Despite the promise to boost human potential and wellbeing, enhancement drugs face recurring ethical scrutiny. The present studies examined attitudes toward cognitive enhancement in order to learn more about these ethical concerns, who has them, and the circumstances in which they arise. Fairness-based concerns underlay opposition to competitive use—even though enhancement drugs were described as legal, accessible and affordable. Moral values also influenced how subsequent rewards were causally explained: Opposition to competitive use reduced the causal contribution of the enhanced winner’s (...) skill, particularly among fairness-minded individuals. In a follow-up study, we asked: Would the normalization of enhancement practices alleviate concerns about their unfairness? Indeed, proliferation of competitive cognitive enhancement eradicated fairness-based concerns, and boosted the perceived causal role of the winner’s skill. In contrast, purity-based concerns emerged in both recreational and competitive contexts, and were not assuaged by normalization. (shrink)

Fundamento: La investigación científica y la divulgación de los resultados obtenidos es uno de los puntales del desarrollo científico del país. Objetivo: Considerar la productividad científica de los especialistas de Higiene y Epidemiología de su Centro Provincial en Camagüey, a partir del número de publicaciones en los últimos cinco años. Método: Se diseñó un estudio transversal desde abril de 2008 hasta abril de 2013, a través de un cuestionario estructurado, de carácter anónimo y con el consentimiento informado de los mismos, (...) donde se recogieron las variables tiempo de graduado, publicaciones en los últimos cinco años, categoría docente e investigativa, conocimientos de técnicas estadísticas, motivación, participación en eventos científicos, dificultades para publicar y dominio del idioma inglés para consultar las bases de datos EBSCO y PUBMED. Resultados: Se mostró una escasa productividad científica independientemente del tiempo de graduado; el número de categorías investigativas por especialista es muy pobre y si bien la mayoría de los mismos reconoce que la especialidad le confiere los conocimientos y motivación necesarias durante su formación, al final expresan tener dificultades para publicar y en el manejo del idioma inglés para estos fines. Conclusiones: La formación del especialista de Higiene y Epidemiología no da salida, al menos de la manera deseada, a uno de sus perfiles básicos como es la investigación. Basis: Scientific research and promotion of the obtained results is one of the objectives of the scientific development of the country, mainly when a specialty is involved, in which this task is included in different versions of the study plans. Objectives: to consider starting from the number of publications in the last five years, the scientific productivity of the specialists of Hygiene and Epidemiology of the Provincial Center of Hygiene, Epidemiology and Microbiology of Camagüey. Method: To carry out this task a cross sectional study was designed by authors through a small, anonymous structured questionary and with the informed consent of all of them, in which the following variables were analyzed: graduation date, publications in the last five years, teaching or scientific category, knowledge of statistical techniques, motivation, participation in scientific events, difficulties for publishing and knowledge of the English language to consult de databases EBSCO and PUBMED. Results: Poor scientific performance is observed, apart from graduation experience, the number of scientific categories by specialists is very low and even though most of them accept that the specialty promotes knowledge and necessary motivations during their postgraduate studies, finally they confirm there are difficulties for publishing and to manage English language for this purpose. Conclusions: The teaching curriculum of Hygiene and Epidemiology specialist does not promote research, one of its basic fields. (shrink)

In this paper, we argue that there are good, scientifically credible reasons for thinking that some nonhuman animals might have genders. We begin by considering why the sex/gender distinction has been important for feminist politics yet has also been difficult to maintain. We contrast contemporary views that trouble gender with those typical of traditional sex difference research, which has enjoyed considerable feminist critique, and argue that the anthropocentric focus of feminist accounts of gender weakens these critiques. Then, drawing from Jordan-Young’s (...) concept of gendered norms of reaction and van Anders’ Sexual Configurations Theory, we consider what it might mean to say that animals other than humans are gendered in a scientifically robust sense that does not simply reduce gender to sex or project human gender norms onto other animals. It is important that such an account is not only sensitive to its political ramifications for feminist and queer politics but is also sensitive to the ways in which troubling the human–nonhuman animal divide may seem to threaten those humans whose oppression is constituted by dehumanization and animalization. We suggest that, in fact, the contrary is true. We find that decolonial feminists have plausibly argued that animalizing oppression is premised on the human–animal divide and that the idea of nonhuman animal genders fits naturally with some traditional Indigenous ways of thinking about other animals and their relations with humans. I review some theoretical ideas in cosmology different from the standard “Big Bang”: the quasi-steady state model, the plasma cosmology model, non-cosmological redshifts, alternatives to non-baryonic dark matter and/or dark energy, and others. Cosmologists do not usually work within the framework of alternative cosmologies because they feel that these are not at present as competitive as the standard model. Certainly, they are not so developed, and they are not so developed because cosmologists do not work on them. It is a (...) vicious circle. The fact that most cosmologists do not pay them any attention and only dedicate their research time to the standard model is to a great extent due to a sociological phenomenon . Reponse to Peter Milne (2005)'s argument agaist maximalism about truthmaking.

