Critical types of infrastructure are provided by the state to maintain the people’s livelihood, ensure economic development, and systematic government operations. Given the development of ever more complicated critical infrastructure systems, increasing importance is being attached to the protection of the components of this infrastructure to reduce the risk of failure. Power facilities are one of the most important kinds of critical infrastructure. Developing an effective risk detection system to identify potential failure modes of power supply equipment is crucial. This (...) study seeks to improve upon prior approaches for risk assessment by proposing a hybrid risk-assessment model using the concepts of failure mode and effect analysis and multiple-criteria decision-making. The proposed model includes a cost-based factor for decision-makers. The subjectivity and uncertainty in FM assessment are adjusted through the rough number method. The original risk priority number can be expanded by including the entropy weights in the risk index. Furthermore, to rank the risk priorities in a rational manner, a modified technique for order preference by similarity to ideal solution is adopted. The applicability and effectiveness of the proposed method were demonstrated by considering an example of a turbine steam engine in a nuclear power plant. (shrink)

Background Our objective was to evaluate whether the description of a machine learning (ML) app or brain imaging technology to predict the onset of schizophrenia or alcohol use disorder (AUD) influences healthcare professionals’ judgments of stigma, empathy, and compassion. Methods We randomized healthcare professionals (N = 310) to one vignette about a person whose clinician seeks to predict schizophrenia or an AUD, using a ML app, brain imaging, or a psychosocial assessment. Participants used scales to measure their judgments of stigma, (...) empathy, and compassion. Results Participants randomized to the ML vignette endorsed less anger and more fear relative to the psychosocial vignette, and the brain imaging vignette elicited higher pity ratings. The brain imaging and ML vignettes evoked lower personal responsibility judgments compared to the psychosocial vignette. Physicians and nurses reported less empathy than clinical psychologists. Conclusions The use of predictive technologies may reinforce essentialist views about mental health and substance use that may increase specific aspects of stigma and reduce others. (shrink)

In this interview, James L. McClelland responds to questions regarding connectionist models of cognition, a theory inspired by information processing in the brain. McClelland explains the distinction between symbolic and non-symbolic processing for a better understanding of mental processes. He argues that connectionist models can perform the computations which we know the brain can perform. The teachings of Madhyamaka have been the basis of Tibetan Buddhist thought and practice since the eighth century. After the twelfth century, Tibetan scholars distinguished two branches of Madhyamaka: Autonomist and Consequentialist. What distinctions in Madhyamaka thought and practice did twelfth century Tibetan scholars make to differentiate these two branches? This article focuses upon a newly identified twelfth century Tibetan manuscript on Madhyamaka from the Collected Works of the Kadampas: Khu lo tsā ba’s Treatise. Khu lo tsā ba, also known (...) as Khu ston Mdo sde ’bar, was a contemporary of Jayānanda and Pa tshab Lo tsā ba Nyi ma grags and instrumental for the revitalized reception of Madhyamaka in twelfth century Tibet. Khu lo tsā ba’s Treatise outlines a multifaceted understanding of Madhyamaka as the work solely focuses upon the distinctions between Autonomist and Consequentialist Mādhyamikas. The paper outlines the structure and content of the Treatise and identifies six topics that the author emphasizes to distinguish Autonomist and Consequentialist branches of Madhyamaka. Based on an overview of these topics, the paper concludes that the Autonomist/Consequentialist distinction of Madhyamaka was already well developed in twelfth century Tibet and involved a differential of systems that encompassed much more than distinct styles of logical proof. Buddhist-Christian Studies asked James about his (...) writing of the volume.Buddhist-Christian Studies: Why did you write Faith Among Faiths?James Fredericks: I wanted to help Christians think about the problems that the "pluralist" view of religious diversity poses for inter-religious dialogue.How does the book do that?By making a sustained criticism of the claim that religions are differing interpretations of the same transcendent "Reality." This notion is a problem for a religion of revelation, like Christianity, but also for a religion like Buddhism that has a sophisticated