We analyse whether Belgian tax policy over the period 1965-1995 was affected by the ideological position of the government. Both the level and composition of taxation are considered. We find no significant ideological effect on the level of the tax burden. The burden has increased systematically over most of the period, irrespective of the ideology of the incumbent. Considering individual tax categories, one can find a significant ideological influence for taxes on financial and capital transactions. Under centre-left oriented governments this (...) tax is lowered whereas it increases under centre-right governments. A possible explanation is that centre-left governments try to stimulate households' wealth acquisition by keeping taxes on transactions of immovable properties low. (shrink)

Many have argued that such ‘reversal’ claims have an unwelcome consequence: If our practices of holding morally responsible fix the facts of moral responsibility, does this not imply, absurdly, that if we held severely mentally ill people responsible, they would be responsible? While P.F. Strawson’s essay ‘Freedom and Resentment’ has had many commentators, discussions of it can be roughly divided into two categories. A first group has dealt with the essay as something that stands by itself in order to analyse Strawson’s main arguments and to expose its weaknesses. A second group of commentators has looked beyond ‘Freedom and Resentment’ by emphasizing its Humean, Kantian or Wittgensteinian elements. Although both approaches have their own merits, it is too often forgotten that Strawson was (...) an original thinker with his own views on the nature of philosophical problems and how to appropriately deal with them. The aim of this article is to remedy this forgetfulness and to make sense of ‘Freedom and Resentment’ from a Strawsonian perspective, by looking at Strawson’s own views on philosophical methodology. Putting laypeople in an active role as direct expert contributors in the design of service robots becomes more and more prominent in the research fields of human–robot interaction and social robotics. Currently, though, HRI is caught in a dilemma of how to create meaningful service robots for human social environments, combining expectations shaped by popular media with technology readiness. We recapitulate traditional stakeholder involvement, including two cases in which new intelligent robots were conceptualized and realized for close interaction with humans. (...) Thereby, we show how the robot narrative together with aspects of power balancing stakeholders, such as hardware constraints and missing perspectives beyond primary users, and the adaptivity of robots through machine learning that creates unpredictability, pose specific challenges for participatory design processes in HRI. We conclude with thoughts on a way forward for the HRI community in developing a culture of participation that considers humans when conceptualizing, building, and using robots. (shrink)

David Shoemaker has recently defended a response-dependent view of moral responsibility. We critically discuss some aspects of Shoemaker's view.

P.F. Strawson contributed to many philosophical domains, including the philosophy of language, the history of philosophy, metaphysics, moral philosophy and philosophical methodology. Most of his contributions in these areas have influenced contemporary debates, either because his views are still defended or because they are still considered worthy of detailed responses. His views on the philosophy of logic have been only rarely discussed, however. My aim in this paper is threefold. First, I provide a systematic account of Strawson’s philosophy of logic. (...) I argue that Strawson is an important predecessor of logical expressivism, a contemporary position in the philosophy of logic most notably defended by Robert Brandom. My main focus is on Strawson’s largely-neglected 1982 paper ‘Logical Form and Logical Constants’, which contains his most mature ideas on the topic. Second, while Strawson’s position is of historical and independent philosophical interest, I argue that he leaves many points unclear. Finally, I propose several clarifications of Strawson’s position. (shrink)

This paper discusses the account of alethic modality as presented by Wilfrid Sellars in his earlier work from 1947 to 1958. Its aim is twofold. First, I discuss Sellars' analysis by exploring its historical relationship to Carnap's account of modality. I argue that Carnap's early syntactic treatment of modality profoundly influenced Sellars' own so-called ‘regulist' account of modality in terms of rules of inference. Furthermore, it is suggested that Sellars' lesser-known possible worlds analysis was influenced by Carnap's later semantic account (...) of modality. The second aim of the paper is a critical one. I raise a number of objections to Sellars’ account of modality and argue that his account confronts some serious limitations. I also argue that Sellars does not provide a satisfying explanation of the relationship between his regulist account and his possible worlds analysis. I offer such an explanation by arguing that his regulist account should be understood as a pragmatic account of what is conveyed by the use of modal sentences, whereas his possible worlds analysis is a semantic account of the asserted content of modal statements. That is, the regulist account and the possible worlds analysis have different explanatory targets. (shrink)

