The case of clinical trials for convalescent plasma during COVID-19 illustrates important lessons for realizing public sector approaches to biomedical research and development. These lessons, centering on mission, transparency, and spillover effects, can be translated to wider efforts to develop a “public option” for clinical trials.

Parsa-Parsi et al systematically discuss and elucidate contentious and non-controversial ethical issues that emerged during the ICoME (International Code of Medical Ethics) revision process and the consensus they achieved. The ethical issues discussed include the physician’s duty to act in the best interests of patients and to ensure they are protected from the unjustifiable risk of harm, respect for patient autonomy and the duties of physicians during emergencies, among others. This paper examines paragraph 26, which requires doctors to provide only (...) medically justified remote treatment, ensure patients offer informed consent and adequately protect their confidentiality.1 At the peak of the COVID-19 pandemic, many countries in Europe and America implemented remote-by-default healthcare policies. At that time, the policy aimed to ensure that patients enjoyed continued access to care while protecting healthcare professionals’ health and well-being. After the COVID-19 pandemic, this policy remained in place. Regardless of the nature of their ailment, patients have consistently preferred in-person care out of concern that their health issues might not be accurately diagnosed and that they may not receive quality care …. For example, the fairness of punishing a person for wrongdoing varies with her responsibility for wrongdoing; the fairness of requiring a person to pay compensation varies with her responsibility for the harm that she caused; the fairness of one person being worse off than (...) another varies with her responsibility for being worse off; the fairness of inflicting defensive harm on a person to avert a threat varies with her responsibility for causing or posing the threat; and so on. Everyone, even when asserting unchallengeable authority from God or Science, thinks in language, in words and phrases, in expressions of moral, social and political impact, fighting words and words with and over which we fight. However, debates among the educated can be irrelevant elsewhere, ineffective against the highly motivated whose dogma instructs and guides them, their voting and their arming. The degeneration of “democracy” to “tyranny” such as Plato’s Republic postulated threatens in some lands “of the free,” while in others (...) it seems inexorably in progress. Today “democracy,” republic,” “liberty/freedom,” “justice,” “law and order” are adduced by their actual enemies to complement “nationalism,” “patriotism,” and frightening “empire.” Extremists on both sides decry “Tyranny!” each in fact seeking authoritarian power. All of which have instructive ancient precedents: in the History of the Peloponnesian War Thucydides offers horrific accounts of ancient nation-states “long ago and far away,” more or less democratic, that abandoned common sense, moral sense, and with them regard for value words and truth itself. In the early 2020s CE many persons and governments have done little better during the still lingering pandemic. A second horror is prompted by Thucydides’ report of civil war on Corcyra, telling how faction spawned riots, coups d’état, and outright civil war. The twenty-first-century media are uniquely potent, yet mechanics of seduction are timeless. Likewise techniques for winning true believers and votes, as illustrated by passages in Mein Kampf on the language of propaganda, its production and reception. Our hope is therefore Education for a New Era to help students to discover pitfalls of media(ted) “information,” to achieve independent critical thinking at levels of basic language use and foundations of argument. Besides recognizing mis- and disinformation as harmful, they must learn themselves to judge thoughtless use, cynical abuse, or, worse yet, brazen disdain of vocabulary indicating moral/ethical value. Logical pluralism is the view that there is more than one formal logic that correctly (or best, or legitimately) codifies the logical consequence relation in natural language. This essay provides a taxonomy of different variations on the logical pluralist theme based on a five-part structure, and then identifies an unoccupied position in this taxonomy: perspectival logical pluralism. Perspectival pluralism provides an attractive position from which to formulate a philosophy of logic from a feminist perspective (and from other, identity-based perspectives, such (...) as critical race theory). An example of how such an account might be developed is sketched. The essay concludes by defusing an obvious objection to the perspectival approach: the claim that the correct logic (or logics), in virtue of the formal nature of logic, should be independent of considerations regarding the identity of the reasoner. Many philosophers endorse the Transparency Thesis, the claim that by introspection one cannot become aware of one's experience. Recently, some authors have suggested that the Transparency Thesis is challenged by introspective states reached under mindfulness. We label this the Mindfulness Opacity Hypothesis. The present paper develops the hypothesis in important new ways. First, we motivate the hypothesis by drawing on recent clinical psychology and cognitive science of mindfulness. Secondly, we develop the hypothesis by describing the implied shift in experiential perspective, (...) the scope of introspectable qualities, and the level of skill. Thirdly, we defend the hypothesis against various philosophical arguments. We conclude that the Mindfulness Opacity Hypothesis is empirically and theoretically well motivated and supported. (shrink)

