Eye behavior is increasingly used as an indicator of internal versus external focus of attention both in research and application. However, available findings are partly inconsistent, which might be attributed to the different nature of the employed types of internal and external cognition tasks. The present study, therefore, investigated how consistently different eye parameters respond to internal versus external attentional focus across three task modalities: numerical, verbal, and visuo‐spatial. Three eye parameters robustly differentiated between (...) internal and external attentional focus across all tasks. Blinks, pupil diameter variance, and fixation disparity variance were consistently increased during internally directed attention. We also observed substantial attentional focus effects on other parameters (pupil diameter, fixation disparity, saccades, and microsaccades), but they were moderated by task type. Single‐trial analysis of our data using machine learning techniques further confirmed our results: Classifying the focus of attention by means of eye tracking works well across participants, but generalizing across tasks proves to be challenging. Based on the effects of task type on eye parameters, we discuss what eye parameters are best suited as indicators of internal versus external attentional focus in different settings. (shrink)

The view that a mental state is “transparent” is the view that the mental state is such that we cannot direct our attention directly towards the mental state, and that instead, when we try to do so, we attend to something in the external world rather than the mental state itself. Results from the study of internal attention put transparency views under a pressure that has so far been entirely unacknowledged in the literature. I focus on Garavan (1998) (...) study of switching the focus of internal attention from one mental count to another mental count. I argue that Garavan’s results are evidence that we can direct our attention to occurrent thought, contra Alexander Byrne’s (2008, 2018) claim that occurrent thought is actually transparent. The majority of the studies on attentional focus have shown that participants who were instructed to focus externally performed better than those who were taught to focus internally. However, in most of these studies the participants performed complex motor tasks. Due to the scarcity of data on the effects of attentional focus specifically on simple motor tasks, our purpose in the current study was to examine these effects on two simple reaction time tasks. The (...) study was conducted on a cloud-based experimental software. Participants were allocated to three experimental groups: an external focus group, an internal focus group, and a control group. The participants performed two tasks: a choice-RT task and a Simon task. Participants in all three groups practiced eight blocks of 20 trials from each task in a counterbalanced order – a total of 180 trials for each task. The sole difference between the three groups was the administered attentional focus instructions. The findings suggest that attentional focus instructions do not affect the performance of a choice-RT task or a Simon-task in a computerized online study. It is possible that the simple RT-based tasks in the current study were not sensitive to the attentional focus manipulation, since in such simple tasks there are not many actions that internal focus can disrupt. Although we asked the participants to what extent they followed the instructions, we cannot say whether their responses represent their actual attentional focus when performing the tasks. (shrink)

Research on corporate philanthropy typically focuses on organization-external pressures and aggregated donation behavior. Hence, our understanding of the organization-internal structures that determine whether a given organization will respond philanthropically to a specific human need remains underdeveloped. We explicate an attention-based framework in which specific dimensions of organization-level attention focus interact to predict philanthropic responses to an emergent human need. Exploring the response of Fortune Global 500 firms to the 2004 South Asian tsunami, we find that management attention focused (...) on people inside the organization interacts with both attention for places and attention for practices to predict the likelihood of charitable donations. Our research thus extends beyond the prevailing institutional perspective by highlighting the role of attention focus in corporate responsiveness to emergent societal issues. (shrink)

The meshed control theory assumes that cognitive control and automatic processes work together in the natural attention of experts for superior performance. However, the methods adopted by previous studies limit their capacity to provide in-depth information on the neuromotor processes. This experiment tested the theory with an alternative approach. Twelve skilled golfers were recruited to perform a putting task under three conditions: (1) normal condition, with no focus instruction (NC), (2) external focus of attention condition (EC), and (3) (...) internal focus of attention condition (IC). Four blocks of 10 putts each were performed under each condition. The putting success rate and accuracy were measured and electroencephalographies (EEGs) were recorded. The behavioral results showed that the NC produced a higher putting success rate and accuracy than the EC and IC. The EEG data showed that the skilled golfers’ attentional processes in the NC initially resembled those in the EC and then moved toward those in the IC just before putting. This indicates a switch from more automatic processes to cognitive control processes while preparing to putt. The findings offer support for the meshed control theory and indicate the dynamic nature of neuromotor processes for the superior performance of athletes in challenging situations. (shrink)

