Since 1997, FORUM has been an integral part of the landscape of European studies. In addition to contemporary history, it offers insights into the history of ideas and reviews books on Central and Eastern European history. It offers more than just history--for instance, interdisciplinary discussions by political scientists, literary, legal, and economic scholars, and philosophers. FORUM sees itself as a bridge between East and West. Through the translation and publication of texts and contributions from Russian, Polish, and Czech researchers, it (...) offers the Western reader access to the scholarly discourse of Eastern Europe. The 'short' 20th century is one of the best-documented eras in history. Nevertheless, it holds more mysteries than many periods of antiquity or the Middle Ages of which we have only sparse relics. One of the biggest mysteries is the question of the causes of the collapse of civilization in the first half of the century. In Germany as well as in Russia, regimes came to power invoking the implementation of utopias that had been dreamt up during the 'long' 19th century yet which had been considered unrealizable. Now, it turned out, even the most radical utopian blueprint could be put into place. This development, intertwined with an extraordinarily deep crisis of European democracy, did not happen overnight. It had been looming for a long time. There had even been several prescient voices heralding the upcoming crisis--trailing away without being noticed. Frank's oeuvre is informed by two main sources: Russian-Orthodox spirituality on the one hand and Western, mainly German, philosophical traditions on the other.To honor Frank's impact and significance, the Institute for Central and Eastern European Studies decided to translate his most important writings into German in 1996. 17 years later, an edition of eight volumes had been completed, which served as the occasion for a symposium on Frank's work. Die Frage nach dem Verhältnis Osteuropas zum Westen ist nicht nur aktueller denn je, sondern hat auch eine lange und ambivalente Geschichte. Recently, Luk tried to establish a model and a theory of scientific studies. He focused on articulating the theory and the model, but he did not emphasize relating them to some issues in philosophy of science. In addition, they might explain some of the issues in philosophy of science, but such explanation is not articulated in his papers. This paper explores the implications and extensions of Luk’s work in philosophy of science or science in general.

A crucial aspect of scientific realism is what do we mean by true. In Luk’s theory and model of scientific study, a theory can be believed to be “true” but a model is only accurate. Therefore, what do we mean by a “true” theory in scientific realism? Here, we focus on exploring the notion of truth by some thought experiments and we come up with the idea that truth is related to what we mean by the same. This has repercussion (...) to the repeatability of the experiments and the predictive power of scientific knowledge. Apart from sameness, we also found that truth is related to the granularity of the observation, the limit of detection, the distinguishability of the objects in theory, the simultaneous measurements of objects/processes, the consistencies of the theory and the one-to-one correspondence between terms/events and objects/processes, respectively. While there is no guarantee that we can arrive at the final “true” theory, we have a process/procedure with more and more experiments together with our own ingenuity, to direct us towards such a “true” theory. For quantum mechanics, since a particle is also regarded as a wave, quantum mechanics cannot be considered as a true theory based on the correspondence theory of truth. Failing this, truth may be defined by the coherence theory of truth which is similar to the coherence of beliefs. However, quantum mechanics may not be believed to be a true theory based on the coherence theory of truth because wave properties and particle properties may contradict. Further research is needed to address this problem if we want to regard quantum mechanics as a “true” theory. (shrink)

