This article explores the issue of homelessness from the perspective of someone who has experienced homelessness, as someone who has worked with the homeless and heard the stories of ‘our friends on the street’, as a mother distressed to see other mothers’ children, no matter their age, in such dire circumstances, and as a philosopher driven to interrogate the hidden assumptions and beliefs motivating our choices, judgments, and behavior. I wish to stress that homelessness must be addressed (...) from the philosophical perspective not only with regard to the individual, but also with regard to the individual as belonging to the ‘we’. This ‘we’ must include all the people involved, from the homeless person laying out her swag under the bridge, to the policy-makers earning fabulous salaries. I’ll propose that a deeper understanding of what’s called ‘double incorporation’ is a crucial step towards galvanizing political will to implement solutions that have already been identified. It is a relatively uncontroversial proposition that without “ethics,” an “ethics of homelessness” is impossible. What is less uncontroversial, though, is that philosophy—or at least philosophical analysis—is a necessary condition of ethical discourse. The distrust—or skepticism regarding the utility of— philosophical analysis is predicated on rendering philosophy as useless. This, though, should create a sense of cognitive dissonance, since we universally acknowledge that ethics informs how we interact with ourselves and others, while we also accept, and rightly so, the (...) uselessness of philosophy. While pop- ular parlance has it that uselessness is logically and semantically equivalent to not needed or conceptually irrelevant, this, I will argue, is mistaken. This mis- take, as I see it, is a result of the failure to recognize that liberal arts are intrinsi- cally useless—and ought to be treated as such. To mend this mistake, I will outline the liberal arts in contrast to the servile arts and explain how Aristotle, and his later defender Josef Pieper, correctly understood the distinction. I will then move onto suggest that while philosophy—as a liberal art—is useless, and rightfully so, it is a conceptually relevant, necessary condition for dealing with conceptual problems which arise in ethics—and therefore in the ethics of homelessness. To explicate and defend this thesis, I argue that Plato’s three- fold division of goods, originating in Book ii of his Republic, helps to amalgamate our reservations in accepting philosophy as useless—strictly speaking—and simultaneously useful. From this, I move on to provide various ways in which philosophy is relevant to questions of home and homelessness generally, and display how philosophers themselves have, historically, taken seriously the question of home and homelessness as serious philosophical concepts. Finally, I outline how philosophers can work on the ethics of home- lessness by taking seriously the necessary presuppositions which make work- ing on the alleviation of homelessness not merely possible, but morally obligatory. Having sketched a broad picture of how philosophy interacts with the practical problems of homelessness, I conclude that progress in the field of the ethics of homelessness—as a conceptual endeavor—will ultimately arise from overcoming our prima facie interpretation of the liberal/servile arts distinction and thereby preserve its original meaning. Within the small literature on homelessness in political philosophy, freedom-based accounts loom large. Such accounts, however, give rise to minimalism concerns: concerns that these accounts are too modest in what they demand for those who are homeless, particularly when homelessness is considered in the context of wealthier countries. In this paper, I consider the success of minimalism charges against freedom-based accounts of homelessness. I argue that whilst such charges are aptly levelled against two major freedom-based accounts, from (...) Jeremy Waldron and Christopher Essert, a third account can evade or respond to such charges. This is the autonomy-based account of homelessness. Although the autonomy-based account has come in for significant recent criticism on grounds of minimalism, I argue that properly understood and developed, it has the resources to ground a plausible account of homelessness. In Homelessness, Liberty and Property, Terry Skolnik establishes a novel theory about the government's duties to end homelessness, maintain public property's value, and legitimize laws that regulate public space. In doing so, Skolnik provides new insight into how the property law system and the regulation of public space limit unhoused persons' freedom and political equality. The book deepens our understanding of how various areas of law, such as constitutional law, legal philosophy, criminal law, and property law, approach the (...) reality of homelessness and advances original arguments to provide new justifications for the right to housing. Skolnik concludes by offering a set of concrete proposals for how the government can reduce the incidence of homelessness and