This article explores the issue of homelessness from the perspective of someone who has experienced homelessness, as someone who has worked with the homeless and heard the stories of ‘our friends on the street’, as a mother distressed to see other mothers’ children, no matter their age, in such dire circumstances, and as a philosopher driven to interrogate the hidden assumptions and beliefs motivating our choices, judgments, and behavior. I wish to stress that homelessness must be addressed (...) from the philosophical perspective not only with regard to the individual, but also with regard to the individual as belonging to the ‘we’. This ‘we’ must include all the people involved, from the homeless person laying out her swag under the bridge, to the policy-makers earning fabulous salaries. I’ll propose that a deeper understanding of what’s called ‘double incorporation’ is a crucial step towards galvanizing political will to implement solutions that have already been identified. It is a relatively uncontroversial proposition that without “ethics,” an “ethics of homelessness” is impossible. What is less uncontroversial, though, is that philosophy—or at least philosophical analysis—is a necessary condition of ethical discourse. The distrust—or skepticism regarding the utility of— philosophical analysis is predicated on rendering philosophy as useless. This, though, should create a sense of cognitive dissonance, since we universally acknowledge that ethics informs how we interact with ourselves and others, while we also accept, and rightly so, the (...) uselessness of philosophy. While pop- ular parlance has it that uselessness is logically and semantically equivalent to not needed or conceptually irrelevant, this, I will argue, is mistaken. This mis- take, as I see it, is a result of the failure to recognize that liberal arts are intrinsi- cally useless—and ought to be treated as such. To mend this mistake, I will outline the liberal arts in contrast to the servile arts and explain how Aristotle, and his later defender Josef Pieper, correctly understood the distinction. I will then move onto suggest that while philosophy—as a liberal art—is useless, and rightfully so, it is a conceptually relevant, necessary condition for dealing with conceptual problems which arise in ethics—and therefore in the ethics of homelessness. To explicate and defend this thesis, I argue that Plato’s three- fold division of goods, originating in Book ii of his Republic, helps to amalgamate our reservations in accepting philosophy as useless—strictly speaking—and simultaneously useful. From this, I move on to provide various ways in which philosophy is relevant to questions of home and homelessness generally, and display how philosophers themselves have, historically, taken seriously the question of home and homelessness as serious philosophical concepts. Finally, I outline how philosophers can work on the ethics of home- lessness by taking seriously the necessary presuppositions which make work- ing on the alleviation of homelessness not merely possible, but morally obligatory. Having sketched a broad picture of how philosophy interacts with the practical problems of homelessness, I conclude that progress in the field of the ethics of homelessness—as a conceptual endeavor—will ultimately arise from overcoming our prima facie interpretation of the liberal/servile arts distinction and thereby preserve its original meaning. Within the small literature on homelessness in political philosophy, freedom-based accounts loom large. Such accounts, however, give rise to minimalism concerns: concerns that these accounts are too modest in what they demand for those who are homeless, particularly when homelessness is considered in the context of wealthier countries. In this paper, I consider the success of minimalism charges against freedom-based accounts of homelessness. I argue that whilst such charges are aptly levelled against two major freedom-based accounts, from (...) Jeremy Waldron and Christopher Essert, a third account can evade or respond to such charges. This is the autonomy-based account of homelessness. Although the autonomy-based account has come in for significant recent criticism on grounds of minimalism, I argue that properly understood and developed, it has the resources to ground a plausible account of homelessness. There is a constant temptation in philosophy to postulate a realm of phenomena in which nothing is hidden from us. Rene Descartes thought that one's own mind is such a realm. Ludwig Wittgenstein' enlarged the realm to everything that is of interest to philosophy. That they explained this special feature in very different ways hardly needs to be said; what is remarkable is their agreement on our possession of a cognitive home in which everything lies open to our view. Ivan Petrella argues that the goals of liberation theology can sometimes be better served by doing it undercover. This article reflects on responses to homelessness during Covid-19 in the City of Tshwane, describing and reflecting upon it from the perspective of a researcher-theologian as well as activist-urbanist. It employed two lenses in its reflection: Petrella’s notion of the ‘undercover liberation theologian’, as well as what is known as deliberative public administration theory, as possibly complementary approaches. It traces ways in (...) which people of faith/theologians participated in the City of Tshwane through means other than explicit theological discourse. It implies that such engagement was not less theological but perhaps more strategic, describing that task of the undercover liberation theologian as that of making space, making plans, making known and making change. Ultimately, it calls for a subversion of suspect models of theological education, suggesting that it is in losing ourselves in the messiness of public processes and multiple solidarities with the poor, that the unfree might experience freedom, and liberation theological goals might