In several accounts of what models are and how they function a specific view dominates. This view contains the following characteristics. First, there is a clear-cut distinction between theories, models and data and secondly, empirical assessment takes place after the model is built. This view in which discovery and justification are disconnected is not in accordance with several practices of mathematical business-cycle model building. What these practices show is that models have to meet implicit criteria of adequacy, such as satisfying (...) theoretical, mathematical and statistical requirements, and be useful for policy. In order to be adequate, models have to integrate enough items to satisfy such criteria. These items include besides theoretical notions, policy views, mathematisations of the cycle and metaphors also empirical data and facts. So, the main thesis of this chapter is that the context of discovery is the successful integration of those items that satisfy the criteria of adequacy. Because certain items are empirical data and facts, justification can be built-in. (shrink)

Generally, simulations are carried out to answer specific questions. The assessment of the reliability of an answer depends on the kind of question investigated. The answer to a 'why' question is an explanation. The premises of an explanation have to include invariant relationships, and thus the reliability of such answer depends on whether the domain of invariance of the relevant relationships covers the domain of the question. The answer to a 'how much' question is a measurement. A measurement is reliable (...) when it is an output of a calibrated measuring instrument. (shrink)

A typical difference between social science and natural science is the degree in which control is possible. Strategies in both sciences to obtain true facts are consequently different. Measurement errors are due to background noise. Laboratories are environments in which background conditions can be controlled. As a result, accurate observations { measurement results close to the true values of the measurands { can only be obtained in laboratories. Therefore, measuring instruments are built such that they function as mini laboratories. However, (...) observations in social science are usually passive, in the sense that control of background conditions is impossible. Models are built to solve this problem of (lack of) control. They function as nonmaterial laboratories by aiming at precision, that is reducing the spread of the measurement errors. The application of models as measuring instruments necessitates a shift of the requirement of accuracy to the requirement of precision, which is a feature of the instrument and not of the environment. The Representational Theory of Measurement conceives measurement as establishing homomorphisms from empirical relational structures into numerical relation structures, called models. Models function as measuring instruments by transferring observations of an economic system into quantitative facts about that system. These facts are evaluated by their accuracy. Accuracy is achieved by calibration. For calibration standards are needed. Then two strategies can be distinguished. One aims at estimating the invariant (structural) equations of the system. The other is to use known stable facts about (...) the system to adjust the model parameters. For this latter strategy, the requirement of models as homomorphic mappings is not required anymore. When observing or measuring phenomena, errors are inevitable, one can only aspire to reduce these errors as much as possible. An obvious strategy to achieve this reduction is by using more precise instruments. Another strategy was to develop a theory of these errors that could indicate how to take them into account. One of the greatest achievements of statistics in the beginning of the 19th century was such a theory of error. This theory told the practitioners that the best thing (...) they could do is taking the arithmetical mean of their observations. This average would give them the most accurate estimate of the value they were searching for. Soon after its invention, this method made a triumphal march across various sciences. However, not in all sciences one stood waving aside. This method, namely, only worked well when the various observations were made under similar circumstances and when there were very many of them. And this was not the case for e.g. meteorology and actuarial science, the two sciences discussed in this paper. (shrink)

The assessment of models in an experiment depends on their material nature and their function in the experiment. Models that are used to make the phenomenon under investigation visible - sensors - are assessed by calibration. However, calibration strategies assume material intervention. The experiment discssed in this paper is an experiment in economics to measure the influence of technology shocks on business cycles. It uses immaterial, mathematical instruments. It appears that calibration did not work for these kinds of models, it (...) did not provide reliable evidence for the facts of the business cycle. (shrink)

In economics, models are built to answer specific questions. Each type of question requires its own type of models; in other words, it defines the requirements that a model should meet and thereby instructs how the models should be built. An explanation is an answer to a ‘why’-question. In economics, this answer is provided by a white -box model. To answer a ‘how much’-question, which is asking for a measurement, economists can make use of black-box models. Economic phenomena are often (...) so complex that white -box models that should function as explanations for them appear not to be intelligible. So, for questions concerning understanding - e.g. ‘Can you clarify this phenomenon‘’ ‘Can you tell me what would happen if‘’ - it would appear that grey-box models are more adequate. This implies a twofold revision of de Regt and Dieks’s criteria for understanding phenomena. First, whenever the term ‘theory’ is used it should be substituted by ‘model’. Secondly, the Criterion for the Intelligibility of Models is now simplified as: ‘A model M is intelligible for economists if they have built M as a grey-box construction’. A grey-box construction implies that they ‘can recognize qualitatively characteristic consequences of M without performing exact calculations’. (shrink)

