are described that deal with the scan‐to‐scan correlations (...) in the errors of measurement of the BOLD signal. This approach is illustrated using a “sacrificial” ACT‐R model that involves mapping 6 modules onto 6 brain regions in an experiment from Ravizza, Anderson, and Carter (in press) concerned with equation solving. The model's visual encoding predicted the BOLD response in the fusiform gyrus, its controlled retrieval predicted the BOLD response in the lateral inferior prefrontal cortex, and its subgoal setting predicted the BOLD response in the anterior cingulate cortex. On the other hand, its motor programming failed to predict anticipatory activation in the motor cortex, its representational changes failed to predicted the pattern of activity in the posterior parietal cortex, and its procedural component failed to predict an initial spike in caudate. The results illustrate the power of such data to direct the development of a theory of complex problem solving, both at the level of a specific task model as well as at the level of the cognitive architecture. It is sometimes claimed by open theists that, on Molinism, God controls who is saved and who is damned and that, as a consequence, God's judgement of us is unjust. While this charge is usually lumped under the problem of evil, it could easily be classified under the problem of soteriological luck. I argue that the open theist is impugned by this latter problem. A plausible explanation of the wrongfulness of threatening, advanced most explicitly by Mitchell Berman, is that the wrongfulness of threatening derives from the wrongfulness of the act threatened. This essay argues that this explanation is inadequate. We can learn something important about the wrongfulness of threatening (with implications for thinking about coercion) by comparing credible threats to some other claims of impending harm. A credible bluff threat to do harm is likely to be more and differently wrongful than making intentionally (...) false warnings about other sources of harm. This essay surveys some examples to secure this point, shows that Berman's moralized account of their wrongfulness is wanting, and offers the outline of an approach better suited to explain the wrongfulness of threatening.1. According to the most popular theories of intentionality, a family of theories we will refer to as “functional intentionality,” a machine can have genuine intentional states so long as it has functionally characterizable mental states that are causally hooked up to the world in the right way. This paper considers a detailed description of a robot that seems to meet the conditions of functional intentionality, but which falls victim to what I call “the composition problem.” One obvious way to escape (...) the problem (arguably, the only way) is if the robot can be shown to be a moral patient – to deserve a particular moral status. If so, it isn’t clear how functional intentionality could remain plausible (something like “phenomenal intentionality” would be required). Finally, while it would have seemed that a reasonable strategy for establishing the moral status of intelligent machines would be to demonstrate that the machine possessed genuine intentionality, the composition argument suggests that the order of precedence is reversed: The machine must first be shown to possess a particular moral status before it is a candidate for having genuine intentionality. Drawing on Charles Peirce’s descriptions of his correspondence course on the “Art of Reasoning,” I argue that Peirce believed that the study of logic stands at the center of a liberal arts education. However, Peirce’s notion of logic included much more than the traditional accounts of deduction and syllogistic reasoning. He believed that the art of reasoning required a study of both abductive and inductive inference as well the practice of observation and imagination. Employing these other features of logic, his (...) course foreshadowed a number of developments in twentieth century educational theory: the belief that non-traditional students should be educated, the claim that the art of reasoning was important to all theoretical practices, and that the art of reasoning was important to the overall growth of a person. The upshot is that Peirce’s course in the art of reasoning should make us reconsider making logic courses, under Peirce’s broad conception of logic, required courses in high school and higher education. It distinguishes six main interpretive approaches, each with its own conception of autonomy: autonomy as spontaneous self-determination, in the sense of traditional free will; a “standard model” interpretation counting actions as autonomous when they are caused by rationalizing beliefs and desires; a view that traces autonomy to a Kantian transcendental subject; constitutivist theories that seek to explain the source of normativity by “deriving ethics from action”; “hierarchical model” interpretations arguing that (...) complex, higher-order attitudes “speak for the agent,” and thereby constitute her autonomy; and conceptions of autonomy as an ethical ideal. Data from two national surveys of 4,000 faculty and doctoral students in chemistry, civil engineering, microbiology and sociology indicate that both faculty and students subscribe strongly to traditional norms but are more likely to see alternative counternorms enacted in their departments. They also show significant effects of departmental climate on normative orientations and suggest that many researchers express some degree of ambivalence about traditional norms.