Attentional focus is an area that has garnered considerable attention in the sport psychology and motor performance literature. This is unsurprising given that attentional focus has been directly linked to performance outcomes and is susceptible to coaching input. While research has amassed supporting benefits of an external focus of attention on motor performance using verbal instruction, other studies have challenged the notion that an EFA is more beneficial than an internal focus of attention (...) for sport-related performance. Further, it is unclear what type of instructions may serve to direct an athlete to an EFA and, in particular, if coaching can utilize imagery to orient an athlete toward an EFA. In the present exploratory study, we evaluate the effectiveness of instruction to improve free-throw shooting performance with an emphasis on an EFA brought about by implementing techniques borrowed from the imagery literature. This was tested relative to an alternate approach with an IFA induced through an emphasis on technique, devised to more closely resemble input typical of coach-to-athlete instruction. Twenty-five male and female university basketball players completed both conditions in a fully counterbalanced within-subject design. Results confirmed that participants in the EFA imagery condition had greater shooting accuracy than in the IFA technique condition. The study provides initial evidence that EFA coaching can borrow from imagery techniques, though future research should elucidate the underlying mechanisms of the effect. (shrink)

Contemporary proponents of republican political theory often focus on the concept of freedom as non-domination, and how best to promote it within a state. However, there is little attention paid to what the republican conception of freedom demands in the international realm. In this essay I examine what is required for an agent to enjoy freedom as non-domination, and argue that this might only be achieved for individuals if one of two possibilities is pursued internationally: either (1) all nations (...) are made equally powerful, such that none may arbitrarily impose its will on another without penalty, or (2) all nations are joined under a global sovereign which guarantees that the weaker states are not subject to the whims of the stronger. I further argue that the first condition cannot suffice for achieving true non-domination, and as a result, republicanism must prescribe working toward the establishment of a global state. This paper provides an important contribution to the literature by addressing the international implications of the republican conception of freedom. (shrink)

A central feature of our waking mental experience is that our attention naturally toggles back and forth between “external” and “internal” stimuli. In the midst of an externally demanding task, attention can involuntarily shift internally with no clear reason how or why thoughts momentarily shifted inward. In the case of external attention, we are typically exploring and encoding aspects of our external world, whereas internal attention often involves searching for and retrieving potentially relevant information from our memory networks. The coevolution process enables organizations to adapt to and influence their external environment. Multinational corporations (MNCs) operating in dynamic foreign markets use this capability to achieve operational sustainability. MNCs in China operate in a changing stakeholder environment that features rising consumer activism and local stakeholders' persistent ethical problems and encounter recurrent consumer crises. Coevolving with this environment requires MNCs to react to consumer challenges and actively influence the environment by improving stakeholders’ ethical behavior. Based on the attention-based view and bounded (...) rationality studies, we propose that the tension between _expansion attention_ and _stakeholder attention_ hinders MNCs from coevolving with this environment. Our analysis of MNC-linked consumer crises in China reveals that MNCs can reduce the consumer crisis risk by maintaining continuous attention to improving the ethical behavior of local employees, suppliers, and dealers. In contrast, MNCs' rapid local expansion weakens this stakeholder's attention, expanding MNCs' crisis risk. Our findings reveal an attention-based constraint to MNCs' coevolution and inform approaches to overcoming this constraint. This paper also extends international attention studies by affirming the significance of matching the focus of attention with environmental change for MNCs’ operational sustainability in foreign markets. Given a rich environment, how do we decide on what information to use? A view of a single entity (e.g., a group of birds) affords many distinct interpretations, including their number, average size, and spatial extent. An enduring challenge for cognition, therefore, is to focus resources on the most relevant evidence for any particular decision. In the present study, subjects completed three tasks—number discrimination, surface area discrimination, and convex hull discrimination—with the same stimulus set, where these three features were (...) orthogonalized. Therefore, only the relevant feature provided consistent evidence for decisions in each task. This allowed us to determine how well humans discriminate each feature dimension and what evidence they relied on to do so. We introduce a novel computational approach that fits both feature precision and feature use. We found that the most relevant feature for each decision is extracted and relied on, with minor contributions from competing features. These results suggest that multiple feature dimensions are separately represented for each attended ensemble of many items and that cognition is efficient at selecting the appropriate evidence for a decision. Psychometric properties of Attentional Control Scale: The preliminary study on a Polish sample The presented study was focused primarily on a psychometric analysis of the Attentional Control Scale, but they also enhanced the understanding of the role of effortful attentional skills in determining the individual well-being, general adaptation or emotional disorders. The analyses included basic item and scale descriptions as well as convergent and discriminant validity. 218 Polish undergraduate students completed the battery of the self-report techniques and (...) two paper —pencil attentional tests. Data revealed a unidimensional of a 20-item ACS. It can be used validly to assess long-term individual differences in attentional skills related to the voluntary executive functions. The analysis of content, internal and construct validity as well as reliability provided evidence of the scale's significant convergent and discriminant validity when correlated with attentional tests and other personality techniques. We found strong, systematic relations between the attentional control and selected measures of temperament, arousal, emotionality, and motivation. The results allow assuming that good attentional control, may protect individuals from the emotional disorders by regulating perceptual, conceptual, and response processing. (shrink)

