In many respects, N.M.L. Nathan's latest book feels timeless. Its brevity and pithiness especially remind one of Descartes’ Meditations; it even has similar ove.

In order to explore public views on nanobiotechnology (NBT), convergence seminars were held in four places in Europe; namely in Visby (Sweden), Sheffield (UK), Lublin (Poland), and Porto (Portugal). A convergence seminar is a new form of public participatory activity that can be used to deal systematically with the uncertainty associated for instance with the development of an emerging technology like nanobiotechnology. In its first phase, the participants are divided into three “scenario groups” that discuss different future scenarios. In the (...) second phase, the participants are regrouped into three “convergence groups”, each of which contains representatives from each of the three groups from the first phase. In the final third phase, all participants meet for a summary discussion. This pilot project had two aims: (1) to develop and assess the new methodology and (2) to gather advice and recommendations from the public that may be useful for future decisions on nanobiotechnology (NBT). Participants emphasized that they wanted the technology to focus on solutions to environmental and medical problems and to meet the needs of developing countries. The need for further public participation and deliberation on NBT issues seemed to be acknowledged by all participants. Many of them also raised equality concerns. Views on the means by which NBT should be steered into socially useful directions were more divided. In particular, different views were expressed on how much regulation of company activities is needed to curb unwanted developments. The participants’ responses in a questionnaire indicate that the methodology of the convergence seminars was successful for decision-making under uncertainty. In particular, the participants stated that their advice was influenced both by access to different possible future developments and by the points of view of their co-participants, which is what the method is specifically intended to achieve. Nathan Coombs demonstrates that the Marxist science of history has been reimagined by a strand of contemporary French theory after Louis Althusser. Taking a comparative approach, Coombs explores the technical details of both traditions' historical sciences.

Rather infamously, Kit Fine provided a series of counter-examples which purport to show that the modalist program of analysing essence in terms of metaphysical necessity is fundamentally misguided. Several would-be modalists have since responded, attempting to save the position from this Finean Challenge. This paper evaluates and rejects a trio of such responses, from Della Rocca, Zalta, and Gorman. But I’m not here arguing for Fine’s conclusion – ultimately, this is a fight amongst friends, with Della Rocca, Zalta, Gorman, and (...) I all wanting to be modalists, but disagreeing on the details. As such, while my primary aim is to show what’s wrong with this trio, the secondary aim is demonstrating how what’s right about them in fact pushes one towards my own sparse modalist account. So while the primary conclusion of this paper is negative, the secondary, positive, conclusion is that modalists shouldn’t give up hope – plausible responses to Fine are still out there. (shrink)

