DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. Some authors have claimed that ante rem structuralism has problems with structures that have indiscernible places. In response, I argue that there is no requirement that mathematical objects be individuated in a non-trivial way. Metaphysical principles and intuitions to the contrary do not stand up to ordinary mathematical practice, which presupposes an identity relation that, in a sense, cannot be defined. In complex analysis, the two square roots of –1 are indiscernible: anything true of one of them is true of (...) the other. I suggest that ‘i’ functions like a parameter in natural deduction systems. I gave an early version of this paper at a workshop on structuralism in mathematics and science, held in the Autumn of 2006, at Bristol University. Although several important methodologies implicitly assume the truth of epistemic conservatism, the view that holding a belief confers some measure of justification on the belief, recent criticisms have led some to conclude that epistemic conservatism is an implausible view. That conclusion is mistaken. In this article, I propose a new formulation of epistemic conservatism that is not susceptible to the criticisms leveled at earlier formulations of epistemic conservatism. In addition to withstanding these criticisms, this formulation of epistemic conservatism has several (...) benefits. First, this formulation has the benefits of earlier formulations of epistemic conservatism, that is to say it makes sense of our intuitions about justification in regard to both memory beliefs and beliefs for which we have forgotten our evidence. Second, it provides a good way of responding to the skeptic’s challenge concerning the possibility of possessing knowledge of the external world posed by the Alternative Hypotheses argument. Third, it provides responses to both forms of a new skeptical problem plaguing basic knowledge structure theories, the Problem of Easy Knowledge formulated by Stewart Cohen. I argue that given the many benefits of this formulation of epistemic conservatism and the fact that it is not vulnerable to the criticisms that undermine earlier formulations of epistemic conservatism, this formulation of epistemic conservatism is a plausible view to maintain. According to Hegel, the determinations of the absolute are conceptual properties that identify what the absolute is, and are related through logical entailments. The shapes of the absolute are historical configurations that religion takes as it appears in the domain of contingent existence. This essay claims that Stewart’s interpretation does not observe this distinction, and as a result transforms the determinations of the absolute into projections of a people’s self-understanding. I argue that Hegel himself takes a history of religions (...) to be a logically necessary sequence in which the determinations of the absolute are articulated and proved, rather than a history of the cultural forms that the divine happens to have taken in the movement of human history. I examine as a test case the proper place of Islam in Hegel’s schema of determinate religions in order to show how Stewart’s conflation of determinations and shapes affects the possibility of determinate world-religions arising after what Hegel takes to be the consummate religion, Christianity. Traina's presidential address, "This Is the Year," takes as its starting point the aftermath of the 2016 US presidential election, arguing that it exposes the way in which liberal narratives of progress have failed to address the deeply embedded structural evil within American society. She argues that this political moment provides an opportunity for liberals to engage in a critical self-examination with respect to their complicity in these structures by embracing a form of "utopian praxis."Ryan Darr's essay considers the intersection of structural evil and individual responsibility, arguing, on the one hand, for a distinction between sin and moral wrongdoing and, on the other, for an approach to both concepts that is social in form. In this dissertation, I defend an interpretation of the methodological development of transcendental philosophy from Kant's first Critique to Fichte's later Jena-period Wissenschaftslehre. Both Kant and Fichte claim that experience is founded upon certain a priori subjective structures and capacities. However, I argue that the methodology of Kant's first Critique includes a number of assumptions and explicit doctrines that limit his ability to explain experience. The chief problem of Kant's theory of method is, I claim, his distinction between the methods (...) of philosophy and mathematics, whereby the method of construction is limited to mathematics. I argue that Fichte attempts to solve Kant's problem by expanding the method of construction to philosophy itself. As a method, construction has two aspects. First, the task of the philosopher is to reconstruct discursively the spontaneous process whereby subjectivity is self-constructing. By "self-construction," I refer to a functional structure wherein subjectivity is the achievement of a range of proto-conscious, primitive mental activities. Second, the method of the philosopher is similar to the method of geometric construction, viz., the postulation of a task to be completed regarding which one---beginning from putatively self-evident resources---creatively and imaginatively seeks out a solution. Fichte turns to construction since there is no algorithm for philosophical reflection and he revises Kant's important doctrines regarding intellectual intuition and the productive imagination. However, though Fichte's solution to Kant's problem is promising, the notion of construction itself generates a number of problems. (shrink)

