Kant is widely acknowledged for his critique of theoretical reason, his universalistic ethics, and his aesthetics. Scholars, however, often ignore his achievements in the philosophy of law and government. At least four innovations that are still relevant today can be attributed to Kant. He is the first thinker, and to date the only great thinker, to have elevated the concept of peace to the status of a foundational concept of philosophy. Kant links this concept to the political innovation of his (...) time, a republic devoted to human rights. He extends the concept by adding to it the right of nations and cosmopolitan law. Could global government be the answer to global poverty and starvation? Cosmopolitan thinkers challenge the widely held belief that we owe more to our co-citizens than to those in other countries. This book offers a moral argument for world government, claiming that not only do we have strong obligations to people elsewhere, but that accountable integration among nation-states will help ensure that all persons can lead a decent life. I defend the cosmopolitan instrumentalist theory of secession, according to which a group has a right to secede only if this would promote cosmopolitan justice. I argue that the theory is preferable to other theories of secession because it is an entailment of cosmopolitanism, which is independently attractive, and because, unlike other theories of secession, it allows us to give the answers we want to give in cases like secession of the rich or secession that would (...) make things worse for minorities. I defend the view against the objections that it allows for colonialism and annexation, that it is not a distinct theory, and that it is impractical. (shrink)

In this article I want to outline an argument for a New Critical Theory with a cosmopolitan intent. Its main purpose is to undermine one of the most powerful beliefs of our time concerning society and politics. This belief is the notion that “modern society” and “modern politics” are to be understood as society and politics organized around the nation‐state, equating society with the national imagination of society. The pressures of globalization have resulted in shrinking distances and increased contact among people, rendering state boundaries and jurisdiction insufficient to deal with claims of justice exclusively. This challenge requires that we move beyond the limits of statism in political theorizing and acquire a cosmopolitan approach. In this article, from a discourse theoretic perspective, I consider what cosmopolitan justice would entail for policy and law-making concerning immigration. It is argued that: (1) from a moral point of view we (...) cannot consider the problem of migration solely from the perspective of the people of affluent countries and have to take into account the perspective of the refugees, asylum seekers, and immigrants; (2) the growing interdependency of global economies gives rise to a moral obligation to assist the immigrants with special duties devolving upon the First World as the result of the history of colonization; and (3) the immigration law ought to be integrated into higher, or constitutional, law-making. In doing so, the discourse theoretic approach decouples national sovereignty (territorial integrity) and democratic polity, overcoming the problem of prioritization of geography over claims of membership. This article aims at an active dialogue between Ulrich Beck and East Asia with respect to cosmopolitan imagination. Beck’s cosmopolitan sociology requires a reflective cosmopolitan publicness to cope with various kinds of global risks. We therefore extract three different layers of publicness from neo-Confucianism – survival-oriented, deliberative, and ecological – and argue that Beck’s cosmopolitan vision can be better conceptualized when properly linked to, or founded upon, the Tianxiaweigong normative potentials of neo-Confucianism. In so doing our (...) intention is to make Beck’s implicit sensibilities and the implicit Asian orientations explicit, as a double process of cosmopolitan self-reflection and dialogue. We also draw attention to the analysis of the cosmopolitan actor in East Asia. Finally, we note that the cosmopolitan future of East Asia still remains uncertain and that reconciling global risk politics, national interests and cosmopolitan morality presents a big challenge to second modern transformation. The `sociological imagination' so far has basically been a nation state imagination. The main problem is how to redefine the sociological frame of reference in the horizon of a cosmopolitan imagination. For the purpose of empirical research I distinguish between three concepts: interconnectedness, liquid modernity and cosmopolitization from within. The latter is a (...) kind of class analysis after class analysis, which takes on board globalization internalized. For the purposes of social analysis, therefore, it is necessary to distinguish systematically between the national manifestation on the one hand and cosmopolitan reality of `global flows', currents of information, symbols, money, risks, people, social inequalities, on the other. This internal involuntary and often unseen cosmopolitanization from below of the national sphere of experience is occurring, however, with the power of economic globalization. So what does inner `cosmopolitanization' mean? The key concepts and questions of a way of life, such as nourishment, production, identity, fear, memory, pleasure, fate, power and politics, can no longer be located and understood nationally, but only globally whether in the shape of globally shared collective futures, capital flows, impending ecological or economic catastrophes, global foodstuff chains, transnational power games, or the `Esperanto' of pop music. In this article I look at transformation in the understanding of space-time, of identity, of the