It is a truth universally acknowledged that a claim of metaphysical modality, in possession of good alethic standing, must be in want of an essentialist foundation. Or at least so say the advocates of thereductive-essence-firstview, according to which all modality is to be reductively defined in terms of essence. Here, I contest this bit of current wisdom. In particular, I offer two puzzles—one concerning the essences of non-compossible, complementary entities, and a second involving entities whose essences are modally ‘loaded’—that together (...) strongly call into question the possibility of reducing modality to essence. A classic objection to autonomous weapon systems (AWS) is that these could create so-called responsibility gaps, where it is unclear who should be held responsible in the event that an AWS were to violate some portion of the law of armed conflict (LOAC). However, those who raise this objection generally do so presenting it as a problem for AWS as a whole class of weapons. Yet there exists a rather wide range of systems that can be counted as “autonomous weapon (...) systems”, and so the objection is too broad. In this article I present a taxonomic approach to the objection, examining a number of systems that would count as AWS under the prevalent definitions provided by the United States Department of Defense and the International Committee of the Red Cross, and I show that for virtually all such systems there is a clear locus of responsibility which presents itself as soon as one focuses on specific systems, rather than general notions of AWS. In developing these points, I also suggest a method for dealing with near-future types of AWS which may be thought to create situations where responsibility gaps can still arise. The main purpose of the arguments is, however, not to show that responsibility gaps do not exist or can be closed where they do exist. Rather, it is to highlight that any arguments surrounding AWS must be made with reference to specific weapon platforms imbued with specific abilities, subject to specific limitations, and deployed to specific times and places for specific purposes. More succinctly, the arguments show that we cannot and should not aim to treat AWS as if all of these shared all morally relevant features, but instead on a case-by-case basis. Thus, we must contend with the realities of weapons development and deployment, and tailor our arguments and conclusions to those realities, and with an eye to what facts obtain for particular systems fulfilling particular combat roles. Bare particularism is a constituent ontology according to which substances—concrete, particular objects like people, tables, and tomatoes—are complex entities constituted by their properties and their bare particulars. Yet, aside from this description, much about bare particularism is fundamentally unclear. In this paper, I attempt to clarify this muddle by elucidating the key metaphysical commitments underpinning any plausible formulation of the position. So the aim here is primarily catechismal rather than evangelical—I don’t intend to convert anyone to bare particularism, but, by (...) looking at a series of questions, to instead specify what, if one is a bare particularist, one is committed to. Along the way, I address three major objections: a classic objection about whether bare particulars have properties, a new objection raised by Bailey, and an understanding objection that questions some of the position’s resources. How can you steal something that doesn’t exist? This question confronts those of us who take an irrealist view of virtual objects and agree with the Supreme Court of the Netherlands that robbery took place when two boys used non-virtual violence to coerce a third boy into relinquishing his virtual amulet and mask. Here we outline this Puzzle of Virtual Theft, along with the closely related Puzzle of Virtual Value. After demonstrating how these puzzles are deeply problematic for the irrealist, (...) we go on to sketch a solution that not only circumscribes the puzzles but also offers a framework by which legal scholars can make sense within existing legal codes of the new phenomenon of virtual theft. General consensus has it that contingencies lack the requisite modal umph to serve as explanations for the modal status of necessities. The central aim of this paper is to show that this received opinion is incorrect: contingent necessity-makers are in fact possible. To do so, I identify certain conditions the satisfaction of which entail the possibility of contingent necessity-makers. I then argue for two broad instances where these conditions are satisfied. Consequently, the associated necessities in fact have contingent necessity-makers.

Reductionists in biology claim that all biological events can be explained in terms of genes and macromolecules alone, while antireductionists argue that some biological events must be explained at a higher level. The literature, however, does not distinguish between different kinds of molecular explanation. The goal of this article is to identify and analyze three such kinds. The analysis of molecular explanations herein carries an important philosophical implication; in shunning crude reductionism and extreme versions of holism, we can combine the (...) insights of thoughtful reductionists with sophisticated antireductionism. When this is done, the question of explanatory reductionism becomes less substantial than often supposed. (shrink)

Due to advances in military technology, there has been an outpouring of research on what are known as autonomous weapon systems (AWS). However, it is common in this literature for arguments to be made without first making clear exactly what definitions one is employing, with the detrimental effect that authors may speak past one another or even miss the targets of their arguments. In this article I examine the U.S. Department of Defense and International Committee of the Red Cross definitions (...) of AWS, showing that these definitions are far broader than some recognize, and that they therefore classify a much larger set of weapons as AWS. I then show that these broader views of AWS have implications for what moral and legal rules we might argue should be applied to such systems. I conclude by arguing there is a greater need for precision and clarity within AWS debates, in order to ensure that researchers are discussing the same weapon systems (autonomous or otherwise) when they argue for or against particular points. The purpose of this article is not to defend any specific view of AWS, nor to further any general endorsement or objection to such systems, but rather to show the importance of argumentative clarity in this debate. Non-governmental organizations often regard expanding revenue and reducing costs as standard procedures to achieve corporate sustainability, while at the same time considering human resources as important assets. Government agencies have greater flexibility in staffing, and their human resource strategies for employee education and training often use organizational learning to develop operational performance. Training is regarded as a panacea for corporate sustainability and channels have been established to support employees' learning. Curriculum development of synchronous online learning is an approach that requires (...) further investigation. We distributed 360 questionnaires to supervisors and employees of the Taipei City Government, Taiwan. A total of 268 valid copies were retrieved, giving a response rate of 74%. The study results are expected to help public sector employers enhance employee cohesiveness and generate more operational team spirit. (shrink)

