The context of international health research involving human subjects, and this should appear obvious, is the human community. As such, basic questions of how human beings should be treated by other human beings, particularly in situations of unequal power – e.g., in the form of control, choice, or opportunity – lay at the foundations of related ethical discourse when ethics are discussed at all. I trace a narrative that follows upon a recent revision process of international guidelines for biomedical research (...) involving human subjects. I focus in particular upon the issue of a standard of care. In the second section, I draw upon philosophers John Rawls, Claudia Card, and Allen Buchanan to discuss concerns regarding the 'least advantaged members of society' in the context of global inequality. It is not uncommon to hear that poor school performance, welfare dependancy, youth unemployment, and criminal activity result more from shortcomings in the personal makeup of individuals than from societal forces beyond their control. Are American values declining as so many suggest? And are those values at the root of many social problems today?Shaped by experience and public policies, people's values and social norms do change. Scholars wrangle not only over the identification of their central characteristics but also over whether the similarities between fascism and Nazism are close enough to justify considering them as parts of a single category. A growing number of studies, however, ranging from general histories such as Norman Davies's Europe: A History and Mark Mazower's Dark Continent: Europe's Twentieth Century, to more specialized works such as Zeev Sternhell's Neither Left Nor Right and Robert Paxton's fine The Anatomy of Fascism, argue the case for treating fascism and Nazism together.1 A mark of all of these books is their willingness to give serious attention to fascist ideologies and to the interactions between these ideologies and fascist practice and culture. This interest, in turn, makes it necessary to examine anew broader questions about the relations between fascism and the circumstances and attitudes of modern life.The two works under consideration here—The Cult of Art in Nazi Germany, by Eric Michaud, and Building Fascism, Communism, and Liberal Democracy, by Jeffrey T. Schnapp—share the growing concern to take seriously fascist ideology and culture as essential to an understanding of the movement. Michaud sets out to present an analysis of Nazi myth, which he argues was constructed with reference to two models: art and Christianity (xii). His immensely erudite study relates Nazi conceptions of the leader to Romantic views of genius and Christian doctrines concerning the role of the Savior. This allows him to present a distinctive view of Nazi ideology, one that relates it to themes and debates that have figured prominently in the history of European culture and belief. [End Page 113]Schnapp, on the other hand, focuses on the career of a single man—Gaetano Ciocca. Though Ciocca is now an obscure figure, unlikely to be familiar even to most students of fascism, Schnapp argues that his career deserves attention for several reasons. In the first place, he "strove to translate a fascist politics into the language of modern technics in the domains of architecture, urbanism, theater design, animal husbandry, drainage and transportation systems" (7). What is more, Ciocca was no power-hungry opportunist but rather a committed and reflective intellectual, who spent much of his time writing books and articles aimed at explaining and justifying his various projects to a general audience. Last but not least, though Ciocca's passionate commitment to fascism cooled as World War II wore on, this had no visible effect on his engineering projects. In the aftermath of the war, Ciocca presented himself as a nonpolitical "rebuilder" concerned to provide for popular need. In this guise, he served Italy's postwar liberal democracy as enthusiastically as he had previously devoted his projects to the cause of fascism. Ciocca thus presents us with an intriguing puzzle: a committed and reflective fascist intellectual—no Eichmann, Schnapp insists—who was nevertheless able to function equally effectively after the demise of the fascist regime. Schnapp argues that Ciocca's career forces us to examine with care the complex relations between technologies and political ideologies. In fact, I think it compels us to consider more general questions about the extent to which Ciocca's conception of himself as a modernizing technocrat could be equally at home in the political contexts of fascism and a certain kind of elite-centered liberal democracy. This is a major new study of Kant's ethics that will transform the way students and scholars approach the subject in future. Allen Wood argues that Kant's ethical vision is grounded in the idea of the dignity of the rational nature of every human being. Undergoing both natural competitiveness and social antagonism the human species, according to Kant, develops the rational capacity to struggle against its impulses towards a human community in which the ends of all are to harmonize (...) and coincide. The distinctive features of the book are twofold. First, it focuses for the first time on the central role played in Kant's ethical theory by the value of rational nature as an end itself. The work fits together tightly in its systematic interconnections, and collectively it makes the case for a holistic and systematic approach to issues that are at the forefront of current discussions in political and legal philosophy- issues that have traditionally been seen as separate.

