W. E. B. Du Bois never felt so at home as when he was a student at the University of Berlin. But Du Bois was also American to his core, scarred but not crippled by the racial humiliations of his homeland. In Lines of Descent, Kwame Anthony Appiah traces the twin lineages of Du Bois' American experience and German apprenticeship, showing how they shaped the great African-American scholar's ideas of race and social identity. At Harvard, Du Bois studied with (...) such luminaries as William James and George Santayana, scholars whose contributions were largely intellectual. But arriving in Berlin in 1892, Du Bois came under the tutelage of academics who were also public men. The economist Adolf Wagner had been an advisor to Otto von Bismarck. Heinrich von Treitschke, the historian, served in the Reichstag, and the economist Gustav von Schmoller was a member of the Prussian state council. These scholars united the rigorous study of history with political activism and represented a model of real-world engagement that would strongly influence Du Bois in the years to come. With its romantic notions of human brotherhood and self-realization, German culture held a potent allure for Du Bois. Germany, he said, was the first place white people had treated him as an equal. But the prevalence of anti-Semitism allowed Du Bois no illusions that the Kaiserreich was free of racism. His challenge, says Appiah, was to take the best of German intellectual life without its parochialism--to steal the fire without getting burned. (shrink)

This paper discusses justice as an inherent aspect of life in traditional African societies. It further examines the degree to which constitutions of African countries recognise and promote the traditions and customary practices. It is noted that of late, in the desire to contextualise justice, human rights has to a large extent become the yardstick. This universal idea often creates conflicts with African customary practices which indeed represent the expectations of individuals or groups within such customary traditions. It is therefore (...) possible in the modern context to have customary practices that are at variance with the contents of human rights. The paper cautions that any effort therefore to transform customary practices to fall in line with the universal human rights imbued idea of justice could result in a situation where traditional societies are forced to conform to standards of justice that become impositions. On balance, Africa generally has made some progress in good governance under liberal, multiparty democracy in the past two or three decades. But there are well‐noted, wide‐ranging dysfunctions in governance, which inhibit human development and fulfilment. Several papers have been published, which propose various solutions to the dysfunctions. Among them are proposals for types of all‐inclusive democratic politics. I examine a couple of these proposals and conclude that they generate formidable feasibility challenges, even for the types of democracy they advocate. (...) This paper focuses on Ghana, but with a thrust intended to have import for the sustainability of democracy across Africa. The argument is basically that the operating democratic constitutions in Africa provide a normatively desirable liberal, multiparty democracy, which promises a reasonably good life for all without exception; but practice has resulted in enduring, multiple deprivations and low standards of living for millions of citizens. The reason for the undesirably wide gap between the ideal and the practice is not because multiparty democracy is inconsistent with African traditions or is otherwise not good for Africans, as some scholars claim, but because of those who tend to run it—their general incompetence, including or marked by their intellectual and ethical inability to rise above partisan limitations and failure to leverage the efficiencies of the free market system. The proposed solution for Ghana, intended to eliminate or significantly mitigate the dysfunctions just mentioned and to sustain the multiparty democracy, is to redesign the National Development Planning Commission (NPDC), a constitutional organ which serves the partisan executive, into a robust, non‐partisan, independent institution, anchored on the principles of separation of powers and checks and balances, to enable it to do at least the following two things: (a) to produce, with representation from key stakeholders, including political parties, technocratically objective, competent, efficient and accountable rolling and all‐inclusive National Development Plans (NDPs) in place of vote‐inspired and partisan manifestoes, with budgets approved by parliament; and (b) to monitor, evaluate and report on the governing party's implementation of the NDPs to parliament. Democracy will become sustainable as the general quality of lives grows steadily under the continuous implementation of all‐inclusive NDPs, which are to be crafted to efficiently and sustainably deliver public goods and services that serve district, regional and the common needs and interests of all Ghanaians rather than the interests of the few and powerful or, at best, of majorities. I will analyse and discuss hand metaphoric and metonymic expressions in relation with the universal concept of the agility and versatility of the hand as an important aspect of the human being. The paper projects the concept of the hand in the Akan cultural system and looks at how it has expanded into compound words, idioms and proverbs. We will look at the cognitive, semantics, sociolinguistics and pragmatics ofnsa, (...) ‘hand’. How diverse is philosophy? In