production paradigms, as well as at the resulting consequences for key sociological concepts like class and power and, within this frame, point to certain dilemmas of cosmopolitanism. It is widely recognized that changes are occurring to the earth’s climate and, further, that these changes threaten important human interests. This raises the question of who should bear the burdens of addressing global climate change. This paper aims to provide an answer to this question. To do so it focuses on the principle that those who cause the problem are morally responsible for solving it (the ‘polluterpays’ principle). Cosmopolitans share the moral assumption that we have obligations and responsibilities to other people, near or distant. Today, those obligations and responsibilities are often connected with communication, but what is considered important for cosmopolitan communication differs between different thinkers. Given the centrality of communication in recent cosmopolitan theory and debate the purpose of this article is to examine assumptions about communication that are often taken for granted, and particularly the commonly held assumption that linguistic communication depends on (...) shared or common languages. It is primarily Donald Davidson's philosophy of language that provides the framework for my examination. I argue that there are several reasons for reconstructing our understanding of the nature of language and communication, and that shared languages play a much more limited role in communication than many communication theorists, cosmopolitans and educators have imagined. I develop the foundation for cosmopolitan care, an underexplored variety of moral cosmopolitanism. I begin by offering a characterization of contemporary cosmopolitanism from the justice tradition. Rather than discussing the political, economic or cultural aspects of cosmopolitanism, I instead address its moral dimensions. I then employ a feminist philosophical perspective to provide a critical evaluation of the moral foundations of cosmopolitan justice, with an eye toward demonstrating the need for an alternative account of moral cosmopolitanism as cosmopolitan (...) care. After providing an explanation of how care ethics in connection with Kantian ethics generates a duty to care, I consider one main feature of cosmopolitan care, namely the theory of obligation it endorses. In developing this account, I place special emphasis on the practical ramifications of the theory by using it to analyze gender violence in conflict zones. (shrink)

It is based on interviews with 150 non-college-educated white and black workers in the United States and white and North African workers in France. The comparison of the four groups shows how differences in cultural repertoires across national context and structural location shape distinct anti-racist rhetorics. Market-based arguments are salient among American workers, while arguments based (...) on solidarity and egalitarianism are used by French, but not by American, workers. Minority workers in both countries employ a more extensive toolkit of anti-racist rhetoric as compared to whites. The interviewed men privilege evidence grounded in everyday experience, and their claims of human equality are articulated in terms of universal human nature and, in the case of blacks and North Africans, universal morality. Workers' conceptual frameworks have little in common with multiculturalism that occupies a central place in the literature on cosmopolitanism. We argue that for the discussion and practice of cosmopolitanism to move forward we should shift our attention to the study of multiple ordinary cosmopolitanisms. (shrink)

The concept of the national is often perceived, both in public and academic discourse as the central obstacle for the realization of cosmopolitan orientations. Consequently, debates about the nation tend to revolve around its persistence or its demise. We depart from this either-or perspective by investigating the formation of the ‘cosmopolitan nation’ as a facet of world risk society. Modern collectivities are increasingly preoccupied with debating, preventing and managing risks. However, unlike earlier manifestations of risk characterized by daring (...) actions or predictability models, global risks can no longer be calculated or forecast. Accordingly, more influence accrues to the perception of risk, largely constructed by media representations. Cosmopolitanized risk collectivities are engendered through the anticipation of endangered futures which are, for the most part, communicated through an increasingly global media scape. While global media events produce shared exposure, risk conceptions retain distinctive political-cultural features as their respective meanings are prefigured by path-dependent pasts. Nevertheless, the promulgation of risk societies, we argue, results in a reimagination of nationhood which takes place in the context of: global norms (e.g. human rights); globalized markets; transnational migrations; global generations and their embeddedness in civil society movements; and the local interpenetration of world religions to name but a few of the global backdrops shaping new associational intersections. We develop our argument in four interrelated steps. Contrary to essentialized notions of nationalism or universal versions of cosmopolitanism, we address the cosmopolitan reconfiguration of nationhood by differentiating between presumptions of thick belonging and the actual proliferation of cosmopolitan affiliations. In a second step we overcome the territorial fixation of the social sciences by shifting our attention to temporal dimensions, with a particular focus on competing conceptions of the future. In a third step we demonstrate how these cosmopolitan transformations of nationhood are taking place in the context of a world risk society regime that marshals a set of