Stakeholder management devices (SMDs) are the mechanisms through which organizations respond to stakeholder concerns. Given that SMDs serve as organizational control systems for employees and managers, this research investigates the internal rather than the external effects of a firm's SMDs. Unlike most previous research, I examined the effects of these formal structures, processes, and procedures in the aggregate, rather than focusing attention on a single type of device. The study investigates the effects of a firm's stakeholder management devices, in (...) the aggregate, on three factors that influence individual behavior in organizations: expectations, attitudes, and perceived organizational climates. Respondents were managers in 112 for-profit businesses located throughout the United States. Results suggest that a firm's stakeholder management devices affect the perceived moral climates in the firm, and affect managers' expectations about the consequences of good corporate social performance, but do not affect organization members' attitudes about corporate social responsibility. ABSTRACT The ethical aspects of placebo control in clinical trials have been extensively and controversially debated in the last decade. However, a thorough analytical comparison of the different existing international regulations, their terminologies and their ethical principles concerning placebo, is still missing. The central issue in the ongoing controversy is the justification of placebo‐use, if proven treatment exists. All present versions of the examined guidelines propose such justifications, but each guideline differs from the others in relevant details. Therefore the conditions (...) justifying placebo‐use according to each guideline are the focus of our attention. We will first propose a formalized general principle that defines the ethical acceptability of placebo‐use. Then we will analyse three categories of conditions put forward by the different documents: the risk of harm or burden, compelling scientific reasons, and the availability of proven treatment. The analysis shows important normative discrepancies and contradictions between the examined guidelines. Especially striking is the fact that some guidelines allow the participants in clinical trials to be exposed to a risk of serious harm, while others do not. Finally, we try to show how the normative difference of each guideline could influence the decision of researchers or IRBs concerning the ethical acceptabililty of placebo‐use. (shrink)

Focus of attention is one of the most influential factors facilitating motor performance. Previous evidence supports that the external focus strategy, which directs attention to movement outcomes, is associated with better motor performance than the internal focus strategy, which directs attention to body movements. However, recent studies have reported that the EF strategy is not effective for some individuals. Furthermore, neuroimaging studies have demonstrated that the frontal and parietal areas characterize individual optimal attentional strategies for (...) motor tasks. However, whether the sensory cortices are also functionally related to individual optimal attentional strategy remains unclear. Therefore, the present study examined whether an individual’s sensory processing ability would reflect the optimal attentional strategy. To address this point, we explored the relationship between responses in the early sensory cortex and individuals’ optimal attentional strategy by recording steady-state somatosensory evoked potentials and steady-state visual evoked potentials. Twenty-six healthy young participants first performed a motor learning task with reaching movements under IF and EF conditions. Of the total sample, 12 individuals showed higher after-effects under the IF condition than the EF condition, whereas the remaining individuals showed the opposite trend. Subsequently, we measured SSSEP from bilateral primary somatosensory cortices while presenting vibrotactile stimuli and measured SSVEP from bilateral primary visual cortices while presenting checkerboard visual stimuli. The degree of increasing SSSEP response when the individuals in the IF-dominant group directed attention to vibrotactile stimuli was significantly more potent than those in the EF-dominant individuals. By contrast, the individuals in the EF-dominant group showed a significantly larger SSVEP increase while they directed attention to visual stimuli compared with the IF-dominant individuals. Furthermore, a significant correlation was observed such that individuals with more robust IF dominance showed more pronounced SSSEP attention modulation. These results suggest that the early sensory areas have crucial brain dynamics to characterize an individual’s optimal attentional strategy during motor tasks. The response characteristics may reflect the individual sensory processing ability, such as control of priority to the sensory inputs. Considering individual cognitive traits based on the suitable attentional strategy could enhance adaptability in motor tasks. (shrink)

