There has been a focus on policies relating to early years education and care across the developed world and particularly in Europe. In the UK, there has been a raft of policy changes alongside increased investment. However, this paper argues that these changes may not be sufficient to meet EU objectives in terms of quality or the government's policy goals of high quality, affordable and accessible early years education and care. There are major issues that appear to militate against achieving (...) these goals; these relate to the levels of government funding and to the regulatory context. There are also divergences between the providers in terms of their own objectives and underlying values which mean that quality may be variable and access to certain types of providers restricted. These factors appear to militate against the delivery of universal provision of high quality early years education and care. (shrink)

A belief in a firm correspondence between objects, ideas, and their representation in language pervaded the works of Anne Robert Jacques Turgot

(1727–1781) in 1750. This conviction is particularly manifest in Turgot’s sharp critique of Berkeley’s philosophical system and his remarks on Maupertuis’s reconstruction of the origin of language. During the 1750s Turgot’s epistemological views underwent a change, apparent in two of his contributions to the Encyclopédie: the entries Existence and Étymologie (1756). These articles included (...) a reassessment of Berkeleyan immaterialism, facing an ultimate crisis of definition and representation. A similar development may be traced in contemporary works by Condillac and Diderot. Turgot’s Encyclopédie entries also envisaged a new science, an archeology of the human mind aided by the examination of linguistic development and change. This entailed the scientific verification of conjectures in any historical account of ideas, turning etymological

and psychological inquiries into what Turgot termed ‘experimental metaphysics’. (shrink)

We apply Benacerraf’s distinction between mathematical ontology and mathematical practice to examine contrasting interpretations of infinitesimal mathematics of the seventeenth and eighteenth century, in the work of Bos, Ferraro, Laugwitz, and others. We detect Weierstrass’s ghost behind some of the received historiography on Euler’s infinitesimal mathematics, as when Ferraro proposes to understand Euler in terms of a Weierstrassian notion of limit and Fraser declares classical analysis to be a “primary point of reference for understanding the eighteenth-century theories.” Meanwhile, scholars like (...) Bos and Laugwitz seek to explore Eulerian methodology, practice, and procedures in a way more faithful to Euler’s own. Euler’s use of infinite integers and the associated infinite products are analyzed in the context of his infinite product decomposition for the sine function. Euler’s principle of cancellation is compared to the Leibnizian transcendental law of homogeneity. The Leibnizian law of continuity similarly finds echoes in Euler. We argue that Ferraro’s assumption that Euler worked with a classical notion of quantity is symptomatic of a post-Weierstrassian placement of Euler in the Archimedean track for the development of analysis, as well as a blurring of the distinction between the dual tracks noted by Bos. Interpreting Euler in an Archimedean conceptual framework obscures important aspects of Euler’s work. Such a framework is profitably replaced by a syntactically more versatile modern infinitesimal framework that provides better proxies for his inferential moves. (shrink)

There is growing interest in contact tracing apps for pandemic management. It is crucial to consider ethical requirements before, while, and after implementing such apps. In this paper, we illustrate the complexity and multiplicity of the ethical considerations by presenting an ethical framework for a responsible design and implementation of CT apps. Using this framework as a starting point, we briefly highlight the interconnection of social and political contexts, available measures of pandemic management, and a multi-layer assessment of CT apps. (...) We will discuss some trade-offs that arise from this perspective. We then suggest that public trust is of major importance for population uptake of contact tracing apps. Hasty, ill-prepared or badly communicated implementations of CT apps will likely undermine public trust, and as such, risk impeding general effectiveness. (shrink)

