The publication of the Phenomena of power: Authority, domination, and violence into English allows for the English-speaking world to engage the work of Heinrich Popitz. Popitz provides a thorough and organized description of how power operates in social relations that should be valuable to any scholar of the human sciences. This essay is supportive of Popitz’s project, but seeks a critical engagement by extending the analysis on violence and technical power. I argue that reading Popitz alongside the decolonial thinker, Franz (...) Fanon and the media ecologist, Marshall McLuhan can provide important correctives. In particular, Fanon’s analysis that the colonial use of rhetorical power to dehumanize the oppressed and McLuhan’s comment on the importance of the control of medium are missing in an otherwise very thorough philosophical anthropology on the phenomena of power. Drawing on research in the psychology of judgment and decision making, I argue that individual economists acting as experts in matters of public policy are likely to be victims of significant overconfidence. The case is based on the pervasiveness of the phenomenon, the nature of the task facing economists?as?experts, and the character of the institutional constraints under which they operate. Moreover, I argue that economist overconfidence can have dramatic consequences. Finally, I explore how the negative consequences of overconfidence can be (...) mitigated, and how the phenomenon can be reduced or eliminated. As a case study, I discuss the involvement of Western experts in post?communist Russian economic reforms. (shrink)

This paper examines the relationship between gender and ethical decision models employed by managers. Subjects completed a survey that measured the extent to which they focused on actions or the outcomes of those actions in determining whether a behavior was ethical or not. The study also examined subjects' reactions to other managers' responses to ethical dilemmas. Results suggest that men and women do not differ in their underlying ethical models, that they do differ in the way in which they evaluate (...) others in ethical situations, and that ethical predispositions play an important role in those evaluations. Goal‐directed cognition is often discussed in terms of specialized memory structures like the “goal stack.” The goal‐activation model presented here analyzes goal‐directed cognition in terms of the general memory constructs of activation and associative priming. The model embodies three predictive constraints: (1) the interference level, which arises from residual memory for old goals; (1) the strengthening constraint, which makes predictions about time to encode a new goal; and (3) the priming constraint, which makes predictions about the role of cues in (...) retrieving pending goals. These constraints are formulated algebraically and tested through simulation of latency and error data from the Tower of Hanoi, a means‐ends puzzle that depends heavily on suspension and resumption of goals. Implications of the model for understanding intention superiority, postcompletion error, and effects of task interruption are discussed. (shrink)

Some time ago, F. P. Ramsey (1960) suggested that knowledge is true belief obtained by a reliable process. This suggestion has only recently begun to attract serious attention. In 'Discrimination and Perceptual Knowledge', Alvin Goldman (1976) argues that a person has knowl- edge only if that person's belief has been formed as a result of a reliable cognitive mechanism. In Belief, Truth, and Knowledge, David Arm- strong (1973) argues that one has knowledge only if one's belief is a comPletely reliable (...) sign of the truth of the proposition believed. On both of these theories, the reliability of one's belief is a necessary condition of that belief's being an instance of knowledge. These reliability theories have another interesting feature in common, namely, that neither of them explicitly requires or includes the traditional justification requirement for knowledge. Reliability has taken over the role of justification. This naturally leads to the question whether reliability and justification are related in some philosophically interes- ting fashion. In this paper I shall investigate this question. The result will be a positive proposal to the effect that justified belief is reliable belief. This result, in turn, explains why reliability can take over the role of justification in an account of knowledge. Moreover, the identification of justification with reliability constitutes a step toward the naturalization of normative epistemological concepts. (shrink)

In his recent book Lack of Character, John Doris argues that people typically lack character (understood in a particular way). Such a claim, if correct, would have devastating implications for moral philosophy and for various human moral projects (e.g. character development). I seek to defend character against Doris's challenging attack. To accomplish this, I draw on Socrates, Aristotle, and Kant to identify some of the central components of virtuous character. Next, I examine in detail some of the central experiments in (...) social psychology upon which Doris's argument is based. I argue that, properly understood, such experiments reveal differences in the characters of their subjects, not that their subjects lack character altogether. I conclude with some reflections on the significance of such experiments and the importance of character. (shrink)