This paper clarifies and answers the following question: is technology morally neutral? It is argued that the debate between proponents and opponents of the Neutrality Thesis depends on different underlying assumptions about the nature of technological artifacts. My central argument centres around the claim that a mere physicalistic vocabulary does not suffice in characterizing technological artifacts as artifacts, and that the concepts of function and intention are necessary to describe technological artifacts at the right level of description. Once this has (...) been established, I demystify talk about the possible value-ladenness of technological artifacts by showing how these values can be empirically identified. I draw from examples in biology and the social sciences to show that there is a non-mysterious sense in which functions and values can be empirically identified. I conclude from this that technology can be value-laden and that its value-ladenness can both derive from the intended functions as well as the harmful non-intended functions of technological artifacts. This paper studies the effects of social comparison on risk taking behavior. In our theoretical framework, decision makers evaluate the consequences of their choices relative to both their own and their peers’ conditions. We test experimentally whether the position in the social ranking affects risk attitudes. Subjects interact in a simulated workplace environment where they perform a work task, receive possibly different wages, and then undertake a risky decision that may produce an extra gain. We find that social comparison matters (...) for risk attitudes. Subjects are more risk averse in the presence of small social gain than social loss. In addition, risk aversion is decreasing in the size of the social gain. (shrink)

Wie 'generieren' sie moralische Wertungen? Unter Rückgriff auf zeitgenössische Theorien aus der Philosophie des Geistes argumentiert die Autorin, dass moralische Intuitionen zu konkreten Fällen eine Form der Emotion sind. Sie spezifiziert, in Anlehnung an Millikans biosemantisches Intentionalitätskonzept und Prinz? Emotionstheorie, was diese moralisch wertenden Emotionen auszeichnet und welche mentalen Prozesse ihrem Auftreten zugrunde liegen. Burgbachers Modell gibt eine zeitgemässe, empirisch (...) orientierte Antwort auf die stark diskutierte Vorfrage der Ethik und Metaethik nach der Natur moralischer Intuitionen. Although the main responsibility for informed consent of medical procedures rests with doctors, nurses’ roles are also important, especially as patient advocates. Nurses’ preparation for this role in settings with a hierarchical and communal culture has received little attention. We explored the views of hospital managers and nurses regarding the roles of nurses in informed consent and factors influencing these roles. We conducted a qualitative study in a private, multispecialty hospital in Indonesia. Semi-structured interviews were conducted with seven managers. Two (...) rounds of focus group discussions with nurses (n = 27) were conducted. Constant comparative approach was used in the analysis. Nurses can act as manager, witness, information giver, and advocate in the informed consent process. These roles are influenced by nurses’ preparedness, hospital culture and policy, patients’ understanding, family involvement, and cost-related issues. In preparation for these tasks, nurses should acquire communication skills, clinical knowledge, and legal and ethical knowledge. (shrink)