critique of metaphysics. Pluralist thinkers impose a meta-religious grand narrative on all the religions and demand that the religions conform to this grand narrative in the name of "tolerance."This kind of thinking has roots in the European Enlightenment and has affinities with some strands of Hindu thought, especially the "neo-Hindu" thinkers. I do not think that this approach fosters dialogue in depth. En este texto, se explora la historia temprana del republicanismo en América Latina por el medio de los escritos de Francisco Bilbao, uno de los intelectuales radicales chilenos más importantes del siglo XIX. El pensamiento de Bilbao sobre la cuestión del cambio revolucionario fue fuertemente influenciado por su comprensión de la tradición revolucionaria republicana francesa. Examinamos las relaciones transatlánticas que dieron forma al pensamiento de Bilbao, el desarrollo del republicanismo chileno en las secuelas de la independencia política, y las Revoluciones (...) Francesas de 1789 y 1848. Sostenemos que la “regeneración” de la república chilena se convirtió en una especie de misión histórica para Bilbao y su generación de estudiantes universitarios y jóvenes profesionales. Reviso tres maneras diferentes como los ideales de la democracia deliberativa han cambiado a la luz de las preocupaciones prácticas sobre su viabilidad, es decir, haciendo cada vez más importante el problema de cómo este ideal puede acercarse a sociedades caracterizadas por profundos desacuerdos, problemas sociales de enorme complejidad e instrumentos inoperantes en sus instituciones existentes. En primer lugar, las teorías de la democracia deliberativa enfatizan el proceso mismo de la deliberación, y no sus condiciones y procedimientos ideales y contrafácticos. (...) En segundo lugar, los demócratas deliberativos se interesan cada vez más en los problemas de la institucionalización, en hacer del voto, la regla de mayorías, la representación, los tribunales y el derecho constitucional, instituciones más deliberativas, en pro de una mayor democracia directa. En tercer lugar, los deliberativistas se ocupan de examinar y comparar los diferentes escenarios y procedimientos de la deliberación, señalando problemas empíricos y obstáculos que no siempre pueden anticiparse al recurrir únicamente a argumentos conceptuales. Uno de los problemas más difíciles que la fenomenología aborda es el misterio de la manera como nos mostramos. ¿Cómo nos mostramos a nosotros mismos de modo que seamos lo que somos? ¿Cómo manifestamos nuestra mismidad unos a otros? En este artículo examino qué intención tenemoscuando dirigimos nuestra mismidad a otra persona. Asimismo, me ocupo de qué clase de realización, i.e. qué clase de dación satisface esta intención. Sostengo que actuar intencionalmente en relación con otra persona es actuar intencionalmente en (...) relación con un otro que excede nuestras intenciones. En ese sentido, el develamiento que hace manifiesta la presenciadel otro es una suerte de dación excesiva. Es una dación que nos hace tomar conciencia de que lo que se está dando supera aquello que podemos formular en nuestras intenciones. Esta toma de conciencia nos señala la libertad del otro. Se trata también de una toma de conciencia moral. Concluyo sosteniendo que tomar conciencia de este tipo de daciónes nuestro acceso a la moralidad. (shrink)

Mi propósito en este texto es hacer una reflexión de la lectura que Martin Heidegger propone del eterno retorno basándome en la obra que le dedica al autor de dicho pensamiento: Nietzsche. Señalaré los modos de llegar a las interpretaciones cosmológica y antropológica que Heidegger propone, mostrando, a la vez, sus problemas. De esta última interpretación mostraré dos vertientes. Así pues, intentaré depurar el camino entre las diversas interpretaciones del eterno retorno propuestas por Heidegger hasta llegar a una interpretación más (...) clara y coherente. Es decir, intentaré encontrar una respuesta a la pregunta por el fundamento del eterno retorno y a la pregunta por la particular relación que tiene el eterno retorno con el tiempo y la voluntad de poder, relaciones que explicarían de un mejor modo la vinculación del lugar del eterno retorno en la obra de Nietzsche, a partir del pensamiento de Heidegger. La ambigüedad del eslogan es ilustrada por una critica a la interpretación que Jonathan Bennett hace del panteísmo de Spinoza, según la cualla frase de Spinoza "Todo lo que es, está en Dios" implica que todo lo que está en Dios, es Dios. Seguidamente se arguye que el panteísmo no ofrece solución alguna al problema que tienen los teístas con respecto a si hay cosas distintas de Dios pero no (...) creadas por Dios. Luego se arguye que laexistencia del tipo de totalidad requerida por el panteísmo no es menos problemática que la existencia del Dios teísta en tanto creador. Finalmente, se sostiene que este último es un objeto apropiado de adoración de una manera en que el primero no lo es. (shrink)