find concrete expression.Contribution: This article reflects on responses in the City of Tshwane to street homelessness during Covid-19. The great popularity of homelessness as an artistic theme in the twentieth century and beyond may be explained by the frequency by which the everyday image of homeless persons impacts upon the passerby’s aesthetic perception of the urban environment. Nonetheless, as yet, homelessness has not been included in the field of the aesthetics of everyday life. This article is meant to fill this void. Being inspired by frequent personal encounters with homeless persons and drawing on parallels between the (...) effort of aesthetically appreciating mainstream artworks and the effort to cope with the negative aesthetic impressions generated by the homeless body, I argue that homelessness may not only be appreciated negatively but also may trigger lasting positive aesthetic experiences. In this report, I present how prejudiced conclusions about the homeless are drawn in the City of Turku because there is no interest in grassroots experience. In this article, I shed some light on Meinong’s motivations for the theory of objects. I argue that one of its basic principles, the principle of indifference, is driven by an intuition common to many Austrian philosophers, which is that something must first be somehow pre-given in order to simply address the issue of its being or non-being. Meinong’s way of spelling out this intuition, I suggest, is to show that there are homeless objects, that is, objects that are not (...) dealt with by any of the existing sciences. Therefore, the indispensability of the theory of objects lies in the plausibility of the thesis that there are such homeless objects. I analyse and evaluate two Meinongian arguments supporting this thesis, I explain how Meinong came to believe that they support the indispensability of the theory of objects, and I stress some advantages of this account over Brentano’s intentionality thesis. Can poetry be Diasporic? Can poetry free itself from the shackles of conformism? Can it be independent and divergent, and not seek a home? Is it capable of mustering its inner strengths and living without being enlisted by a collective that accords it power? This article argues that poetry is essentially dialectic. It has little vitality without the presence of the Other, without interaction with him. However, it also contains independent, personal elements and reaches its peak through the individual’s anti-conformist (...) activity and expression. Poetry, like language, enables us to view ourselves from outside, thereby fulfilling an important role, similar to language itself, and it is created by the individual’s alienation even from himself. Poetry may provide one of the most creative potential tools of Diasporic philosophy, love and creativity being its cornerstones, but it can also be a destructive factor seeking to imprison the creative soul within a home with the solid walls of a rigid community. While our world is characterized by mobility, global interactions, and increasing knowledge, we are facing serious challenges regarding the knowledge of the places around us. We understand and navigate our surroundings by relying on advanced technologies. Yet, a truly knowledgeable relationship to the places where we live and visit is lacking. This book proposes that we are utterly lost and that the loss of a sense of place has contributed to different crises, such as the environmental crisis, the immigration crisis, (...) and poverty. With a rising number of environmental, political, and economic displacements the topic of place becomes more and more relevant and philosophy has to take up this topic in more serious ways than it has done so far. To counteract this problem, the book provides suggestions for how to think differently, both about ourselves, our relationship to other people, and to the places around us. It ends with a suggestion of how to understand ourselves in an eco-political community, one of humans and other living beings as well as inanimate objects. This paper describes findings of a research inquiry into the lived experience of homelessness in Peel, a suburban region located in the Greater Toronto Area in Ontario, Canada. It is based on the data from a collaborative project undertaken by members of the Faculties of Health and Education of York University with two local community organizations. The dominant theme of the narratives was that suburban homelessness is similar to being engulfed in a grotto of poverty , isolated from (...) the rest of the community and invisible to it. Once entrapped in the grotto, it is almost impossible to escape from it. There were four sub-themes: (a) falling into the grotto , (b) living/struggling in the grotto , (c) envisioning escape routes from the grotto, and (d) beauty, community and hope in the grotto . Following a discussion of the findings, researchers describe strategies to address homelessness through promotion of social justice for all. (shrink)

In the context of social welfare austerity and non-state actors’ interventions into social life, an urban not-for-profit organization in the United States, Back on My Feet, uses the practice of running to engage those recovering from homelessness. Promoting messages of self-sufficiency, the organization centralizes the body as a site of investment and transformation. Doing so calls to the fore the social construction of ‘the homeless body’ and ‘the running body’. Within this ethnographic inquiry, participants in recovery who ran with (...) the organization constructed moralized senses of self in relation to volunteers, organizers, and those who do not run, while in recovery. Their experiences compel consideration of how bodily constructions and practices reproduce morally underpinned, self-oriented associations with homeless and neoliberal discourses that obfuscate systemic causes of homelessness, pose challenges for well-intentioned voluntary or