The book offers a philosophical analysis of violence as a global problem and its challenges to ethics. In the nuclear age, the use of military force as a political instrument threatens the future of humanity. The contributors examine the problems of structural and direct violence, war and peace, human rights, toleration, and the ethics of international relations and co-responsibility in a globalized world.

This essay combines information on the recent ISUD Sixth World Congress Humanity at the Turning Point: Rethinking Nature, Culture, and Freedom and some reflections inspired by presentations and discussions at the congress. It is focused on the presentation of one of the keynote speakers, Karl-Otto Apel, entitled “Discourse Ethics, Democracy, and International Law: Toward a Globalization of Practical Reason”. Apel argued that the transcendental-pragmatic foundation of morality serves as the ultimate basis for the universal conception of law, e.g., of human (...) rights. It establishes the transcendental basis of the idea of democracy, and at the same time establishes a regulative principle for a possible critique of the democratic states. Apel discussed the question of a political order of law able to represent the idea of human rights. In his approach to it, he referred to Kant’s idea of “a federation of free states” (as opposite to a “world state”) in the solution of the problem of a cosmopolitan system He noticed the tension between two orientations of international law: one towards “human rights” and hence a cosmopolitan law of single citizens and the other towards the sovereignty of single states. He asserted that the universal conception of law cannot be reduced to the legislative autonomy of any state. Consequently, the universal conception of human rights cannot be adequately realized either by particular democratic states or by a world state as a despotic superpower. Apel concluded that an adequate institution for the current debate regarding the issues of global peace and security can only be a federation of nations like the UN, the meta-institution of global discourse and the political representation of international law. At the heart of the essay is Kant’s cosmopolitan ideal and its relevance for today’s discussions about peace and security. Attention is paid to the attempts to rethink Kant by Karl-Otto Apel, Jürgen Habermas, Jaques Derrida, Martha Nussbaum, and David Held, among others. Some of the authors indicate the tension between the sovereignty ofstates and the universality of human rights. Other authors criticize cosmopolitanism as overly unifying in contrast to the socio-cultural diversity of societies. The essay draws a contrast between two tendencies concerning international relations. One is the current neoconservative course toward American domination throughout the world. An alternative to this is the philosophers’ call for “the cosmopolitan model of democracy” and strengthening the network of transnational grass-roots movements and international institutions, including the UN. The paper examines the current debates regarding human rights and international law. Two contrasting approaches are analyzed: One is represented by the neoconservative and neoliberal concepts, which justify forcibly “spreading democracy” through the unilateral intervention of a superpower, thus challenging the global rule of law. The other approach consists of strengthening international human rights law and cosmopolitan order. It is represented by the theorists of “discourse ethics” and “cosmopolitan democracy.” The paper analyses the internal relations and difference between the legislation (...) of a particular democratic state and the universality of international law. It examines the tension between the plurality of democratic states and the universal principles of internationallaw, e.g. human rights, which direct us toward a cosmopolitan legal order. It further asserts that universally valid international law is above any positive law of any state, including a democratic state, and provides a regulative principle for external normative critique with regard to human rights. The paper examines important insights provided by discourse ethics theory. The transcendental-pragmatic principle of discourse ethics gives a moral foundation for human rights and thus for the law of a liberaldemocratic state as well as for international law. As Karl-Otto Apel notes, the idea of democracy is not identical to that of universally valid law, and the universal concept of law cannot be reduced to the legislative autonomy of any state. Jürgen Habermas argues for an “egalitarian universalism” and emphasizes the paramount role of international law as a medium for the advancement of human rights. The analysis shows that the universal concept of human rights cannot be adequately realized either by individual democratic states or by a “world republic” as a hegemonic superpower. Rather, its realization requires strengthened international law and institutions such as a properly reformed UN. The contemporary period is viewed as a transitional phase from an international to a cosmopolitan order. (shrink)