We used several cue–target SOAs and three different degrees of cue predictability , to investigate the role of awareness of cue–target predictability on cueing effects. A group of participants received instructions about the informative value of the cue, while another group did not receive such instructions. Participants were able to extract the predictive value of a spatially peripheral cue and use it to orient attention, whether or not specific instructions about the predictive value of the cue were given, and no (...) matter their ability to correctly report it in a post-test questionnaire. In the non-predictive block, bad estimators who received no instructions showed regular cueing effects, while good estimators exhibited smaller and non-significant facilitatory effects at the short SOA and an absence of significant IOR at longer SOAs. However, for the instructions group, the pattern of results reversed. (shrink)

La teoría de los contratos sociales es un enfoque cognitivo que apareció décadas atrás y que defiende que la mente humana se encuentra dotada con sistemas neurocognitivos evolutivos. Estos sistemas regulan diferentes situaciones sociales, por ejemplo, los intercambios y las negociaciones, y nos permiten detectar infractores de reglas o individuos que no cumplen acuerdos. En este trabajo, revisamos críticamente las tesis de este enfoque a partir de los argumentos lingüísticos de Moldovan sobre la perfección del condicional. Nuestra conclusión apunta a (...) que, si trasladamos los planteamientos de Moldovan a un plano más psicológico, podemos explicar los resultados de los experimentos que apoyan la teoría de los contratos sociales a partir del procesamiento de la información realizado por los participantes, sin necesidad de suponer sistema neurocognitivo evolutivo alguno.Social contracts theory is a cognitive approach that emerged decades ago and holds that human mind has evolved neurocognitive systems. These systems regulate different social situations, for example, exchanges and contracts, and allow detecting offenders and individuals that do not fulfill agreements. In this paper, I check critically the theses of this approach by means of the Moldovan’s linguistic arguments about conditional perfection. In this way, I conclude that, if we apply the Moldovan’s approach in a more psychological level, we can explain the outcomes of the experiments that support social contracts theory by means of the information processing made by the participants and we do not need to suppose that there are evolved neurocognitive systems. Winds of change, from the political perspective in Mexico, invite us to reformulate the methodological vision for the direction of public policy in the field of social development, directing their actions towards the construction of a methodological proposal that allows us to direct ourselves towards achieving higher levels of Well-being Social in our country, as a desirable objective of public policy and which is expected to be inclusive, participatory and democratic. -/- In this sense, it is important to recognize that (...) the current debate, in the academic and political sphere, questions what is being well? What is the life that is worth living? And that, additionally, the recognition of the satisfaction of life goals, at an individual and collective level, which invites us to reflect, if the current economic and social policy and strategy has produced results in what we envision as social welfare? Is a new approach necessary to solve the problem? What strategy should it be to consider the new methodological approach that seeks social welfare? And what components should be considered in the measurement of social welfare? This document is an invitation to review the concept of social welfare, as a proposal whose purpose is to correct the deficiencies or historical deficiencies suffered by the population, in the elemental enjoyment of social rights, a situation that causes social backwardness, marginalization, and that it is aimed at the impossibility of participating in the social decisions of the community and in collective decisions, such as: speaking, proposing, being heard and demanding compliance with fundamental human rights such as: health, food, housing, employment and security, among others. These deficiencies in the enjoyment of social and human rights are seen in the presence of social exclusion, and that together these social deficiencies explain the degree of multidimensional poverty suffered by the population in rural and urban areas. It is here that he invites us to reflect: what is the problem that social welfare seeks to solve? Multidimensional poverty, social exclusion, social backwardness or social inequality? And consequently, how to define the components to identify social welfare? -/- The document is made up of three sections: i) Social welfare: A retrospective look; ii) Social Welfare, an integrative view: The contribution of Sen, Naussbam, Rawls, Actis Di Pasquale and Keyes; and iii) Social Welfare: The recognition of limits in economic development -/- The first section presents a review of the proposals, which in the area of economic development have been presented since 1968 in the Human Condition Project, until the 2015 proposal of Sustainable Development Goals. -/- In the second section, the contributions of (Rawls, 1995), (Sen, 1982), (Nussbaum, 2011), (Keyes, 1998) , (Actis Di Pasquale, 2015) and (Actis Di Pasquale, 2017) are presented in order to present an integrative approach to the concept of social welfare. In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the total (...) beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