development organizations, and service the relief of the state from social responsibility. When are we morally obligated as a society to help the homeless, and is coercive interference justified when help is not asked for, even refused? To answer this question, we propose a comprehensive taxonomy of different types of homelessness and argue that different levels of autonomy allow for interventions with varying degrees of pressure to accept help. There are only two categories, however, where paternalism proper is allowed, be it heavily qualified. The first case is the homeless person with (...) severely diminished autonomy as a result of mental illness, and the second case is the homeless person who runs a risk of serious and imminent harm to self. In the first case, namely, that of soft paternalism, we argue that coercive intervention in the case of a refusal to accept help should be focused on the provision of housing that meets basic needs—needs that we outline in the article. In the case of imminent and severe harm to self, the case of hard paternalism, we argue that forced intervention can only be allowed if it is temporary and local, namely focused on getting someone out of harm’s way. While these approaches do, in fact, deal with some of the effects of homelessness, they not only fail (...) to address the structural causes of homelessness and poverty but they also reinforce certain ideological assumptions—such as individualism, a pattern of “blaming the victim,” and idyllic conceptions of home ownership—that keep us from addressing the [End Page 214] causes of homelessness in the first place. If we are really going to end homelessness, Stivers contends, we have to address the structural issues that keep people homeless, such as the inadequate availability of low-incoming rental housing, unemployment, low wages, and increasing inequality between rich and poor. If Christians and churches want to end homelessness, they must collaborate more fully and develop social movements that will address the full range of factors affecting homelessness, including causes and effects. In other words, they must embody in principle and in practice not only hospitality and compassion but also social justice. The place to begin, Stivers argues, is by listening to the homeless and the poor, allowing their experiential realities to set the agenda, and working in solidarity with them to disrupt the ideologies and to challenge the policies that perpetuate the problem.This requires an education in “disruption” that enables Christians to move beyond the behavioral manifestations of homelessness so that they can see the web of oppressive structures that have generated the bonds experienced by so many poor and homeless. To address these factors, Stivers argues for a different approach—modeled on such groups as the Industrial Areas Foundation and the PICO (People Improving Communities through Organizing) National Network—that embodies community organizing principles that engage the victims of homelessness in meaningful dialogue about the problems, actively listens to their stories and to their solutions, and works in solidarity with them to address the causes and the policies that perpetuate their homelessness.The audience for this book is Christians and churches seeking to address the issue of homelessness in our nation. Homelessness and its various forms of manifestation are a complex phenomenon. Street homelessness, which is the subject of this study, continues to be a challenge for the South African people and government. Different research studies have been undertaken on street homelessness. Various frameworks have been used in an attempt to understand and respond to street homelessness. Churches continue as key role-players in responses to street homelessness. There is a need, however, for churches to continually evaluate (...) the various approaches to street homelessness, with a view to sharpening those approaches to better understand and respond to the challenge. Churches need frameworks that can help them to theologically understand and adequately respond to street homelessness. Gustafson's framework of moral engagement is explored within the context of street homelessness, with a view to suggest ways and means by which the Methodist Church of Southern Africa could better understand and adequately respond to the problem of street homelessness in South Africa. Discussions of research involving vulnerable populations have left the homeless comparatively ignored. Participation by these subjects in drug studies has the potential to be upsetting, inconvenient, or unpleasant. Participation occasionally produces injury, health emergencies, and chronic health problems. Nonetheless, no ethical justification exists for the categorical exclusion of homeless persons from research. The appropriate framework for informed consent for these subjects of pharmaceutical research is not a single event of oral or written consent, but a multi-staged arrangement of disclosure, dialogue, (...) and permission-giving. Payments and other rewards in biomedical research raise issues of whether it is ethical to offer inducements to the homeless in exchange for participation in drug studies. Such inducements can influence desperate persons who are seriously lacking in resources. The key is to strike a balance between a rate of payment high enough that it does not exploit subjects by underpayment and low enough that it does not create an irresistible inducement. This proposal does not underestimate the risks of research, which are often overestimated and need to be appraised in light of the relevant empirical literature. (shrink)