The metrology literature neglects a strong empirical measurement tradition in economics, which is different from the traditions as accounted for by the formalist representational theory of measurement. This empirical tradition comes closest to Mari's characterization of measurement in which he describes measurement results as informationally adequate to given goals. In economics, one has to deal with soft systems, which induces problems of invariance and of self-awareness. It will be shown that in the empirical economic measurement tradition both problems have been (...) on the agenda for a long while, and that the proposed solutions to these problems provide clues for the directions in which one could develop a measurement theory that takes account of soft systems. This paper discusses the role of expert’s observations in different practices of decision making. In these practices it is never the case that the observations of one sole expert is being used, so discussing the role of expert’s observations implies a discussion of how these observations are combined.

The review system on research with human participants in the Netherlands is characterised as a decentralised controlled and integrated peer review system. It consists of an independent governmental body, the Central Committee on Research Involving Human Subjects (or Central Committee), which regulates the review of research proposals by accredited Medical Research Ethics Committees (MRECs). The legal basis was founded in 1999 with the Medical Research Involving Human Subjects Act. The review system is a decentralised arrangement since most research proposal are (...) reviewed by the 30 accredited MRECs in the country. It is a controlled system in which the Central Committee is responsible for the accreditation and oversight of the MRECs and can make legally binding directives for these committees. The assessment of research proposals is an integrated peer review process in which all documents of the research file are reviewed by experts in one committee only. A small number of research proposals are assessed by the Central Committee and not by accredited MRECs. These proposals are on specific research categories such as gene therapy, cell therapy and embryo research. The review of research with surplus human embryos is regulated separately in the Embryos Act. The Central Committee provides support to the accredited MRECs and to researchers and sponsors. It is currently developing an internet portal to reduce the bureaucracy and make the review process more efficient and transparent. The Central Committee stimulates confidence on medical research in society by providing a public trial registry with core data on reviewed research proposals. (shrink)

A long-standing tradition presents economic activity in terms of the flow of fluids. This metaphor lies behind a small but influential practice of hydraulic modelling in economics. Yet turning the metaphor into a three-dimensional hydraulic model of the economic system entails making numerous and detailed commitments about the analogy between hydraulics and the economy. The most famous 3-D model in economics is probably the Phillips machine, the central object of this paper.

The significance of consciousness in modern science is discussed by leading authorities from a variety of disciplines. Presenting a wide-ranging survey of current thinking on this important topic, the contributors address such issues as the status of different aspects of consciousness; the criteria for using the concept of consciousness and identifying instances of it; the basis of consciousness in functional brain organization; the relationship between different levels of theoretical discourse; and the functions of consciousness.

This is an agenda-setting exploration of the relationship between green politics and liberal ideology. Ecological problems provide unique challenges for liberal democracies.; This challenge is examined by the author who aims to fill the gap between short-term ecological modernization and the politically infeasible longer term utopian approaches.

Assuming that liberalism, liberal democracy, and the free market are here to stay, this book asks how sustainability can be interpreted in ways that respect liberal democratic values and institutions. Among the problems addressed are the compatibility of liberal procederalism with substantive "green" ideals, the existence and potential of eco-friendly principles and ideas in clasical liberal political theory, the role of rights and duties and of democracy and deliberation, and the "greening" potential of modern environmentally-focused practices in liberal democracies.