One might well wonder about the source of Girard’s knowledge. Where is it thought to have come from in the first place? From what vantage point are we supposed to be surveying the events he claims are originary? And what, then, is the condition for the very possibility of his Christian wisdom? In this paper, I argue that we can put forward a tentative solution by looking at one particular aspect of all the texts that Girard has interpreted: they are (...) all written texts. Analyzing this in detail with the assistance of the proposals of Bernard Stiegler, I will claim that it is writing itself that has afforded us the possibility of paying attention. Moreover, in the second section, I shall also put forward an analysis of the gnoseological condition of the possibility of Christian wisdom. To do so, I expand on Stiegler’s reading of Kant’s notion of schema focusing on its relation with the hermeneutical notion of figura, as presented by Erich Auerbach. Commenting on the common rhetorical setting of both the Critique of Pure Reason and the Bible, I then show that these two written texts address a very similar problem—a critique of the way people judge—and also put forward, surprisingly, much the same solution: to properly judge, it would be better to take into account past examples of judgments and consider that, no matter whether we critique them or not, they will schematize our own experiences and influence our intentionality. Even though Slavoj Žižek has written many words about music without really saying much about it, his work nevertheless contains much that for the philosophically minded musicologist, or for the musically minded philosopher, can stimulate thinking. For the author of this article, for example, some of the ideas presented in Žižek’s 2006 The Parallax View have stimulated thinking about the possibilities of taking a comparable approach—that is, a metaphorically ‘parallax’ approach that involves considering an object of attention alternately from more (...) than one perspective—not just to music but to sounds in general. Along with summarizing Žižek’s views on music per se, “Focused Listening: The Aesthetics of Parallax” explores various ways in which persons in the presence of a single ‘sound object’ might listen to, and thus perceive and hear, that sonic phenomenon. The evaluation of competency in the field of psychology has gained international attention in recent years. Focusing on international competencies can promote high standards of care and identify common values of the profession. However, there is little research regarding international perceptions of competency. Examining ethics codes from different countries can highlight international standards of competent practice, as ethics codes outline professional expectations of the field. The current study compared the ethics standards found in 47 codes of ethics representing 51 countries. (...) Seventeen competency standards emerged after ethics codes were analyzed. This study focuses on the reliability and validation of the Chinese version of the Moral Attentiveness Scale. Factor analysis confirmed that the scale includes two factors: perceptual moral attentiveness and reflective moral attentiveness. Moral attentiveness is negatively correlated with normlessness and positively associated with internalization and symbolization, moral identity, and other academic dishonesty behaviors. Reflective moral attentiveness moderated the relationship between formalism and unethical decision making. All results showed that the Chinese version of the Moral Attentiveness Scale has satisfactory psychometric (...) properties and is a valid and reliable measurement of moral attentiveness in the Chinese population. This essay combines information on the recent ISUD Sixth World Congress Humanity at the Turning Point: Rethinking Nature, Culture, and Freedom and some reflections inspired by presentations and discussions at the congress. It is focused on the presentation of one of the keynote speakers, Karl-Otto Apel, entitled “Discourse Ethics, Democracy, and International Law: Toward a Globalization of Practical Reason”. Apel argued that the transcendental-pragmatic foundation of morality serves as the ultimate basis for the universal conception of law, e.g., of human (...) rights. It establishes the transcendental basis of the idea of democracy, and at the same time establishes a regulative principle for a possible critique of the democratic states. Apel discussed the question of a political order of law able to represent the idea of human rights. In his approach to it, he referred to Kant’s idea of “a federation of free states” (as opposite to a “world state”) in the solution of the problem of a cosmopolitan system He noticed the tension between two orientations of international law: one towards “human rights” and hence a cosmopolitan law of single citizens and the other towards the sovereignty of single states. He asserted that the universal conception of law cannot be reduced to the legislative autonomy of any state. Consequently, the universal conception of human rights cannot be adequately realized either by particular democratic states or by a world state as a despotic superpower. Apel concluded that an adequate institution for the current debate regarding the issues of global peace and security can only be a federation of nations like the UN, the meta-institution of global discourse and the political representation of international law. At the heart of the essay is Kant’s cosmopolitan ideal and its relevance for today’s discussions about peace and security. Attention is paid to the attempts to rethink Kant by Karl-Otto Apel, Jürgen Habermas, Jaques Derrida, Martha Nussbaum, and David Held, among others. Some of the authors indicate the tension between the sovereignty ofstates and the universality of human rights. Other authors criticize cosmopolitanism as overly unifying in contrast to the socio-cultural diversity of societies. The essay draws a contrast between two tendencies concerning international relations. One is the current neoconservative course toward American domination throughout the world. An alternative to this is the philosophers’ call for “the cosmopolitan model of democracy” and strengthening the network of transnational grass-roots movements and international institutions, including the UN. This book is a synthetic historiography of present-day international relations theory, a critical analysis of the continuing diversity and complexity of enduring themes through a sustained focus on the analysis of the empirical evidence accumulated by social scientists. Special attention is given to key historical changes in theoretical approaches over the past half-century with full recognition of the contestation over state-based theory, and the changing fortunes of contemporary approaches. The book suggests that viable theories must transcend current intellectual fashion, (...) and attempts to bring together theory and practice while demonstrating the difficulty of assessing competing theories. Contextualist theories of knowledge have received a lot of attention in the contemporary epistemological literature. The central idea of such theories is that contextual factors play an important role in determining whether a particular knowledge sentence is true or false. Thus, on contextualist theories of knowledge it might be the case that a particular subject knows a proposition in one context but fails to know that same proposition in another context--while the only thing that has changed is the context. Of (...) the extant contextualist theories of knowledge, attributer contextualism (that is, the type of contextualism that makes the context of the attributer of knowledge crucial in determining whether a subject knows a proposition) has been discussed the most. The papers in the present collection continue this focus on attributer contextualism, and offer a fairly critical treatment of this theory. Nevertheless, a number of papers also outline new types of contextualism. What results is a collection of papers that, though negative towards attributer contextualism, for the most part is sympathetic towards contextualism in general. (shrink)

