This empirical study explores the effect of cultural intelligence (CQ) on migrant workers’ innovative behavior, as well as the mediating role of knowledge sharing on the CQ-innovative behavior relationship. Besides, it also examines the extent to which the mediating process is moderated by climate for inclusion. Using survey data collected from Chinese migrant workers and their supervisors working in South Korea (n = 386), migrant workers’ CQ is found to positively impact their innovative behavior through enhanced knowledge sharing. However, it (...) is observed that this indirect relationship is significant, only for migrant workers in a strong climate for inclusion. Thus, these findings reveal the underlying mediation and moderation mechanism and consequently unveil the important role of migrant workers’ CQ in shaping their behavior. In Nepal, live donor organ transplantation is only 14 years old with the first successful kidney transplant made in 2008 and a successful liver and bone marrow transplant made in 2016. However, transplantation of cadaveric cornea dates back to 1998. There are still no cases of animal-to-human organ transplantation in Nepal. There are stringent laws to regulate human body organ transplantation in Nepal which are amended from time to time. However, there is a racket of human traffickers (...) who lure rural people from this low-income country into the illegal organ trade. Furthermore, there is a substantial lack of awareness of organ donation among the general public. This article focuses on the stipulations of ethical, legal, and practical issues of obtaining organs procured from living and brain-dead donors that support the process of transplantation in Nepal. In addition, the article also explores the legal and practical issues of organ trafficking and organ donation awareness in Nepal on the basis of factual data and findings from other studies. This study attempts to examine the direct impact of corporate social responsibility initiatives on employees’ job performance and the indirect relationships between CSR initiatives on employees’ job performance via industrial relations climate and psychological contract fulfillment. Data were collected from 764 supervisor–subordinate dyads and 271 middle managers from 85 companies. Using a multilevel approach, the results showed that organizational-level CSR was positively related to employees’ job performance. Moreover, the industrial relations climate and psychological contract fulfillment played mediating effects between CSR (...) initiatives and job performance. This study provides novel theoretical evidence for why and how CSR initiatives improve job performance. Theoretical and practical implications for implementing CSR initiatives are discussed. Confucianism’s long historical association with despotism has cast doubts on its compatibility with democracy, and raise questions about its relevance in contemporary societies increasingly dominated by democratic aspirations. “Confucian democracy” has been described as a “contradiction in terms” and Asian politicians have appropriated Confucianism to justify resistance to liberalization and democratization. There has been a lively debate over the question of whether democracy can be found in Confucianism, from ancient texts such as the Analects and Mencius, to (...) Confucian institutions such as those recommended by Song dynasty Huang Zongxi. Philosophers have examined similarities and differences between Western ideas, such as autonomy, liberty, and rights, that are central to democratic theories on the one hand and Confucian ideas of virtue, ren , yi , li , zhi , exemplary person and authority. Scholars have studied the biographical accounts of prominent Confucians to understand the Confucian ideal person and society. Works arguing that there are elements of democracy in Confucianism, or that some Confucian ideas could provide the basis for a contemporary Confucian democracy, differ in the kind of democracy they choose as models. Liberal democracy was the model of earlier works; with increasing criticisms of liberal democracy in the past decades, a growing number of works arguing for Confucian democracy seek alternatives to liberal democracies, many proposing some kind of communitarian democracy as having affinity with the Confucian philosophical orientation. Besides conceptions of democracy that view it in terms of political systems, Dewey’s conception of democracy as the idea of community and primarily a moral ideal has also inspired attempts to reconstruct Confucian democracy. Human trafficking is both a human rights violation and the fastest growing criminal industry in the world. This article examines cross-border trafficking of girls and women in Nepal to India. It gives a brief explanation of what is meant by trafficking and then looks at the reasons behind trafficking. In Nepal, women and children are trafficked internally and to India and the Middle East for commercial sexual exploitation or forced marriage, as well as to India and within the (...) country for involuntary servitude as child soldiers, domestic servants, circus entertainment, and factory workers. Nepal and India are both signatories to international conventions and bound by domestic law to combat trafficking, and yet, this scourge continues. There are many laws in place, both in Nepal and India, which regulate the trafficking and prostituting of girls and women. This article looks at how effective these laws and regulations actually are and will look at the reasons for the continuation of trafficking. Despite the formal recognition of girl trafficking as a major problem and the existence of laws to curtail it, trafficking continues. The major problem with Nepal’s and India’s domestic laws is in the lack of enforcement. Finally, this article will look at ways to fight trafficking and make the governments of India and Nepal more effective in their fight against trafficking. (shrink)