In (Béziau 2001), Béziau provides a means by which Gentzen’s sequent calculus can be combined with the general semantic theory of bivaluations. In doing so, according to Béziau, it is possible to construe the abstract "core" of logics in general, where logical syntax and semantics are "two sides of the same coin". Thecentral suggestion there is that, by way of a modification of the notion of maximal consistency, it is possible to prove the soundness and completeness for any normal logic (...) (without invoking the role of classical negation in the completeness proof). However, the reduction to bivaluation may be a side effect of the architecture of ordinary sequents, which is both overly restrictive, and entails certain expressive restrictions over the language. This paper provides an expansion of Béziau’s completeness results for logics, by showing that there is a natural extension of that line of thinking to n-sided sequent constructions. Through analogical techniques to Béziau’s construction, it is possible, in this setting, to construct abstract soundness and completeness results for n-valued logics.En (Béziau 2001), Béziau ofrece un recurso para combinar el cálculo de secuentes de Gentzen con la teoría semántica general de bivaluaciones. En este artículo, me enfoco en las tres cuestiones de la teoría de Suárez del alma separada: el estatus del alma separada como persona, el conocimiento de sí por parte del alma separada, y la cuestión de la naturaleza del alma tanto como forma del cuerpo y como existiendo fuera del cuerpo. Sitúo su discusión en diálogo con Santo Tomás de Aquino y Cayetano y expongo los aspectos en que Suárez se diferencia de esos dos pensadores. De resultas se sugiere que, mientras los materiales literarios constituyentes del Libro son de raigambre occidental, su estructura se debe a una combinación de ciertos géneros literarios orientales, de lo cual el Libro resultaría ser una obra culturalmente híbrida. Además, se sugiere que el libro debe interpretarse según tres niveles de (...) significado, de acuerdo con la metodología desarrollada por Averroes para captar la verdad, y que, de esos tres niveles, el más elevado, a saber , el filosófico, nos conduce a una crítica velada de la doctrina del celibato eclesiástico, adoptada por la iglesia occidental solo un siglo antes de la época en que el Arcipreste escribiera su obra. Prime Minister’s Questions (PMQs) is a weekly, half-hour long session in the British House of Commons, which gives backbench Members of Parliament (MPs) and the Leader of the Opposition (LO) the opportunity to ask the Prime Minister (PM) questions on any topic relating to the government’s policies and actions. The discourse at PMQs is often described as adversarial (see Bull & Wells 2011) and in this paper I will show how the notion of impoliteness can be applied to both the (...) questions and the answers which make up the session. Through the detailed analysis of six sessions of PMQs I will also demonstrate that PMQs is also a source of polite linguistic behaviour of the sort described in Brown & Levinson’s (1987) politeness theory. Comparisons between Gordon Brown’s and David Cameron’s speech styles will also be drawn. (shrink)

As Derrida observes, the ideal of a perfect memory has a spectral quality. The desire to achieve it is like the wish of Hanson, the fictional archaeologist, to go beyond the physical remains to grasp the past itself. What seduces us is the thought that remembering is like mechanical reproduction. We forget, however, that a photograph does not remember what we looked like any more than a recording remembers the sound of our voice. Only a living being can remember. Seen (...) in this light, the ultimate problem of the ideal of a perfect memory is that it abstracts remembering from the context in which it functions. In this paper, I argue that this context is that of our embodied being-alive, with all the limitations that this implies. Such limitations impose a teleological structure on our remembering. They determine how memory functions on both an individual and a collective level.Como observa Derrida, el ideal de la memoria perfecta tiene una cualidad espectral. Cannot something similar be said of interreligious dialogue? All our planning and study are best put to use when they suddenly (...) become mere prologue to an encounter that has forced us off the well-trodden path. A dialogue meeting at Loyola Marymount University, September 9-14, 2001, began with much planning and became highly improvisational on September 11th.The roots of this conference go back to discussions between Dennis Hirota and myself in Kyoto in 1998-1999. The two of us are interested in contributing to the future development of Shin Buddhism by