This chapter discusses the theory of international law. In analytic jurisprudence, at least since the latter half of the twentieth century, the primary debate in general jurisprudence has been between legal positivism and its most ardent critic, Ronald Dworkin. The positivist tradition is represented here by its two most important theorists, Hans Kelsen and H.L.A. Hart. During their careers, Kelsen and Hart clashed over the best understanding of legal positivism. For his part, Dworkin devoted the bulk of his critical attention (...) to Hart's work. The chapter also focuses on the way in which each theorist builds his view of international law against the background of a more general jurisprudence. Hart argues that the differences between international law and municipal law might eventually be overcome. Paradigms of International Human Rights Law explores the legal, ethical, and other policy consequences of three core structural features of international human rights law: the focus on individual rights instead of duties; the division of rights into substantive and nondiscrimination categories; and the use of positive and negative right paradigms. Part I explains the types of individual, corporate, and state duties available, and analyzes the advantages and disadvantages of incorporating each type of duty into the world public order, with (...) special attention to supplementing individual rights with explicit individual and state duties. Part II evaluates how substantive rights and nondiscrimination rights are used to protect similar values through different channels; summarizes the nondiscrimination right in international practice; proposes refinements; and explains how the paradigms synergize. Part III discusses negative and positive paradigms by dispelling a common misconception about positive rights, and then justifies and defines the concept of negative rights, justifies positive rights, and concludes with a discussion of the ethical consequences of structuring the human rights system on a purely negative paradigm. For each set of alternatives, the author analyzes how human rights law incorporates the paradigms, the technical legal implications of the various alternatives, and the ethical and other policy consequences of using each alternative while dispelling common misconceptions about the paradigms and considering the arguments justifying or opposing one or the other. When the topic of international justice did arise, discussion rarely got beyond recommendations about how nations could avoid war, as well as suggestions about when a declaration of war was morally justifiable and what sorts of methods might be used in the course of a justifiable war the topics of so-called just-war theory. Such is no longer the case.To be sure, just-war theory is reaching greater states of sophistication,much of it focused around Michael Walzer's book Just and Unjust Wars.Excerpts from (...) Walzer's book appear here, in Part Two, along with a set of newly written chapters that deal with issues arising from the use of violence among nations. The topics of these chapters are foreign interventionism and states' rights, deterrence and the threat of nuclear reprisal, and terrorism.But issues of international justice other than just-war theory have been discussed by an an ever-increasing group of twentieth-century scholars. These issues deal with what might be called distributive justice, which concerns the distribution of the world's natural resources and the goods produced by laborers across the world, as well as the duties,rights, and liberties possessed by individuals. How such items ought to be distributed within nation-states has been discussed extensively by social and political philosophers. Only in recent years has any attention been paid to the proper distribution of goods internationally. The chapters in Part One all do so. With one exception, all of these chapters are written for this volume. The exception is an excerpt from Charles Beitz's book PoliticalTheory and International Relations, Part Three of which is reproduced here almost in its entirety. The other chapters in this part are devoted to the topics of justice and the distribution of the world's resources, the obligation to assist the needy, the responsibilities of international corporations, and justice and the global environment. International criminal tribunals are weak institutions, especially since they do not have their own police forces to execute arrest warrants. Understandably then, much of the existing literature has focused exclusively on pressure from major powers and on changing domestic politics to explain the apprehension of suspected war criminals. In contrast, this article turns attention back to the tribunals themselves. I propose three ways in which the activities of international criminal tribunals impact compliance with arrest warrants: through the selection of individuals (...) to indict, demonstrated leniency on some suspects and outreach to domestic legal professionals. Using a duration model that accounts for sample selection and data collected on the International Criminal Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda, I test these theories alongside other existing explanations. I find that court activities can have an independent effect on the successful implementation of international criminal law. (shrink)