treat unhoused persons with greater concern and respect. In this article, I shed some light on Meinong’s motivations for the theory of objects. I argue that one of its basic principles, the principle of indifference, is driven by an intuition common to many Austrian philosophers, which is that something must first be somehow pre-given in order to simply address the issue of its being or non-being. Meinong’s way of spelling out this intuition, I suggest, is to show that there are homeless objects, that is, objects that are not (...) dealt with by any of the existing sciences. Therefore, the indispensability of the theory of objects lies in the plausibility of the thesis that there are such homeless objects. I analyse and evaluate two Meinongian arguments supporting this thesis, I explain how Meinong came to believe that they support the indispensability of the theory of objects, and I stress some advantages of this account over Brentano’s intentionality thesis. There is a constant temptation in philosophy to postulate a realm of phenomena in which nothing is hidden from us. Rene Descartes thought that one's own mind is such a realm. Ludwig Wittgenstein' enlarged the realm to everything that is of interest to philosophy. That they explained this special feature in very different ways hardly needs to be said; what is remarkable is their agreement on our possession of a cognitive home in which everything lies open to our view. While our world is characterized by mobility, global interactions, and increasing knowledge, we are facing serious challenges regarding the knowledge of the places around us. We understand and navigate our surroundings by relying on advanced technologies. Yet, a truly knowledgeable relationship to the places where we live and visit is lacking. This book proposes that we are utterly lost and that the loss of a sense of place has contributed to different crises, such as the environmental crisis, the immigration crisis, (...) and poverty. With a rising number of environmental, political, and economic displacements the topic of place becomes more and more relevant and philosophy has to take up this topic in more serious ways than it has done so far. To counteract this problem, the book provides suggestions for how to think differently, both about ourselves, our relationship to other people, and to the places around us. It ends with a suggestion of how to understand ourselves in an eco-political community, one of humans and other living beings as well as inanimate objects. This book will be of great interest to researchers and students of environmental ethics and philosophy as well as those interested in the environmental humanities more generally. (shrink)

This investigation addresses a pressing anxiety of our time - that of homelessness. Tersely stated, the philosophical significance of homelessness in its more modern context can be understood to emerge with Nietzsche and his discourse on nihilism, which signals the loss of the highest values hitherto. Diverging from Nietzsche, Heidegger interprets homelessness as a symptom of the oblivion of being. The purpose of the present enquiry is to rigorously confront humanity's state of homelessness, and at the (...) same time illumine the extent to which Heidegger's thought engages with this pervasive phenomenon. In questioning the nature of homelessness, Heidegger's preoccupations with nihilism and modern technology prove crucial. Moreover, his attempts to overcome or prepare for the overcoming of this state of homelessness are also of great import to the current investigation. Adorno and Lèvinas offer scathing critiques of Heidegger's thought as it relates to the motifs of homelessness, homecoming (Heimkunft) and the German Heimat, for they associate it with provincialism, paganism, and a pernicious form of politics. In providing these critiques they bring to light the risks involved in undertaking a homecoming venture, and they also show how a great thinker can err greatly. While acknowledging the importance of these criticisms, the present study reveals how Heidegger's various discourses on homelessness and homecoming bear fruitful insights that can contribute not just to a Germanic sense of homecoming but to a sense of homecoming that humanity at large can relate to and be enriched by. Can poetry be Diasporic? Can poetry free itself from the shackles of conformism? Can it be independent and divergent, and not seek a home? Is it capable of mustering its inner strengths and living without being enlisted by a collective that accords it power? This article argues that poetry is essentially dialectic. It has little vitality without the presence of the Other, without interaction with him. However, it also contains independent, personal elements and reaches its peak through the individual’s anti-conformist (...) activity and expression. Poetry, like language, enables us to view ourselves from outside, thereby fulfilling an important role, similar to language itself, and it is created by the individual’s alienation even from himself. Poetry may provide one of the most creative potential tools of Diasporic