For this purpose, the following study zones are presented: a) Totonacapan Zone, b) Huasteco from the Tantoyuca Zone, c) Otomi from the Inxhuatlan de Madero Zone, d) Nahuatl from the Zongolica Zone, e) Nahuatl from the Chicontepec Zone, f) Nahualt from the Pajapan Zone and g) Popoluca from the Soteapan Zone. The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. What is sustainability for the people of Totonacapan? What is social justice in the search for sustainability? And what is your concept of justice in sustainability and human development? From the vision and philosophy of the people of Totonacapan, as part of the history and tradition of the children of thunder "Tajin" and in whose worldview, he is responsible for regulating the rain, climate and life of the people of the region. Las referencias de Vico a Descartes y a los cartesianos son constantes a lo largo de su obra. A pesar de su oposición y de su polémica contra la filosofía cartesiana, pensamos que la influencia del cartesianismo en Vico es mayor de la que este autor hubiera podido reconocer. Tratamos de exponer, a grandes rasgos, la postura de Vico y de Descartes con respecto al conocimiento matemático, análisis que nos permite un mejor entendimiento de sus planteamientos filosóficos.Vico's references to Descartes (...) and the cartesians are kept constant along his work. Regardless of their opposition and also Vico's arguments against the philosophy of Descartes we think that the influence of the cartesianism in Vico is greater than what this author would have admitted. We are trying to show, in a broad approach, the position of both Vico and Descartes regarding the mathematical knowledge. We shall study the modes of self-consciousness such as they have been described by A. Millán-Puelles in his work. This article deals exclusively with human self-consciousness, leaving aside other non-human beings gifted with consciousness, and of course, the Divine Being, which should properly be called Absolute Self-Conscience. Furthermore, the kind of selfconsciousness to be dealt with here is but one of the three ways in which the human ego relates with itself.

Uno de los debates más recientes referentes a la innovación tecnológica entre los especialistas en ética es aquel sobre la mejora humana, el cual ha surgido a raíz de la posibilidad de modificar los límites de la naturaleza humana usando el poder de la ciencia. Muchos filósofos nos han avisado del peligro de modificar técnicamente nuestra naturaleza humana. Otros, por contra, defienden que no existe diferencia moral relevante alguna entre las nuevas técnicas biomédicas de mejora y las tecnologías aceptadas como (...) habituales por los seres humanos. Este artículo pretende examinar críticamente tal argumento. El fin de este análisis crítico será doble, primero, mostrar que los autores que defienden esta posición poseen visiones sesgadas y prejuiciosas de la realidad y, segundo, que es necesario establecer una definición más precisa y acotada del término “mejora”. El ecologismo es el activismo de la ecología, constituye un movimiento cívico que pretende aplicar los conceptos ecológicos al cuidado del ambiente y que busca un modelo de sociedad donde las personas puedan vivir en plena comunicación con la naturaleza y los demás seres humanos. Es la última (...) ideología incorporada a las preocupaciones de una sociedad que ha visto cómo los recursos naturales se han ido explotando en los últimos tiempos y cómo ha descendido la biodiversidad del Planeta. El ecologismo surge como una nueva forma de hacer política que toma como eje central el desarrollo sostenible. (shrink)