This article argues for engaging with the smart city as a sociotechnical imaginary. By conducting a close reading of primary source material produced by the companies IBM and Cisco over a decade of work on smart urbanism, we argue that the smart city imaginary is premised in a particular narrative about urban crises and technological salvation. This narrative serves three main purposes: it fits different ideas and initiatives into a coherent view of smart urbanism, it sells and disseminates this version (...) of smartness, and it crowds out alternative visions and corresponding arrangements of smart urbanism. Furthermore, we argue that IBM and Cisco construct smart urbanism as both a reactionary and visionary force, plotting a model of the near future, but one that largely reflects and reinforces existing sociopolitical systems. We conclude by suggesting that breaking IBM’s and Cisco’s discursive dominance over the smart city imaginary requires us to reimagine what smart urbanism means and create counter-narratives that open up space for alternative values, designs, and models. Western scholarship on religion and gender has devoted considerable attention to women’s entry into leadership roles across various religious traditions and denominations. However, very little is known about the dynamics of women’s religious authority and leadership in developing settings, especially in sub-Saharan Africa, a region of powerful and diverse religious expressions. This study employs a combination of uniquely rich and diverse data to examine women’s formal religious authority in a predominantly Christian setting in Mozambique. I first use survey data to (...) test hypotheses regarding the prevalence and patterns of women’s formal leadership across different denominational groups. I then support and extend the quantitative results with insights on pathways and consequences of women’s ascent to formal congregation authority drawn from qualitative data. The analysis illustrates how women’s religious authority both defies and reasserts the gendered constraints of the religious marketplace and the broader gender ideology in this developing context. Recent work in cerebral neurology should be used to fashion a new synthesis with anthropological studies. Beginning with Paul D. Madean's model of the triune brain, we explore Ralph Wendell Burhoe's question whether creative processes result from a coadaptation, perhaps in ritual itself, of genetic and cultural information. Then we examine the division of labor between right and left cerebral hemispheres and its implications for the notions of play and “ludic recombination.” Intimately related to ritual, play may function in the (...) social construction of reality analogous to mutation and variation in organic evolution. Finally, we consider how our picture of brain functioning accords with some distinctive features of the religious systems dominant in human cultures. (shrink)

This article is concerned with what constitutes interference with the presumption of innocence and what justifications there might be for such interference. It provides a defence of a theory of the presumption of innocence that suggests that the right is interfered with if the offence warrants conviction of defendants who are not the intended target of the offence. This thesis is defended against two alternative theories. It then considers what might justify interference with the presumption of innocence. It explores the (...) idea that interference is justified if it is necessary in a democratic society and considers the presumption in relation to the aims of the criminal trial. It is concluded that no good grounds have been provided for interference with the right, and that the right should be regarded as inviolable. (shrink)