The scale of homelessness in Europe throws a stark light on the right to housing that exists in many European states and in European and International Law. This disparity between legal right and the social reality of homelessness and housing precarity begs the question as to the efficacy of a rights-based approach to housing.This article examines the ‘enforceable’ right to housing in France, in place since 2007, to explore the efficacy of approaching a chronic lack of housing through (...) justiciable rights. The lack of progress in over a decade of jurisprudence highlights the challenges posed to legal advocacy in this area, particularly when combined with a lack of political will. The article concludes by reflecting on alternative approaches, in which justiciable rights have played less of a role, stressing the need for political and financial commitment over legal rights. The Great Recession of 2008 underscored the precarity of housing for many people living in the United States, as well as the unequal conditions that structure housing policy and practices. Victimized by predatory lending practices, many families lost their homes as a speculative housing bubble burst. Facing tremendous uncertainty, these families joined tens of thousands of others across the country who struggle with housing for a variety of reasons—leaving an abusive partner, struggling with medical and other unforeseen expenses, coping with (...) addiction and/or mental illness, and more. This article explores a metaview of the many faces of homelessness. It analyzes an evolutionary meaning of home and suggests that ever-complexifying life conditions influence how societies enforce conformity to the status quo of homefulness. It goes on to describe how homelessness might be reframed as a complex adaptive form of survival for diversity generators who cannot or will not conform to the status quo. This commentary addresses public health issues underlying homelessness and related law, policy, and advocacy options. After framing public health issues for affected individuals and the community, legal and policy approaches and related barriers are assessed. Major topics include deficits in housing availability, the role of state-based Medicaid programs, criminalization of homelessness, and the use of emergency declarations seeking to address particular issues related to homelessness in select states and localities.

The purpose of this research was to describe attitudes of nursing students (and paramedic officers) towards marginalized clients. Convenience quota sampling in a major health faculty was employed. Students participated on a voluntary basis. A 58-item Likert scale, developed by the authors, assessed the student nurses’ attitudes. In general, attitudes towards homeless clients were neutral; detailed analyses, however, revealed that student nurses would decline to care for homeless clients in various situations. Personal experience with homeless patients and positive attitudes of (...) nurses significantly contributed to increased quality of care and equality of treatment for homeless clients. Certain student nurse behaviors warrant immediate attention to prevent marginalized patients from being exposed to unfair, inaccessible and biased nursing care. Based on our results, we recommend that further research attention be paid to the role of ethics education and faculty behaviors, as faculty members serve as role models for professionalization. One of the main strands of the Cartesian tradition is the view that the mental realm is cognitively accessible to us in a special way: whenever one is in a mental state of a certain sort, one can know it just by considering the matter. In that sense, the mental realm is thought to be a cognitive home for us, and the mental states it comprises are luminous. Recently, however, Timothy Williamson has argued that we are cognitively homeless: no mental (...) state is in fact luminous. But his argument depends on an excessively strong account of luminosity. I formulate a weaker conception of luminosity that is unaffected by Williamson’s argument and yet is substantial enough to satisfy those who wish to retain this part of the Cartesian tradition. The concept of heterotopia challenges political theory, which has often focused on utopic thinking. Foucault describes a heterotopia as a heterogenous space that juxtaposes in a single real place several spaces, several sites that are in themselves incompatible. Streets, squares and parks form heterotopias when their utopic purity as public space is juxtaposed with the private spaces created by the cardboard boxes and other temporary shelters of homeless people. Since citizenship has traditionally been thought of as participation in a democratic (...) public sphere, how do heterotopias of homelessness challenge the ideas about citizenship? Based on narrative research with homeless people in Poland, I show how the homeless conceive of their marginality. Their participation or non-participation in democracy is not hidden but, on the contrary, very visible in public spaces where they are included as excluded. (shrink)

This paper investigates the political dimension of Fritz Mauthner’s writings in respect to his language critique and his ambivalent relationship to Judaism. Its aim is to oppose the common understanding of Mauthner as a German-nationalist. For doing so, Mauthner’s relation to Judaism is contextualised within his philosophical views on patriotism, mother-tongue, and the formation of social communities. By suggesting an anti-nationalist interpretation of his philosophy, it is argued that participation in a certain linguistic practice can explain what it means to (...) belong to a certain community according to Mauthner. The paper discusses to what extent Mauthner’s writings can be interpreted as anti-nationalist and concludes that he is too contradictory to be understood distinctively as a nationalist or an anti-nationalist. Care theory offers a way to overcome a weaknessof liberalism – its reluctance to intervene inthe private lives of adults. In caring for thehomeless, we must sometimes use a limited formof coercion, but our intervention is alwaysinteractive, and the process of finding asolution is one of negotiation between theneeds expressed by the homeless and the needswe infer for them.
