Digital Earth applications provide a common ground for visualizing, simulating, and modeling real-world situations. The potential of Digital Earth applications has increased significantly with the evolution of artificial intelligence systems and the capacity to collect and process complex amounts of geospatial data. Yet, the widespread techno-optimism at the root of Digital Earth must now confront concerns over high-risk artificial intelligence systems and power asymmetries of a datafied society. In this commentary, we claim that not only can current debates about data (...) governance and ethical artificial intelligence inform development in the field of Digital Earth, but that the specificities of geospatial data, together with the expectations surrounding Digital Earth applications, offer a fruitful lens through which to examine current debates on data governance and artificial intelligence ethics. In particular, we argue that for the implementation of ethical artificial intelligence and inclusive approaches to data governance, Digital Earth initiatives need to involve stakeholders and communities at the local level and be sensitive to social, legal, cultural, and institutional contexts, including conflicts that might arise within those contexts. Two types are distinguished: the more general neoidealism, especially the Italian, which will be treated in subsequent volumes; and the more technical examination of historical knowledge by Dilthey, Simmel, Spengler, Windelband, Rickert, M/insterberg, Weber, Troeltsch, Meinecke, and Huizinga. Without exaggerating it, Lamanna points to the strain of "inquietude" and restlessness which shows itself in much of the early twentieth-century philosophizing, especially (...) in its attacks on rationalism, and which serves to foreshadow the greater anxieties that will be portrayed in the second volume of the trilogy. I add only two small observations, not by way of criticism, but merely to supplement the expositions (which seem to me to be excellent) of two men whom I happen to know well. Giuseppe Prezzolini appears with Papini (as he should) as a founder and leader o[ the pragmatist periodical Leonardo. Whereas Papini's adventures in philosophical romance were quite extravagant, Prezzolini's contributions were satirically ironical His L'Arte di persuadere, which to a hasty reader might well appear as a "manuale per i bugiardi" (p. 308), really appears, in view of his subsequent career in La Voce and in his Vita di Macehiavelli as a brilliant Macchiavellian satire. Similarly there is an undercurrent of genial satire in the pragmatisms of James and Schiller. The criticism in Dewey's social philosophy of what he refers to as the bourgeois Utilitarian liberalism and individualism of early nineteenth-century Britain appears in Lamanna 's pages (as in other scholarly European works) as a criticism of "Americanism." Dewey called his political philosophy a "new individualism" which was about the same as the doctrines of European social democrats. It was very democratic in contrast to the liberalism of the early utilitarians. But this early individualistic liberalism is no more American than it is European. Certainly Dewey's democracy is at least as American as the "Americanism" which he criticized. If we must use these terms, we could say that the socalled "Americanization of Europe" coincided with the Europeanization of America. James was politically an individualist and Dewey was a socialist; both were equally American and equally concerned to be cosmopolitan. These terminological problematics are not intended as a criticism of Lamanna's exposition of Dewey's philosophy, which seems to me one of the very best of the many I have read. This selection of the letters, notes and treatises sent to the Berlin physician and biologist Wilhelm Fliess makes fascinating reading today, twenty-five years after Freud's death. Most of this material originates in the years 1893-1901 and therefore covers not only the period of Freud's shift from neurology to psychology but also the period of his most vigorous creativity in psychoanalysis itself, namely the publication together with his predecessor, Josef Breuer, of Studien iiber Hysterie. It is the period of his self-analysis which laid the groundwork for psychoanalytic therapy, the years during which he conceived and published his basic work Interpretation of Dreams. It is also the time when he wrote Sexuality in the Etiology of Neuroses, Ueber den Traum, and Zur Psychopathologie des Alltagslebens. 282 HISTORY OF PHILOSOPHY Included in this volume of papers sent to Fliess is The Draft of a Psychology written in a burst of enthusiasm during three weeks in the autumn of 1895 (pp. 305-384 of the text). This important paper deals not only with emotive life but with the origin of cognitive thought, a topic which went in part into Chapter 7 of the Interpretation of Dreams. In this paper Freud still tries to combine his ideas of the physiology of the brain with his psychological and psychopathological findings. It is therefore a watershed of his intellectual endeavors, although Freud abandoned on the whole the effort to incorporate a theory of cognitive thought into his writings. For 60 years, Herbert Schneider has been making notable contributions to philosophy. In 1972, at a surprise party for his 80th birthday, friends presented him with a collection of essays on areas of philosophy in which he himself had done pioneering work. Writing from a scientifically and philosophically informed perspective, the authors provide a critical overview of the conceptual difficulties encountered in many current neuroscientific and psychological theories.

