This article considers the design and ideation of early modern Palermo’s urban waterscape, which traced the contours of a hybrid fluvial-maritime system surviving from antiquity. Framing the city’s port as a repository of collective memory and a site of self-construction, it questions how interventions undertaken between the fourteenth and seventeenth centuries - culminating in the ill-fated construction of the Molo Nuovo - recalibrated the interface between city and sea, and with it, Palermo’s identity. The port anchored the city’s cultural and (...) political ecologies, challenging the traditional divide between urban morphology and port planning. Using early modern Palermo as a guide, the article proposes a reinvestment in the interdisciplinary model of the urban waterscape, which regards water as a contested, socio-natural space. (shrink)

The Nature of God explores a perennial problem in the philosophy of religion.

Based on a general review of international, representative tissue banking policies that were described in the medical, ethics, and legal literature, this paper reviews the range of standards, both conceptually and in existing regulations, relevant to four main factors:(1) commercialization, (2) confidentiality, (3) informed consent, and (4) quality of research. These four factors were selected as reflective of some of the major ethical considerations that arise in the conduct of tissue banking research. The authors emphasize that any policy or ethical (...) guidelines designed to regulate tissue bank research should address all four factors. Whenever this sort of research is conducted between several institutions or several countries, the paper suggests that the relevant entities work collaboratively to harmonize their standards. Edward Craig suggests a more illuminating approach, akin to the `state of nature' method found in political theory, which builds up the concept from a hypothesis about the social function of knowledge and the needs it fulfils. Light is thrown on much that philosophers have written about knowledge, about its analysis and the obstacles (...) to its analysis, and on the debate over scepticism. It becomes apparent why many languages not only have such constructions as `knows whether' and `knows that', but also have equivalents of `knows how to' and `know' followed by a direct object. ABSTRACT:Officials must understand why and how the public lost confidence in the federal government’s ability to manage financial turmoil. Officials outsourced to private parties responsibility for monitoring and policing the safety-net exposures that were bound to be generated by weaknesses in the securitization process. When the adverse consequences of this imprudent arrangement first emerged, officials claimed for months that the difficulties that short-funded, highly leveraged firms were facing in rolling over debt reflected only a shortage of aggregate liquidity and not (...) individual-firm shortages of economic capital. Then, in September 2008, the president and other officials created an unwise sense of urgency that delays in implementation show to have been greatly exaggerated.That authorities and financiers violated common-law duties of loyalty, competence, and care they owe to taxpayers indicates a massive incentive breakdown in industry and government. Taxpayers deserve a thorough-going reorientation of: (1) how regulatory agencies report on their regulatory performance and back-room interactions with Congress and the Treasury, and (2) the contract structures and performance measures used by the financial industry and its government overseers. But the apocalypse can also be the revelation of the end of any truth, i.e. the revelation that the history doesn’t have any meaning, that the end is as endless as it (...) is hopeless. This article takes up “the apocalypse of Blanchot.” It shows that by thinking that the apocalypse has always already occurred, history is not what leads to an end, but is rather the responsibility to an endless end. In that sense, for Blanchot, history is not the redemption of contingency as eternity; rather, what must be historicized is the eternity of the end. (shrink)

In February 1975, a group of leading scientists, physicians, and policymakers convened at Asilomar, California, to consider the safety of proceeding with recombinant DNA research. The excitement generated by the promise of this new technology was counterbalanced by concerns regarding dangers that might arise from it, including the potential for accidental release of genetically modified organisms into the environment. Guidelines developed at the conference to direct future research endeavors had several consequences. They permitted research to resume, bringing to an end (...) the voluntary moratorium that the National Academy of Sciences had instituted several months earlier. They also served to illustrate that the scientific community was capable of self-governance, thereby securing public trust and persuading Congress not to institute legislative restrictions. We explore the extent to which ancient Greek authors formulated concepts that approximate or encompass our modern notions of precision and accuracy. First, we focus on estimates and measurements of geographic features, astronomical times and positions, and weight. These raise further questions about whether the quantities reported were measured, estimated, or rounded. While ancient sources discuss the use of instruments, it is not always clear that the aim was to achieve what we would today regard as ‘precision’. Next, we briefly (...) consider round numbers, observing that they could carry symbolic meaning, while unrounded numbers could give an impression of hard-won achievement. Finally, we examine uses of the word akribeia. This is often translated as ‘precision’ or ‘exactness’, and Greek writers sometimes used akribeia to denote an ideal for their inquiries. A brief look at its uses by a number of Greek writers will on the one hand show the mismatch with our term ‘precision’, and on the other hand throw some light on the aims of Greek investigators. This book is a treatise on time and on background independence in physics. It first considers how time is conceived of in each accepted paradigm of physics: Newtonian, special relativity, quantum mechanics (QM) and general relativity (GR). Substantial differences are moreover uncovered between what is meant by time in QM and in GR. These differences jointly source the Problem of Time: Nine interlinked facets which arise upon attempting concurrent treatment of the QM and GR paradigms, as is required in particular (...) for a background independent theory of quantum gravity. A sizeable proportion of current quantum gravity programs - e.g. geometrodynamical and loop quantum gravity approaches to quantum GR, quantum cosmology, supergravity and M-theory - are background independent in this sense. This book's foundational topic is thus furthermore of practical relevance in the ongoing development of quantum gravity programs. This book shows moreover that eight of the nine facets of the Problem of Time already occur upon entertaining background independence in classical (rather than quantum) physics. By this development, and interpreting shape theory as modelling background independence, this book further establishes background independence as a field of study. Background independent mechanics, as well as minisuperspace (spatially homogeneous) models of GR and perturbations thereabout are used to illustrate these points. As hitherto formulated, the different facets of the Problem of Time greatly interfere with each others' attempted resolutions. This book explains how, none the less, a local resolution of the Problem of Time can be arrived at after various reconceptualizations of the facets and reformulations of their mathematical implementation. Self-contained appendices on mathematical methods for basic and foundational quantum gravity are included. Finally, this book outlines how supergravity is refreshingly different from GR as a realization of background independence, and what background independence entails at the topological level and beyond.