philosophy, love and creativity being its cornerstones, but it can also be a destructive factor seeking to imprison the creative soul within a home with the solid walls of a rigid community. While these approaches do, in fact, deal with some of the effects of homelessness, they not only fail (...) to address the structural causes of homelessness and poverty but they also reinforce certain ideological assumptions—such as individualism, a pattern of “blaming the victim,” and idyllic conceptions of home ownership—that keep us from addressing the [End Page 214] causes of homelessness in the first place. If we are really going to end homelessness, Stivers contends, we have to address the structural issues that keep people homeless, such as the inadequate availability of low-incoming rental housing, unemployment, low wages, and increasing inequality between rich and poor. If Christians and churches want to end homelessness, they must collaborate more fully and develop social movements that will address the full range of factors affecting homelessness, including causes and effects. In other words, they must embody in principle and in practice not only hospitality and compassion but also social justice. The place to begin, Stivers argues, is by listening to the homeless and the poor, allowing their experiential realities to set the agenda, and working in solidarity with them to disrupt the ideologies and to challenge the policies that perpetuate the problem.This requires an education in “disruption” that enables Christians to move beyond the behavioral manifestations of homelessness so that they can see the web of oppressive structures that have generated the bonds experienced by so many poor and homeless. Stivers provides a wealth of data that illustrate and document the full extent and complexity of homelessness in our society. Drawing upon Tracy West’s ethical methodology of “disruption,” Stivers then brings to light what she considers the dominant ideological assumptions that sustain homelessness. These include the assumptions that homeowners are responsible, autonomous citizens while the homeless are deviant, dependent, and criminal; and further that excessive wealth and inequality is justified. Stivers illustrates how these assumptions fail to consider certain factors—such as power, privilege, and racial and class disparities—that underlie and perpetuate the problems of homelessness and promote private over public policies to address them. To address these factors, Stivers argues for a different approach—modeled on such groups as the Industrial Areas Foundation and the PICO (People Improving Communities through Organizing) National Network—that embodies community organizing principles that engage the victims of homelessness in meaningful dialogue about the problems, actively listens to their stories and to their solutions, and works in solidarity with them to address the causes and the policies that perpetuate their homelessness.The audience for this book is Christians and churches seeking to address the issue of homelessness in our nation. Ethicists and Christians of like mind will have few problems with Stivers’s diagnosis of and remedy for homelessness, even if her remedy comes across as a bit utopian at places. Nonetheless, her rhetoric of empowerment, solidarity, social justice, and sustainability might drive away those of a more conservative theological bent. Since many involved in ministry to the homeless today presuppose precisely the assumptions she challenges, I am not sure she has done enough to convince them to change their approach, even though she attempts to ground her approach [End Page 215] biblically in the life and ministry of Jesus. The concept of heterotopia challenges political theory, which has often focused on utopic thinking. Foucault describes a heterotopia as a heterogenous space that juxtaposes in a single real place several spaces, several sites that are in themselves incompatible. Streets, squares and parks form heterotopias when their utopic purity as public space is juxtaposed with the private spaces created by the cardboard boxes and other temporary shelters of homeless people. Since citizenship has traditionally been thought of as participation in a democratic (...) public sphere, how do heterotopias of homelessness challenge the ideas about citizenship? Based on narrative research with homeless people in Poland, I show how the homeless conceive of their marginality. Their participation or non-participation in democracy is not hidden but, on the contrary, very visible in public spaces where they are included as excluded. (shrink)

This essay brings together the perspectives of phenomenology and East Asian philosophies through an engagement with Dōgen, Heidegger, Nishida, and Nishitani to address the concept of place in relation to the concept and feeling of homelessness. With respect to the notion of dwelling and finding one’s place in the world and with oneself, the experience of being and feeling lost psychologically will be considered as a way (dao) toward overcoming nihilism and as an opening to attaining an awakened mind.