Existing research on developing countries emphasizes the decisive power of teacher unions in education politics. Yet that power varies, and a full understanding of the roots of union power and the sources of cross-national variation requires deeper analysis of organizational dynamics within unions. This analysis supports four arguments. First, teachers have a range of advantages in overcoming obstacles to collective action. Second, unions are not all alike; they vary widely, from interest groups to powerful political machines. Third, the source of (...) this variation lies in factors that shift power within unions from members to leaders in political-machine unions. Fourth, analyzing the dimensions of variation helps explain the different outcomes of recent reforms to teacher careers in Latin America, especially in highlighting the staunch opposition from political-machine unions. We study model theory of actions of finite groups on substructures of a stable structure. We give an abstract description of existentially closed actions as above in terms of invariants and PAC structures. We show that if the corresponding PAC property is first order, then the theory of such actions has a model companion. Then, we analyze some particular theories of interest (mostly various theories of fields of positive characteristic) and show that in all the cases considered the PAC property (...) is first order. Drawing on the empirical premise that attention makes objects look more intense, Ned Block has argued for mental paint, a phenomenal residue that cannot be reduced to what is perceived or represented. If sound, Block's argument would undermine direct realism and representationism, two widely held views about the nature of conscious perception. We argue that Block's argument fails because the empirical premise it is based upon is false. Attending to an object alters its salience, but not its perceived intensity. We (...) also argue that salience should be equated with mental primer, a close cousin of mental paint that reintroduces difficulties for direct realism and representationism. The upshot is that direct realism and representationism are still in trouble, but not for the reason that Block thinks. (shrink)

Degrowth is the literal translation of 'decroissance', a French word meaning reduction. Launched by activists in 2001 as a challenge to growth, it became a missile word that sparks a contentious debate on the diagnosis and prognosis of our society. 'Degrowth' became an interpretative frame for a new (and old) social movement where numerous streams of critical ideas and political actions converge. It is an attempt to re-politicise debates about desired socio-environmental futures and an example of an activist-led science now (...) consolidating into a concept in academic literature. This article discusses the definition, origins, evolution, practices and construction of degrowth. The main objective is to explain degrowth's multiple sources and strategies in order to improve its basic definition and avoid reductionist criticisms and misconceptions. To this end, the article presents degrowth's main intellectual sources as well as its diverse strategies (oppositional activism, building of alternatives and political proposals) and actors (practitioners, activists and scientists). Finally, the article argues that the movement's diversity does not detract from the existence of a common path. (shrink)