But the recent rise of deliberative democracy (in practice as well as theory) coincided with ever more prominent identity politics, sometimes in murderous form in deeply divided societies. This essay considers how deliberative democracy can process the toughest issues concerning mutually contradictory assertions of identity. Political corporate social responsibility (PCSR) calls for firms to implement and engage in deliberative democracy processes and structures, addressing governance gaps where governments are unwilling or unable to do so. However, an underlying assumption that the implementation of PCSR will enrich democratic processes in society has been exposed and challenged. In this conceptual article, we explore this challenge by developing a framework to reveal the dynamics of firms’ deliberative democratic processes and structures (meso level), and those at nation state (...) (macro level). Using existing cases as illustrative examples, we demonstrate that despite the public good premise of PCSR theory toward thickening the overall democracy in a society, corporate democratization at meso level can have the opposite effect and may actually erode macro-level democratic control of society and the economy. These findings imply a need for multilevel analysis in PCSR research and greater consideration of state-level public institutions and the responsibilities of business firms toward those institutions. Furthermore, we contribute to the PCSR literature by identifying the disruptive mechanisms associated with these dynamics and outline two alternative perspectives to allow firms to continue to take on political responsibilities. Unlike other countries in South Asia, in Nepal research in the health sector has a relatively recent history. Most health research activities in the country are sponsored by international collaborative assemblages of aid agencies and universities. Data from Nepal Health Research Council shows that, officially, 1,212 health research activities have been carried out between 1991 and 2014. These range from addressing immediate health problems at the country level through operational research, to evaluations and programmatic interventions that are aimed (...) at generating evidence, to more systematic research activities that inform global scientific and policy debates. Established in 1991, the Ethical Review Board of the Nepal Health Research Council is the central body that has the formal regulating authority of all the health research activities in country, granted through an act of parliament. Based on research conducted between 2010 and 2013, and a workshop on research ethics that the authors conducted in July 2012 in Nepal as a part of the on-going research, this article highlights the emerging regulatory and ethical fields in this low-income country that has witnessed these increased health research activities. What 'way of knowing' follows from, or is appropriate to, democracy as an associational ethos of vulnerable life?"1 While (...) Hogue and I have explored similar themes in our research on the promises and perils of democracy, this statement identifies a key difference in our respective approaches that has significant implications for the role that democracy can and should play in inquiry as well as for its potential to revolutionize civilization as we know it in the Anthropocene.In what follows, I raise three interrelated points that interrogate that difference. The first pertains to the role of foundations, provisional or otherwise, in Hogue's work, and results in a challenge to the special status seemingly given to democracy and a proposed inversion of the relation he poses between epistemology and democracy. The second pertains to the role of education in a democracy. This is a dimension of traditional pragmatist discourse on democracy that is conspicuously absent in Hogue's book, yet one that has significant implications for his argument. In this section, I will draw out the Deweyan strains of that discourse that appear to inform Hogue's work and contrast them with a Peircean take that yields notably different outcomes. The third point addresses the relation between democracy and sovereignty, a relation that Hogue explicitly eschews but that I will argue maintains some validity within democratic discourse, albeit in a more modest and provisional form. Finally, I draw these three points together in a conclusion that affirms much of Hogue's argument—including the profound vulnerability manifested by the Anthropocene and the need for more resilient forms of