From 1929 through 1944, Wittgenstein endeavors to clarify mathematical meaningfulness by showing how (algorithmically decidable) mathematical propositions, which lack contingent "sense," have mathematical sense in contrast to all infinitistic "mathematical" expressions. In the middle period (1929-34), Wittgenstein adopts strong formalism and argues that mathematical calculi are formal inventions in which meaningfulness and "truth" are entirely intrasystemic and epistemological affairs. In his later period (1937-44), Wittgenstein resolves the conflict between his intermediate strong formalism and his criticism of set theory by requiring (...) that a mathematical calculus (vs. a "sign-game") must have an extrasystemic, real world application, thereby returning to the weak formalism of the Tractatus. In recent years, the sharing economy has attracted considerable attention, both scholarly and popular, relating to its capacity to enforce or undermine extant economic conventions. However, the process through which technological developments can effectively have this outcome of altering extant conventions on what is morally acceptable or desirable is still unclear. In this paper, we draw on the work of Boltanski and Thévenot and the notion of agencement to investigate the moral and performative dimension of controversies related to the SE. (...) The research stems from a qualitative case-based study of the controversy following Uber’s implementation in Montréal’s taxi market. We contribute to the literature on the SE through an empirical study of the moral debates entailed in the unfolding in situ of a SE device. We also add to the literature using the ‘Orders of Worth’ framework by showing how a compromise is solidified. We find that beyond discursive strategies, it is the concrete recomposition of laws, conventions, devices, persons, etc. that harmonised different definitions of the common good. Finally, we contribute to the literature on the relationship between technology, ethics, and social change by capturing the specific values that legitimise Uber, and by following their unfolding throughout a controversy. Cruelty is the deliberate infliction of physical or psychological pain on other living creatures, sometimes indifferently, but often with delight. Though cruelty is an overwhelming presence in the world, there is no neurobiological or psychological explanation for its ubiquity and reward value. This target article attempts to provide such explanations by describing three stages in the development of cruelty. Stage 1 is the development of the predatory adaptation from the Palaeozoic to the ethology of predation in canids, felids, and primates. (...) Stage 2, through palaeontological and anthropological evidence, traces the emergence of the hunting adaptation in the Pliocene, its development in early hominids, and its emotional loading in surviving forager societies. This adaptation provides an explanation for the powerful emotions – high arousal and strong affect – evoked by the pain-blood-death complex. Stage 3 is the emergence of cruelty about 1.5 million years ago as a hominid behavioural repertoire that promoted fitness through the maintenance of personal and social power. The resulting cultural elaborations of cruelty in war, in sacrificial rites, and as entertainment are examined to show the historical and cross-cultural stability of the uses of cruelty for punishment, amusement, and social control. Effective violence prevention must begin with perpetrators, not victims. If the upstream approaches to violence prevention advocated by the public-health model are to be effective, psychologists must be able to provide violence prevention workers with a fine-grained understanding of perpetrator gratifications. This is a distasteful task that will compel researchers to interact with torturers and abusers, and to acknowledge that their gratifications are rooted in a common human past. It is nonetheless an essential step in developing effective strategies for the primary prevention of violence. One of the most interesting questions raised in Cecile Fabre’s Cosmopolitan War concerns war for the sake of resources. Fabre argues that it is sometimes permissible to go to war for the sake of resources that the poor are entitled to. I agree with this, but I think it is true only in very restricted circumstances. I consider a number of arguments in favour of resource wars, showing many of them to fail. The most promising argument, I suggest, is that (...) those who possess resources that have unjustly been secured are complicit in posing future threats by contributing to a market for unjustly secured resources. Whilst this argument has some promise, even it, I suggest, is in no way decisive. (shrink)

We study the logic of so-called lexicographic or priority merge for multi-agent plausibility models. We start with a systematic comparison between the logical behavior of priority merge and the more standard notion of pooling through intersection, used to define, for instance, distributed knowledge. We then provide a sound and complete axiomatization of the logic of priority merge, as well as a proof theory in labeled sequents that admits cut. We finally study Moorean phenomena and define a dynamic resolution operator for (...) priority merge for which we also provide a complete set of reduction axioms. (shrink)