this paper we explore recent data on the racial, ethnic, and gender diversity of philosophy students and faculty in the United States. We have found that women are underrepresented in philosophy at all levels from first-year intention to major through senior faculty. The past four years have seen an increase in the percentage of women philosophy majors at the undergraduate level, but it remains to be seen if this recent increase in the percentage of women (...) will eventually also show at more advanced stages. Temporal trends since 2000 also show substantial increases in the racial and ethnic diversity of philosophy majors at all levels of education from first-year undergraduate through PhD, with substantial declines in the percentage of non-Hispanic White philosophy majors and substantial increases in all other commonly measured racial/ethnic groups except for Native American / Alaska Native. Despite generally increasing diversity, people who identify as Hispanic (any race), or non-Hispanic Native American, Alaska Native, or Black remain substantially underrepresented in philosophy at all levels compared to their presence in the U.S. population, and in some cases also as compared to other majors. We argue that the main results of scientific papers may appropriately be published even if they are false, unjustified, and not believed to be true or justified by their author. To defend this claim we draw upon the literature studying the norms of assertion, and consider how they would apply if one attempted to hold claims made in scientific papers to their strictures, as assertions and discovery claims in scientific papers seem naturally analogous. We first use a case study of (...) William H. Bragg’s early 20th century work in physics to demonstrate that successful science has in fact violated these norms. We then argue that features of the social epistemic arrangement of science which are necessary for its long run success require that we do not hold claims of scientific results to their standards. We end by making a suggestion about the norms that it would be appropriate to hold scientific claims to, along with an explanation of why the social epistemology of science—considered as an instance of collective inquiry—would require such apparently lax norms for claims to be put forward. Prepublication peer review should be abolished. We consider the effects that such a change will have on the social structure of science, paying particular attention to the changed incentive structure and the likely effects on the behaviour of individual scientists. We evaluate these changes from the perspective of epistemic consequentialism. We find that where the effects of abolishing prepublication peer review can be evaluated with a reasonable level of confidence based on presently available evidence, they are either positive or neutral. I analyse the political, economic, and cultural circumstances that have given rise to persistent political disputes about race (known colloquially as “the culture war”) among a subset of Americans. I argue that they point to a deep tension between widely held normative aspirations and pervasive and readily observable material facts about our society. Idealization is a fundamental feature of human thought. We build simplified models in our scientific research and utopias in our political imaginations. Concepts like belief, desire, reason, and justice are bound up with idealizations and ideals. Life is a constant adjustment between the models we make and the realities we encounter. In idealizing, we proceed “as if” our representations were true, while knowing they are not. This is not a dangerous or distracting occupation, Kwame Anthony Appiah shows. Critical race theorists and standpoint epistemologists argue that agents who are members of dominant social groups are often in a state of ignorance about the extent of their social dominance, where this ignorance is explained by these agents' membership in a socially dominant group (e.g., Mills 2007). To illustrate this claim bluntly, it is argued: 1) that many white men do not know the extent of their social dominance, 2) that they remain ignorant as to the extent of their dominant (...) social position even where this information is freely attainable, and 3) that this ignorance is due in part to the fact that they are white men. We argue that on Buchak's (2010, 2013) model of risk averse instrumental rationality, ignorance of one's privileges can be rational. This argument yields a new account of elite-group ignorance, why it may occur, and how it might be alleviated. (shrink)

Social scientists use many different methods, and there are often substantial disagreements about which method is appropriate for a given research question. In response to this uncertainty about the relative merits of different methods, W. E. B. Du Bois advocated for and applied “methodological triangulation”. This is to use multiple methods simultaneously in the belief that, where one is uncertain about the reliability of any given method, if multiple methods yield the same answer that answer is confirmed more strongly than (...) it could have been by any single method. Against this, methodological purists believe that one should choose a single appropriate method and stick with it. Using tools from voting theory, we show Du Boisian methodological triangulation to be more likely to yield the correct answer than purism, assuming the scientist is subject to some degree of diffidence about the relative merits of the various methods. This holds even when in fact only one of the methods is appropriate for the given research question. (shrink)