This paper argues that scientific studies distinguish themselves from other studies by a combination of their processes, their (knowledge) elements and the roles of these elements. This is supported by constructing a process model. An illustrative example based on Newtonian mechanics shows how scientific knowledge is structured according to the process model. To distinguish scientific studies from research and scientific research, two additional process models are built for such processes. We apply these process models: (1) to argue that scientific progress (...) should emphasize both the process of change and the content of change; (2) to chart the major stages of scientific study development; and (3) to define “science”. It is relatively easy to state that information retrieval is a scientific discipline but it is rather difficult to understand why it is science because what is science is still under debate in the philosophy of science. To be able to convince others that IR is science, our ability to explain why is crucial. To explain why IR is a scientific discipline, we use a theory and a model of scientific study, which were proposed recently. The explanation involves mapping the (...) knowledge structure of IR to that of well-known scientific disciplines like physics. In addition, the explanation involves identifying the common aim, principles and assumptions in IR and in well-known scientific disciplines like physics, so that they constrain the scientific investigation in IR in a similar way as in physics. Therefore, there are strong similarities in terms of the knowledge structure and the constraints of the scientific investigations between IR and scientific disciplines like physics. Bayesian confirmation theory is a leading theory to decide the confirmation/refutation of a hypothesis based on probability calculus. While it may be much discussed in philosophy of science, is it actually practiced in terms of hypothesis testing by scientists? Since the assignment of some of the probabilities in the theory is open to debate and the risk of making the wrong decision is unknown, many scientists do not use the theory in hypothesis testing. Instead, they use alternative statistical tests that (...) can measure the risk or the reliability in decision making, circumventing some of the theoretical problems in practice. Therefore, the theory is not very popular in hypothesis testing among scientists at present. However, there are some proponents of Bayesian hypothesis testing, and software packages are made available to accelerate utilization by scientists. Time will tell whether Bayesian confirmation theory can become both a leading theory and a widely practiced method. In addition, this theory can be used to model the belief of scientists when testing hypotheses. (shrink)

People feel they understand complex phenomena with far greater precision, coherence, and depth than they really do; they are subject to an illusion—an illusion of explanatory depth. The illusion is far stronger for explanatory knowledge than many other kinds of knowledge, such as that for facts, procedures or narratives. The illusion for explanatory knowledge is most robust where the environment supports real‐time explanations with visible mechanisms. We demonstrate the illusion of depth with explanatory knowledge in Studies 1–6. Then we show (...) differences in overconfidence about knowledge across different knowledge domains in Studies 7–10. Finally, we explore the mechanisms behind the initial confidence and behind overconfidence in Studies 11 and 12, and discuss the implications of our findings for the roles of intuitive theories in concepts and cognition. St. Thomas Aquinas envisaged theology to be a kind of scientia which was considered as a kind of first cause science. However, science of that time is different from “modern” science. Recently, a theory of scientific study is developed, which outlines science by a theory and some models similar to knowledge in physics. According to this theory, sciences organize their knowledge consisting of theories, models and experiments interacting with physical situations. Perhaps, it is possible to organize knowledge of Christian theology (...) in a similar way as science (from the perspective of Christian belief). Doing this requires extensive and deep knowledge of both science and Christian theology. This paper only attempts to sketch such a theology, which is coined scientia theology to distinguish it from the existing scientific theology of McGrath. Our theology consists of a theory that is outlined here, several historical event models as well as various experiments that provide us with observations supporting the related models and principles. The theory of our theology interacts with the models which may retrodict or are supported by observations from the experiments that interact with the physical situations. (shrink)

The present monograph considers some macrohistorical trends along with the aspects of globalization. Macrohistory is history on the large scale that tells the story of the entire world or of some major dimensions of historical process. For the present study three aspects of macrohistory have been chosen. These are technological and political aspects, as well as the one of historical personality. Taken together they give a definite picture of unfolding historical process which is described from the beginning of human society (...) formation to the present day and near future. The combination in the monograph title of the two terms – macrohistory and globalization – is in no way artificial. On the contrary, the connection of these terms is organic at least as the real goal of macrohistory is to find mean-ing in the past so as to create new possibilities of meaning for the future. The analysis of globalization also includes three aspects: political, economic and futurological as today the world may well be regarded as being at the start of a new global reconfiguration. The author presents his ideas of the world prospective political and in some respects social-economic development basing on the analysis of macrohistory and contemporary globalization processes. This volume offers a comprehensive study of Pythagoras, Pythagoreanism, and the early Pythagoreans through an analysis of the many representations of the individual and his followers.