This work investigates the early encounters of French philosophers and religious thinkers with the phenomenological philosophy of Edmund Husserl. Following an introductory chapter addressing context and methodology, Chapter 2 argues that Henri Bergson's insights into lived duration and intuition and Maurice Blondel's genetic description of action functioned as essential precursors to the French reception of phenomenology. Chapter 3 details the presentations of Husserl and his followers by three successive pairs of French academic philosophers: Léon Noël and Victor Delbos, Lev (...) Shestov and Jean Hering, and Bernard Groethuysen and Georges Gurvitch. Chapter 4 then explores the appropriation of Bergsonian and Blondelian phenomenological insights by Catholic theologians Édouard Le Roy and Pierre Rousselot. Chapter 5 examines applications and critiques of phenomenology by French religious philosophers, including Jean Hering, Joseph Maréchal, and neo-Thomists like Jacques Maritain. A concluding chapter expounds the principal finding that philosophical and theological receptions of phenomenology in France prior to 1939 proceeded independently due to differences in how Bergson and Blondel were perceived by French philosophers and religious thinkers and their respective orientations to the Cartesian and Aristotelian/Thomist intellectual traditions. The place of men in reproductive and contraceptive changes and the role of informal social interaction in these processes have become central themes in recent research on fertility change in sub-Saharan Africa and other developing regions. These two themes, however, have been treated separately in the literature, and this study bridges them by examining men's informal communication on family planning matters through a gender lens. This analysis, based on qualitative data collected in Greater Maputo, Mozambique, indicates that although men's communication (...) on these matters is limited in comparison to women's communication, it nonetheless plays an important role in the formation of men's reproductive and contraceptive attitudes and preferences. Gender ideology emerges as a powerful delimiter of men's communication circles and of the information transmitted in those circles. The author argues that gender barriers in peer communication affect individuals' perceptions of reproductive and contraceptive matters and their corresponding preferences and decisions. (shrink)

Marr’s celebrated contribution to cognitive science (Marr 1982, chap. 1) was the introduction of (at least) three levels of description/explanation. However, most contemporary research has relegated the distinction between levels to a rather dispensable remark. Ignoring such an important contribution comes at a price, or so we shall argue. In the present paper, first we review Marr’s main points and motivations regarding levels of explanation. Second, we examine two cases in which the distinction between levels has been neglected when considering (...) the structure of mental representations: Cummins et al.’s distinction between structural representation and encodings (Cummins in Journal of Philosophy, 93(12):591–614, 1996; Cummins et al. in Journal of Philosophical Research, 30:405–408, 2001) and Fodor’s account of iconic representation (Fodor 2008). These two cases illustrate the kind of problems in which researchers can find themselves if they overlook distinctions between levels and how easily these problems can be solved when levels are carefully examined. The analysis of these cases allows us to conclude that researchers in the cognitive sciences are well advised to avoid risks of confusion by respecting Marr’s old lesson. (shrink)

This review article discusses Arthur Ripstein’s Kantian account of rights. Our most important rights, Ripstein argues, are determined by our independence rather than our interests. And a significant group of these rights—our rights over external things—is enforceable only in virtue of state membership. I argue that whilst independence is an important source of rights, we cannot exclude interests from an adequate account of rights, and that once this is acknowledged we will conclude that the state is less important than Ripstein (...) believes in rendering our rights enforceable. Social robotics attempts to build robots able to interact with humans and other robots. Philosophical and scientific research in social cognition can provide social robotics research with models of social cognition to implement those models in mechanic agents. The aim of this paper is twofold: firstly, I present and defend a framework in social cognition known as mindshaping. According to it, human beings are biologically predisposed to learn and teach cultural and rational norms and complex cultural patterns of behavior that (...) enhance social cognition. Scriven’s paradox of predictability arises from the combination of two ideas: first, that everything in a deterministic universe is, in principle, predictable; second, that it is possible to create a system that falsifies any prediction that is made of it. Recently, the paradox has been used by Rummens and Cuypers to argue that there is a fundamental difference between embedded and external predictors; and by Ismael to argue against a governing conception of laws. The present paper defends a new diagnosis (...) of the roots of the paradox. First, it is argued that the unpredictability has to be understood in the light of Turing’s famous results about computability, in particular his proof that there is no solution to the ‘halting problem.’ This allows us to see that previous analyses of the paradox were either mistaken or not fully adequate. Second, the sense of paradox that nevertheless remains is traced to the idea that rational behaviour is not dependent on contingent environmental circumstances: that it is always up to us to engage in activities such as rational prediction or rational belief. The paradox of predictability teaches us that this idea, natural though it may be, is mistaken. (shrink)

