After the First World War the large number of war invalids posed a medical as well as a socio-political problem. This needed to be addressed, at least to some extent, through healthcare providers and reintegration into the labour market. Due to the demilitarization of Germany, this task was taken on by the civil administration, which was dissolved during the time of National Socialism. In 1950, the Federal Republic of Germany enacted the Federal War Victims Relief Act, which created a privileged (...) group of civil and military war invalids, whereas other disabled people and victims of national socialist persecution were initially excluded. This article examines the continuities and discontinuities of the institutions following the First World War. A particular focus lies on the groups of doctors which structured this field. After discussing de Sousa's view of emotion in akrasia, I suggest that emotions be viewed as nonconceptual perceptions of value (see Tappolet 2000). It follows that they can render intelligible actions which are contrary to one's better judgment. An emotion can make one's action intelligible even when that action is opposed by one's all-things-considered judgment. Moreover, an akratic action prompted by an emotion may be more rational than following one's better judgement, for it may be the judgement and not the (...) perception which is in error. By contrast, "cool" akrasia is genuinely puzzling; it is not clear whether it exists. (shrink)

We propose a logic for reasoning about metric spaces with the induced topologies. It combines the 'qualitative' interior and closure operators with 'quantitative' operators 'somewhere in the sphere of radius r.' including or excluding the boundary. We supply the logic with both the intended metric space semantics and a natural relational semantics, and show that the latter (i) provides finite partial representations of (in general) infinite metric models and (ii) reduces the standard '∈-definitions' of closure and interior to simple constraints (...) on relations. These features of the relational semantics suggest a finite axiomatisation of the logic and provide means to prove its EXPTIME-completeness (even if the rational numerical parameters are coded in binary). An extension with metric variables satisfying linear rational (in)equalities is proved to be decidable as well. Our logic can be regarded as a 'well-behaved' common denominator of logical systems constructed in temporal, spatial, and similarity-based quantitative and qualitative representation and reasoning. Interpreted on the real line (with its Euclidean metric), it is a natural fragment of decidable temporal logics for specification and verification of real-time systems. On the real plane, it is closely related to quantitative and qualitative formalisms for spatial representation and reasoning, but this time the logic becomes undecidable. (shrink)

PurposeThe aim of the research described was to identify reasons for differences between discourses on electronic voting in the UK and The Netherlands, from a qualitative point of view.Design/methodology/approachFrom both countries, eight e‐voting experts were interviewed on their expectations, risk estimations, cooperation and learning experiences. The design was based on the theory of strategic niche management. A qualitative analysis of the data was performed to refine the main variables and identify connections.FindingsThe results show that differences in these variables can partly (...) explain the variations in the embedding of e‐voting in the two countries, from a qualitative point of view. Key differences include the goals of introducing e‐voting, concerns in relation to verifiability and authenticity, the role of the Electoral Commissions and a focus on learning versus a focus on phased introduction.Research limitations/implicationsThe current study was limited to two countries. More empirical data can reveal other relevant subvariables, and contribute to a framework that can improve our understanding of the challenges of electronic voting.Originality/valueThis study shows the context‐dependent character of discussions on information security. It can be informative for actors involved in e‐voting in the UK and The Netherlands, and other countries using or considering electronic voting. (shrink)

In information security research, perceived security usually has a negative meaning, when it is used in contrast to actual security. From a phenomenological perspective, however, perceived security is all we have. This paper develops a phenomenological account of information security, in which a distinction is made between revealed and reveiled security instead. Linking these notions with the concepts of confidence and trust, the paper provides a phenomenological explanation of the electronic voting controversy in the Netherlands.

Conceiving new technologies as social experiments is a means to discuss responsible deployment of technologies that may have unknown and potentially harmful side-effects. Thus far, the uncertain outcomes addressed in the paradigm of new technologies as social experiments have been mostly safety-related, meaning that potential harm is caused by the design plus accidental events in the environment. In some domains, such as cyberspace, adversarial agents may be at least as important when it comes to undesirable effects of deployed technologies. In (...) such cases, conditions for responsible experimentation may need to be implemented differently, as attackers behave strategically rather than probabilistically. In this contribution, we outline how adversarial aspects are already taken into account in technology deployment in the field of cyber security, and what the paradigm of new technologies as social experiments can learn from this. In particular, we show the importance of adversarial roles in social experiments with new technologies. (shrink)

This paper criticizes two accounts of the normativity of practical principles: the empiricist account and the rationalist or realist account. It argues against the empiricist view, focusing on the Humean texts that are usually taken to be its locus classicus. It then argues both against the dogmatic rationalist view, and for the Kantian view, through a discussion of Kant's own remarks about instrumental rationality in the second section of the Groundwork. It further argues that the instrumental principle cannot stand alone. (...) Unless there are normative principles directing us to the adoption of certain ends, there can be no requirement to take the means to our ends. The familiar view that the instrumental principle is the only requirement of practical reason is incoherent. (shrink)