This article analyzes some important aspects of socioeconomic and political development of the world in the near future. The future always stems from the present. The first part of the article is devoted to the study of some crucial events of the present, which could be regarded as precursors of forthcoming fundamental changes. In particular, it is shown that the turbulent events of late 2010 and 2011 in the Arab World may well be regarded as a start of the global (...) reconfiguration. The article also offers an analysis of some aspects of the global financial system that, according to the authors, notwithstanding all its negative points, performs certain important positive functions including the ?insurance? of social guaranties at the global scale. The second part of the article considers some global scenarios of the World System's new future and describes a few characteristics of the forthcoming ?Epoch of New Coalitions.? The article attempts to answer such questions as the following: What are the implications of the economic weakening of the United States as the World System center? Will the future World System have a leader? Will it experience a global governance deficit? Will the world fragmentation increase? (shrink)

The first months of political life in Belgium in 1979 were essentially characterized by the great difficulties encoutered in the formation of a new cabinet. In 1979 Belgium lived its longest cabinet crisis in its history.As usual, the process of cabinet formation started with the nomination of an «informateur», followed by that of a «formateur». However, formateur Wilfried Martens did not succeed in forming a cabinet : oppositions on issues and strategies between the parties proved to a high to be (...) surmounted. The King there upon introduced an innovation: he designated two «mediators». These, however, also failed to find some ground for agreement. Eventually, after elaborate informal contacts, the resigning Prime-Minister, Paul Vanden Boeynants, was nominated as formateur. After a month of laborious negotiations he successfully completed his mission. However, he preferred to leave the post of Prime-Minister of the new five party cabinet to Mr. Martens, till then president of the FlemishChristian-Democrats. (shrink)

Alexis de Tocqueville is known for his strange liberalism. One of the reasons therefore has to be found in his lesser known strange religious belief. The three main elements that determined his belief were his aristocratic and profoundly religious education, the dramatic loss of his faith after reading eighteenth century French philosophers and his conviction that the stability of the American democracy was mainly due to religious mores. These elements explain why Tocqueville appeared in his publications as an obvious believer, (...) hardly bothered by any dubiety, while internally he was a restless doubter, sometimes a panicky infidel and occasionally some sort of believer anyway. The focus of this article is a meticulous dissection of Tocqueville’s personal belief by contrasting it with approaches of religion that look familiar at first sight. Although Tocqueville had the highest esteem for Pascal, his wager was not really tempting to him. James’ will to believe seemed far more attractive, yet Tocqueville’s thinking was too empirical to fit with it. Kant furnished strong arguments to overcome this obstacle, and in that respect he offered a solid philosophical ground to consider Tocqueville’s outlook on religion as an authentic religious belief. But what Tocqueville has never found was a religious ground to Christianity. As a matter of fact, Christianity was Tocqueville’s philosophical belief, rather than his religious belief. (shrink)

The article offers forecasts of the geopolitical and geo-economic development of the world in the forthcoming decades. One of the main accusations directed toward globalization is that it deepens the gap between the developed and developing countries dooming them to eternal backwardness. The article demonstrates that the actual situation is very different. It is shown that this is due to the globalization that the developing countries are generally growing much faster than the developed states, the World System core starts weakening (...) and its periphery begins to strengthen. At the same time there is a continuing divergence between the main bulk of developing countries and the group of the poorest developing states. The article also explains why the globalization was bound to lead to the explosive rise of many developing countries and the relative weakening of the developed economies. This article presents possible answers, and their respective probabilities, to the question, ‘What are the consequences of the present global crisis in the proximate future of the World System?’ It also attempts to describe the basic characteristics of the forthcoming ‘Epoch of New Coalitions’ and to forecast certain future conditions. Among the problems analyzed in this paper are the following: What does the weakening of the economic role of the USA as the World System centre mean? The question of the secularity of society still remains open, since scientists have proposed only cautious speculative answers, while every scientist understands that in the social sciences it is a sad experience of predictions, that history is random and therefore unpredictable and the future always remains fundamentally open. The process of transformation of postmodern society, the development of which is actively influenced by the current pandemy of COVID-19, entailed the revival of religious values ​​and the formation of a qualitatively new (...) religious consciousness. In connection with the rise in the social status of religious consciousness and the widespread dissemination of religious ideas, primarily at the everyday level, the analysis of individual religious consciousness as one of the ways to comprehend the world is of particular importance. The social nature of religious consciousness is manifested not only in the fact that religious values ​​are perceived as a kind of khanism of social regulation, but also in the fact that they serve as epistemological guidelines and often compete with scientific values. This determines the growing philosophical interest in the analysis of the epistemological functions of religion and secular reality, as well as the cognitive capabilities of religious consciousness, which is impossible without a consistent study of the methodological basis of religious knowledge. Henri JM Claessen Was the State Inevitable? ● Leonid E. Grinin The Early State and Its Analogues: A Comparative Analysis ...