Twenty years ago, when feminism was younger and greener, crides who thought the movement was sinking into a quagmire of unscientific irrationality had a relatively easy time in making out their case. In the first place, many feminists were themselves claiming to have rejected both science and reason, along with morality and all other such male devices for the oppression of women. And, furthermore, this position was a relatively easy one for the skeptical outsider to attack. Unless feminists could say (...) such things as that the present treatment of women was morally wrong, or prevailing ideas about their nature false or unfounded, or traditional reasoning about their position confused or fallacious, it was difficult to see on what basis they could rest the feminist case. And, of course, as they did say such things, all the time, it was obvious that any systematic attempt to reject ethics and rationality was systematically undercut by feminists' own arguments. Wood] Kant's moral philosophy is grounded on the dignity of humanity as its sole fundamental value, and involves the claim that human beings are to be regarded as the ultimate end of nature. It might be thought that a theory of this kind would be incapable of grounding any conception of our relation to other living things or to the natural world which would value nonhuman creatures or respect humanity's natural environment. This paper criticizes Kant's argumentative strategy (...) for dealing with our duties in regard to animals, but defends both his theory and most of his conclusions on these topics. /// [Onora O'Neill] Kant's ethics, like others, has unavoidable anthropocentric starting points: only humans, or other 'rational natures', can hold obligations. Seemingly this should not make speciesist conclusions unavoidable: might not rational natures have obligations to the non-rational? However, Kant's argument for the unconditional value of rational natures cannot readily be extended to show that all non-human animals have unconditional value, or rights. Nevertheless Kant's speciesism is not thoroughgoing. He does not view non-rational animals as mere items for use. He allows for indirect duties 'with regard to' them which afford welfare but not rights, and can allow for indirect duties 'with regard to' abstract and dispersed aspects of nature, such as biodiversity, species and habitats. For millennia physicians were admonished to obscure the details of patients’ illnesses and poor prognoses. The Hippocratic ethic precludes physicians from including patients in medical decisionmaking. That ethic demanded of doctors that they “[p]erform [their duties] calmly and adroitly, concealing most things from the patient … revealing nothing of the patient's future or present condition.”.

‘Patient satisfaction’: Knowledge for ruling hospital reform — An institutional ethnography Driven by funding restraint, Canadian health‐care has undergone over a decade of significant reform. Hospitals are being restructured, as text‐based practices of accountability bring a new business‐orientation into hospital and clinical management. New forms of knowledge, generated through records of various sorts, are a necessary resource for managing care in the new environment. This paper's research uses Canadian sociologist Dorothy E. Smith's institutional ethnographic methodology to critically analyse one instance (...) of text‐based management. I analyse information about ‘patient satisfaction’ as it is generated through a patient survey (in which I was implicated through my involvement with a hospitalized family member). Subsequently, I have studied the management environment into which that information would be entered. I argue that in the instance analysed, the information becomes part of a dominant consumer oriented healthcare discourse that subordinates concerns about ‘what actually happened’ as a professional caregiver would have known it. On this basis, I contend that this sort of taken‐for‐granted approach to making decisions about quality care in hospitals may be seriously, even dangerously, flawed. (shrink)

This paper addresses the role of integrity in global leadership. It reviews the philosophy of ethics and suggests that both contractarianism and pluralism are particularly helpful in understanding ethics from a global leadership perspective. It also reviews the challenges to integrity that come through interactions that are both external and internal to the company. Finally, the paper provides helpful suggestions on how global leaders can define appropriate ethical standards for themselves and their organizations.

The book presents the case that cognitive science should turn its attention to developing theories of human cognition that cover the full range of human perceptual, cognitive, and action phenomena. Cognitive science has now produced a massive number of high-quality regularities with many microtheories that reveal important mechanisms. The need for integration is pressing and will continue to increase. Equally important, cognitive science now has the theoretical concepts and tools to support serious attempts at unified theories. The argument is made (...) entirely by presenting an exemplar unified theory of cognition both to show what a real unified theory would be like and to provide convincing evidence that such theories are feasible. The exemplar is SOAR, a cognitive architecture, which is realized as a software system. After a detailed discussion of the architecture and its properties, with its relation to the constraints on cognition in the real world and to existing ideas in cognitive science, SOAR is used as theory for a wide range of cognitive phenomena: immediate responses ; discrete motor skills ; memory and learning ; problem solving ; language ; and development. The treatments vary in depth and adequacy, but they clearly reveal a single, highly specific, operational theory that works over the entire range of human cognition, SOAR is presented as an exemplar unified theory, not as the sole candidate. Cognitive science is not ready yet for a single theory – there must be multiple attempts. But cognitive science must begin to work toward such unified theories. (shrink)

Dean Moyar’s Hegel’s Conscience represents a set of achievements that I discuss in three sections: (1) the meaning of conscience in everyday moral discourse, (2) the interpretation of Hegel’s treatment of conscience, and (3) the importance of Hegel’s view of conscience for contemporary ethical/political discussion.

This enlightening text analyses the origins of Western complaints, prevalent in the late nineteenth century, that Japan was characterised at the time by exceptionally low standards of ‘commercial morality’, despite a major political and economic transformation. As Britain industrialised during the nineteenth century the issue of ‘commercial morality’ was increasingly debated. Concerns about standards of business ethics extended to other industrialising economies, such as the United States. Hunter examines the Japanese response to the charges levelled against Japan in this context, (...) arguing that this was shaped by a pragmatic recognition that Japan had little choice but to adapt itself to Western expectations if it was to establish its position in the global economy. The controversy and criticisms, which were at least in part stimulated by fear of Japanese competition, are important in the history of thinking on business ethics, and are of relevance for today’s industrialising economies as they attempt to establish themselves in international markets.