In the asymptotic safety paradigm, a quantum field theory reaches a regime with quantum scale invariance in the ultraviolet, which is described by an interacting fixed point of the Renormalization Group. Compelling hints for the viability of asymptotic safety in quantum gravity exist, mainly obtained from applications of the functional Renormalization Group. The impact of asymptotically safe quantum fluctuations of gravity at and beyond the Planck scale could at the same time induce an ultraviolet completion for the Standard Model of (...) particle physics with high predictive power. Im Zuge einer Änderung des Arzneimittelgesetzes im November 2016 hat der Deutsche Bundestag beschlossen, dass gruppennützige Arzneimittelforschung mit nicht-einwilligungsfähigen Erwachsenen unter bestimmten Bedingungen erlaubt sein soll. Das entsprechende Gesetz wird voraussichtlich im Jahr 2020 in Kraft treten. Das ethische Problem dieser Forschung besteht darin, dass Personen, die nicht in der Lage sind, ihre Einwilligung in die Forschung zu erteilen, nicht vom medizinischen Fortschritt ausgeschlossen werden sollen. Der Gesetzgeber hat versucht, diesen Konflikt zu lösen, indem er die Zulässigkeit der gruppennützigen Forschung (...) mit nicht-einwilligungsfähigen Erwachsenen an die Voraussetzung geknüpft hat, dass Studienteilnehmer ihre Einwilligung zuvor in einer Probandenverfügung erteilen. Der Beitrag hat das Ziel, die neue Regelung zur gruppennützigen Forschung mit nicht-einwilligungsfähigen Erwachsenen aus ethischer Sicht zu bewerten. Die Frage, ob die Gesetzesänderung weitere Forschung ermöglichen wird, hängt wesentlich davon ab, ob man mit Blick auf Studien, die sowohl eigennützige als auch gruppennützige Maßnahmen umfassen, eine Gesamtbetrachtung oder eine Einzelbetrachtung dieser Studien vorzieht. In unserem Beitrag argumentieren wir für eine Einzelbetrachtung. Es wird weiterhin die Auffassung vertreten, dass die im Gesetzgebungsverfahren vorgeschlagene Probandenverfügung die Selbstbestimmung der Patienten fördern kann, wenn sie mit Blick auf die mit der Teilnahme verbundenen Eingriffe ein Mindestmaß an Bestimmtheit erreicht.Zusammenfassend wird die Auffassung vertreten, dass gruppennützige Forschung mit nicht-einwilligungsfähigen Erwachsenen trotz der genannten Bedenken unter bestimmten Bedingungen ethisch zulässig sein kann. In der Gesamtabwägung erscheint dabei die eindeutige Definition und strenge Beachtung der Bedingungen der EU-Verordnung 536/2014 mit Blick auf einen ethisch gerechtfertigten Einbezug von nicht-einwilligungsfähigen Erwachsenen in gruppennützige Forschung als besonders bedeutsam. Pamela Hieronymi has authored a very insightful book that focuses on one of the most influential articles in 20th century philosophy: P. F. Strawson’s ‘Freedom and Resentment’ (1962). Hieronymi’s principal objective in Freedom, Resentment, and the Metaphysics of Morals is to reconstruct and evaluate the central argumentative strategy in Strawson’s essay. The author’s aim is ‘to show that it can withstand the objections that are both the most obvious and the most serious, leaving it a worthy contender’ (3). In the (...) present commentary, I summarize the main results of Hieronymi’s analysis. I engage with the book’s main themes, noting in due course certain unclarities and some shortcomings, while emphasizing the many valuable insights it offers. (shrink)

Thomasson’s easy ontology approach (2015) aims at deflating existence questions through a revival of Carnap’s (1950) distinction between internal and external questions. Importantly, her account depends on an analysis of the ordinary meaning of ‘exist(s)’ as a second-order predicate. I do two things in this paper. First, I show that Thomasson’s analysis fails to do justice to the complexity of the English predicate ‘exist(s)’. Against Thomasson, I argue that there are cases in which ‘exist(s)’ functions as a first-order predicate. Because (...) these cases were first noted by P.F. Strawson (1967), I will call them ‘Strawson-cases’. Secondly, I argue that these counterexamples give some support to (i) more substantive theories about existence as well as (ii) accounts that treat ‘exist(s)’ as varying in meaning. (shrink)