Given the importance of scientific research in shaping our perception of the world, and our senses of what policies will and won’t succeed in altering that world, it is of great practical, political, and moral importance that we carry out scientific research with integrity. The phenomenon of scientific fraud stands in the way of that, as scientists may knowingly enter claims they take to be false into the scientific literature, often knowingly doing so in defiance of norms they profess allegiance (...) to. In this chapter we take a look at some of the causes of scientific fraud, and how it might be manifested in large-scale research teams and situations of anonymous authorship. We find that such cases make trouble for what might seem like intuitive answers to the question “who should be held responsible for this fraud?”, and we argue that in such cases it would be better to hold the entire community responsible for seeing to it that there is less fraud. The aim of this paper is to give an account of the change in Feyerabend's philosophy that made him abandon methodological monism and embrace methodological pluralism. In this paper I offer an explanation in terms of a simple model of 'change of belief through evidence'. My main claim is that the evidence triggering this belief revision can be identified in Feyerabend's technical work in the interpretation of quantum mechanics, in particular his reevaluation of Bohr's contribution to it. This highlights an (...) under-appreciated part of Feyerabend's early work and makes it central to an understanding of the dynamics in his overall philosophy of science. (shrink)

It analyses and discusses face metaphoric expressions in relation with the universal concept analysed by Face Theory. The paper projects this concept onto the Akan cultural system and looks at how the concept is used in Akan communicative interaction. The sociolinguistics and pragmatics of anim are considered. Contemporary biologists are not agreed on the question of whether there are any human races, despite the widespread scientific consensus on the underlying genetics. For most purposes, however, we can reasonably treat this issue as terminological. What most people in most cultures ordinarily believe about the significance of “racial” difference is quite remote, I think, from what the biologists are agreed on. Every reputable biologist will agree that human genetic variability between the populations of Africa or Europe or Asia is (...) not much greater than that within those populations; though how much greater depends, in part, on the measure of genetic variability the biologist chooses. If biologists want to make interracial difference seem relatively large, they can say that “the proportion of genic variation attributable to racial differences is … 9 – 11%.”1 If they want to make it seem small, they can say that, for two people who are both Caucasoid, the chances of difference in genetic constitution at one site on a given chromosome are currently estimated at about 14.3 percent, while for any two people taken at random from the human population, they are estimated at about 14.8 percent. The statistical facts about the distribution of variant characteristics in human populations and subpopulations are the same, whichever way the matter is expressed. Apart from the visible morphological characteristics of skin, hair, and bone, by which we are inclined to assign people to the broadest racial categories—black, white, yellow—there are few genetic characteristics to be found in the population of England that are not found in similar proportions in Zaire or in China; and few too which are found in Zaire but not in similar proportions in China or in England. All this, I repeat, is part of the consensus . A more familiar part of the consensus is that the differences between peoples in language, moral affections, aesthetic attitudes, or political ideology—those differences which most deeply affect us in our dealings with each other—are not biologically determined to any significant degree.[…]In this essay, I want to discuss the way in which W. E. B. Du Bois—who called his life story the “autobiography of a race concept”—came gradually, though never completely, to assimilate the unbiological nature of races. I have made these few prefatory remarks partly because it is my experience that the biological evidence about race is not sufficiently known and appreciated but also because they are important in discussing Du Bois. Throughout his life, Du Bois was concerned not just with the meaning of race but with the truth about it. We are more inclined at present, however, not to express our understanding of the intellectual development of people and cultures as a movement toward the truth; I shall sketch some of the reasons for this at the end of the essay. "These essays make a splendid book. Ignatieff's lectures are engaging and vigorous; they also combine some rather striking ideas with savvy perceptions about actual domestic and international politics.

This paper investigates the interaction between language, culture, body and emotions. It is an aspect of cognitive semantics that discusses the Akan somatic nature of their body and therefore have existing lexical items, idioms and proverbs to comment on “wellbeing”. It is based on Conceptual Metaphor Theory by Lakoff and Johnson (1980) and Ethnopragmatics by Goddard (2006). A great parts of Akan expressions for “wellbeing” are tapped from body parts through their physical, cognitive, and emotional representations. The nature of the (...) derived semantic patterns and how the Akans consider these somatic expressions, idioms and proverbs as important aspects of their language and culture are discussed. This paper argues that “wellbeing” as an emotion is transitional like a pendulum; one can be enjoying aspects of “wellbeing” for a moment and be in “distress” and “depression” a moment later. The article will look at the functions, situations, and the major forms of Akan greetings. The article will highlight the major functions of greetings such as the creation of social relationship, commitment to one another in social encounters and manifestation of an individual's communicative competence. It discusses the taxonomy of Akan greetings in terms of formality, periods, events and activities. The article further (...) looks at the changes in greetings in the Akan modern society. What differentiates scientific research from non-scientific inquiry? Philosophers addressing this question have typically been inspired by the exalted social place and intellectual achievements of science. They have hence tended to point to some epistemic virtue or methodological feature of science that sets it apart. Our discussion on the other hand is motivated by the case of commercial research, which we argue is distinct from (and often epistemically inferior to) academic research. We consider a deflationary view in which science refers to (...) whatever is regarded as epistemically successful, but find that this does not leave room for the important notion of scientific error and fails to capture distinctive social elements of science. This leads us to the view that a demarcation criterion should be a widely upheld social norm without immediate epistemic connotations. Our tentative answer is the communist norm, which calls on scientists to share their work widely for public scrutiny and evaluation. (shrink)