This chapter discusses Clive Staples Lewis's views about the purpose of life. Lewis himself believed that nature does not have its own purposes. Instead, he thought God created the natural world, and the human beings which inhabit it, for a purpose. Lewis believed the purpose of life is that we experience a happiness that he variably described as eternal, infinite, complete, or perfect. The experience of this happiness is the life of the blessed. Lewis thought happiness is experiencing pleasure, where (...) experiencing pleasure is the purpose for which God created us. A hedonist about happiness is someone who believes not only that pleasure is intrinsically good but also holds that pain is intrinsically evil. To say that the experience of pain is intrinsically evil is to say that pain is evil and does not derive its evilness from its relationship to anything else. (shrink)

Justifying religious exemptions is a complicated matter. Citizens ask to not be subject to laws that everyone else must follow, raising worries about equal treatment. They ask to be exempted on a religious basis, a basis that secular citizens do not share, raising worries about the equal treatment of secular and religious citizens. And they ask governmental structures to create exceptions in the government’s own laws, raising worries about procedural fairness and stability. We nonetheless think some religious exemptions are appropriate, (...) and in some cases, that exemptions are morally required. So how are we to determine when religious exemptions are justified? This article employs a public reason framework to provide an answer. I show how to publicly justify religious exemptions. My thesis is that a citizen merits a religious exemption under four conditions: if she has sufficient intelligible reason to oppose the law, if the law imposes unique and substantial burdens on the integrity of those exempted that are not off-set by comparable benefits, if the large majority of citizens have sufficient reason to endorse the law, and if the exempted group does not impose significant costs on other parties that require redress. If these conditions are met, then legislative and/or judicial bodies should carve out an exemption for those requesting them. (shrink)

Psychotherapy helps one enact ideas about a good life, and therapists practice orientations rooted in their chosen approach. A 'good life' can therefore mean different things depending on the therapy. I examine the positive and negative features of synthetic biology (‘SynBio’) from a utilitarian ethical perspective. The potential beneficial outcomes from SynBio in the context of medicine are substantial; however it is not presently possible to predict precise outcomes due to the nascent state of the field. Potential negative outcomes from SynBio also exist, including iatrogenesis and bioterrorism; however it is not yet possible to quantify these risks. I argue that the application of a ‘precautionary’ approach to SynBio is ethically (...) fraught, as is the notion that SynBio-associated knowledge ought to be restricted. I conclude that utilitarians ought to support a broadly laissez-faire stance in respect of SynBio. (shrink)

I examine the positive and negative features of homeopathy from an ethical perspective. I consider: (a) several potentially beneficial features of homeopathy, including non-invasiveness, cost-effectiveness, holism, placebo benefits and agent autonomy; and (b) several potentially negative features of homeopathy, including failure to seek effective healthcare, wastage of resources, promulgation of false beliefs and a weakening of commitment to scientific medicine. A utilitarian analysis of the utilities and disutilities leads to the conclusion that homeopathy is ethically unacceptable and ought to be (...) actively rejected by healthcare professionals. Steven Wall has two compelling arguments for what I shall call public reason liberalism's reflexivity requirement. The political concerns to reconcile persons who hold diverse moral views, and to avoid authoritarianism in politics not only require the public justification of coercion but the public justification of the standard used to determine when coercion is publicly justified. The reflexivity requirement is said to entail that public reason is self-defeating. Once RR is correctly formulated, however, cases of self-defeat will be rare, as (...) citizens seldom employ public justification requirements as reasons. When they do, such requirements are rarely their sole reason for supporting political coercion. A properly formulated reflexivity requirement, therefore, does not imply self-defeat. It also allows for a more ecumenical understanding that establish the processes of public justification. (shrink)