The purpose of the study is to research intermediary transactions in the oil and gas producing industries and present them based on the results of the internal audit. In accordance with this goal, the article discusses and analyzes the theoretical aspects of accounting and methods of conducting an internal audit of settlements for intermediary transactions in oil companies. Attention is focused on the fact that intermediary operations are important in regulating the mechanism of market relations of both manufacturing (...) companies and purchasing companies. The article analyzes the current methodological guidelines of oil companies on the accounting of intermediary operations and the rules for conducting internal audits. As a result, shortcomings in the accounting of intermediary operations were identified and methodological recommendations for their improvement were presented, confirming the scientific novelty of the study. In the realm of Polish law, arbitration is anything but a new concept. In an ever-developing economy, arbitration has become a useful tool in resolving disputes that are commercial in nature. The issue pertinent to the choice of language in an arbitral proceeding has been thoroughly investigated in the doctrine of international arbitration, yet the conclusions are not set in stone and are likely to change and evolve over time. As evidenced by the technological revolution, introduction of mechanical translations, and (...) artificial intelligence (“AI”) it may seem that the challenges will be difficult to predict. Alternatively, the status quo of the English language as the number one language in the arbitral proceedings will remain. The parties can easily dismiss the linguistic and interpretative problems surrounding arbitration agreements. Thus, this article endeavors to consider the possible implications of a case scenario, wherein a party would attempt to arbitrate an international dispute with a Polish party on the basis of a contract that would be in a language that differs from Polish. Additionally, attention is drawn to the role of witnesses in an arbitration proceeding as such witnesses may speak languages that are the same, similar, or entirely different to the language spoken by the parties involved in the arbitration, as well as differ from the primary language of the arbiters. This article examines the aforementioned hypothetical case-scenario with the emphasis on relevant Polish acts of law. The research presented in this article is also focused on the examination of regulations vested in the statute of the most prominent Arbitration Court in Poland, and its provisions pertinent to language. This article provides a critical comparative analysis of the substantive and procedural values and ethical concepts articulated in guidelines for allocating scarce resources in the COVID-19 pandemic. We identified 21 local and national guidelines written in English, Spanish, German and French; applicable to specific and identifiable jurisdictions; and providing guidance to clinicians for decision making when allocating critical care resources during the COVID-19 pandemic. US guidelines were not included, as these had recently been reviewed elsewhere. Information was extracted from each (...) guideline on: 1) the development process; 2) the presence and nature of ethical, medical and social criteria for allocating critical care resources; and 3) the membership of and decision-making procedure of any triage committees. Results of our analysis show the majority appealed primarily to consequentialist reasoning in making allocation decisions, tempered by a largely pluralistic approach to other substantive and procedural values and ethical concepts. Medical and social criteria included medical need, co-morbidities, prognosis, age, disability and other factors, with a focus on seemingly objective medical criteria. There was little or no guidance on how to reconcile competing criteria, and little attention to internal contradictions within individual guidelines. Our analysis reveals the challenges in developing sound ethical guidance for allocating scarce medical resources, highlighting problems in operationalising ethical concepts and principles, divergence between guidelines, unresolved contradictions within the same guideline, and use of naïve objectivism in employing widely used medical criteria for allocating ICU resources. This essay contains a consideration of Maurice Blanchot's contribution to the collective project that came to be known as The International Review. It focuses on Blanchot's insistence that the project be collective and international, and pursues Blanchot's effort to provide a thought of the fragmentary that will answer these imperatives. With special attention to the question of literature, the essay concludes with a consideration of Blanchot's own proposed contribution, his famous piece ‘Berlin’.

