We analyse whether Belgian tax policy over the period 1965-1995 was affected by the ideological position of the government. Both the level and composition of taxation are considered. We find no significant ideological effect on the level of the tax burden. The burden has increased systematically over most of the period, irrespective of the ideology of the incumbent. Considering individual tax categories, one can find a significant ideological influence for taxes on financial and capital transactions. Under centre-left oriented governments this (...) tax is lowered whereas it increases under centre-right governments. A possible explanation is that centre-left governments try to stimulate households' wealth acquisition by keeping taxes on transactions of immovable properties low. (shrink)

While P.F. Strawson’s essay ‘Freedom and Resentment’ has had many commentators, discussions of it can be roughly divided into two categories. A first group has dealt with the essay as something that stands by itself in order to analyse Strawson’s main arguments and to expose its weaknesses. A second group of commentators has looked beyond ‘Freedom and Resentment’ by emphasizing its Humean, Kantian or Wittgensteinian elements. Although both approaches have their own merits, it is too often forgotten that Strawson was (...) an original thinker with his own views on the nature of philosophical problems and how to appropriately deal with them. The aim of this article is to remedy this forgetfulness and to make sense of ‘Freedom and Resentment’ from a Strawsonian perspective, by looking at Strawson’s own views on philosophical methodology. This dissertation presents an account of fictional discourse which is teleological. According to it, questions about what is said in fiction and how it ought to be said are answerable in terms of the goals and methods belonging specifically to fiction-making as a practice. Viewed in such a way, it is argued that the incompleteness of fictional discourse and its apparent tolerance of inconsistency are distinctive of it. Moreover, it is argued that there is a sense in which one can (...) produce true statements in fiction without thereby committing one self to the thesis that words made use of in fiction are endowed with reference. Throughout the dissertation, the view espoused in it is contrasted with rival positions on the issues of what fiction is about, and whether it can be true. Nanotechnology has recently been identified with principles of sustainability and with a ‘green’ agenda generally . Some maintain that this green dream of nanotechnology is a rather ephemeral societal phenomenon that owes its existence to the campaign ploys of politics and business. This paper argues that deeper lying societal and cognitive structures are at work here that complement or even substantiate in some sense the seemingly manipulative saying of a greening of nanotechnologies. Taking seriously the concept of ‘green nano’, this (...) paper examines the common ground between sustainability discourse and the discourse of nanotechnology. Green nanotechnology is understood as a boundary concept in which disparate discourses and concepts join together. The primary concern of the paper is to show that nanodiscourse and ecodiscourse share visions of control and of excess. Both ecotechnology and nanotechnology accept and incorporate arguments about limited growth, and each develops strategies of control—be it through a new-found precision in the control of material flows or through greater efficiency in product design. Putting laypeople in an active role as direct expert contributors in the design of service robots becomes more and more prominent in the research fields of human–robot interaction and social robotics. Currently, though, HRI is caught in a dilemma of how to create meaningful service robots for human social environments, combining expectations shaped by popular media with technology readiness. We recapitulate traditional stakeholder involvement, including two cases in which new intelligent robots were conceptualized and realized for close interaction with humans. (...) Thereby, we show how the robot narrative together with aspects of power balancing stakeholders, such as hardware constraints and missing perspectives beyond primary users, and the adaptivity of robots through machine learning that creates unpredictability, pose specific challenges for participatory design processes in HRI. We conclude with thoughts on a way forward for the HRI community in developing a culture of participation that considers humans when conceptualizing, building, and using robots. (shrink)

While unicellular microbes such as phytoplankton (marine algae) have long been considered immortal unless eaten by predators, recent research suggests that under specific conditions entire populations of phytoplankton actively kill themselves; their assumed atemporality is being revised as marine ecologists recognize phytoplankton’s important role in the global carbon cycle. Drawing on empirical research into programmed cell death in marine microbes, this article explores how, in their study of microbial death, scientists change not only our understanding of microbial temporality, but also (...) reconstruct the relationship between life and death, biological individuality and assumptions about a natural teleology associated with bounded biological systems and genetic programmes. Reading this research together with a Derridean deconstruction of the limit between human and other animals with respect to death, this article explores how the deconstruction of individuality from within biology may suggest alternatives to our anthropocentric notion of time and embodiment. This paper studies the effects of social comparison on risk taking behavior. In our theoretical framework, decision makers evaluate the consequences of their choices relative to both their own and their peers’ conditions. We test experimentally whether the position in the social ranking affects risk attitudes. Subjects interact in a simulated workplace environment where they perform a work task, receive possibly different wages, and then undertake a risky decision that may produce an extra gain. We find that social comparison matters (...) for risk attitudes. Subjects are more risk averse in the presence of small social gain than social loss. In addition, risk aversion is decreasing in the size of the social gain. (shrink)