associated life—but assert that democracy is no less vulnerable than any other aspect of our uncertain world and therefore cannot be expected to possess within itself all that is necessary for its ongoing development. In this article we address torture in military and police organizations as a public health and human rights challenge that needs to be addressed through multiple levels of intervention. While most mental health approaches focus on treating the harmful effects of such violence on individuals and communities, the goal of the project described here was to develop a primary prevention strategy at the institutional level to prevent torture from occurring in the first place. Such an approach requires understanding and altering (...) the conditions that cause and sustain “atrocity producing situations”. ABSTRACT A new ‘political philosophy’ is indispensable to the ‘post-Corona world,’ and this paper tries to analyze the future of ‘liberal democracy’ in it. It shows that ‘liberal democracy’ faces a ‘global crisis’ that has begun before, but the ‘novel Coronavirus pandemic,’ as a setback for it, strongly encourages that crisis. ‘Liberalism’ and ‘democracy,’ which had long been assumed by ‘political philosophers’ to go together, are now becoming decoupled, and the ‘liberal values’ of ‘democracy’ are eroding. In that sense, the ‘pandemic’ may become a challenge not only to ‘democracy’ as such but also to ‘liberal democracy’ in particular – in other words, a system of popular sovereignty together with guaranteed basic rights, such as freedom of association and expression and checks and balances on executive power. ‘Authoritarian’ procedures may succeed in mitigating the spread of the ‘Coronavirus,’ but the world now faces another problem: that when the virus recedes, many ‘liberal democracies’ will be far less ‘liberal’ or ‘democratic’ than they were before. In times of crisis, ‘liberal values’ have been ignored temporarily in the name of executive power. However, the ‘temporary’ can become ‘permanent.’ In addition, if citizens lose their faith in the legitimacy of ‘liberal democracy’ as the best form of government, and think ‘liberal democracy’ cannot function effectively during a crisis, and ‘authoritarian regimes’ manage the crisis more decisively, the world will slide towards ‘illiberal or authoritarian democracy,’ and many ‘liberal democracies’ will be at grave risk of failure. Western democracy theorists accept the "liberal democracy thesis" and claim that the only morally justifiable conception of democracy is liberal democracy regulated by substantive liberal values. Democracy in Moderation views constitutional liberal democracy as grounded in a principle of avoiding extremes and striking the right balance among its defining principles of liberty, equality, religion, and sustainable order, thus tempering tendencies toward sectarian excess. Such moderation originally informed liberal democracy, but now is neglected. Moderation can guide us intellectually and practically about domestic and foreign policy debates, but also serve the sustainability of the constitutional, liberal republic as a whole. This contribution aims at discussing constitutional democracy in the age of populisms, by explaining how populist movements oppose liberal-democratic constitutionalism and by presenting the thesis of a so-called ‘populist constitutionalism’, as proposed by Mark Tushnet. In the first section, a general and analytic exploration of populist phenomena will be drawn, by focusing on the so-called thesis of a ‘populist’ constitutionalism. With the emergence and rapid growth of Social Media, a number of government departments in several countries have embraced Social Media as a privilege channel to interact with their constituency. We are exploring, in collaboration with the Australian Department of Human Services, the possibility to exploit the potential of social networks to support specific groups of citizens. To this end, we have developed Next Step, an online community to help people currently receiving welfare payments find a job and become financially (...) self-sufficient. In this paper, we explore some ethical issues that arise when governments engage directly with citizens, in particular with communities in difficult situations, and when researchers are involved. We describe some of the challenges we faced and how we addressed them. Our work highlights the complexity of the problem, when an online community involves a government department and a welfare recipient group with a dependency relationship with that department. It becomes a balancing act, with the need to ensure privacy of the community members whilst still fulfilling the government’s legal responsibilities. While difficult, these issues must be addressed if governments are to engage with their citizens using Social Media. (shrink)

