Today, the earth is an interconnected globe humming with electronic transmissions-a chattering planet nestled in the provident silence of space. The ethical question is whether this is contributing to authentic human development and helping individuals and peoples to be true to their transcendent destiny. The new media are powerful tools for education, cultural enrichment, commercial activity, political participation, intercultural dialogue and understanding. They also can serve the cause of religion. Yet the new information technology needs to be informed and guided (...) by solidarity in the service of the common good bridging the digital divide within and among nations. The value-laden message of Western secular culture to people and traditional societies in many cases ill-prepared to evaluate it leads to widespread crisis, for example, in regard to marriage and family life. This technology can be a means for solving human problems, promoting the integral development of persons, creating a world governed by justice, peace, and love. It also can help men and women in their age-old search for self-understanding. Like today's world itself, the world of media, including the Internet, has been brought by Christ, inchoately yet truly, within the boundaries of the kingdom of God and placed in service to the word of salvation. Avi Loeb has defended the hypothesis that the interstellar object, ‘Oumuamua, detected in 2017, is in fact an extraterrestrial artefact. His hypothesis has been widely rejected by the scientific community. On examination however it is not clear why. The puzzle is at the level of argument structure. The scientific community's responses to Loeb's hypothesis appear to point to explanations of ‘Oumuamua's properties that are mere possibilities. Yet this is something that Loeb does not contest. I appeal to broadly philosophical (...) considerations to understand and bolster the response to Loeb. These considerations concern the structure of his argument, the role of prior confidences within it, and the presence of ‘unconceived alternative’ explanations. I then generalise. ‘Oumuamua will surely not be the last object that does not admit of straightforward natural explanation and that is claimed to be evidence of an extraterrestrial artefact. I use the preceding discussion of Loeb's argument and the scientific community's response to make some general remarks for future debate about similar cases. (shrink)

This article deals with the reframing of the concept of universal mediated communication on a global scale. Subjects include the following: the universe has a conscious force field at all its scales, requiring continuous inter-scale communication of information; the field exhibits distinct electromagnetic frequencies associated with the building blocks of life; and advances in the technology of sound production with electronic synthesizers can be applied to study mechanisms of such universal communication. The question being addressed is how electronic synthesizers can (...) be used to create sonic xenolinguistic expressions when composing with sonified frequencies obtained from bio-organisms, human protein structures, phonemes and various types of interstellar frequencies that include, but are not limited to, gamma bursts, pulsars and neutron stars. The objective is to construct sonic xenolingusitic expressions that can act like feedback loops within the field of consciousness. These sonic expressions can include anomalous cognitive, emotive or spiritual experiences that may be emerging out of the universal field of consciousness in real time. Xenolinguistics is a hypothetical language used to communicate with other sentient beings in the universe. The rationale for composing sonic xenolingustic expressions is the belief that the universe is considered conscious and that there is a field of consciousness existing throughout the universe that in principle is also instrumental in how communication can evolve with extraterrestrials. Outlines of other attempts at extraterrestrial communication by other researchers will be offered based on current literature. The probability that other life forms have established some mode of information exchange that is detectable and that, in return, may be able to create a form of communication to respond will be covered. It is postulated that various energy fields existing before and after the creation of our universe interacted with one another becoming abiotic, and then over time, formed even more complex structures. It is these complex structures that were then able to communicate essential information for maintaining their stability and survivability by using specific signalling frequencies. It is hypothesized that first life in the universe emerged within an already existing field of information and that our consciousness is thereby able to establish communication with other forms of consciousness in the universe. It is on this basis that a novel scientific and philosophical paradigm is considered in which the universe is conceived of as an active information matrix that can entertain potential extraterrestrial communication. In this framework, the present article will offer a new approach to orchestrated electronic sounds as a means to such communication. By integrating quantum physical properties into that sonic framework, a new study emerged on how sonic xenolinguistic elements can be incorporated into electronic composition techniques. This new framework may produce new algorithms for musical expression that not only represent an innovative future of electronic music but may also be crucial in the formulation and induction of new states of consciousness that will enable humankind to directly participate in the further becoming of the universe as a result of the evolution of this universal field of consciousness. Pope Francis takes the Big Bang as supplying empirical evidence for God’s existence, going so far as to credit God’s will as the force behind natural selection. So if natural selection is the emanation of divine will, then so too is what Richard Dawkins calls the “selfish gene” underlying it. The trouble is that the natural forces of self-interest may win out over the better angels of our nature, spelling disaster for the human species—and the planet sustaining it. For the (...) drive of individual self-interest is the main fuel of capitalism, which has become the dominant global economic paradigm. And this unbridled self-interest is arguably most responsible for widespread environmental degradation. Therefore, if humanity should ultimately expire as a direct result of its evolutionary adaptations, it won’t exactly be a ringing endorsement of the architect of life, the universe, and everything. The innovative partnership between various actors such as stakeholders, research entities, local communities, and third sector parties is required to overcome the complexities of resiliency building. This paper extends interplanetary trade theory t0.an interstellar setting. It is chiefly concerned with the following question: how should interest charges on goods in transit be computed when the goods travel at close to the speed of light? This is a problem because the time taken in transit will appear less to an observer travelling with the goods than to a stationary observer. A solution is derived from economic theory, and two useless but true theorems are proved.