In The Mind Doesn’t Work that Way, Jerry Fodor argues that mental representations have context sensitive features relevant to cognition, and that, therefore, the Classical Computational Theory of Mind (CTM) is mistaken. We call this the Globality Argument. This is an in principle argument against CTM. We argue that it is self-defeating. We consider an alternative argument constructed from materials in the discussion, which avoids the pitfalls of the official argument. We argue that it is also unsound and that, while (...) it is an empirical issue whether context sensitive features of mental representations are relevant to cognition, it is empirically implausible. The key idea of the interventionist account of causation is that a variable A causes a variable B if and only if B would change if A were manipulated in the appropriate way. This paper raises two problems for Woodward's (2003) version of interventionism. The first is that the conditions it imposes are not sufficient for causation, because these conditions are also satisfied by non-causal relations of nomological dependence expressed in association laws. Such laws ground a relation of mutual manipulability (...) that is incompatible with the asymmetry of causation. Several ways of defending the interventionist account are examined and found unsatisfying. The second problem is that it often seems to be impossible, in a model that contains variables linked by an association law, to satisfy the conditions imposed on interventions on such variables. Various ways to solve this second problem, most importantly the analysis of manipulability in terms of difference making, are examined. Given that none solves the problem, I conclude that the interventionist conditions are neither sufficient nor necessary for causation. It is suggested that they provide an analysis of nomological dependence, which may be supplemented with the notion of a causal process to yield an analysis of causation. (shrink)

To be able to produce and understand metaphorical statements is nothing much to boast about: these familiar skills, which children seem to acquire as they learn to talk, are perhaps no more remarkable than our ability to tell and to understand jokes. How odd then that it remains difficult to explain what we do in grasping metaphorical statements. In a provocative paper, "What Metaphors Mean,"1 Donald Davidson has recently charged many students of metaphor, ancient and modern, with having committed a (...) "central mistake." According to him, there is "error and confusion" in claiming "that a metaphor has, in addition to its literal sense or meaning, another sense or meaning." The guilty include "literary critics like Richards, Empson, and Winters; philosophers from Aristotle to Max Black; psychologists from Freud and earlier to Skinner and later; and linguists from Plato to Uriel Weinreich and George Lakoff." Good company, if somewhat mixed. The error to be extirpated is the "idea that a metaphor has a special meaning" . If Davidson is right, much that has been written about metaphor might well be consigned to the flames. Some philosophers, for example David Lewis, have argued for the need to introduce de se contents or centered contents, i.e. contents of thought and speech the correctness of believing which depends not only on the possible world one inhabits, but also on the location one occupies. Independently, philosophers like Robert Stalnaker (and also David Lewis) have developed the conversational score model of linguistic communication. This conversational model usually relies on a more standard conception of content according to which the correctness (...) of believing a content depends merely on the possible world one occupies. The aim of this paper is to develop a modified conversational score model that operates with centered contents. I begin by explaining how in principle centered contents can figure in the transfer of information from one thinker to another. Here I distinguish the local portability approach from the portable surrogate approach. Then I explain how these modes of information transfer can be exploited in a stalnakerian conversational model involving centered contents, proposing a modified update rule for assertion. (shrink)

I distinguish two notions of agreement in belief: believing the same content versus having beliefs that necessarily coincide/diverge in normative status. The second notion of agreement,, is clearly significant for the communication of beliefs amongst thinkers. Thus there would seem to be some prima facie advantage to choosing the conception of content operative in in such a way that the normative status of beliefs supervenes on their content, and this seems to be the prevailing assumption of many semanticists. I shall (...) argue that de se beliefs and assertions provide a motivation to depart from this assumption, and so do beliefs and assertions concerning what is epistemically possible. I conclude by offering two models of assertoric communication that are compatible with the abandonment of the assumption, and suggesting schematically that each model applies to different cases. It was the explicit aim of my paper ‘Indexical Relativism versus Genuine Relativism’ to ‘characterize and compare’ (p. 297) two different forms of relativism. One form, exemplified by Harman’s and Dreier’s moral relativism (Harman, 1975 and Dreier, 1990), involves the claim that certain sentences express different propositions in different contexts of utterance, much like indexical sentences – hence the name ‘indexical relativism’. The other form involves the claim that the truth-value of certain contents or propositions depends on certain non-standard parameters, (...) i.e. depends not just on a possible world. The explicit conclusion of the paper was that the two forms differ significantly. Dan López de Sa (2007) seems quite happy to grant my main conclusion, namely that there is a significant difference between these two forms of relativism. However, López de Sa raises two worthwhile issues. First, he proposes a taxonomy of relativist views, one on which my ‘genuine relativism’ turns out to be the disjunction of two distinct views. Secondly, he offers an answer to a difficulty I raised for some forms of indexical relativism. I shall comment on each point. (shrink)