This paper investigates the political dimension of Fritz Mauthner’s writings in respect to his language critique and his ambivalent relationship to Judaism. Its aim is to oppose the common understanding of Mauthner as a German-nationalist. For doing so, Mauthner’s relation to Judaism is contextualised within his philosophical views on patriotism, mother-tongue, and the formation of social communities. By suggesting an anti-nationalist interpretation of his philosophy, it is argued that participation in a certain linguistic practice can explain what it means to (...) belong to a certain community according to Mauthner. The paper discusses to what extent Mauthner’s writings can be interpreted as anti-nationalist and concludes that he is too contradictory to be understood distinctively as a nationalist or an anti-nationalist. One of the main strands of the Cartesian tradition is the view that the mental realm is cognitively accessible to us in a special way: whenever one is in a mental state of a certain sort, one can know it just by considering the matter. In that sense, the mental realm is thought to be a cognitive home for us, and the mental states it comprises are luminous. Recently, however, Timothy Williamson has argued that we are cognitively homeless: no mental (...) state is in fact luminous. But his argument depends on an excessively strong account of luminosity. I formulate a weaker conception of luminosity that is unaffected by Williamson’s argument and yet is substantial enough to satisfy those who wish to retain this part of the Cartesian tradition. Discussions of research involving vulnerable populations have left the homeless comparatively ignored. Participation by these subjects in drug studies has the potential to be upsetting, inconvenient, or unpleasant. Participation occasionally produces injury, health emergencies, and chronic health problems. Nonetheless, no ethical justification exists for the categorical exclusion of homeless persons from research. The appropriate framework for informed consent for these subjects of pharmaceutical research is not a single event of oral or written consent, but a multi-staged arrangement of disclosure, dialogue, (...) and permission-giving. Payments and other rewards in biomedical research raise issues of whether it is ethical to offer inducements to the homeless in exchange for participation in drug studies. Such inducements can influence desperate persons who are seriously lacking in resources. The key is to strike a balance between a rate of payment high enough that it does not exploit subjects by underpayment and low enough that it does not create an irresistible inducement. This proposal does not underestimate the risks of research, which are often overestimated and need to be appraised in light of the relevant empirical literature. (shrink)

This paper examines heterotopias of homelessness in contemporary Japan. Against received claims about a shift from a social to a post-social form of politics, the paper draws attention to distinct temporal horizons that shape statist and precarious political subjectivities at sites of economic abandonment, complicating generalizations about the demise of the social and the shift to new (post-representational) political practices in neoliberal Japan. In contrast to the politics of representation that continue to mobilize statist social imaginaries around advocacy and (...) care for the homeless, political heterotopias of homelessness index a critical refusal of hegemonic interpellations of home and home-coming. In an effort to expand understanding of the political in Japan, the paper draws attention to the multiple temporalities constitutive of the social space of homelessness. In so doing, it seeks to make visible fugitive forms of political subjectivities beyond statist and neoliberal enclosure, and contribute more broadly to a critical discourse on the nature of politics in contemporary Japan. The Great Recession of 2008 underscored the precarity of housing for many people living in the United States, as well as the unequal conditions that structure housing policy and practices. Victimized by predatory lending practices, many families lost their homes as a speculative housing bubble burst. Facing tremendous uncertainty, these families joined tens of thousands of others across the country who struggle with housing for a variety of reasons—leaving an abusive partner, struggling with medical and other unforeseen expenses, coping with (...) addiction and/or mental illness, and more. Migration often involves leaving one home and trying to build another. Normative issues abound with both aspects, however as we reflect on issues of home and migration, it is hard to go past the thought that the plight of refugees is one of the most pressing. Being a refugee might be the equivalent of being homeless in the international context. And so considering our responsibilities in relation to the homeless in our state system seems especially worthwhile, given the conference theme (...) and the vulnerability associated with being forcibly displaced. Here I focus particularly on the plight of large-scale refugee populations fleeing violent conflict. And I am especially focused on the Syrian case, given that it currently involves the largest displaced population, though other cases