Subliminal perception occurs when prime stimuli that participants claim not to be aware of nevertheless influence subsequent processing of a target. This claim, however, critically depends on correct methods to assess prime awareness. Typically, d9 (‘‘d prime’’) tasks administered after a priming task are used to establish that people are unable to discriminate between different primes. Here, we show that such d9 tasks are influenced by the nature of the target, by attentional factors, and by the delay between stimulus presentation (...) and response. Our results suggest that the standard d9 task is not a straightforward measure of prime visibility. We discuss the implications of our findings for subliminal perception research. (shrink)

P.F. Strawson contributed to many philosophical domains, including the philosophy of language, the history of philosophy, metaphysics, moral philosophy and philosophical methodology. Most of his contributions in these areas have influenced contemporary debates, either because his views are still defended or because they are still considered worthy of detailed responses. His views on the philosophy of logic have been only rarely discussed, however. My aim in this paper is threefold. First, I provide a systematic account of Strawson’s philosophy of logic. (...) I argue that Strawson is an important predecessor of logical expressivism, a contemporary position in the philosophy of logic most notably defended by Robert Brandom. My main focus is on Strawson’s largely-neglected 1982 paper ‘Logical Form and Logical Constants’, which contains his most mature ideas on the topic. Second, while Strawson’s position is of historical and independent philosophical interest, I argue that he leaves many points unclear. Finally, I propose several clarifications of Strawson’s position. (shrink)

Although the main responsibility for informed consent of medical procedures rests with doctors, nurses’ roles are also important, especially as patient advocates. Nurses’ preparation for this role in settings with a hierarchical and communal culture has received little attention. We explored the views of hospital managers and nurses regarding the roles of nurses in informed consent and factors influencing these roles. We conducted a qualitative study in a private, multispecialty hospital in Indonesia. Semi-structured interviews were conducted with seven managers. Two (...) rounds of focus group discussions with nurses (n = 27) were conducted. Constant comparative approach was used in the analysis. Nurses can act as manager, witness, information giver, and advocate in the informed consent process. These roles are influenced by nurses’ preparedness, hospital culture and policy, patients’ understanding, family involvement, and cost-related issues. In preparation for these tasks, nurses should acquire communication skills, clinical knowledge, and legal and ethical knowledge. (shrink)

This paper discusses the account of alethic modality as presented by Wilfrid Sellars in his earlier work from 1947 to 1958. Its aim is twofold. First, I discuss Sellars' analysis by exploring its historical relationship to Carnap's account of modality. I argue that Carnap's early syntactic treatment of modality profoundly influenced Sellars' own so-called ‘regulist' account of modality in terms of rules of inference. Furthermore, it is suggested that Sellars' lesser-known possible worlds analysis was influenced by Carnap's later semantic account (...) of modality. The second aim of the paper is a critical one. I raise a number of objections to Sellars’ account of modality and argue that his account confronts some serious limitations. I also argue that Sellars does not provide a satisfying explanation of the relationship between his regulist account and his possible worlds analysis. I offer such an explanation by arguing that his regulist account should be understood as a pragmatic account of what is conveyed by the use of modal sentences, whereas his possible worlds analysis is a semantic account of the asserted content of modal statements. That is, the regulist account and the possible worlds analysis have different explanatory targets. (shrink)