This essay describes a general approach to building perturbation-tolerant autonomous systems, based on the conviction that artificial agents should be able to notice when something is amiss, assess the anomaly, and guide a solution into place. This basic strategy of self-guided learning is termed the metacognitive loop; it involves the system monitoring, reasoning about, and, when necessary, altering its own decision-making components. This paper (a) argues that equipping agents with a metacognitive loop can help to overcome the brittleness problem, (b) (...) details the metacognitive loop and its relation to our ongoing work on time-sensitive commonsense reasoning, (c) describes specific, implemented systems whose perturbation tolerance was improved by adding a metacognitive loop, and (d) outlines both short-term and long-term research agendas. In this paper, I try to make sense of the possibility of several forms of voluntarily undertaken “sexual obligation.” The claim that there can be sexual obligations is liable to generate worries with respect to concerns for gender justice, sexual freedom, and autonomy, especially if such obligations arise in a context of unjust background conditions. This paper takes such concerns seriously but holds that, despite unjust background circumstances, some practices that give rise to ethical sexual obligations can actually ameliorate some (...) of the problems caused by such background conditions. Similarly, despite a surface appearance that sexual obligation and sexual autonomy are in tension, this need not be the case. By understanding how practices and conventions regulate the way such obligations can arise, this paper shows how supporting the possibility of sexual obligation can actually facilitate individual efforts to achieve sexual autonomy. The “reproductive suppression hypothesis” states that the strong desire of adolescent girls in our culture to control their weight may reflect the operation of an adaptive mechanism by which ancestral women controlled the timing of their sexual maturation and hence first reproduction, in response to cues about the probable success of reproduction in the current situation. We develop a model based on this hypothesis and explore its behavior and evolutionary and psychological implications across a range of parameter values. We use (...) the process of model development to identify assumptions implicit in the reproductive suppression hypothesis and variables that need to be measured in order to investigate it more fully. In addition, because costs were probably associated with weight control, an important part of this analysis is the specification of situations in which the benefits of adaptive adjustment of the maturation schedule could have outweighed the costs of achieving that adjustment by slowing adolescent weight gain. Michèle Le Doeuff's "Primal Scene": Prohibition and Confidence in the Education of a Woman My essay begins with Michèle Le Doeuff's singular account of the "primal scene" in her own education as a woman, illustrating a universally significant point about the way in which education can differ for men and women: gender difference both shapes and is shaped by the imaginary of a culture as manifest in how texts matter for Le Doeuff. Her primal scene is the first moment she (...) remembers when, while aspiring to think for herself, a prohibition is placed in her reading of literature. Her philosophyteacher—at a boys' school—told the young Michèle that Kant's Critique of Pure Reason was "too difficult" for her to read. In recalling this scene, the older Michèle—now, a woman philosopher—directs her readers to this text by Kant, in order to demonstrate how knowledge has been constrained by the narrative and imagery in the text of a philosopher; similarly, in the texts of others. She finds the central imagery of Kant's text for setting the limits to human knowledge in his account of "the island of understanding," or "land of truth," surrounded by "a stormy sea" of uncertainty; the latter image also retains a seductive appeal, threatening to destroy the confidence of any knower who ventures out beyond the well-marked out island. Moreover, women have often been associated with the dangers at sea beyond the safety of the island, where falsehood and worse reign. I propose that "text matters" here not only for gender issues, but for the postcolonial theory which Le Doeuff's reading of island imagery enhances in western literature and culture. The suggestion is that women in the history of ideas have been more susceptible than men to prohibitions : women's negative education is against going beyond certain boundaries which have been fixed by a generally colonialist culture on the grounds of gender-hierarchies. I stress the significance of confidence in the production of knowledge. A lack or an inhibition of confidence in one's own ability to think critically risks the damaging exclusions of, for example, colonialism and sexism. My aim is to unearth the political biases evident in textual imagery, while also pointing to new epistemic locations, with island-and-sea imagery that transgresses patriarchal prohibition, liberating subjects for confident reading and writing of texts today. Memory should make more available things that are more likely to be needed. Across multiple environmental domains, it has been shown that such a system would match qualitatively the memory effects involving repetition, delay, and spacing (Schooler & Anderson, 2017). To obtain data of sufficient size to study how detailed patterns of past appearance predict probability of being needed again, we examined the patterns with which words appear in large two data sets: tweets from popular sources and comments on (...) popular subreddits. The two data sets show remarkably similar statistics, which are also consistent with earlier, smaller studies of environmental statistics. None of a candidate set of mathematical models of memory do well at predicting the observed patterns in these environments. A new model of human memory based on the environmental model proposed by Anderson and Milson (1989) did better at predicting the environmental data and a wide range of