will be discussed as well. I explore how we should help refugees in ways that are likely to promote the well-being of many agents that surround refugee crises. Many of these solutions may be described as development oriented. They focus on meeting a wide range of current needs of the displaced populations (such as for autonomy, work, opportunity, and community) while also preparing that population for life after conflict. The last winter issue of Contemporary Chinese Thought about Li Ling's controversial understanding of Confucius as a "homeless dog" ended with a remark that he himself is in many ways homeless in the academic world. Not only does his own love for Chinese culture clash with the pious proponents of the traditional cultural heritage, but in many other ways, he also lingers in the unhomely gray zones of academia. Simultaneously very much at home—but always on the frontier—in a variety of (...) different disciplines such as archeology, paleography, history of thought, philology, philosophy, religion, medicine, and anthropology, he also moves between various niches of learning such as sinology, China studies, and national studies. The articles translated in this double issue highlight Li Ling's view of how the realities of China fit into these academic niches. (shrink)

In this article, I consider Duns Scotus’s treatment of accidents existing without substances (= homeless accidents) in the Eucharist to shed light on how he thinks Aristotle’s metaphysics should be modified to make room for miracles. In my reconstruction, Duns Scotus makes two changes to Aristotle’s metaphysics. First, he distinguishes a given thing’s natural inclinations (its “aptitudes”) from the manifestations of those inclinations. Second, he argues that it is up to God’s free decisions (organized in systematic policies) whether a thing’s (...) aptitudes manifest or do not manifest themselves in any given situation. In this way, Duns Scotus tries to find a point of equilibrium between the necessary causal order he attributes to Aristotle and his followers on the one hand, and God’s freedom to break the natural order at any moment on the other hand. This paper reflects on ethical issues raised in research with homeless people in rural areas. It argues that the significant embracing of dialogic and reflexive approaches to social research is likely to render standard approaches to ethical research practice increasingly complex and open to negotiation. Diary commentaries from different individuals in the research team are used to present self-reflexive accounts of the ethical complexities and dilemmas encountered in offering explanations of the validity of the research, in carrying out ethnographic encounters (...) with homeless people and in producing and evaluating the outputs of research. Reflexivity does not dissolve ethical tensions, but opens up possibilities for new ethical and moral maps with which to explore ethical terrains more appropriately and more honestly. (shrink)

Unlike traditional Western philosophy, which places no special emphasis on the importance of family structure, traditional Chinese philosophy represented by Confucianism is a set of theories that give family a primary position. With family as the foundation, a complete framework of “human body → two genders → family and clan” is formed. Therefore, family in Chinese philosophy is existent, gender-interactive and diachronic. It should also be noted that family also plays a fundamental role in Chinese theories on cosmology, religion, and (...) many other subjects. In other words, Chinese culture as a whole is imprinted with reflections on family. Nowadays, as the value of family becomes less prominent, re-examining ancient Chinese philosophy will undoubtedly bear theoretical significance. Meanwhile, traditional Chinese philosophy can also offer an ideological framework for the re-construction of family values in the contemporary world. (shrink)

In 1988, the California state legislature passed the California Street Terrorism Enforcement and Prevention Act, which allowed courts to “enhance” the sentences of offenders who have been proven to "promote, further, or assist in any criminal conduct by gang members." It bundled together criminality, policing, and incarceration in ways that drew upon the fears of the black/latino Others that were imminent in panics surrounding the “crack epidemic” and inner-city crime. Jumping to April 2016, the Salvadoran government has passed strikingly similar (...) legislation, which centers on reclassifying gang-associated crimes as terroristic; in essence under their new laws gang affiliation is a terrorist. This, too, has been enacted in the midst of panic about gang violence and low-level warfare between gangs and the Salvadoran state. The adoption of US-style anti-gang approaches by the Salvadoran government is not new. In 2003, the right-wing government passed mano dura [“iron fist”] policies that sought to address increases in gang associate crime with zero-tolerance, tough-on-crime measures. Law enforcement received expanded leeway to target and arrest gang members, especially those from Mara Salvatrucha 13 and Barrio 18. Despite the lack of sustained reductions in violent crime, the mano dura policies have remained and will only be exacerbated by the new legislation. (shrink)