cosmopolitan imperatives situating the global other in our midst. In a fourth step we illustrate these developments by exploring how the mediatization of risk, and concomitant notions of the future, contribute to the reimagination of cosmopolitan risk collectivities. Second, he presents some critical observations on Habermas' cosmopolitanism in the context of his more general discursive theory of law and state. In this perspective, he discusses the problems of peace and of the role of the United Nations, the strategy of protection of human rights, and the question of world citizenship. He argues that (...) This essay argues for the fruitfulness of Beck’s idea of cosmopolitanism for understanding the changing political, sociological and psychological attributes of climate change. This argument is illustrated through brief examinations of how climate change is contributing to the dissolution of three modern dualisms: nature-culture, present-future and global-local. Not only does the cosmopolitan perspective help to understand the ways in which science and society are mutually constructing the phenomenon of climate change, it also offers us a way of asking ‘what (...) can climate change do for us?’ rather than ‘what can we do for climate change?’ Sociologists are needed for answering this question. In this article, it is argued that cosmopolitans should elucidate the qualities and dispositions, or ‘virtues’, associated with the ideal of cosmopolitan citizenship. Bryan Turner's suggestion that cosmopolitan virtue should be identified as a type of ‘Socratic irony’, which enables individuals to achieve distance from their homeland or way of life, is explored. While acknowledging the attractions of his account, certain limitations which indicate the need to generate a richer theory of cosmopolitan virtue are identified. To (...) that end, an alternative picture of cosmopolitan virtue is presented by drawing on Hannah Arendt's ideas of ‘world’ and ‘worldliness’. It is argued that cosmopolitan virtue involves the adoption of a self-reflexive mode of being in the world, the cultivation of a heightened care or feeling for the world, and the ability to adopt certain skills in the manner of our disclosures to the world. Cosmopolitans call for the creation of a global legal order based around the principle of universal human rights. It is, therefore, somewhat surprising that cosmopolitans have not adequately addressed the issue of how such a global order would be policed. The emergence of stable legal systems has generally coincided with the development of formal and informal methods of policing that function to enforce legal entitlements and maintain societal order. This suggests that the issue of policing should be addressed if cosmopolitanism (...) is to be defended as a desirable and realistic project for reforming the global order. This paper proposes that policing within a cosmopolitan legal order should be conceptualized as a form of societal peacekeeping, which functions to maintain the conditions necessary for the enjoyment of human rights. It rejects the idea of a unitary global police force modelled on the professional agencies established by the modern state, in favour of a plural approach that calls for cosmopolita.. (shrink)

Promising new solutions or risking unprecedented harms, science and its technological affordances are increasingly portrayed as matters of global concern, requiring in-kind responses. In a wide range of recent discourses and global initiatives, from the International Summits on Human Gene Editing to the Intergovernmental Panel on Climate Change, experts and policymakers routinely invoke cosmopolitan aims. The common rhetoric of a shared human future or of one humanity, however, does not always correspond to practice. Global inequality and a lack of (...) accountability within most institutional contexts of international governance render these cosmopolitan proclamations of ‘one human community’ incoherent and even harmful. More generally, there exists no shared normative standard for the cosmopolitan governance of science, with which such global initiatives could be evaluated. Taking a broadly philosophical perspective, the present paper aims to better understand this problem situation, identifying three high-level challenges global governance of technoscience: problematic ideals of technology and science, the unjust formation of “global” concerns, and the limitations of cosmopolitan theory. By holistically engaging these jointly empirical and normative sites of inquiry, scholars can better support humanity’s re-imagination of technoscientific practices within and beyond the nation-state. This article is a contribution to the revival of `virtue ethics'. If we regard human rights as a crucial development in the establishment of global institutions of justice and equality, then we need to explore the obligations that correspond to such rights. It is argued that cosmopolitan virtue a respect for other cultures and an ironic stance towards one's own culture spells out this obligation side of the human rights movement. Cosmopolitanism of course can assume very different forms. The (...) article traces various cosmopolitan ethics from the Greeks, Roman Stoics and Christian philosophers. Contemporary cosmopolitanism needs to be ironic to function usefully in hybrid global cultures, but it is open to the charge of being culturally `flat' and elitist. These criticisms are examined through the confrontation between Maurizio Viroli and Martha Nussbaum. While American patriotism is not a promising foundation for ironic cosmopolitanism, the republican tradition of virtue does offer a viable method of developing cosmopolitanism. Ironic cosmopolitan care for other cultures is founded on the commonalities of social existence, of which there are two central components: ontological vulnerability and political precariousness.