Although actual human omniscience is unimaginable, it is not obvious what it means to be limited with regard to thought. One of Kant's significant contributions to epistemology was his redefinition of the limits of thought. He is explicit about this when he contrasts human, receptive intuition, and the creative intuition that an infinite being would have. Importantly, judging and reasoning are only necessary for a mind that is first affected by an object through sensibility, which is not the case for (...) a being with creative intuition, since this kind of intuition creates its own object. This means that the intellect of Kant's God is distinct from the human intellect in kind, since judging and reasoning are essentially finite activities; they are already evidence of a finite, human cognition. In contrast, Aristotle argues that human cognition - beyond its capacity for discursivity - is able to contemplate; as we will see, Aristotle argues that contemplation is divine, and so a limited intellect can become more or less like an omniscient intellect depending on the quality of one's contemplative life. In this work, I want to 1) establish that Kant and Aristotle have incompatible conceptions of non-omniscience, 2) trace the epistemological commitments that motivate their rival positions on non-omniscience, 3) show that their particular views on the legitimacy of metaphysical judgments presuppose their particular interpretations of non-omniscience, and 4) argue that Kant provides a superior analysis of non-omniscience. Short-term international medical outreach experiences are becoming more popular among medical students. As the popularity of these trips grows, participants, scholars, and institutions have become more aware of the potential pitfalls of such experiences. Loyola University Chicago Stritch School of Medicine has an approximately 20-year international service immersion program that has sent more than 1,400 participants to more than 30 countries. Recently, ISI programming has been adjusted to provide students more formal sessions exploring the ethics of the ISI trips. Students (...) are required to attend both pre- and post-trip educational sessions covering a wide range of relevant global health topics as well as participating in in-country reflections and post-trip debriefings. This recent adjustment has evolved further to become the foundation for the SSOM’s four-year Global Health Honors program that not only encourages an ethical foundation for the student’s ISI experience but also hopes to provide a foundation for students as they look toward a future career in global health. Extending ethical considerability to animals consistently takes the form of imperialism: progressing outward from the core of human morality, it incorporates only those animals deemed relevantly similar to humans while rejecting or reforming those lifeforms which are not. I develop an ethic of animal treatment premised on the species difference of undomesticated animals, which has the potential to reunite not only animal and environmental ethics, but environmental and interhuman ethics: each species has evolutionarily specified patterns of behavior for the proper (...) treatment of members of its own species and members of other species. Bernard Charbonneau’s The Green Light is a classic text of French environmentalism, first published in 1980 but unavailable in English until now. Philosophically, I found the book to be underwhelming, but Charbonneau makes no apologies for this:The author’s viewpoint is...not that of a specialist,...of a bona fide philosopher or poet, but that of a man who needs air to breathe, water to drink and dive in, time and space to play, silence to sleep or reflect...who has felt in his bones (...) and his eye each of the blows the land has endured.Charbonneau’s motivations for writing are personal, but not private; the introduction which chronicles his own background, struggles, and heartbreak might be the most compelling part... The relatively new discipline of risk analysis promises to provide objective guidance in some of the most controversial issues in modern high‐technology societies. Four conditions are discussed that must be satisfied for this promise to be fulfilled. Since none of these conditions is satisfied, risk analysis does not keep its promise. In its attempts to reduce genuinely political issues to technocratic calculations, it neglects many of the factors that should influence decisions on risk acceptance. InWhere the ethical action is, Hardman and Hutchinson make some interesting and compelling points about the way in which ‘the ethical’—various values and various kinds of values—are embedded in everyday life, including the everyday life one finds in clinical interactions, understood as scientific or scientifically informed activities. However, even when one considers ‘the ethical’ from within the horizon of understanding adopted in their essay, they neglect several important features of healthcare and medical education. In this rejoinder, I argue that a (...) fuller understanding would go some way to indicating the complexity of ethics and ‘ethical action’ in the clinic, as well as the nature of and need for ‘expert’ analysis and philosophical reflection on the ethical questions that modern healthcare continues to engender. The broadly Waltonian solution to the puzzle has it that we make-believe the outcomes matter. Recently, Stear has critiqued this Waltonian solution, raising a series of five objections. He has also leveraged these objections to motive his own contextualist solution to the puzzle. The aim of this paper (...) is to defend the Waltonian solution. A critique of ‘beyond left and right’ ideologies, from red Toryism to techno-libertarianism.