Democracy is a political system that has some universal appeal, and, this seems to invest it with some kind of legitimacy over other systems of government. But this in no way suggests that it is homogenously conceived or practiced across the world—particularly in Western and African countries. Yet there is some supposition that some cultures have (almost) perfected their practice of democracy while others are learning its rudiments. This tends to arouse the philosopher's interest in the conceptual and (...) practical bases for the supposition. In African philosophy, the notion of consensus has often been touted as a kernel and mēnsūra for evidence of democracy in traditional African thought. This paper examines the propriety of this move, taking into account the specific positions of the Ghanaian philosophers, Kwasi Wiredu and Kwame Gyekye. It explores the political dynamics of contemporary Africa and brings out the challenges and prospects for the sort of democracy that is being practiced—or, at least, is said to be practiced—in Africa. It is often debated in African political thought whether consensus or majoritarian rule (characterized by such activities as voting and multipartism) defines democracy, but the paper argues that neither of them really brings about democracy. It then highlights the humanistic end of democracy. Using the Ghanaian experience especially, the paper proposes ways of improving the understanding and practice of democracy in Africa. (shrink)

This article undertakes a critical examination of the political philosophy of Richard Rorty with special reference to his treatment of patriotism, pragmatism and democracy. Pragmatism, especially in the work of John Dewey, provided an energetic defence of American democracy, claiming that American democratic culture did not require any philosophical lessons from European social theory. American pragmatism is in this sense a celebration of indigenous political traditions. In his defence of pragmatism and patriotism against the cosmopolitanism of Left cultural (...) critics, Rorty advocates pragmatic ethnocentrism. Through a parallel commentary on socialist internationalism, this article asks whether ‘democracy in one country’ - the United States of America - is either feasible or compatible with the critical legacy of pragmatism. In its response to the growth of international terrorism, especially in its ‘liberation of Iraq’, the United States is in danger of becoming a ‘predatory democracy’. While Rorty has in the past argued that America cannot function as a global policeman, the trend of contemporary international relations is to create an American Empire. The article concludes by arguing that Rorty’s patriotism functions as ‘a final vocabulary’ that contradicts his postmodernism and makes it difficult for modern pragmatism to remain a critical theory. The problem of academic dishonesty in general and exam cheating in particular, has been ubiquitous in schools, colleges, and universities around the world. This paper reports on the findings from teachers’ and students’ experiences and perceptions of exam cheating at Nepali schools, colleges, and universities. In so doing, the paper highlights the challenges of maintaining academic integrity in Nepali education systems. Based on qualitative research design, the study data were collected by employing semi-structured interviews with the teachers and the students. (...) Findings from the study indicated that over-emphasized value given to marks/grades and the nature of exam questions among others were the predominant factors. Our findings contribute to the practical understanding that academic institutions in Nepal have largely failed to communicate the value of academic honesty and integrity to the students of all levels of education despite the increasing prevalence of exam cheating. Therefore, exam cheating requires urgent attention from academic institutions, educators, and education leaders to educate students about the long-term educational and social values of academic honesty and integrity. This article assesses the prospects of social democracy in Turkey in light of two prominent debates regarding social democracy: the challenge of populism and the proper balance between a politics of redistribution and a politics of recognition. By focusing on the Republican People’s Party (CHP), it shows that the main problem the party faces is to find ways of addressing the issues of recognition and redistribution. Success in addressing these issues would provide an effective alternative to the populist (...) agenda of the ruling Justice and Development Party (AKP) and build channels for participatory democracy and institutions of accountability. We argue that social democracy, with its legacy of democratic rule and institutions, can serve as a significant anchoring point in such an effort. We point out, however, why current social, institutional, political, and cultural factors make the CHP’s task of pursuing a social democratic agenda in Turkey particularly difficult. (shrink)

The concept of community integrated pest management (IPM), which is well developed in Indonesia and Vietnam, was recently introduced in Nepal. However, it has not been widely practiced, due mainly to lack of financial and technical support. This study determined an individual’s willingness to pay (WTP) for community IPM training. Determinants of WTP were identified; and sample average estimates, opportunity costs of training, and probability values were used to estimate WTP for a group of households. Estimated WTP revealed that (...) individuals were in favor of community IPM, hence it could be implemented with the support of local villagers. Community IPM demand functions showed that individuals’ knowledge and awareness of pesticide pollution are crucial for implementation. The annual welfare gained by providing five days community IPM training was calculated to be US $25.23 per household. (shrink)