This paper outlines seven challenges in development assistance for health, which in the current financial context, have become even more important to address. These include the following: (1) the proliferation of initiatives, focusing on specific diseases or issues, as well as (2) the lack of attention given to reforming the existing focal health institutions, the WHO and World Bank. (3) The lack of accountability of donors and their influence on priority-setting are part of the reason that there is “initiavitis,” and (...) resistance to creating a strong UN system. (4) Other than absolute quantity of aid, three other challenges linked to donors relate to the quality of aid financing particularly the pragmatic difficulties of financing horizontal interventions, (5) the marginal involvement of developing country governments as aid recipients, and (6) the heavy reliance on Northern-based organizations as managers of funds. (7) The final challenge discussed focuses on two unintended consequences of the recent linking of health and foreign policy for international development assistance. The paper then provides three suggestions for ways forward: creating new mechanisms to hold donors to account, developing national plans and strengthening national leadership in health, and South-South collaboration. Paradigm cases of national power usually focus on material assets: military or economic power, natural resources etc. This article, though, considers a less "material" kind of national power: "relationship power" and "interactive power" that nations have when accorded a high prestige ranking. This is a more subtle type of power than that attached to material assets. But it is highly effective, even though trivialized and overlooked in international debate. This form of power can be more dangerous than it appears. (...) And obvious solutions to these dangers are doomed to fail even if seriously attempted . This paper examines how national status is acquired. It draws attention to some oversimplifications . It considers the connection between national status and interactive power, and shows how this skews the process and steers outcomes in international debate, to the detriment of international justice. Borrowing behavior may be more resistant to formal educational treatments than other financial behaviors. In order to study the process and results of infographics-based debt education, we used eye tracking technology (SMI RED 500 Hz) to monitor the oculomotor behavior of 108 participants (68 females) aged 18 to 60 who were shown 4 infographics. The study used an experimental design with repeated measures and an internal comparison group. We also used scales of debt literacy and a set of information (...) literacy scales: numerical, graph, and linguistic. The results confirm that short-term infographics-based debt education can improve debt literacy significantly. The difference in processing the educational contents that were not known to participants before the educational session suggests that participants with better information literacy make more considerable debt literacy progress. Specifically, we found that numerical literacy is a significant mediator of debt education results, depending on the initial level of debt literacy; this relation is moderated by the focus of visual attention on negatives of debt. We found no significant relationship between debt literacy education results and those of graph and linguistic literacy. (shrink)

This article discusses what constituted Japan's conception of the world order, by analyzing political discourse of international order in modern Japan. It has been generally assumed that the Japanese vision of international order in the pre-World War II years was dominated by a belief in the supremacy of the sovereign state. Contrary to the conventional supposition, this paper will argue that modern Japan actually abounded in discourses of transnationalism, and that most of them cannot be seen as the product of (...) liberal ideas but rather the result of an unstable image of the sovereign state system. Surveying the historical development of political discourse of sovereignty and colonial administration in modern Japan, the way in which the ambivalence of Japanese transnationalism had affected the theoretical construction of the international order will be elucidated. Keeping in mind that previous studies on the genealogy of international relations have focused exclusively on the paradigmatic debate over the League of Nations, this article will also pay more attentions to the fact that rearrangement of empire had occupied the significant place in building the image of the world order. Based on the historical considerations mentioned above, the conclusion will offer generalized consideration of what constituteｄ Japan's conception of the world order. (shrink)