Transport of macromolecules from the nucleus to the cytoplasm is essential for nearly all cellular and developmental events, and when mis‐regulated, is associated with diseases, tumor formation/growth, and cancer progression. Nuclear Envelope (NE)‐budding is a newly appreciated nuclear export pathway for large macromolecular machineries, including those assembled to allow co‐regulation of functionally related components, that bypasses canonical nuclear export through nuclear pores. In this pathway, large macromolecular complexes are enveloped by the inner nuclear membrane, transverse the perinuclear space, and then (...) exit through the outer nuclear membrane to release its contents into the cytoplasm. NE‐budding is a conserved process and shares many features with nuclear egress mechanisms used by herpesviruses. Despite its biological importance and clinical relevance, little is yet known about the regulatory and structural machineries that allow NE‐budding to occur in any system. Here we summarize what is currently known or proposed for this intriguing nuclear export process. (shrink)

A series of imitation games involving 3-participant (simultaneous comparison of two hidden entities) and 2-participant (direct interrogation of a hidden entity) were conducted at Bletchley Park on the 100th anniversary of Alan Turing’s birth: 23 June 2012. From the ongoing analysis of over 150 games involving (expert and non-expert, males and females, adults and child) judges, machines and hidden humans (foils for the machines), we present six particular conversations that took place between human judges and a hidden entity that produced (...) unexpected results. From this sample we focus on features of Turing’s machine intelligence test that the mathematician/code breaker did not consider in his examination for machine thinking: the subjective nature of attributing intelligence to another mind. Argues against naturalism, or the idea that natural physical processes explain everything, the mind and soul do not exist, and consciousness and causality may have no basis, and suggests that it does not account for human--or any--action.

The dominance of the medical-model in American psychiatry over the last 30 years has resulted in the subsequent decline of the “talking cure”. In this paper, we identify a number of problems associated with medicalized psychiatry, focusing primarily on how it conceptualizes the self as a de-contextualized set of symptoms. Drawing on the tradition of hermeneutic phenomenology, we argue that medicalized psychiatry invariably overlooks the fact that our identities, and the meanings and values that matter to us, are created and (...) constituted by our dialogical relations with others. While acknowledging the importance of medical and pharmaceutical interventions, we suggest that it is only by means of the dialogical interplay of the talking cure that the client can both recognize unhealthy and self-defeating ways of being and be opened up to the possibility of new meanings and self-interpretations. Cécile Laborde's important book, Liberalism's Religion, attempts to develop an ethic governing political officials that requires that they only use, and be responsive to, accessible reasons. Laborde's accessibility requirement articulates her unique approach to the role of religion in liberal politics. This article challenges Laborde's accessibility ethic on three grounds: (1) the ethic suffers from a lack of idealisation, (2) there is little reason to prevent inaccessible reasons from defeating coercion, and her ecumenical approach to exemptions recognises this in effect, (...) and (3), the question of whether the accessibility ethic is true is partly empirical, but Laborde does not supply us with an adequate empirical argument. This article provides an overview of, and thematic justification for, the special issue of the journal of Artificial Intelligence and Law entitled “E-Discovery”. In attempting to define a characteristic “AI & Law” approach to e-discovery, and since a central theme of AI & Law involves computationally modeling legal knowledge, reasoning and decision making, we focus on the theme of representing and reasoning with litigators’ theories or hypotheses about document relevance through a variety of techniques including machine learning. We also identify (...) two emerging techniques for enabling users’ document queries to better express the theories of relevance and connect them to documents: social network analysis and a hypothesis ontology. Given the importance of being able to account for moral obligations towards future generations, especially in the light of the problem of global climate change, I argue that there are under-appreciated notions in African thought that are able to significantly contribute to the on-going discourse with respect to inter-generational moral obligations. I identify two related African notions, both springing from the prominent belief that ancestors who have died ? but continue to have a presence ? are entitled to respect, which (...) upon secular refinement are promising in terms of grounding a claim that we do have moral obligations to future generations. These conceptions are that the environment is a communal resource, shared across generations, and that the present generation should express gratitude to its predecessors for preserving the environment on its behalf, by emulating its predecessors and preserving the environment for future generations. I argue that these two conceptions present plausible grounds for thinking that we have moral obligations to posterity, partly because they go some way towards overcoming some of the theoretical concerns generally associated with the notion of moral obligations towards unidentifiable, contingent future persons.