The justification of democracy, while widely debated, is hindered by a sub-optimal conceptual framework. For a start, there is confusion about the basic terms in the discussion. Many theorists claim to support either the ‘intrinsic’ or the ‘instrumental’ value of democracy, but it is unclear what this exactly means. Can democracy have other kinds of values? What does it mean to value democracy intrinsically? As a result, at certain points, scholars are talking past one another and (...) their assessments of their respective approaches to democracy are less clear than what they intended. This paper develops a conceptual framework of the values of democracy. I use this framework to classify theories of democracy under three main groups: theories that value democracy intrinsically, instrumentally, or contributorily (necessarily and non-necessarily). Through this analysis, the points of engagement among the different approaches will emerge and flawed arguments about democracy will be revealed. (shrink)

On balance, Africa generally has made some progress in good governance under liberal, multiparty democracy in the past two or three decades. But there are well‐noted, wide‐ranging dysfunctions in governance, which inhibit human development and fulfilment. Several papers have been published, which propose various solutions to the dysfunctions. Among them are proposals for types of all‐inclusive democratic politics. I examine a couple of these proposals and conclude that they generate formidable feasibility challenges, even for the types of democracy (...) they advocate. This paper focuses on Ghana, but with a thrust intended to have import for the sustainability of democracy across Africa. The argument is basically that the operating democratic constitutions in Africa provide a normatively desirable liberal, multiparty democracy, which promises a reasonably good life for all without exception; but practice has resulted in enduring, multiple deprivations and low standards of living for millions of citizens. The reason for the undesirably wide gap between the ideal and the practice is not because multiparty democracy is inconsistent with African traditions or is otherwise not good for Africans, as some scholars claim, but because of those who tend to run it—their general incompetence, including or marked by their intellectual and ethical inability to rise above partisan limitations and failure to leverage the efficiencies of the free market system. The proposed solution for Ghana, intended to eliminate or significantly mitigate the dysfunctions just mentioned and to sustain the multiparty democracy, is to redesign the National Development Planning Commission (NPDC), a constitutional organ which serves the partisan executive, into a robust, non‐partisan, independent institution, anchored on the principles of separation of powers and checks and balances, to enable it to do at least the following two things: (a) to produce, with representation from key stakeholders, including political parties, technocratically objective, competent, efficient and accountable rolling and all‐inclusive National Development Plans (NDPs) in place of vote‐inspired and partisan manifestoes, with budgets approved by parliament; and (b) to monitor, evaluate and report on the governing party's implementation of the NDPs to parliament. Democracy will become sustainable as the general quality of lives grows steadily under the continuous implementation of all‐inclusive NDPs, which are to be crafted to efficiently and sustainably deliver public goods and services that serve district, regional and the common needs and interests of all Ghanaians rather than the interests of the few and powerful or, at best, of majorities. The book calls into the question the critical value of the concept of “democracy” at a time characterized by the rise of Right-wing populist movements and the persistence of pathological political beliefs.

The point of departure in this article is the Danish debate about democracyin schools. This article presents a first step in a study of how the relationshipbetween democracy and education can be understood. A juxtaposition of thetwo concepts requires, first of all, an analysis of how the concept of democracyis used in the educational debate. In this article three models of democracy areapplied as an analytical framework: a liberal model (Hobbes, Locke, Kant, Rawls,Dworkin), a communitarian model (MacIntyre, Sandel, (...) Nussbaum) and a communicative/deliberativemodel (Walzer, Benhabib, Taylor, Habermas). Numerous contradictions and tensionsbetween concepts of democracy and education can be found in such a juxtaposition,depending on which conception of democracy one chooses to apply. In this articleI discuss which conception affords us the most meaningful concept of democraticteaching. As an introduction, a brief historical overview of the interplay betweendemocracy and education in Danish school is provided. (shrink)
