We live in a time of “cosmopolitan regard,” when there is widespread acknowledgement that every person has moral importance. At the same time, most of us affirm and practice particular regard for our family, friends and compatriots, despite knowing that in our contemporary world, every day, many people, in many places, are treated like nothing. Are cosmopolitan and particular regard fated to be irreconcilable features of our moral lives? Are the grounds for our moral duties to our fellow citizens fundamentally (...) different from, and potentially in conflict with, the grounds of our moral duties to others with whom we share no political association? What is required in the way of political morality by cosmopolitan regard? Does it require symmetry between our particular and universal obligations? Under what conditions may asymmetrical accounts of obligation be justified? This article assesses Richard Vernon's attempted reconciliation of compatriot preference with global justice by analyzing the iteration proviso (IP), which says that a group of people can legitimately set out to confer special advantages upon each other if others, outside that group, are free to do the same in their own case. Part I outlines how duties to outsiders are typically characterized in two leading accounts of global justice — moral universalism and associativism. The IP is motivated by Vernon's desire (...) to transcend the binary opposition between, and the limitations of, these two views. Part II sketches the version of contractualism that Vernon deploys to surmount these limitations and explains the role of the IP therein. Part III elucidates two different interpretations of the IP and shows that neither seems plausible. (shrink)

This article identifies some core features of the argument in Richard Vernon's Cosmopolitan Regard: Political Membership and Global Justice (2010) and suggests some directions to pursue in defending its conclusions against reasonable objections. I outline the book's key ideas and draw attention to two areas in which Vernon's argument might be open to question. The first issue is that Vernon seems too quick with the problem of motivation, and the second is that his commitment to multiple jurisdictions must be careful (...) not to beg the question. This paper addresses Richard Vernon's approach to reconciling cosmopolitan political morality with particularized political obligations in his work, Cosmopolitan Regard. It situates his approach in his critical treatment of competing transactional theories of obligation, particularly reciprocity for benefits received, and presents his justification of particularized political obligations towards fellow members of persons' own state, based on complicity in unique systems of risk exposure. The paper also presents a critical treatment of his theory, and goes on to outline an alternate conception (...) of legitimacy without obligation as promising in addressing the identified concerns and as applicable to structures of governance beyond the state. Multiple authors have argued that moral cosmopolitanism, the thesis that every human has a global stature as an ultimate unit of moral concern, is compatible with domestic egalitarianism. This is because they believe that from equal concern does not follow equal treatment, and it might be possible to impartially justify partial treatment. Some such attempts at justifying restricting the scope of egalitarian demands of distributive justice to the state proceed by application of Rawls’s principle of fairness to the provision of (...) basic goods. But such relational approaches have been criticized by institutionalists who believe there is a global basic structure for the provision of basic goods. Institutional approaches, however, have themselves been criticized for relying on less than global institutions, such that the egalitarianism that they may justify is not truly global either. We argue that beyond institutionally provided goods there are nonetheless some goods whose provision is truly global, such that we can find a relational foundation for global egalitarianism, from which we can argue for cosmopolitan institutionalization. Las tres teorías suponen una reconsideración del nuevo orden mundial que, a su vez, requiere de ajustes teóricos e institucionales para afrontar los retos de un sistema internacional más interdependiente y de alcance global. A su vez, las tres teorías resaltan la evidencia empírica que demuestra la debilidad del régimen de gobernanza global (...) ante las resistencias de los Estados nacionales celosos de su poder y de su autoridad para dictar los lineamientos de la agenda internacional sin recurrir a esquemas conciliatorios y cooperativos.