In 1957, Feyerabend delivered a paper titled ‘On the Quantum-Theory of Measurement’ at the Colston Research Symposium in Bristol to sketch a completion of von Neumann's measurement scheme without collapse, using only unitary quantum dynamics and well-motivated statistical assumptions about macroscopic quantum systems. Feyerabend's paper has been recognised as an early contribution to quantum measurement, anticipating certain aspects of decoherence. Our paper reassesses the physical and philosophical content of Feyerabend's contribution, detailing the technical steps as well as its overall philosophical (...) motivations and consequences. Summarising our results, Feyerabend interpreted collapse as a positivist assumption in quantum mechanics leading to a strict distinction between the uninterpreted formalism of unitary evolution in quantum mechanics and the classically interpreted observational language describing post-measurement outcomes. Thus Feyerabend took the no-collapse completion of the von Neumann measurement scheme to show the dispensability of the positivist assumption, leading the way to a realistic interpretation of quantum theory. We note, however, that there are substantial problems with his account of measurement that bring into question its viability as a legitimate foil to the orthodox view. We further argue that his dissatisfaction with the von Neumann measurement scheme is indicative of early views on theoretical pluralism. (shrink)

A political and philosophical manifesto considers the ramifications of a world in which Western society is divided from other cultures, evaluating the limited capacity of differentiating societies as compared to the power of a united world.

Philosophers of science debate the proper role of non-epistemic value judgements in scientific reasoning. Many modern authors oppose the value free ideal, claiming that we should not even try to get scientists to eliminate all such non-epistemic value judgements from their reasoning. W. E. B. Du Bois, on the other hand, has a defence of the value free ideal in science that is rooted in a conception of the proper place of science in a democracy. In particular, Du Bois argues (...) that the value free ideal must be upheld in order to, first, retain public trust in science and, second, ensure that those best placed to make use of scientifically acquired information are able to do so. This latter argument turns out to relate Du Bois’ position on the value free ideal in science to his defence of epistemic democracy. In this essay I elaborate, motivate, and relate to the modern debate, Du Bois’ under-appreciated defence of the value free ideal. (shrink)

This book examines the labour standards provisions in a number of Regional and Bilateral Trade Agreements, and assesses the potential of using the relevant clauses in these trade agreements as a benchmark for a multilateral approach. Based on the lessons learned from the Regional model, the book proposes a Global Labour and Trade Framework Agreement (GLTFA) combined with a joint ILO/WTO enforcement mechanism to resolve the contentious issue of the link between the CLS and international trade. The history of the (...) linkage between the Core Labour Standards (CLS) and international trade dates back roughly 150 years, and has recently become one of the most vexing issues facing policy-makers. At the heart of the debate is the question whether or not trade sanctions should be imposed on countries that do not respect the CLS as embodied in multilateral conventions administered by the International Labour Organization (ILO). Concretely, this would entail inserting a social clause in the World Trade Organization (WTO) rules, and would trigger the imposition of sanctions on those countries that do not adhere to the CLS. Preferably scientific investigations would promote true rather than false beliefs. The phenomenon of fraud represents a standing challenge to this veritistic ideal. When scientists publish fraudulent results they knowingly enter falsehoods into the information stream of science. Recognition of this challenge has prompted calls for scientists to more consciously adopt the veritistic ideal in their own work. In this paper I argue against such promotion of the veritistic ideal. Through most of the twentieth century, life scientists grew increasingly sceptical of the biological significance of folk classifications of people by race. New work on the human genome has raised the possibility of a resurgence of scientific interest in human races. This paper aims to show that the racial sceptics are right, while also granting that biological information associated with racial categories may be useful.