Max Picard (1888-1965) was a Swiss-German writer, who converted to Catholicism from Judaism. A doctor and psychologist, Picard worked in Berlin but retired in the 1920s to Switzerland. He is often regarded as a "wisdom thinker," and his rich and penetrating writings continue to speak to us in the twenty-first century. The Flight from God is an incisive, profound description of many of the problems facing modern culture, and its analysis resonates with us more today than when first published in (...) 1934. Picard illustrates that modern culture is essentially in Flight, and so the individual is under pressure to make a choice; in earlier generations only an individual could be in flight because the culture itself was not in flight but in Faith. The flight does not require courage or guilt; yet it is to be found in, and is often destructive of, many facets of life including human relationships, art, economics, science, entertainment, even religion. Because of this it leaves many in anguish, from which we seek alternative avenues of structure and meaning. Yet, in every person there is a residue that will not yield itself to the flight, and this is bound up with love, which reminds us of God. Picard shows how God is always somehow present in the flight--just when we think we are arriving from the flight, we find that God is already there. Picard's identification and discussion of the roots of the distresses of modern culture, and its attempts to grapple with the spiritual dimension of human experience, along with tensions created by freedom and individuality, are clearly still of the greatest relevance for us today. The concept of a sovereign nation-state is a central part in many of the debates discussing the salient issues in political science today. Yet the debate on the state is fragmented and while the sub-disciplines within political science address the various possible consequences of different processes, the one thing they all share is uncertainty about the future shape and role of the state. _Political Pluralism and the State_ is the first work in political theory to bring together IR, comparative politics (...) and political theory approaches to analyze the post-sovereign state and develop a new interpretative scheme for social and political scientists. A scheme that takes account not only of the fragmentation of the polity but also of the often ignored concurrent fragmentation of society. The book seeks to understand and interpret political pluralization as an expression of the continuous processes of cooperation and secession that define politics and legitimize institutions. It develops an alternative, sovereignty-free conception of the ‘polis’ sensitive to these unavoidable processes, and assesses the viability of liberal-democratic ideals in a radically pluralized world. This article provides an introduction to what the Old Testament has to say regarding displacement and displaced people – refugees, migrants and the marginalized members of society. It surveys the instructions regarding the correct attitude and protective actions owed to ‘the stranger’ found in the Old Testament Law and it points to the divine preference to side with the suffering and the vulnerable evident in the Old Testament Prophets. Although not an exhaustive treatment of Old Testament passages tackling this topic, (...) the discussion helps make clear the fact that God is particularly concerned with justice and care for the disadvantaged members of the society, including aliens, refugees and migrants. The conclusion of the article calls the readers to consider some of the missiological-ethical implications of such concern in our contexts today. (shrink)

This volume, the third in this Springer series, contains selected papers from the four workshops organized by the ESF Research Networking Programme "The Philosophy of Science in a European Perspective" (PSE) in 2010: Pluralism in the Foundations of Statistics Points of Contact between the Philosophy of Physics and the Philosophy of Biology The Debate on Mathematical Modeling in the Social Sciences Historical Debates about Logic, Probability and Statistics The volume is accordingly divided in four sections, each of them containing papers (...) coming from the workshop focussing on one of these themes. While the programme's core topic for the year 2010 was probability and statistics, the organizers of the workshops embraced the opportunity of building bridges to more or less closely connected issues in general philosophy of science, philosophy of physics and philosophy of the special sciences. However, papers that analyze the concept of probability for various philosophical purposes are clearly a major theme in this volume, as it was in the previous volumes of the same series. This reflects the impressive productivity of probabilistic approaches in the philosophy of science, which form an important part of what has become known as formal epistemology - although, of course, there are non-probabilistic approaches in formal epistemology as well. Aron Gurwitsch wants to introduce a theory of organization developed by Gestalt psychology into Husserlian phenomenology. The problem is to show how it is possible to introduce a theory developed within a positive science into philosophical phenomenology. His solution is to show that aspects of this theory already are or can be phenomenological through what he calls an incipient phenomenological reduction. Specifically, it is the dismissal of the constancy hypothesis in which he identifies the possibility moving from an explanatory science (...) to a descriptive one. If the temptation can be resisted of returning to an explanatory approach and description can be radicalized, Gurwitsch believes that this reduction can become phenomenological and even attain transcendental levels. This possibility of reduction makes it possible for scientists, especially psychologists, to have a firsthand understanding of phenomenology, perhaps to convince them of this approach and realize the continuity of philosophy and the sciences and the need to maintain cooperation via phenomenology.