The explosion of publications on race, gender, and minority cultures during recent decades was a natural reaction to the universalistic pretensions of Western philosophy, for which many of these issues were invisible. The theoretical articulation of these issues has substantially contributed to the transformation of philosophy. However, the side-effect of an overemphasis on difference is an underestimating of unity, which may lead to disintegration. The challenge to philosophical thought on race, gender, and culture is to reconcile the difference with commonality, (...) and diversity with unity. This essay explores the issues of cultural identity and intercultural relations and their interpretation in African-Caribbean thought. The first part of the essay surveys the current debate over multiculturalism, which promotes diversity but overlooks the interrelations of cultures, and the alternative ideas of interculturality or the dialogue of cultures. Thedissatisfaction with multiculturalism and postmodern relativism stimulated alternative approaches, such as “transculture” and “intercultural philosophy”. Mikhail Epstein criticizes relativism from the perspective of “critical universalism” and develops the concept of “transculture”. Raúl Fornet-Betancourt’s project of the intercultural transformation of philosophy asserts the cultural embedding of philosophical thinking and draws attention to the indigenous and African thought. The second half of the essay focuses on the ideas of identity and interculturality as they are expressed in African-Caribbean philosophy. This philosophy is viewed as a part of Africana philosophy. Various theoretical approaches to the issues of race and culture are examined: Charles Mills’ concept of “racial contract”, Lewis Gordon’s “Africana philosophy of existence”, and Paget Henry’s project of Africana philosophy, which combines the existentialphenomenological approach with analysis of the discursive formations in search for the identity of this philosophy. The analysis shows that in the evolution of African-Caribbean philosophy, as in Latin American and other “Third World philosophies”, the initial focus on the search for identity is followed by more interest in dialogical relationships with other philosophies as a condition for its own development. Roland Robertson shows that diversity and multiculturality do not exclude forms of cultural unity. The analysis involves the current debate regarding the term (...) "intercultural philosophy" (Ram Adhar Mall, Franz Wimmer). Intercultural philosophy raises questions about philosophy itself, and involves the revision of the whole concept of philosophy. It brings to the forefront the problem of the interrelations between the cultural-specific and the universal in philosophy. For some philosophers, the notion intercultural seems to be incompatible with philosophy as universal knowledge. However, the adherents of interculturality develop a broader and more pluralistic concept of philosophy, viewed as embedded in certain cultural and philosophical traditions while dealing with perennial questions and aiming to give universally valid answers. Two main paradigms of interculturality are distinguished: one is Raimundo Panikkar's "intercultural-interreligious paradigm"; the other is the "intercultural-liberation paradigm" developed by Raul Fornet-Betancourt. At the heart of this analysis is Fornet- Betancourt's concept of the intercultural transformation of philosophy. It is related to interculturality, or the dialogue of cultures. It challenges the Eurocentric philosophical historiography and claims the necessity of the reconstruction of the history of ideas in Latin America, Africa, and Asia, thus creating a new view of the history of philosophy. Throughout human history, both lying and the coercion of someone's belief and will have been rejected through prohibitions that are a precondition for mutual understanding between people as well as for any agreement. Immanuel Kant contributed to the ethical formulation of these prohibitions, proving these universal claims through his method of transcendental formalism. Kant's theory of the categorical imperative is fruitfully developed by the ethics of discourse as the theory of the ultimate moral ground of earnest argumentation and consensus. I (...) examine the post-metaphysical transformation of the categorical imperative, as expressed in the works of Karl-Otto Apel and Jürgen Habermas. Discourse ethics confronts the hermeneutical contextualist critique of universalism. This ethics develops a transcendental-pragmatic foundation for a universally valid principle of coresponsibility. It contributes to the search for a rationally grounded normative base for universal dialogue. (shrink)

At The paper analyzes the problems of cultural diversity and universality as elaborated in the concepts of “intercultural philosophy” (Ra 1 Fornet-Betancourt), “transculture” (Mikhail Epstein), and “discourse ethics” (Jürgen Habermas, Karl-Otto Apel, and Seyla Benhabib). In the postmodern theories of culture, there is an internal tension between multiculturalism and deconstruction. Multiculturalism implies an essentialist connection between cultural production and ethnic or physical origin. In contrast, the paper argues for a concept of cultural diversity free from determinism and representation. The paper (...) articulates a criticalphilosophical-methodological approach at the heart of which is Mikhail Bakhtin’s dialogical philosophy and the idea of “vnenakhodimost” (“outsidedness”). According to Mikhail Epstein’s concept of “transculture,” each culture is incomplete, thus needs to transcend its borders in dialogue with other cultures. Transculture is a path of liberation of the individual from the symbolic dependencies of culture itself and self-imposed identities. It is a state of virtual belonging of one individual to many cultures. Critical universality means diversity as a property of a single individual or a single culture insofar as they can include the diversity of others. It is viewed as an internal diversity of individuals, their dialogical openness to others and self-identification primarily as members of humanity. The paper focuses on Jürgen Habermas’s analysis of the problem of cultural identity and diversity in terms of the liberal conception of equality and cultural rights. Multiculturalism itself is not immune from knowledge/power relations. Its paradox is that individual basic liberties are restricted in the name of the securing collective rights of culture groups. Habermas argues that these problems can be solved only from the perspective of “the difference-sensitive egalitarian universalism of equal rights.” Mutual recognition requires a transformation of interpersonal relations through discourse and public debates over identity politics. Attention is paid to David Rasmussen’s analyses of conflict and toleration within the confines of a post-secular society. (shrink)

The paper examines the current debates regarding the grounding of human rights in a pluralistic, culturally diverse world. It analyses the challenges which come today from certain policies of human rights which instrumentalize them under the pretext of a “global war on terror” and redefi ne them in terms of democracy promotion and regime change, as well as those challenges which come from ideologies which question the core principles of human rights and provoke the so called “crisis of legitimization.” The (...) paper argues for the necessity of restoring the genuine meaning of human rights and of the role of citizens in striving for their implementation. At the heart of the analysis is Kant’s concept of human rights as freedom. With Kant as its backdrop, the paper shows that the claim that religious worldviews provide the only intelligible foundation, as in Nicholas Wolterstorff, faces serious challenges in a pluralistic, culturally diverse world. The paper then analyzes the non-religious philosophical concepts which seek to develop an account of human rights that does not depend upon controversial metaphysical or religious doctrines. It examines an account of human rights from the perspective of discourse ethics as developed by Karl-Otto Apel and Jürgen Habermas. It also analyses the concepts of human dignity and “emerging morality” by Arturo Roig and the “ethics of liberation” by Enrique Dussel. The analysis shows the ongoing relevance of Kant’s ideas and their recent development by the theorists of discourse ethics and of dialogical and democratic cosmopolitanism. (shrink)

The parametric general systems theory is an adequate method of research in universalism. The article focuses on this theory and its formal apparatus—ternary description language. It shows the advantages of researching universalistic problems through the use of the systems method. Parametric systems theory can be helpful to universalism in acquiring the characteristics of a relatively rigorous scientific conception.