I propose an argument for the thesis that laws of nature are necessary in the sense of holding in all worlds sharing the properties of the actual world, on the basis of a principle I propose to call the Causal Criterion of Reality . The CCR says: for an entity to be real it is necessary and sufficient that it is capable to make a difference to causal interactions. The crucial idea here is that the capacity to interact causally - (...) or to contribute to determining causal interactions - is not only the ultimate metaphysical ground for the existence of an entity, but it also provides a criterion for determining the nature of that entity, i.e. its properties. The alternative is to conceive of laws of nature as contingent: they could be different from what they are like in the actual world, where that possibility is understood to be metaphysical, not only epistemic. For the sake of this paper, I shall accept Armstrong's thesis that laws of nature are relations between universals. I also follow Armstrong in the view that both the existence and the properties of particulars are metaphysically independent of the existence and identity of other particular. However, what is controversial and what I shall challenge is his thesis that universals are like particulars in the following respect: according to Armstrong, each universal is a logically distinct entity whose existence and identity is independent of the existence and identity of other universals. My aim in this paper is to show that the identity of a universal is entirely determined by its lawful relations to other universals. The crucial premise I use is the thesis that the CCR is a universal criterion, which applies both to particulars and universals. From the thesis that the identity of a universal is exclusively determined by laws, it follows that laws are necessary in the sense that they cannot differ without the universals they link also being different. This creates a difficulty for those authors who, as Armstrong, accept the CCR but nevertheless defend the view that laws are contingent. (shrink)

Contemporary reasoning about health is infused with the work products of experts, and expert reasoning about health itself is an active site for invention and design. Building on Toulmin’s largely undeveloped ideas on field-dependence, we argue that expert fields can develop new inference rules that, together with the backing they require, become accepted ways of drawing and defending conclusions. The new inference rules themselves function as warrants, and we introduce the term “warranting device” to refer to an assembly of the (...) rule plus whatever material, procedural, and institutional resources are required to assure its dependability. We present a case study on the Cochrane Review, a new method for synthesizing evidence across large numbers of scientific studies. After reviewing the evolution and current structure of the device, we discuss the distinctive kinds of critical questions that may be raised around Cochrane Reviews, both within the expert field and beyond. Although Toulmin’s theory of field-dependence is often criticized for its relativism, we find that, as a matter of practical fact, field-specific warrants do not enjoy immunity from external critique. On the contrary, they can be opened to evaluation and critique from any interested perspective. (shrink)

To be able to produce and understand metaphorical statements is nothing much to boast about: these familiar skills, which children seem to acquire as they learn to talk, are perhaps no more remarkable than our ability to tell and to understand jokes. How odd then that it remains difficult to explain what we do in grasping metaphorical statements. In a provocative paper, "What Metaphors Mean,"1 Donald Davidson has recently charged many students of metaphor, ancient and modern, with having committed a (...) "central mistake." According to him, there is "error and confusion" in claiming "that a metaphor has, in addition to its literal sense or meaning, another sense or meaning." The guilty include "literary critics like Richards, Empson, and Winters; philosophers from Aristotle to Max Black; psychologists from Freud and earlier to Skinner and later; and linguists from Plato to Uriel Weinreich and George Lakoff." Good company, if somewhat mixed. The error to be extirpated is the "idea that a metaphor has a special meaning". If Davidson is right, much that has been written about metaphor might well be consigned to the flames. During the last decades there has been a remarkable renewal of interest in theories of causation which is linked to the decline of the orthodoxy of the Logical empiricist school. A number of alternatives to the traditional covering-law account have been proposed.