Ralph Cudworth’s goal in his manuscript writings on freewill is to argue that our actions are in our own power in a robust sense that entails the ability to do otherwise. Cudworth’s unorthodox views about the nature of desire threaten to undermine this project, however. Cudworth maintains that only desire is able to distinguish good and evil and, consequently, that desire alone motivates our actions. Therefore, since Cudworth holds that desire itself is not in our own power, he appears committed (...) to the conclusion that our actions are not in our own power either. Cudworth’s solution, I argue, is to emphasize our inward responses to desire, which Cudworth does take to be in our own power. I focus in particular on attention: by directing attention differently in response to desire, Cudworth holds that we are able actively to influence the way in which desire motivates our actions. Our actions are in our own power, therefore, only because such inward responses to desire are in our own power. (shrink)

In this project, we assessed 242 codes of media ethics from 94 countries across the globe, focusing on their treatment of moonlighting. The analysis included whether the codes dealt with moonlighting, whether geopolitical and geoeconomic characteristics affected the treatment of the issue, and whether the type of media organization was significant. Only about half the codes addressed moonlighting; Eastern European countries paid the greatest attention to moonlighting, and newspapers and chains were more likely than other media organizations to deal with (...) the issue. Overall, it appears that codes of ethics do not provide clear, strict, or consistent guidelines. (shrink)

Recently adopted international texts have given a new focus on conflicts of interests and access to information resulting from biomedical research. They confirmed ethical review committees as a central point to guarantee individual rights and the effective application of ethical principles. Therefore specific attention should be paid in giving such committees all the facilities necessary to keep them independent and qualified.

Epigenetics investigates the dynamics of gene expression in various cells, and the signals from the internal and external environment affecting these dynamics. Neuroepigenetics extends this research into neurons and glia cells. Environmental-induced changes in gene expression are not only associated with the emerging structure and function of the nervous system during ontogeny, but are also fundamental to the wiring of neural circuitries responsible for learning and memory. Yet philosophers of science and neuroscience have so far paid little attention to (...) these findings. In this article, we describe some recent experimental work on the neuroepigenetics of fear and stress responses in rodents, its ingenious experimental translation into humans, and how this work seems not to be accurately described by popular “mechanist” accounts. Our final goal is to motivate broader philosophical attention to neuroepigenetics practices and findings, especially for how it considers environmentally driven and developmental plasticity in psychological explanations. Yehoshua Bar-Hillel (1915-1975) was one of the leading intellectuals of Israel and of the world. His work ranged over mathematics, applied logic, communication theory, analytic philosophy, philosophy of science, and linguistics. Creative, patient, attentive, and critical, Bar-Hillel was a superb philosopher. In addition, how humane he was may be learned from the memorial tributes to him which initiate this volume. Bar-Hillel was born in Vienna, and came to Israel, then Palestine, in 1933. He took his M. A. (1938) and Ph. (...) D. (1949) at the Hebrew University of Jerusalem, where his subsequent career continued, as Research Fellow (1949-53), Senior Lecturer in Philosophy (1953-58), Associate Professor of Philosophy (1958-61), and Professor of Logic and Philosophy of Sci ence (1961-75). He was often abroad as visiting professor (Berkeley, 1960- 61; Michigan, 1965; La Jolla, 1966-67; Konstanz, 1971; Berlin, 1972), or as a research scholar, notably at the M. lT. Research Laboratory for Elec tronics during the early 1950's. Bar-Hillel was the Secretary and guiding spirit of the Organizing Committee for the 3rd International Congress for Logic, Methodology and Philosophy of Science, held in Jerusalem in 1964. During 1966-68, he was President of the Division of Logic, Method ology and Philosophy of SCience of the International Union of History and Philosophy of Science, and in 1967 President of the International Union. From 1963 he was a Member of the Israel Academy of Sciences and Humanities. (shrink)