Drawing on scientific accounts of Harmful Algal Blooms (HABs) and their detection technologies, this paper asks what conceptions of time and species presences enable a mapping of the biological productivity of microorganisms onto economic productivity or the loss thereof and how certain modes of technoscientific detection of specific algae materialize such a conception of time, circumscribing what counts as harmfulness and to whom. Moving beyond the mere affirmation of the activity of nonhuman nature, I seek to demonstrate how an epistemological (...) anthropocentrism in scientific knowledge production that opposes historically flexible and technologically enhanced human creativity to its atemporal object of study manifests itself as a political anthropocentrism that presupposes “our” time as the unalterable movement of Homo Economicus. Such a political conception of time is supported by a view of “life itself” as a teleological process toward ever increasing complexity, effacing the possibility of asking to whom the current ecological transformations matter. This paper clarifies and answers the following question: is technology morally neutral? It is argued that the debate between proponents and opponents of the Neutrality Thesis depends on different underlying assumptions about the nature of technological artifacts. My central argument centres around the claim that a mere physicalistic vocabulary does not suffice in characterizing technological artifacts as artifacts, and that the concepts of function and intention are necessary to describe technological artifacts at the right level of description. Once this has (...) been established, I demystify talk about the possible value-ladenness of technological artifacts by showing how these values can be empirically identified. I draw from examples in biology and the social sciences to show that there is a non-mysterious sense in which functions and values can be empirically identified. I conclude from this that technology can be value-laden and that its value-ladenness can both derive from the intended functions as well as the harmful non-intended functions of technological artifacts. Remarkably, there have been three decisions by the Court of Appeal and one decision by the Supreme Court (including notably R(G) v Governors of X School) in the space of three years on the same question as to whether the procedural guarantees of Article 6 European Convention on Human Rights (ECHR) can apply to disciplinary proceedings in the workplace. The earlier recent domestic decisions held that Article 6(1) could apply or did apply to workplace disciplinary procedures and could imply or (...) did imply a right to legal representation. More recently, employees have used Article 6 to argue for a right to independent disciplinary panels. In comparison, the more recent domestic decisions have held that Article 6(1) did not apply to workplace disciplinary procedures. This article explores the scope for Article 6(1) to apply to workplace disciplinary procedures by looking at the Strasbourg case law and explores the additional possibility that Article 6 could be engaged in workplace disciplinary procedures based on the alternative civil rights not to be wrongfully dismissed or unfairly dismissed. The benefit of these alternative civil rights would be that they would open up the protection of Article 6 to more employees than just professionals. This article also discusses the apparent conflict between the aims of employees in the cases on Article 6 ECHR and recent broader policy developments in favour of early and informal resolution of employment disputes. It is concluded that these cases reinforce objections to the Coalition Government’s broader ‘rebalancing’ agenda, as dismissal laws require strengthening and not further weakening. (shrink)

Francis Bacon's experimental philosophy is discussed, and the way in which it not only shapes scientific methodology but also deeply pervades all philosophical and social learning. Bacon draws us in to participate in an experiment with experience. The central driving force is the idea that learning how to learn is necessary in order to know. To meet this requirement, he considers the relation of form and content of pivotal importance, and therefore the selection of the literary form and the form (...) of data inscription is decisive in the construction of a heuristic tool. His inductive method serves a dual purpose: first, the so-called indicative form aims at securing knowledge by a comprehensible procedure that controls and guides hypothetical thinking. Second, the literary forms "fragment" and "aphorism" embody the subjunctive, and invite intellectual openness and even speculation. In this article, special emphasis is put on Bacon's use and justification of the aphorism. Bacon's pervasive experimentalism meets in some sense today's broad adoption of the experimental mode. His philosophy calls for an ontology that is also at work in recent notions of co-action and co-working, or of affordance. (shrink)

Due to the socio-demographic change in most developed western countries, elderly populations have been continuously increasing. Therefore, preventive and assistive systems that allow elderly people to independently live in their own homes as long as possible will become an economical if not ethical necessity. These respective technologies are being developed under the term "Ambient Assistive Technologies". The EU-funded AAT-project Ambient Lighting Assistance for an Ageing Population has established the long-term goal to create an adaptive system capable of improving the residential (...) lighting conditions of single living elderly persons also aiming at supporting the preservation of their independence. Results of an earlier survey revealed that the elderly perceived their current lighting situation as satisfactory, whereas interviewers assessed in-house lighting as too dark and risk-laden. The overall results of ALADIN showed a significant increase in well-being from the baseline final testing with the new adaptive lighting system. Positive results for wellbeing and life quality suggest that the outcome effects may be attributed to the introduction of technology as well as to social contacts arising from participating in the study. The technological guidance of the study supervisors, in particular, may have produced a strong social reactivity effect that was first observed in the famous Hawthorne experiments in the 1930s. As older adults seem to benefit both from meaningful social contacts as well as assistive technologies, the question arises how assistive technology can be socially embedded to be able to maximize positive health effects. Therefore ethical guidelines for development and use of new assistive technologies for handicapped/older persons have to be developed and should be discussed with regard to their applicability in the context of AAT.