Bradley LewisThe name Syracuse has come to stand as an emblem of the problematic relationship between philosophy and politics. While the sources1 differ on specifics, we can be confident that Plato visited there at least three times between 387 and 362 B.C. On his first trip, during the reign of Dionysius I, he became acquainted with Dion, the tyrant's brother-in-law. (...) When the elder Dionysius died, Dion, a devotee of philosophy, apparently contrived for the old man's son, namesake, and successor to invite Plato back, believing that the young tyrant could be philosophically educated and convinced to lay down tyranny in favor of a new regime based on the rule of law. The plan was defeated, however, by a combination of Dionysius's dissolute life and opposition by Dion's enemies at court. Dion was exiled, and Plato returned to the Academy. Dion implored Plato to return to Syracuse on the basis of reports of Dionysius II's renewed resolution to take up philosophy and by the tyrant himself (who seems to have made some thinly veiled threats against the still-exiled Dion). Plato's second visit to Dionysius was no more successful than the first, however, and he considered himself fortunate to have escaped with his life. After a meeting at which Plato recounted the events of his final trip, Dion marshaled an expeditionary force, which included volunteers from the Academy, and set out to expel Dionysius II by violence. The effort succeeded, but the new regime was itself riven by faction, and Dion was assassinated in 353.2The principal legacy of this ill-starred episode is contained in the letters that have come down to us under the name of Plato, particularly those numbered seven and eight. Scholarly discussion of Plato's Seventh Letter has usually focused on three questions: the doctrinal content of the letter and its relationship to the doctrinal content of the dialogues; the character of the letter as an apologia for Plato's Syracusan activities; and the general authenticity of the letter. While the second of these questions focuses correctly [End Page 23] on the rhetorical character of the letter, it ignores the most obvious aspect, namely, the letter's explicit addressees: the friends and comrades of Dion, and their request for political advice. If we take this rhetorical element with sufficient seriousness, we will see that the content of the letter is fully consistent with the teachings of the political dialogues, a point that tells in favor of the authenticity of the letter. Specifically, a focus on the rhetorical character of the letter reveals that its content is determined mostly by what emerges as an effort by Plato to influence his correspondents by moderating their understandable desire for vengeance and thus to forestall further bloodshed and disorder in Syracuse. What is most important about the letter, then, is not so much its account of Plato's actions in Syracuse, but its unveiling of his intentions with respect to Dion's followers. It is not the philosophical-political blueprint, sketched vaguely in the Seventh Letter, that is most important,3 but the concrete effort to mitigate the passions of his correspondents. Read in this light, the letter becomes even more important, since it contradicts the popular image of Plato as a proponent of dangerous political utopianism and portrays a more subtle relationship between philosophy and politics.1. The long‐standing issue of Wittgenstein's controversial remarks on Gödel's Theorem has recently heated up in a number of different and interesting directions [,, ]. In their, Juliet Floyd and Hilary Putnam purport to argue that Wittgenstein's‘notorious’ “Contains a philosophical claim of great interest,” namely, “if one assumed. that →P is provable in Russell's system one should… give up the “translation” of P by the English sentence ‘P is not provable’,” because if ωP is provable in PM, PM is ω ‐inconsistent, (...) and if PM is ω‐inconsistent, we cannot translate ‘P’as ’P is not provable in PM’because the predicate‘NaturalNo.’in ‘P’“cannot be…interpreted” as “x is a natural number.” Though Floyd and Putnam do not clearly distinguish the two tasks, they also argue for “The Floyd‐Putnam Thesis,” namely, that in the 1930's Wittgenstein had a particular understanding of Gödel's First Incompleteness Theorem. In this paper, I endeavour to show, first, that the most natural and most defensible interpretation of Wittgenstein's and the rest of is incompatible with the Floyd‐Putnam attribution and, second, that evidence from Wittgenstein's Nachla strongly indicates that the Floyd‐ Putnam attribution and the Floyd‐Putnam Thesis are false. By way of this examination, we shall see that despite a failure to properly understand Gödel's proof—perhaps because, as Kreisel says, Wittgenstein did not read Gödel's 1931 paper prior to 1942‐Wittgenstein's 1937–38, 1941 and 1944 remarks indicate that Gödel's result makes no sense from Wittgenstein's own perspective.