The market can produce skewed information about investigational products awaiting FDA approval. But the FDA rarely steps in to correct such misleading information, despite statutory authority to do so. This article evaluates a recommendation by the FDA Transparency Working Group that FDA more clearly signal when and how it will correct misleading information about investigational products, and why such a recommendation is particularly important after the 21st Century Cures Act.

The aim of this chapter is broadly exploratory: we want to better understand online affective manipulation and what, if anything, is morally problematic about it. To do so, we begin by pulling apart various forms of online affective manipulation. We then proceed to discuss why online affective manipulation is properly categorized as manipulative, as well as what is wrong with (online) manipulation more generally. Building on this, we next argue that, at its most extreme, online affective manipulation constitutes a novel (...) form of affective injustice that we call affective powerlessness. To demonstrate this, we introduce the notions of affective injustice and affective powerlessness and show how several forms of online affective manipulation leave users in this state. The upshot is that this chapter gives us a better grip on the nature of online affective manipulation, as well some tools to help us understand when and why it is morally problematic. (shrink)

The nursing community in the United States polarized in September 2020 between Dawn Wooten's whistleblowing about forced hysterectomies at an immigration center in Georgia and the American Nurses Association's refusal to endorse a presidential candidate despite the Trump administration's mounting failures to address the public health crisis posed by the COVID‐19 pandemic. This reveals a need for more attention to political aspects of health outcome inequities. As advocates for health equity, nurses can join in recent scholarship and activism concerning the (...) political determinants of health. In this paper, we examine recent work on the political determinants of health with an aim to add two things. First, we seek to build further on the notion of “political” determinants of health by distinguishing policy and governance structures from dynamics of politicization through appeal to critical disabilities studies. Second, we seek to apply this further nuanced approach to challenge rhetorical uses of “vulnerable populations,” where this phrase serves to misrecognize systemic institutionalized forces that actively exploit and marginalize people and groups. By refocusing attention to political systems organized around and perpetuating inequitable health outcomes, nurses and other health care professionals—as well as those whom they serve—can concentrate their effort and power to act on political determinants of health in bringing about more equitable health outcomes. Healthcare depends increasingly on advanced medical technology. In addition, other forms of technology contribute to determine how our lives are influenced by disease and disability. The extent to which persons with impaired bodily functions are forced to live their lives differently than other people depends to a large part on a variety of technologies, from wheelchairs to computer interfaces, from hearing aids to garage doors. While recent history has seen significant debate concerning the nature and extension of essence, comparatively little attention has been paid to the epistemology of essence. This is strange, as, plausibly, what answers we give to the metaphysical questions about essence will (or should) be partially constrained by our essence epistemology. Here, I aim to go some way towards filling this lacuna. In particular, I here argue that there is no plausible epistemic story available for non-modal accounts of essence. In particular, (...) existing accounts of essence epistemology cannot explain how we are able to know that something is genuinely essential, rather than merely necessary. One consequence is that modal accounts of essence – which only needs to supply an epistemology for a non-hyperintensional notion – look that much more plausible. (shrink)