Spiritual life and community engagement animation services have existed since 2001. These services replaced pastoral animation in schools and are intended to promote the spiritual development and community engagement of all students, whether or not they are affiliated with a religion. This article presents the historical background that led to development of this service, as well as the professional concerns of its stakeholders. The concerns raised are based on awareness of great diversity among those who provide this service - diversity (...) in both their training and their understanding of the meanings of the terms that define their work. Presently working towards the professionalization that they deem essential to their very survival, they are using professional strategies that are largely not aligned with their reality nor their abilities. This article hopes to demonstrate the relevance of changing perspectives so that this profession would not be understood through functionalist or conflictualist paradigms, nor limited only to community engagement, but would rather adopt an interactionist point of view, focused on the spiritual aspect of this role. Johnston famously argued that the colors are, more or less inclusively speaking, dispositions to cause color experiences by arguing that this view best accommodates his five proposed core beliefs about color. Since then, Campbell, Kalderon, Gert, Benbaji, and others, have all engaged with at least some of Johnston’s proposed core beliefs in one way or another. Which propositions are core beliefs is ultimately an empirical matter. We investigate whether Johnston’s proposed core beliefs are, in fact, believed by assessing the agreement/disagreement (...) of non-philosophers with them. Two experiments are run each with large sample sizes, the second designed to address criticisms of the first. We find that non-philosophers mostly agree with the proposed core beliefs, but that they agree with some more than others. (shrink)

The evolutionary theory of threat simulation during dreaming indicates that themes appropriate to ancestral survival concerns (threats) should be disproportionately represented in dreams. Our studies of typical dream themes in students and sleep-disordered patients indicate that threatening dreams involving chase and pursuit are indeed among the three most prevalent themes, thus supporting Revonsuo's theory. However, many of the most prevalent themes are of positive, not negative, events (e.g., sex, flying) and of current, not ancestral, threat scenarios (e.g., schoolwork). Moreover, many (...) clearly ancestral themes (e.g., snakes, earthquakes) are not prevalent at all in dreams. Thus, these findings challenge the specificity of the threat simulation theory. It is widely held by philosophers not only that there is a causal condition on perception but also that the causal condition is a conceptual truth about perception. One influential line of argument for this claim is based on intuitive responses to a style of thought experiment popularized by Grice. Given the significance of these thought experiments to the literature, it is important to see whether the folk in fact respond to these cases in the way that philosophers assume they (...) should. We test folk intuitions regarding the causal theory of perception by asking our participants to what extent they agree that they would ‘see’ an object in various Gricean scenarios. We find that the intuitions of the folk do not strongly support the causal condition; they at most strongly support a ‘no blocker’ condition. We argue that this is problematic for the claim that the causal condition is a conceptual truth. (shrink)

It has become a commonplace that "images" were central to the twentieth century and that their role will be even more powerful in the twenty-first. But what is an image and what can an image be? _Releasing the Image_ understands images as something beyond mere representations of things. Releasing images from that function, it shows them to be self-referential and self-generative, and in this way capable of producing forms of engagement beyond spectatorship and subjectivity. This understanding of images owes much (...) to phenomenology—the work of Husserl, Heidegger, and Merleau-Ponty—and to Gilles Deleuze's post-phenomenological work. The essays included here cover historical periods from the Romantic era to the present and address a range of topics, from Cézanne's painting, to images in poetry, to contemporary audiovisual art. Recent empirical work on non-philosophers’ intuitions about epistemic normativity reveals patterns that cannot be fully accounted for by direct epistemic consequentialism. On the basis of these results, one might picture participants as “epistemic deontologists.” We present the results of two new experiments that support a more nuanced picture. We examine intuitions about guesses and hypotheses, and about beliefs. Our results suggest a two-factor model of intuitions, wherein both consequentialist and non-consequentialist considerations affect participants’ judgments about epistemic permissibility.