Few people, if any, still argue that science in all its aspects is a value-free endeavor. At the very least, values affect decisions about the choice of research problems to investigate and the uses to which the results of research are applied. But what about the actual doing of science? -/- As Science, Values, and Objectivity reveals, the connections and interactions between values and science are quite complex. The essays in this volume identify the crucial values that play a role (...) in science, distinguish some of the criteria that can be used for value identification, and elaborate the conditions for warranting certain values as necessary or central to the very activity of scientific research. -/- Recently, social constructivists have taken the presence of values within the scientific model to question the basis of objectivity. However, the contributors to <I>Science, Values, and Objectivity</I> recognize that such acknowledgment of the role of values does not negate the fact that objects exist in the world. Objects have the power to constrain our actions and thoughts, though the norms for these thoughts lie in the public, social world. -/- Values may be decried or defended, praised or blamed, but in a world that strives for a modicum of reason, values, too, must be reasoned. Grünbaum's three chief fields of research were space-time philosophy, the methodological credentials of psychoanalysis, and reasons given in favor of the existence of God. Grünbaum defended the so-called conventionality thesis of physical geometry. He partially followed Hans Reichenbach in this respect but developed a new ontological argument for the conventionality claim in addition. In addressing the physical basis of the direction of time, Grünbaum advocated that there is a physical basis for the distinction between the past and the future, but (...) no such basis for the idea of a ‘present’ moving through time. His main claim in scrutinizing Freud’s theory methodologically was that supporting the causal claims Freud made would have required data that go beyond the clinical setting. Finally, Grünbaum worked on the philosophy of religion and set out to undermine arguments for the existence of God. (shrink)