Kuala Lumpur is a diverse city representing many different religions and nationalities. Recent government policy has actively promoted unity and cohesion throughout the city; and the country of Malaysia, with the implementation of a programme called 1Malaysia. Many theorists claim that the reactive emotions, even in their private form, are communicative entities. But as widely endorsed as this claim is, it has not been redeemed: the literature lacks a clear and compelling account of the sense in which reactive attitudes qua private mental states are essentially communicative. In this paper, I fill this gap. I propose that it is apt to characterize privately held reactive attitudes as communicative in nature because they, like many paradigmatic forms of communication, (...) have representational content and the function of evoking uptake of this content in a recipient. I critically discuss respects in which conceptions of community have featured in African moral-political philosophy over the past 40 years or so. Some of the discussion is in the vein of intellectual history, recounting key theoretical moves for those unfamiliar with the field. However, my discussion is also opinionated, noting prima facie weaknesses with certain positions and presenting others as more promising, particularly relative to prominent Western competitors. There are a variety of forms that African communitarianism has taken and could (...) take in respect of moral status, good character, and just policy, and my aims include arguing that some are more plausible than others and should give more individualist thinkers in Euro-American traditions pause. A satisfactory theory of linguistic communication must explain how it is that, through the interpersonal exchange of auditory, visual, and tactile stimuli, the communicative preconditions for the acquisition of testimonial knowledge regularly come to be satisfied. Without an account of knowledge-yielding communication this success condition for linguistic theorizing is left opaque, and we are left with an incomplete understanding of testimony, and communication more generally, as a source of knowledge. This paper argues that knowledge-yielding communication should be modelled on knowledge (...) itself. It is argued that knowledge-yielding communication occurs iff interlocutors coordinate on truth values in a non-lucky and non-deviant way. This account is able to do significant explanatory work: it sheds light on the nature of referential communication, and it allows us to capture, in an informative way, the sense in which interlocutors must entertain similar propositions in order to communicate successfully. Academic bioethics does not appear to be interested in communication and its ethical concerns unless communication is to do with issues such as capacity, consent, truth telling and confidentiality. In contrast practitioners are interested in actually communicating with their patients and they are often particularly perplexed when it comes to people with profound disabilities where communication appears disrupted. Although some new and not so new communication strategies, and especially intensive interaction, are available, little has been written on either the ethical (...) concerns these may present or the deeper concepts that underpin them. This article explores the practical applications of some of these communication strategies. By engaging these strategies with theology, and specifically Pope John Paul’s Theology of the Body, this article identifies and addresses some significant ethical issues that may arise, notably the risk of dualism and of objectifying the human person. Moreover it provides communication strategies with a rationale that goes beyond practicalities to one based on respect for human dignity, justice and solidarity. (shrink)

Philosophers often characterize discourse in general as aiming at some sort of convergence (in beliefs, plans, dispositions, feelings, etc.), and many views about aesthetic discourse in particular affirm this thought. I argue that a convergence norm does not govern aesthetic discourse. The conversational dynamics of aesthetic discourse suggest that typical aesthetic claims have directive force. I distinguish between dynamic and illocutionary force and develop related theories of each for aesthetic discourse. I argue that the illocutionary force of aesthetic utterances is (...) typically invitational because its dynamic force is influenced by a ‘communal’ norm. I draw on dynamic pragmatics to develop a formal account of this dynamic force that explains why invitation has pride of place in aesthetic conversation. It turns out that the end of aesthetic discourse is not convergence but a distinctive form of community, a kind of harmony of individuality, that is compatible with aesthetic disagreement. If this is right, then convergence theories of aesthetic and normative discourse, and of conversation in general, need to be revised. (shrink)