Color relationalism holds that the colors are constituted by relations to subjects. The introspective rejoinder against this view claims that it is opposed to our phenomenally-informed, pre-theoretic intuitions. The rejoinder seems to be correct about how colors appear when looking at how participants respond to an item about the metaphysical nature of color but not when looking at an item about the ascription of colors. The present article expands the properties investigated to sound and taste and inspects the mentioned asymmetry, (...) with a particular focus on the principle of charity. Using a metaphysical item, we find that color and sound are no different from shape, our control for a clearly anti-relational property. Taste, on the other hand, is no different from likability, our control for a clearly relational property. Importantly, we find that the disparity between metaphysical and ascription items is due to participants using a principle of charity to interpret disagreement cases such that both parties can be correct. This paper focuses on accountability in school-based education in England. It explores notions of accountability and proposes a new framework for its analysis. It then identifies a number of types of accountability which are present in school-based education, and discusses each in terms of who is accountable to whom and for what. It goes on to examine the sanctions associated with each type of accountability and some possible effects of each type. School performance cross-cuts virtually all facets of accountability, but (...) is fundamental to hierarchical and market accountability where it is associated with a high likelihood of severe sanctions. This, it is argued, means that schools are likely to focus on these forms of accountability as opposed to participative or network accountabilities that involve collaboration with others. The final section proposes that there is a case for accountability systems to focus more broadly on a variety of processes and outcomes related to the overall goals of education. The existing regime in England is heavily focused on hierarchical and market accountability: a greater focus on participative and network accountability may foster a less individualistic approach to education and greater social cohesion. The agricultural communicator is a key link in transmitting information to farmers. If agricultural communicators' ethics are compromised, the resulting biases in news production could have serious detrimental effects on the quality of information conveyed to farmers. But, to date, agricultural communicators' perceptions of ethical problems they encounter at work has not been examined. This study looks at the dimensions of ethical concerns for topics area (agricultural) journalists as defined by practitioners. To determine these dimensions, we sent open ended questionnaires (...) (50 percent response rate) to members of two professional agricultural journalist associations: the Newspaper Farm Editors of America and the American Agricultural Editors' Association.Agricultural communicators overwhelmingly focus on one specific threat to objectivity—advertising pressure. Both NFEA and AAEA respondents indicated that agricultural journalists' responses to advertising pressure adversely affected the entire profession. The responses indicated that agricultural writers were concerned with the different types of pressures and the effects of advertising pressure on the industry as a whole. NFEA and AAEA respondents mentioned both indirect pressure, “freebies,” conferences, trips and press releases from advertising or public relations sections of agri-business firms, and direct pressures from advertisers, salesmen and publishers. The respondents were clearly more comfortable when newspaper policy protected them from advertising pressure and when they had techniques to reduce this pressure. The editors' and reporters' perceptions of advertising pressure clearly indicates that advertising abuses are a clear and present danger and one worthy of far more attention than it has previously received. This book, by one of the most innovative and challenging contemporary thinkers, consists of an extensive essay from which the book takes its title and five shorter essays that are internally related to “Being Singular Plural.” One of the strongest strands in Nancy’s philosophy is his attempt to rethink community and the very idea of the social in a way that does not ground these ideas in some individual subject or subjectivity. The fundamental argument of the book is that being (...) is always “being with,” that “I” is not prior to “we,” that existence is essentially co-existence. Nancy thinks of this “being-with” not as a comfortable enclosure in a pre-existing group, but as a mutual abandonment and exposure to each other, one that would preserve the “I” and its freedom in a mode of imagining community as neither a “society of spectacle” nor via some form of authenticity. The five shorter essays impressively translate the philosophical insight of “Being Singular Plural” into sophisticated discussions of national sovereignty, war and technology, identity politics, the Gulf War, and the tragic plight of Sarajevo. The essay “Eulogy for the Mêlée,” in particular, is a brilliant discussion of identity and hybridism that resonates with many contemporary social concerns. As Nancy moves through the exposition of his central concern, being-with, he engages a number of other important issues, including current notions of the “other” and “self” that are relevant to psychoanalytic, political, and multicultural concepts. He also offers astonishingly original reinterpretations of major philosophical positions, such as Nietzsche’s doctrine of “eternal recurrence,” Descartes’s “cogito,” and the nature of language and meaning.