En la deliberación pública de una democracia, ¿qué lugar tienen las emociones, especialmente las emociones de la compasión y la ira?; es la pregunta general que guía esta investigación. Para dar respuesta a ella nos centraremos en el pensamiento de dos pensadores que aunque pertenecen a espacios culturales y académicos diferentes guardan algunos puntos de contacto en sus perspectivas filosóficas: Marta Nussbaum y Humberto Giannini. Haciéndonos cargo del affective turn (Ahmed 2014) nos interesa indagar que impacto tienen las pasiones de (...) la compasión y de la ira sobre una democracia incompleta, o débil. Esto es especialmente relevante en momentos de transformación y perfeccionamiento democrático, cuando una comunidad camina hacia una democracia más participativa e inclusiva. Así, en un primer momento, siguiendo las pistas que nos entregan estos dos filósofos, nos dedicaremos a describir formas de compasión y formas de ira que benefician la deliberación democrática y aquellas que la obstaculizan. Los fenómenos que suelen asociarse con los sistemas complejos, como la emergencia o la autorregulación, parecen estar envueltos en cierta oscuridad. En primer lugar, las definiciones ofrecidas tienden a ser demasiado generales e inclusivas. En segundo lugar, no se suele aclarar el estatuto de este tipo de fenómenos: si son enteramente debidos al sujeto, o si poseen partes esenciales no reducibles a ningún otro fenómeno. El presente artículo analiza, desde el punto de vista de los sistemas complejos, las nociones de (...) emergencia y autorregulación. Se discuten los principales problemas que estas presentan y se perfilan algunas soluciones que podrían usarse de cara a elaborar una ontología de los sistemas complejos. Haciendo uso de estas soluciones, se proponen algunas definiciones de los principales fenómenos que componen un sistema complejo para, finalmente, ofrecer una definición de este tipo de sistema. Estas definiciones y soluciones se elaboran mediante el uso de herramientas filosóficas tales como la mereología o la teoría de la fundamentación. (shrink)

Este artículo analiza y critica los argumentos de Carl Schmitt contra la democracia liberal, y pone en cuestión su aprovechamiento por parte del pensamiento progresista contemporáneo. Primero se examina la conexión conceptual de la concepción schmittiana de lo político con la transformación del Estado liberal en el Estado totalitario. Luego se cuestiona el supuesto filosófico que subyace en la crítica de Schmitt al liberalismo: la tesis de la imposibilidad de alcanzar soluciones racionales y pacíficas a los conflictos políticos. Se analizan (...) en este contexto los dos recursos deliberativos más importantes de que dispone el liberalismo para abordar los conflictos políticos: los acuerdos y los compromisos de intereses. Por último, el artículo concluye con algunas reflexiones sobre el significado político del "neoschmittianismo" contemporáneo. This article analyses Carl Schmitt's arguments against liberal democracy, and questions the potential of these arguments for contemporary progressive political thought. The article shows the conceptual connection of the schmittian concept of the political with the transformation of the liberal State into a totalitarian State. Subsequently it tries to show that the main premise of Schmitt's critique of liberalism is false, namely the belief that it is impossible to reach a dialogical and peaceful solution to political conflicts, either by agreement or by compromise. Finally the article includes some reflections on the political significance of contemporary "neo-schmittianism". (shrink)

Neither the Ancients nor the medieval philosophers were unaware of the problem of the plurality of languages, represented symbolically by the Biblical Tower of Babel. The sixteenth century, nevertheless, had to face the problem from perspectives that went beyond the traditional philosophical debate. The discovery of new territories, new languages, new natural beings without known denomination, as well as the proliferation of names for apparently the same thing, created a great problem of scientific communication precisely when this began to erect (...) like one of the essential values of the investigation of nature. The question about how to know nature became inseparable from the question about the best instrument to transmit natural knowledge. I propose here a review about how the utopian literature of sixteenth and seventeenth centuries echoed this problem about scientific communication, as well as some of the proposals coming from the own scientific practices.