There is a diversity of ‘ethical practices’ within medicine as an institutionalised profession as well as a need for ethical specialists both in practice as well as in institutionalised roles. This Brief offers a social perspective on medical ethics education. It discusses a range of concepts relevant to educational theory and thus provides a basic illumination of the subject. Recent research in the sociology of medical education and the social theory of Pierre Bourdieu are covered. In the end, the themes (...) of Bourdieuan Social Theory, socio-cultural apprenticeships and the ‘characterological turn’ in medical education are draw together the context of medical ethics education. ​. abstract Even though much research has been devoted to studies of safety, the concept of safety is in itself under‐theorised, especially concerning its relation to epistemic uncertainty. In this paper we propose a conceptual analysis of safety. The paper explores the distinc‐tion between absolute and relative safety, as well as that between objective and subjective safety. Four potential dimensions of safety are discussed, viz. harm, probability, epistemic uncertainty, and control. The first three of these are used in the proposed definition (...) of safety, whereas it is argued that control should not be included in a reasonable definition of safety. It is shown that strictly speaking, an objective safety concept is not attainable. Instead, an intersubjective concept is proposed that brings us as close as possible to an objective concept. This paper contributes to this developing debate by highlighting three problems for Vetter’s account. Specifically, I begin (§1) by articulating some relevant details of Vetter’s potentiality-based view. This leads to the first issue (§2), concerning unclarity in the idea of degrees of potentiality. Similarly, the second issue (§3) raises trouble for Vetter’s proposed individuation (...) conditions for potentialities. Finally, the third issue (§4) is about apparently unmanifestable intrinsic potentialities, and suggests that there might be some deeper problems with anchoring metaphysical possibilities in concrete objects. More generally, though the issues detailed here are problematic, I do not take them to be fatal. However, they do show that, at minimum, further clarification of Vetter’s potentiality view is required. Lange has argued that contingencies lack the modal strength to be necessity-makers. Here, I argue that Lange’s case turns upon a faulty premise, and that there is no obvious fixes he might pursue. The general upshot is that his argument gives us no reason to think that contingencies could not be necessity-makers after all.

Artificial intelligence (AI) has become nearly ubiquitous in modern society, from components of mobile applications to medical support systems, and everything in between. In societally impactful systems imbued with AI, there has been increasing concern related to opaque AI, that is, artificial intelligence where it is unclear how or why certain decisions are reached. This has led to a recent boom in research on “explainable AI” (XAI), or approaches to making AI more explainable and understandable to human users. In the (...) military domain, numerous bodies have argued that autonomous and AI-enabled weapon systems ought not incorporate unexplainable AI, with the International Committee of the Red Cross and the United States Department of Defense both explicitly including explainability as a relevant factor in the development and use of such systems. In this article, I present a cautiously critical assessment of this view, arguing that explainability will be irrelevant for many current and near-future autonomous systems in the military (which do not incorporate any AI), that it will be trivially incorporated into most military systems which do possess AI (as these generally possess simpler AI systems), and that for those systems with genuinely opaque AI, explainability will prove to be of more limited value than one might imagine. In particular, I argue that explainability, while indeed a virtue in design, is a virtue aimed primarily at designers and troubleshooters of AI-enabled systems, but is far less relevant for users and handlers actually deploying these systems. I further argue that human–machine teaming is a far more important element of responsibly using AI for military purposes, adding that explainability may undermine efforts to improve human–machine teamings by creating a prima facie sense that the AI, due to its explainability, may be utilized with little (or less) potential for mistakes. I conclude by clarifying that the arguments are not against XAI in the military, but are instead intended as a caution against over-inflating the value of XAI in this domain, or ignoring the limitations and potential pitfalls of this approach. Six recently discussed problems in discrete probabilistic sample space, which have been found puzzling and even paradoxical, are reexamined. The importance is stressed of a sharp distinction between the formalization of mathematical problems and their formal solution that, applied to probability theory, must lead through the explicit partitioning of a sample space. If this approach is consistently followed, such problems reveal themselves to be either inherently ambiguous, and therefore without solution, or quite straightforward.