The article presents a verbal and mathematical model of medium-term business cycles (with a characteristic period of 7–11 years) known as Juglar cycles. The model takes into account a number of approaches to the analysis of such cycles; in the meantime it also takes into account some of the authors' own generalizations and additions that are important for understanding the internal logic of the cycle, its variability and its peculiarities in the present-time conditions. The authors argue that the most important (...) cause of cyclical crises stems from strong structural disproportions that develop during economic booms. These are not only disproportions between different economic sectors, but also disproportions between different societal subsystems; at present these are also disproportions within the World System as a whole. The proposed model of business cycle is based on its subdivision into four phases: – recovery phase (which could be subdivided into the start sub-phase and the acceleration sub-phase); – upswing/prosperity/expansion phase (which could be subdivided into the growth sub-phase and the boom/overheating sub-phase); – recession phase (within which one may single out the crash/bust/acute crisis subphase and the downswing sub-phase); – depression/stagnation phase (which we could subdivide into the stabilization subphase and the breakthrough sub-phase). The article provides a detailed qualitative description of macroeconomic dynamics at all the phases; it specifies driving forces of cyclical dynamics and the causes of transition from one phase to another (including psychological causes); a special attention is paid to the turning point from the peak of overheating to the acute crisis, as well as to the turning point from the downswing to recovery. The proposed mathematical model of Juglar cycle takes into account the following effects that are typical for the market economy: • positive feedbacks between various economic processes; • presence of a certain inertia, time lags in reactions of the economic subsystem to the change in conditions; • amplification by the financial subsystem of positive feedbacks and time lags in the economic subsystem; • excessive reaction to changing conditions during the acute crisis sub-phase. The authors suggest that the current crisis turns out to be rather similar to classical Juglar crises; however, there is also a significant difference, as the current crisis occurs at a truly global scale. Yet, due to this truly global scale of the current crisis, the possibilities of regulation with the national state's measures have turned out to be ineffective,whereas the suprastate regulation of financial processes hardly exists. It is shown that all these have led to the reproduction of the current crisis according to a classical Juglar scenario. (shrink)

Some recent evidence has suggested that perspective taking skills in everyday life situations may differ across cultural groups. In the present study, we investigated this effect via culture priming in a group of Chinese-English bilingual adults in the context of a communication game. Results showed that the participants made more perspective taking errors when interpreting the game instruction under the Western than the Chinese primes. The findings suggest that the ability to assume others' mental states not only can be used (...) strategically but is also influenced by the currently active cultural frame in the mind of the bilingual. The present study provides the first evidence for a cultural effect on perspective taking using a within-sample approach via culture priming. (shrink)

This contribution aims at reactivating the charming idea of ‘angelic economics’ launched in a reflective note by Laszlo Zsolnai in 2015. In the first section we explore the role of angels in theology and arts and focus on the Annunciation as a paradigmatic scene to understand their meaning. The second section deals with the enigmatic presence of future generations who do not exist but, on the other hand, have a moral voice and a moral impact. Can we consider angels as (...) representatives of future generations? The third section distinguishes three models of exploring the future: scientific prediction models utopian and dystopian blueprints and spiritual methods of representing the future. The main point in this section is: to what extent do these models give space to the voice of future generations? (shrink)