Notkers um 1000 entstandene Bearbeitung der spätantiken »Consolatio Philosophiae« steht in der Tradition der karolingischen Rezeption, die die »Consolatio« zur Vermittlung christlicher Bildung im Rahmen des didaktischen Konzepts der artes liberales nutzt, und bedeutet gleichzeitig eine Innovation: Notker bedient sich tradierter Techniken der Texterschließung, indem er auf die Glossierungstypen lateinischer Textkommentare zurückgreift. Zugleich bezieht er die althochdeutsche Volkssprache in Form von Kommentar und Übersetzung in seine Texterklärung ein und nutzt die Lektüre der »Consolatio« als Ausgangspunkt für theoretische Wissensvermittlung, vor allem (...) auf dem Gebiet des Trivium und philosophisch-theologischer Fragenkomplexe. Seine Bearbeitung ist die erste umfassende Werkinterpretation zur »Consolatio«. Die vorliegende Studie ist die erste Monographie zu diesem Text seit dem Buch von Ingeborg Schröbler (1953). Sie bestimmt Notkers Ort innerhalb der Textgeschichte der »Consolatio« unter Einbeziehung zum Teil noch ungedruckter lateinischer Kommentare und arbeitet in Detailanalysen und im systematischen Überblick die formal-technischen und inhaltlichen Charakteristika seiner Bearbeitung vor dem Hintergrund der St. Galler Bildungstradition, der Unterrichtsmethoden und der wissenschaftlichen Entwicklungen seiner Zeit heraus. Cela conduit en premier lieu à revenir sur la variété des termes employés pour désigner la « cessation des règles ». Ces évolutions doivent être examinées en regard des nouvelles échelles de la vie humaine élaborées au cours de la période. Est-ce qu’une sexuation des âges de la vie, absente jusque-là, y transparaît? L’expression « âge de retour » (...) désigne-t-elle un âge propre aux femmes comme le laissent penser certains auteurs? La médicalisation de la ménopause peut ainsi être remise en perspective, avant d’étudier de plus près les temps forts de sa construction au cours de la période considérée (1770-1836). Enfin, un dernier volet questionne l’existence d’un discours sur l’âge de retour au masculin et analyse la fabrique des asymétries sexuées dans les dispositifs hygiénistes destinés aux quarantenaires et aux cinquantenaires des deux sexes. As forms of private self-regulation, multi-stakeholder initiatives have emerged as an important empirical phenomenon in global governance processes. At the same time, MSIs are also theoretically intriguing because of their inherent double nature. On the one hand, MSIs spell out CSR standards that define norms for corporate behavior. On the other hand, MSIs are also the result of corporate and stakeholder behavior. We combine the perspectives of institutional theory and club theory to conceptualize this double nature of MSIs. Based on (...) a stage model that looks at the interplay of actor and institutional dynamics, we generate insights into why actors join a voluntary MSI, how the various motivations and intentions of the actors influence the standard development, and how these as well as the MSI design are subsequently influenced by both external and internal dynamics. The interdisciplinary field of neurorobotics looks to neuroscience to overcome the limitations of modern robotics technology, to robotics to advance our understanding of the neural system’s inner workings, and to information technology to develop tools that support those complementary endeavours. The development of these technologies is still at an early stage, which makes them an ideal candidate for proactive and anticipatory ethical reflection. This article explains the current state of neurorobotics development within the Human Brain Project, originating from a close (...) collaboration between the scientific and technical experts who drive neurorobotics innovation, and the humanities and social sciences scholars who provide contextualising and reflective capabilities. This article discusses some of the ethical issues which can reasonably be expected. On this basis, the article explores possible gaps identified within this collaborative, ethical reflection that calls for attention to ensure that the development of neurorobotics is ethically sound and socially acceptable and desirable. Humans can recollect past events in details and/or know that an object, person, or place has been encountered before. During the last two decades, there has been intense debate about how recollection and familiarity are organized in the brain. Here, we propose an integrative memory model which describes the distributed and interactive neurocognitive architecture of representations and operations underlying recollection and familiarity. In this architecture, the subjective experience of recollection and familiarity arises from the interaction between core systems and an (...) attribution system. By integrating principles from current theoretical views about memory functioning, we provide a testable framework to refine the prediction of deficient versus preserved mechanisms in memory-impaired populations. The case of Alzheimer's disease is considered as an example because it entails progressive lesions starting with limited damage to core systems before invading step-by-step most parts of the model-related network. We suggest a chronological scheme of cognitive impairments along the course of AD, where the inaugurating deficit would relate early neurodegeneration of the perirhinal/anterolateral entorhinal cortex to impaired familiarity for items that need to be discriminated as viewpoint-invariant conjunctive entities. The integrative memory model can guide future neuropsychological and neuroimaging studies aiming to understand how such a network allows humans to remember past events, to project into the future, and possibly also to share experiences. Aristotle believes that an agent lacks virtue unless she enjoys the performance of virtuous actions, while Kant claims that the person who does her duty despite contrary inclinations exhibits a moral worth that the person who acts from inclination lacks. Despite these differences, this chapter argues that Aristotle and Kant share a distinctive view of the object of human choice and locus of moral value: that what we choose, and what has moral value, are not mere acts, but actions: acts (...) done for the sake of ends. Morally good actions embody a kind of intrinsic value that inspires us to do them from duty (in Kant) or for the sake of the noble (in Aristotle). The chapter traces the difference in their attitudes about doing one's duty with pleasure to a difference in their attitudes towards pleasure itself: Aristotle sees it as a perception of the good, while Kant thinks of it as mere feeling. Im Zentrum dieses Bandes stehen die Beiträge einer Tagung, die im Oktober 2017 an der Universität Konstanz stattgefunden hat. Thema der Tagung war ein den historischen Kontext einbeziehender Blick auf den frühen Rudolf Carnap, vom Ende des Ersten Weltkriegs bis zur Emigration Ende 1935. Der 1891 in Ronsdorf bei Wuppertal geborene Rudolf Carnap entschloss sich erst relativ spät zu einer Karriere als akademischer Philosoph, nämlich 1920, nachdem er sein durch den Krieg unterbrochenes Studium der Physik und Philosophie in Jena und (...) Freiburg abgeschlossen und kurze Zeit überlegt hatte, als Lehrer in der Schulreform-Bewegung zu arbeiten. Es folgte die philosophische Promotion im Jahr 1921, bei Bruno Bauch in Jena, mit einer Doktorarbeit zum Raumproblem. 1923 organisierte Carnap, gemeinsam mit Hans Reichenbach und anderen, eine für die Entstehung des Logischen Empirismus bedeutsame kleine Tagung in Erlangen. Auf Einladung von Moritz Schlick habilitierte er sich 1926 an der Universität Wien und verbrachte die Zeit bis 1931 zumindest teilweise in Wien, als eines der Kernmitglieder des Wiener Kreises um Moritz Schlick. Seine Habilitationsschrift erschien 1928 unter dem Titel Der logische Aufbau der Welt (hier immer Aufbau). 1931 folgte Carnap einem Ruf an die Deutsche Universität Prag. In den darauffolgenden Jahren blieb aber der enge Kontakt mit Wien und dem Wiener Kreis erhalten. Carnaps hauptsächliche Arbeit in dieser Zeit war seinem zweiten großen Buchprojekt gewidmet, der 1934 publizierten Logischen Syntax der Sprache. Daneben verfasste Carnap in seiner Zeit in Wien und Prag auch zahlreiche Aufsätze, zu unterschiedlichen Aspekten der Logik, der Metaphysikkritik und der Wissenschaftstheorie. Er war Mitautor des Manifests Wissenschaftliche Weltauffassung: Der Wiener Kreis und nahm regen Anteil an den zahlreichen wissenschaftlichen Aktivitäten des Logischen Empirismus, von der Gründung der Zeitschrift Erkenntnis bis hin zum Projekt einer Enzyklopädie der Einheitswissenschaft. Spätestens ab 1933 musste Carnap jedoch feststellen, dass an eine weitere wissenschaftliche Karriere in dem von Faschismus und Nationalsozialismus geprägten politischen Klima in Kontinentaleuropa nicht zu denken war. Er strebte deshalb die Emigration ins englischsprachige Ausland an, die schließlich Ende 1935 gelang, als Carnap ein Angebot von der Universität Chicago erhielt. Obwohl Carnap nur den kleineren Teil der in diesem Band abgedeckten eineinhalb Jahrzehnte in Wien verbracht hat, widmet sich der Großteil der hier versammelten Beiträge schwerpunktmäßig der für Carnaps philosophische Karriere zentralen Wiener Zeit.