behavioral studies that measure memory availability by probability of recall and speed of retrieval. A critical variable in this model was range, the span of time over which an item occurs, which was discovered in mining the environmental data. Modern information technologies, beginning with the fax and audiocassettes but now exemplified in satellite television and the Internet, have opened the public discourse of Islam to new voices and, more subtlely, to new practices. While media-savvy militants draw the attention of outside observers, a quieter drama is unfolding. Pious middle classes are extending conventional patterns of seeking out religious guidance into new channels, particularly the Internet; the continuous search for role models and reference groups is meeting increasingly modern ways of (...) providing those - namely, media and increasingly media that target specific needs of growing middle classes. These range from religious instructional material for children to be used by parents to religious advice columnists, both conventional and contemporary to sermons to selections of news. Once 'private' discourses are on public display, and this public world of Islam is decidedly intimate. Where scholars of print note an officialization of discourse that moves into that medium, and programmatic 'islamizers' of knowledge, politics, etc. generally pursue entextualization strategies, electronic communication is moving Islam into the marketplace and aligning its practices, both metaphorically in the sense that the range of public choice and alternatives expands and literally in the rise of businesses to service these demands. For decades questionnaires have been used to measure the cognitive and psychological effects of prenatal genetic testing, but little is known about why some women undergo testing and others decline. Research indicates that many factors influence decision making, including values and beliefs. What is often denied rather than recognized is that the professional and personal values and beliefs held by the health care provider influence the patient’s decision. It is assumed that, if genetic services are delivered in a nondirective manner, (...) patients will not be affected by the provider’s personal and professional standpoint. The qualitative research data reported here challenge this assumption. Getting to know patients’ moral understanding and patterns of ethical reasoning by listening to their personal stories is recommended as a better way for nurses to help patients to make informed and autonomous decisions about prenatal genetic screening or diagnostic tests. The task at hand is to review work on the history of early American pragmatism from the last ten years. However, writing on the history of pragmatism presents us with a different problem than, say, dealing with historical accounts of Mill’s Logic. The meaning of ‘pragmatism’ is routinely contested and, likewise, who is to count as a pragmatist is contested. The issue, of course, arose soon after William James named “pragmatism” in his 1898 talk at Berkeley titled “Philosophical Conceptions and (...) Practical Results.” The discussions of pragmatism that ensued in journals soon thereafter marked James, Charles Peirce, John Dewey, and F. C. S. Schiller as pragmatists. There were, as well, a number of “friends” of pragmatism such as Addison Moore. There were also clear-cut opponents of pragmatism including the likes of Paul Carus and James E. Creighton. But issues quickly muddied the waters. American idealist Josiah Royce, objecting to what he took to be the intellectually loose Jamesian-Schillerian strand of pragmatism, named them ‘pure pragmatists’, and then... (shrink)

KrausIntroductionThe personal stories submitted by physicians and researchers for this symposium add much–needed dimension to conversations on conflicts of interest in medicine and research. Narratives from individuals living with conflicts of interest can serve as a unique lens through which to consider psychological and economic theories and survey data on (...) physician and patient views. In our reading of these personal narratives, we identified four primary themes that will serve as springboards for our commentary. We aim to triangulate clusters of meaning drawn from the narratives with relevant data from published empirical studies and identify gaps in knowledge where more research is needed. These themes are: the unique environments of medicine and research; weighing the potential benefits of conflicts of interest against the risks; conflict of interest management; and the roles and responsibilities of diverse stakeholder groups.The Unique Challenges of the Medical and Research EnvironmentsThe reflections of the narrative authors draw attention to many of the unique environmental aspects of medicine and medical research that make physicians and researchers especially vulnerable to conflicts of interest. Conflicts of interest may be more ubiquitous in medicine than in any other industry (Kassirer, 2006). As the narratives demonstrate, conflicts of interest emerge across a range of health care delivery and research activities. Surveys have shown that 94 percent of physicians have some kind of relationship with industry (Campbell, Gruen, Mountford, et al., 2007). There is also evidence that physician interactions with medical industry begin early and are a regular part of a physician’s professional practice along the career continuum (Wazana, 2000).Medicine as a profession is distinct from banking or law. It is often said that medicine is an art; in treating patients, creative individualized solutions and gut instinct are as (if not more) important than the application of scientific knowledge. Uncertainty surrounds medical decision making. There is limited precision with respect to diagnoses and prognoses, limited data regarding the effectiveness of many treatments, and a range of patient values and preferences. Because of this uncertainty, rules about practice standards, especially with respect to avoidance and management of conflicts of interest, cannot be as explicit as they are in law or business. As demonstrated by the story presented by Sal Cruz–Flores, research