In the Lambek calculus of order 2 we allow only sequents in which the depth of nesting of implications is limited to 2. We prove that the decision problem of provability in the calculus can be solved in time polynomial in the length of the sequent. A normal form for proofs of second order sequents is defined. It is shown that for every proof there is a normal form proof with the same axioms. With this normal form we can give (...) an algorithm that decides provability of sequents in polynomial time. The shift from a welfarist to a retributivist perspective on crime, which is one of the themes of David Garland?s book, has brought with it a renewed emphasis on the victims of crime and their rights. This shift in emphasis, I suggest, raises questions about the way we think of the relationship between individual citizens and between citizens and the state. Different political theories will produce different accounts of this relationship and hence different ways of characterising the status and role (...) of victims in the criminal process. In this paper then I sketch a roughly communitarian view of the citizen relationship as a context for an account of the status of victims. Thus, I argue, we need to consider not just the expectations that victims rightly have that they have rights which should to be recognised in the criminal process but also their duties as participants. Duties which require them to bear witness in calling offenders to account. This gives victims an active role in the criminal process but one that may come at a price since it might require victims to be subjected to greater scrutiny in the process of a criminal trial than they might find bearable. The exportation of Western biomedicine throughout the world has not resulted in a systematic homogenization of scientific ideology but rather in the proliferation of many forms and practices of biomedicine. Similarly, in the last decade, bioethics has become increasingly an international enterprise. Although there may be consensus regarding the inherent value of ethical discourse as it relates to health and medical care, there are disagreements about the nature and parameters of medical morality. This lack of consensus exists because our beliefs (...) about morality are culturally constituted, embedded in social, religious, and political ideologies that influence particular individuals and communities at specific historical moments. The severe shortage of organs for transplantation and the continual reluctance of the public to voluntarily donate has prompted consideration of alternative strategies for organ procurement. This paper explores the development of market approaches for procuring human organs for transplantation and considers the social and moral implications of organ donation as both a gift of life and a commodity exchange. The problematic and paradoxical articulation of individual autonomy in relation to property rights and marketing human body parts is addressed. We (...) argue that beliefs about proprietorship over human body parts and the capacity to provide consent for organ donation are culturally constructed. We contend that the political and economic framework of biomedicine, in western and non-western nations, influences access to transplantation technology and shapes the form and development of specific market approaches. Finally, we suggest that marketing approaches for organ procurement are and will be negotiated within cultural parameters constrained by several factors: beliefs about the physical body and personhood, religious traditions, economic conditions, and the availability of technological resources. We present an algorithm that can anticipate tax evasion by modeling the co-evolution of tax schemes with auditing policies. Malicious tax non-compliance, or evasion, accounts for billions of lost revenue each year. Unfortunately when tax administrators change the tax laws or auditing procedures to eliminate known fraudulent schemes another potentially more profitable scheme takes it place. Modeling both the tax schemes and auditing policies within a single framework can therefore provide major advantages. In particular we can explore the likely forms (...) of tax schemes in response to changes in audit policies. This can serve as an early warning system to help focus enforcement efforts. In addition, the audit policies can be fine tuned to help improve tax scheme detection. We demonstrate our approach using the iBOB tax scheme and show it can capture the co-evolution between tax evasion and audit policy. Our experiments shows the expected oscillatory behavior of a biological co-evolving system. (shrink)

In The question concerning technology, Heidegger explores actuality in terms of danger. In chapter 3.6 ‘Who has forgotten Being?’ of his We have never been modern, Latour typically ridicules Heidegger and rejects no less than his whole thinking path. I contend that this criticism stems from an inadequate interpretation of Heidegger. By reading the latter in a modern register, Latour turns Heidegger into a modern thinker. Leaving aside the matter of modern elements in Heidegger’s thoughts, these are certainly not the (...) elements that Latour brings forth. Indeed, to understand the danger that hides in actuality, if any, we should turn to Heidegger and read Latour from there. (shrink)

In Victor Hugo’s novel, Notre-Dame de Paris, 1482, the priest says that, alas, ‘this will destroy that’, meaning that the book upon which his hand was placed would destroy the building opposite. He is looking out of a window at the immense Cathedral of Notre-Dame (Hugo, 1967, p. 197). If the cathedral is a library to be read by the religious, and if the church is the symbol of authority and the repository of medieval knowledge, then the priest means not (...) only that the book, printing and new literacy would undermine the church’s authority, but that human thought will undermine the church’s expression of its authority (Bolter, 1991). The priest continues: the principal idea of each generation would no longer write itself with the same material and in the same way, that the book of stone, so solid and durable, would give place to the book made of paper, yet made more solid and durable. While color realism is endorsed, Byrne & Hilbert's (B&H's) case for it stretches the notion of “physical property” beyond acceptable bounds. It is argued that a satisfactory account of color should do much more to respond to antirealist intuitions that flow from the specificity of color experience, and a pointer to an approach that does so is provided.