Attempts to model interstellar colonization may seem hopelessly compromised by uncertainties regarding the technologies and preferences of advanced civilizations. If light speed limits travel speeds, however, then a selection effect may eventually determine frontier behavior. Making weak assumptions about colonization technology, we use this selection effect to predict colonists’ behavior, including which oases they colonize, how long they stay there, how many seeds they then launch, how fast and far those seeds fly, and how behavior changes with increasing congestion. The adverse effects of the Covid-19 pandemic have exposed the lack of multi-scalar community resilient strategies that catalyze the development of alternative coping mechanisms for future challenges. To address the immediate needs of vulnerable and marginalized groups, especially in times of crisis, as evidenced by the pandemic, micro-networks within communities have mitigated and reduced harm through self-devised ingenuity based on local ways of life. Socio-spatial micro-networks have the potential to empower communities to self-organize, engage, collaborate, co-design, co-build, and connect with (...) other communities to improve their resilience. The Australian government's response to the Millennium Drought (1997–2010) has been met with praise and contestation. While proponents saw the response as timely and crucial, critics claimed it was characterized by government overreach and mismanagement. Five months of field research in farm communities in the Murray Darling Basin (MDB) identified two dominant discourses: administrative rationalism and a local community-based discourse I have termed community-centrism. Administrative rationalism reflects the value of scientific inquiry in service to the state and is the dominant (...) research-based problem-solving model used by water and natural resource agencies (Dryzek in The politics of the earth: environmental discourses, Oxford University Press, 2013; Colloff and Pittock in Aust J Water Resour, 23(2):88–98, 2019). Community-centrism was identified through discussions with farmers and represents a bottom-up approach to environmental planning and management that seeks to incorporate local knowledge, planning, and direct participation. This investigation reveals how discourses define problems and policy choices. While market-based government interventions were likely necessary to address the crisis in the MDB, community-centred responses could have enhanced the government’s capacity to respond to problems. This paper argues that the long-term sustainability of water management in the Basin will require a reorientation on the part of farmers, academics, and governments to develop a community-centred approach to water policies impacting agriculture. Global security cannot be achieved until people view the world as a global community. Until such time, differences will continue to be perceived as threatening. These perceived “threats” are the primary threat to global security. This volume proposes methods for minimizing the “us versus them” mentality so that we can build a sense of global community.

We introduce stellar photometry, its purpose and relationship to other astronomical quantities, presenting it within the context of astronomical research at the Vatican Observatory. We demonstrate the usefulness of the Vilnius Photometric System previously shown at Vilnius Astronomical Obs., Edinburgh Royal Obs., and Università di Roma “La Sapienza”, and then adopted by the Vatican Observatory for use with its Vatican Advanced Technology Telescope on Mount Graham, AZ, USA. The development of astronomical observations has led from photographic plates, through photoelectric detectors (...) to the use of sensitive CCD cameras. Expanding the photoelectric databank of “Vilnius Stars”, we describe the development of new techniques of data-acquisition, calibration to photometric standards, stellar classification and interstellar-matter characterization. Looking ahead, we briefly describe the extensive data set, and our plans for further detailed analyses. (shrink)

In general introduction few examples of astronomical explanations of well-known and common local physical phenomena are presented. They are meant to show that it is often much easier to explain commonly experienced phenomena by investigating the behavior of something which is very far from the observer. In main chapters of the article the transparency of interstellar and intergalactic medium as well as the mystery of diffuse interstellar bands are presented. These very important fundamental problems are – for some (...) reasons – overlooked by contemporary researchers. Plausible mechanisms of sociological, psychological and methodological kinds are proposed in last chapter as a potential explanation of fading of the scientific attempts to understand the nature and to create better future for the mankind. Since sending explicit messages can be costly, people often utilize “what is not said,” i.e., informative silence, to economize communication. This paper studies the efficient communication rule, which is fully informative while minimizing the use of explicit messages, in cooperative environments. It is shown that when the notion of context is defined as the finest mutually self-evident event that contains the current state, the efficient use of informative silence exhibits the defining property of indexicals in natural languages. While the efficient (...) use of silence could be complex, it is also found that the efficient use of silence can be as “simple” as the use of indexicals in natural languages if and only if the information structure satisfies some centrality and dominance properties. Many philosophers nowadays believe Frege was right about belief, but wrong about language: The contents of beliefs need to be individuated more finely than in terms of Russellian propositions, but the contents of utterances do not. I argue that this 'hybrid view' cannot offer no reasonable account of how communication transfers knowledge from one speaker to another and that, to do so, we must insist that understanding depends upon more than just getting the references of terms right.

The Lockean theory of communication is here defined as the theory that communication takes place when a hearer grasps some sort of mental object, distinct from the speaker's words, that the speaker's words express. This theory contrasts with the view that spoken languages are the very medium of a kind of thought of which overt speech is the most basic form. This article is a critique of some of the most common motives for adopting a Lockean theory of communication. It (...) is not enough that words in some sense express thoughts. It is not enough that animals and prelinguistic infants in some sense think. It is not enough that speakers mean something by what they say or that hearers must understand a speaker's presuppositions. On the contrary, any explanation of how children can learn to communicate in the way the Lockean imagines will presuppose that words can instill beliefs in some way more fundamental than the Lockean theory itself can explain.