and practice often intersect. And, there is no system in greater need of reform—and no system about which there are more divergent opinions as to what shape that reform should take—than the United States health care [End Page 91] system. The narratives of Tony Mikulec, Govind Nagaldinne, and David M. Zientek demonstrate how various aspects of the structure of healthcare service provision and third–party payer arrangements have the potential to harm patients. Conflicts of interest comprise more than relationships with pharmaceutical and medical device manufacturers.The narratives of Laura Jean Bierut and David M. Zientek also discuss examples of conflicts of interest that arise from factors beyond relationships with industry or the direct potential for financial gain. This may be somewhat unique to the medical milieu. Non-financial conflicts such as a desire for the prestige bestowed upon scientists who make key discoveries, a requirement to publish for tenure and promotion, the need to maintain one’s license or other privileges, or simply the pressure of a competitive environment can influence physician and researcher behavior. As noted by Bierut, more research on how to identify and manage non-financial conflicts is needed.The Potential Benefits and Harms of Conflicts of InterestConflicts of interest are usually presented in a negative light, particularly those that involve physician relationships with the pharmaceutical industry. To “have a conflict of interest” is to be in a situation or role where there is potential for personal interests to be prioritized over professional responsibilities. However, in terms of public perception, it seems that conflicts of interest have become almost synonymous with wrongdoing. Cambridge: Harvard UP, 1997.It is arguably a peculiar fact that a book announcing itself as a defense of objectivity and realism would begin by assuring readers of the political (...) efficacy of its theories. After all, the critique of objectivity and realism within progressive cultural criticism of the past several decades has taken for granted that claims to objectivity and realism are suspicious in part because of their pretense to value-neutrality. But Satya P. Mohanty’s ambitious and wide-ranging Literary Theory and the Claims of History joins with other recent attempts to lay claim to a refurbished realism that not only overcomes variously construed limitations of postmodernism but fully answers to the charges leveled against “traditional” objectivity or “naïve” realism [see Alcoff; Livingston]. Such a project can in part be analyzed against a broader critique of postmodernism and poststructuralism advanced through reconsideration of Enlightenment ideals, including, most prominently, the ideals of universalism and its less abstract cousin, cosmopolitanism [see Anderson]. The reconstructions of both universalism and realism have claimed a greater intellectual integrity and coherence than the forms of postmodernism that they challenge and a more promising ethico-political vision, one that more convincingly acknowledges the place and claims of marginalized others. These reconstructive projects thus fundamentally challenge the familiar postmodernist idea that claims to universalism or objectivity themselves enact forms of privilege or exclusion that inherently disable any properly egalitarian or nonviolent relation to others.Mohanty would appear to combine the universalist and realist ambitions, insofar as he asserts a moral position based on Kantian notions of autonomy and dignity at the same time that, in epistemological terms, he elaborates a “postpositivist realist alternative.” Maintaining that the critique of objectivity within postmodernism is propped up by an outdated understanding of scientific method and theory, he argues that the more sophisticated theories within current philosophy of science elaborate epistemological models that are fully compatible with a generalized hermeneutical method, precisely because they acknowledge both the theory-laden nature of all inquiry and the larger social and historical contexts of knowledge and experience. Before elaborating this realist alternative, however, Mohanty situates his project by forwarding a number of critiques of “constructivist postmodernism,” critiques that enable us to better gauge the motivations behind his work. Foregrounded at the start are what Mohanty sees as the [End Page 3] harmful political and ethical consequences of relativism, skepticism, and constructivism. According to Mohanty, while the claims for diversity and difference in the 1960s “had a political edge,” at this historical moment they are used primarily for conservative ends, via a state-sponsored bland multiculturalism that diverts attention from the blunt material issues of race politics [17]. In broader ethico-political terms, moreover, relativist arguments that display skepticism toward the possibilities for rational exchange between variously construed collectivities and cultures lead not to a proper respect for the other but rather to indifference. As Mohanty puts it, to deny the possibility of “general criteria” for “interpretive validity” is “to assert that all spaces are equivalent, that they have equal value, that since the lowest common principle of evaluation is all that I can invoke, I cannot—and consequently need not—think about how your space impinges on mine or how my history is defined together with yours. If that is the case, I may have started by declaring a pious political wish, but I end by denying that I need to take you seriously” [131; Mohanty’s emphasis].Beyond these harmful consequences, however, lies a more fundamental problem. In its monolithic assault on Western Reason and the unified subject of humanism, constructivist postmodernism has deprived itself of any coherent account of human agency and rationality. Without a philosophical anthropology establishing the “capacities, tasks, and limits that might make up a specifically human existence,” Mohanty argues, it becomes impossible to account properly for cultural practices and historical agency, for the self-understanding of cultures and the historical transformations they enact [138...