Francis Bacon's experimental philosophy is discussed, and the way in which it not only shapes scientific methodology but also deeply pervades all philosophical and social learning. Bacon draws us in to participate in an experiment with experience. The central driving force is the idea that learning how to learn is necessary in order to know. To meet this requirement, he considers the relation of form and content of pivotal importance, and therefore the selection of the literary form and the form (...) of data inscription is decisive in the construction of a heuristic tool. His inductive method serves a dual purpose: first, the so-called indicative form aims at securing knowledge by a comprehensible procedure that controls and guides hypothetical thinking. Second, the literary forms "fragment" and "aphorism" embody the subjunctive, and invite intellectual openness and even speculation. In this article, special emphasis is put on Bacon's use and justification of the aphorism. Bacon's pervasive experimentalism meets in some sense today's broad adoption of the experimental mode. His philosophy calls for an ontology that is also at work in recent notions of co-action and co-working, or of affordance. (shrink)

In Arequipa, Peru’s second largest city, engineers work hard to control water flows and provide different sectors with clean and sufficient water. In 2011, only 10 percent of the totality of water used daily by Arequipa’s then close to 1 million people—in households, tourism, industry, and mining—was treated before it was returned to the river where it continues its flow downstream towards cultivated fields and, finally, into the Pacific Ocean. It takes specialized knowledge and manifold technologies to manage water and (...) sustain life in Arequipa, and engineers are central actors for making water flow. Examining the ecology of water management, this article asks to what extent we can talk of a way of knowing and enacting water that is particular to engineers. Through engineering practices, a technical domain emerges as separate from and superior to political and social domains. This production of categories can be understood as practices of purification. However, a purely technical grip on water is never possible. Unruly elements, like weather, contamination, urban dwellers, and competing interests, interfere and make processes of intervention unstable. Water is never completely cleaned, and, equally, the continuous processes of purification of categories and domains take place while other processes work to blur their boundaries. (shrink)

Wie wird das Leben zum Objekt des Wissens? Und wie gestaltet sich das Verhältnis von Leben, Wissenschaft und Technik? Donna J. Haraway und Georges Canguilhem verstehen diese Fragen als politische Fragen und Epistemologie als eine politische Praxis. Die besondere Aktualität von Canguilhems Denken leitet sich aus der von ihm gestellten Frage her, wie sich eine Geschichte der Rationalität des Wissens vom Leben schreiben lässt. Niemand hat die politische Intention dieser Frage besser verstanden als Foucault, der in Canguilhems Nachfolge den Menschen (...) als Lebewesen und dessen Geschichte als Teil der Geschichte der Rationalisierung des Lebens problematisierte. Haraway bezieht sich nicht explizit auf Canguilhem, schließt jedoch in ihrer Auseinandersetzung mit der amerikanischen feministischen Wissenschaftskritik, der Actor-Netzwerk-Theorie, der Philosophie des Pragmatismus und Whiteheads relationistischen Philosophie an die von ihm gestellte Frage an. In dem vorliegenden Band diskutieren namhafte PhilosophInnen, EpistemologInnen und MedienwissenschaftlerInnen aus Frankreich, Belgien und Deutschland offenliegende und verborgene Bezüge, Relationen und Differenzen zwischen dem Konzept des „situierten Wissens“ Haraways und der „regionalen Epistemologie“ Canguilhems. Es ist eine Diskussion, die zugleich interdisziplinär und international ist und damit in doppelter Weise versucht, dem Anspruch der Situiertheit und der Regionalität des Wissens gerecht zu werden. The paper examines the relationship between the sexual and linguistic and their mutual influence within the fields of political philosophy, linguistics, and theory of text, in selection from Adriana Cavarero’s work. First, we begin from the knowledge of poststructuralist text theory, psychoanalytic feminism and psycholinguistics, which are later expanded with the results from political philosophy with special emphasis on ancient texts. Cavarero’s texts are being analysed to describe the features through which the relationship between gender, sex and text is established. (...) Through a critical exploration of Cavarero’s texts and previous theoretical discussions and the analysis results, a conclusion about the influence of the sexual on language and culture and the influence of language and cultural symbols on social and gender roles is reached.