placing it in dialogue with Christian theology. The focus here is on Christian theology as one aspect of Christianity's response to the modern world. We are both interested in investigating various theological methods as Christian responses to modernity, and the contributions these methods have made to the reform and renewal of Christian institutions. The ulterior purpose of these investigations is to think in new ways about how a Buddhist "theology" might contribute to the institutional reform and religious renewal of Shin Buddhism.A first dialogue meeting was held at Chikushi Jogakuen University (Dazaifu, Japan) in June of 2000. Participants included faculty from Chikushi Jogakuen, Charlie Hallisey (then of Harvard University), Peter McCormick (International Academy for Philosophy, Liechtenstein), and me (Loyola Marymount University). A second meeting was held at Loyola Marymount in September 2001. For one week, beginning September 6th, meetings were held at the Shin Buddhist temple and a neighboring Roman Catholic parish in the Little Tokyo district of Los Angeles, followed by an academic conference at Loyola Marymount starting on Monday, September 10th. These meetings brought together faculty from Chikushi Jogakuen and Loyola Marymount, Shin Buddhist specialists from the Eastern Buddhist Society in Tokyo, ministers from the Los Angeles Nishi and Higashi Honganji Temples, Charlie Hallisey (Wisconsin), and John Ross Carter (Colgate University). The visiting Buddhists had a chance to meet with the Buddhist-Catholic dialogue group in Los Angeles. Papers were presented on a number of subjects, including (1) Christian theology's [End Page 201] contribution to institutional reform and religious renewal in recent Roman Catholic history and its implications for Shin Buddhism in both the United States and Japan; (2) theological method and moral theology in relation to end of life issues from both a Shin and Christian perspective; (3) truth and history in interreligious understanding; (4) Shin Buddhism, Christianity and religious responses to social discrimination; and (5) Christian theology as a stimulus to the development of a Shin Buddhist theology.On the morning of September 11th, dialogue as formal academic presentations ended and dialogue as spontaneous improvisation began. With U.S. air transportation closed down by the federal government, prospects for return flights to Japan were indefinitely postponed. A planned outing to watch Ichiro Suzuki (of the Seattle Mariners) play the Angels had to be canceled (Anaheim stadium was also closed). Instead, Christians and Buddhists, Americans and Japanese suddenly were brought together in ways they could not have predicted and began to improvise. The campus ministry of Loyola Marymount organized an impromptu mass for the entire university on the evening of September 11th. The Buddhist visitors were given a place of honor at the liturgy and publicly welcomed as guests of the Catholic community. The psalm response for the mass was a musical setting of the words, "Shepherd me oh Lord, beyond my wants, beyond my fears, from death into life." In the days that followed, this text became the basis for very affecting conversations among the Buddhists and the Christians in response to the terrorist attacks. From the Shin perspective, Buddhists were able to bring a depth of meaning to these words even as they were interested in what the psalm might mean to Christians.Like improvisation in jazz, interreligious dialogue is sometimes at its... The idea of “just war” is not alien to Chinese thought. The term “yi zhan” (usually translated as “just war” or “righteous war” in English) is used in Mencius, was renewed by Mao Zedong, and is still being used in China today (zhengyi zhanzheng). The best place to start exploring this Chinese idea is in the enormous Art of War corpus in premodern China, of which the Seven Military Classics is the best representative. This set of treatises served as the (...) military bible in imperial China from 1078 CE. Ideas analogous to ius ad bellum and ius in bello can be found in these texts. These norms are present in these military texts, elaborated in subsequent commentaries, understood as a matter of fact in Chinese political history, and recently and briefly acknowledged by a few Chinese military scholars in the mainland and in Taiwan. This Chinese just war ethics has its distinctiveness vis-à-vis James Turner Johnson's articulation of the Western classic view. It differs from Johnson's claims that military lethal violence is intrinsically morally neutral and that last resort is not a primary consideration in deciding for war. Contemporary Chinese People's Liberation Army (PLA) military publications show that the PLA understands the general idea of just war, but they acknowledge only the ad bellum part, not the in bello components.
