This article reviews the contributions of the UN Convention on the Rights of Persons with Disabilities to the progressive development of both international human rights law and global health law and governance. It provides a summary of the global situation of persons with disabilities and outlines the progressive development of international disability standards, noting the salience of the shift from a medical model of disability to a rights-based social model reflected in the CRPD. Thereafter, the article considers the Convention's structure (...) and substantive content, and then analyzes in specific detail the particular contributions of the Convention to health and human rights law and global health governance. It concludes with an exploration of the potential implications of the CRPD's innovations for some of the most pressing issues in global health governance, including the Convention's contributions to the principle of participation in decision-making. David Bloor's challenging new evaluation of Wittgenstein's account of rules and rule-following brings together the rare combination of philosophical and sociological viewpoints. Wittgenstein enigmatically claimed that the way we follow rules is an "institution" without ever explaining what he meant by this term. Wittgenstein's contribution to the debate has since been subject to sharply opposed interpretations by "collectivist" and "individualist" readings by philosophers; in the light of this controversy, Bloor argues convincingly for a collectivist, sociological understanding of Wittgenstein's later (...) work. In an important departure from theories of causation, David Owens proposes that coincidences have no causes, and that a cause is something which ensures that its effects are no coincidence. In Causes and Coincidences, he elucidates the idea of a coincidence as an event which can be analysed into constituent events, the nomological antecedents of which are independent of each other. He also suggests that causal facts can be analysed in terms of non-causal facts, including relations of necessity. Thus, (...) causation is defined in terms of coincidence, and coincidence without reference to causation. David Owens challenges the ideas associated with Hume, Davidson and Lewis, constructing a theory which distinguishes nomological necessity and sufficiency from their logical counterparts. According to a popular idea, freedom is grounded in orthonomy – the ability to be responsive to normative demands. But how exactly must an agent’s action relate to their reasons in order for this orthonomous relationship to hold? In this paper, I propose a novel explanationist answer to this question. I argue that extant answers – causalism and modalism about orthonomy – fail because they fail to account for the fact that intuitions about freedom and orthonomy track facts about explanation. (...) And these facts cannot be reduced to either causal or modal facts. Instead, I propose that we should understand freedom as grounded in special accidentality-dispersing explanations in terms of normative reasons. The resultant view is to be understood as following a Frankfurtian intuition: only factors that explain action can be relevant to whether the action is free. (shrink)

This is the first of two papers that use off-training set (OTS) error to investigate the assumption-free relationship between learning algorithms. This first paper discusses the senses in which there are no a priori distinctions between learning algorithms. (The second paper discusses the senses in which there are such distinctions.) In this first paper it is shown, loosely speaking, that for any two algorithms A and B, there are “as many” targets (or priors over targets) for which A has lower (...) expected OTS error than B as vice versa, for loss functions like zero-one loss. In particular, this is true if A is cross-validation and B is “anti-cross-validation” (choose the learning algorithm with largest cross-validation error). This paper ends with a discussion of the implications of these results for computational learning theory. It is shown that one cannot say: if empirical misclassification rate is low, the Vapnik-Chervonenkis dimension of your generalizer is small, and the training set is large, then with high probability your OTS error is small. Other implications for “membership queries” algorithms and “punting” algorithms are also discussed. (shrink)

This essay aims to vindicate the thesis that cognitive computational properties are abstract objects implemented in physical systems. I avail of Voevodsky's Univalence Axiom and function type equivalence in Homotopy Type Theory, in order to specify an abstraction principle for epistemic (hyper-)intensions. The homotopic abstraction principle for epistemic (hyper-)intensions provides an epistemic conduit for our knowledge of (hyper-)intensions as abstract objects. Higher observational type theory might be one way to make first-order abstraction principles defined via inference rules, although not higher-order (...) abstraction principles, computable. The truth of my first-order abstraction principle for hyperintensions is grounded in its being possibly recursively enumerable i.e. Turing computable and the Turing machine being physically implementable. Epistemic modality and hyperintensionality can thus be shown to be both a compelling and a materially adequate candidate for the fundamental structure of mental representational states, comprising a fragment of the language of thought. Why do artists, poets, philosophers, writers, and others who are usually classified as intellectuals leave the ivory tower to "dirty their hands" in the political arena? Narrative theory provides an interesting contribution to the rich philosophical literature on the self and personal identity. This links with psychological and psychiatric themes concerning the self, because many cases of disorder involve some kind of loss or fragmentation of the self. What follows is a philosophical inquiry into these narrative theories, which should have some implications for how we should regard subjects with these disorders. My primary philosophical conclusion is that there is an interesting germ of truth in the (...) narrativist position, where it concerns narrative threads within a person, but that we should resist the generalization from this restricted claim to the implausible position that .. This book challenges common debates in philosophy of mind by questioning the framework of placement problems in contemporary metaphysics. The author argues that placement problems arise when exactly one fundamental ontology serves as the base for all entities, and will propose a pluralist alternative that takes the diversity of our conceptual resources and ontologies seriously. This general pluralist account is applied to issues in philosophy of mind to argue that contemporary debates about the mind-body problem are built on this problematic (...) framework of placement problems. The starting point is the plurality of ontologies in scientific practice. Not only can we describe the world in terms of physical, biological, or psychological ontologies, but any serious engagement with scientific ontologies will identify more specific ontologies in each domain. For example, there is not one unified ontology for biology, but rather a diversity of scientific specializations with different ontological needs. Based on this account of scientific practice the author argues that there is no reason to assume that ontological unification must be possible everywhere. Without this ideal, the scope of ontological unification turns out to be an open empirical question and there is no need to present unification failures as philosophically puzzling “placement problems”. In a recent article, James Van Cleve joins a growing throng who have argued that Hilary Putnam's model-theoretic argument (and his "just more theory" response) begs the question against those who hold externalist theories of reference. Van Cleve has misinterpreted Putnam's argument. Putnam does not demand that the statements which make up the causal theory of reference must, themselves, do the reference-fixing. That would be question-begging. Rather, Putnam's argument is a "reductio", which can only be blocked with a theory of (...) reference that is both substantive and plausible. Putnam argues that there is no interpretation of "causality" that meets both conditions. (shrink)

Minimalism, Paul Horwich’s deflationary conception of truth, has recently received a makeover in form of the second edition of Horwich’s highly stimulating book Truth1. I wish to use this occasion to explore a thesis vital to Minimalism: that the minimal theory of truth provides an adequate explanation of the facts about truth. I will indicate why the thesis is vital to Minimalism. Then I will argue that it can be saved from objections only by tampering with the standards of adequate (...) explanation —a move that deprives it from giving support to Minimalism. At the heart of Minimalism lies a theory of truth for propositions. It is called the minimal theory, or MT for short. It consists of a collection of axioms. Each axiom is a proposition of the form..