Places have very different faces. My place can be the home where I live, the country where I was born, the town where I work, the garden I cultivate, the continent of our shared past or even the cosmos as a whole. If we look at the history of modern economic thought, land as a scarce resource has played an important role. For the school of Physiocrats in the eighteenth century, land was the main if not the only source of (...) value creation. With modern industrialization and the rise of classical economics labor became the creator and measure of monetary worth. Later on, neoclassical economists considered utility (pleasure, happiness) as the measure of value creation and price formation.In today’s economics ‘place’ only becomes relevant when it is perceived as a scarce good. An economist is not interested in the uniqueness of a specific locale, nor in its memories and stories. The laws of economics apply to every place and hence to no specific place. Space and place are considered factors in a production function or elements of consumption and entertainment. From the moment scarcity arises, opportunity cost, competition and price formation and regulation become part of the game. When, e.g., the oceans become the subject of intensive human exploitation and competition, they need political and economic regulation. All these features can be subsumed under the umbrella of ‘economics of place’. However, by place-based economics we mean something altogether different. While the economics of place primarily envisage place as an instrumental good used for the maximization of human utility, the proposed alternative views place as an existential good that creates meaning and identity for people.In a first section I will now explore the existential meaning of ‘place’ starting from Martin Heidegger’s definition of the human being as Da-sein which means literally being-there, being rooted in a specific place. In the second section I will reconstruct a well-known theorem in economics called the tragedy of the commons. It explains how places can be degraded from communal property where relations matter to instrumental goods for individual profit maximization. The third section revisits the first theoretical model of place-based economics in Western philosophy developed by Aristotle in the fourth century BC. It is fascinating to see how this Aristotelian model of oiko-nomia gradually lost its grip in subsequent centuries. In the last section I reflect on some proposals of E.F. Schumacher to recontextualize the Aristotelian model of place-based economics. (shrink)

Separate individual's disposition to take action does certainly not constitute a sufficient condition to engage in demonstrations. Doubtlessly, equal importance is due to organisational and institutional factors in society, and the individual's position in those. Ultimately, a demonstration is the result of a struggle between organizations for going control over individuals in order to support or defend their own objectives.In the mobilization process these organizations may make use of a diversity of mechanisms and techniques to control or to influence their (...) members, as there are : the exploitation of the affective and instrumental ties binding the individual to the organization ; the access to - and the use of - the mass-media ; the use of selective communication by the organizational leaders and the induction of frustration. Special attention is given to the role of the militant and the characteristics of his language in the mobilization proces. (shrink)

In this article an analysis is made of the voting behaviour of Members of Parliament and political parties after the parliamentary debate on the investiture of a new cabinet. The voting behaviour does differ from the classical coalition-opposition voting pattern. Indeed the emerging general pattern shows that a majorityof the members of the coalition parties - but by no means all of them - approve the governments' declaration and that a majority of the members of the opposition rejects it.Deviant voting (...) behaviour after this parliamentary debate is not a general phenomenon and mostly only some majority members vote contrary to their whip's instructions. This dissident stand is taken mainly when cabinets can rely on a broad parliamentary majority. This deviant voting seems to be positively correlated to the size of the coalition.The directly elected Members of Parliament most easily vote in an unorthodox manner. The individual Members of Parliament motivate their deviant vote referring to the opinion of their electorate. (shrink)

This theoretical study starts from the observation that nearly any social problem is hierarchically structured. In order to elucidate the importance of this hierarchical aspect for the eventual solution of the problem, the concepts «problem domain» and «context» are introduced. With respect to each problem the nature of the problem defining instance, the problem definition and the problem experience are considered under a double aspect : the three of them can be individual as well as collective. As for the problem (...) itself a distinction is made between a subjective and an objective component. One also examines the elements that make a problem into a real social problem.Eventually one observes that each problem situation leads to the formation of a «field of power» involving various problem defining instances, each with its particular problem definition and problem experience. A valuable solution to any problem can hardly be reached without taking into account each of the forces in this field of power. (shrink)

This book gives a concise history of biophysics in contemporary China, from about 1949 to 1976. It outlines how a science specialty evolved from an ambiguous and amorphous field into a fully-fledged academic discipline in the socio-institutional contexts of contemporary China. The book relates how, while initially consisting of cell biologists, the Chinese biophysics community redirected their disciplinary priorities toward rocket science in the late 1950s to accommodate the national interests of the time. Biophysicists who had worked on biological sounding (...) rockets were drawn to the military sector and continued to contribute to human spaceflight in post-Mao China. Besides the rocket-and-space missions which provided the material context for biophysics to expand in the late 1950s and early 1960s, Chinese biophysicists also created research and educational programs surrounding biophysics by exploiting the institutional opportunities afforded by the policy emphasis on science's role to drive modernization. The book explores and demonstrates the collective achievements and struggles of Chinese biophysicists in building their scientific discipline. (shrink)
