Vietnam is home to a prospering technology community and numerous enterprises that range from small start-ups to development giants. Virtually all public services are offered online. In fact, the country even has a system for e-residency and “data embassies.” This achievement derives in part from the nation’s transparent and enduring political preferences, but more importantly from Vietnamese law and its regulatory system regarding information, the digital general public, and intellectual property rights (IPR) protection. In this examination of the most pertinent (...) aspects of Vietnam’s digital economy legislation, this study explores the nation’s regulatory structure regarding copyright and patents within the context of digital transformation. The study discusses the relationship between foreign and national regulations in terms of IPR protection and the advancement of digitalization. Research on Vietnamese regulations and the practical application of major patent and copyright regulations has revealed that in many respects, the nation is highly reliant on the effective operation of a broader foreign institutional and legal framework. Thus, in the near future, technological advancement will necessitate the establishment of additional transnational regulatory systems. (shrink)

This paper is an empirical analysis of how culture, specifically tradition, affects well-being, i.e., happiness, life satisfaction, and financial satisfaction, along with socioeconomic factors in East Asia. Ordered probit regression model results show that women have higher happiness and satisfaction levels than men even in Confucian cultures in which men generally receive more favourable conditions than women. Additionally, marital status or the impact of religion had strong and positive effects on happiness and sometimes on life satisfaction but not on financial (...) satisfaction. Interestingly, tradition has a statistically significant and important effect on both life and financial satisfaction. Finally, the results show that individuals who value tradition greater also have higher levels of financial satisfaction. (shrink)

AimHealthcare workers have directly provided care for COVID-19 patients, and have faced many additional sources leading to poor mental health. The study aimed to investigate the mental health problems and related factors among healthcare staff in Vietnam.MethodsA descriptive cross-sectional mixed methods study, combining quantitative and qualitative research methods, was performed among 400 healthcare workers working at the National Hospital for Tropical Diseases and Ninh Binh General Hospital from the first day of treatment for COVID-19 patients to May 01, 2020.ResultsThe results (...) showed that 8.0% of participants had stress, 17.5% of participants had anxiety, and 14.8% of participants had depression. Approximately 50% of participants reported that they had at least one of these symptoms. The findings illustrated that stress, anxiety, and depression were associated with the position in a hospital, health status during the COVID-19 pandemic, family members/relatives infected with COVID-19, physical and mental support from friends, family, and community, department, years of working, and the average work hours per day of healthcare workers exposed to COVID-19.ConclusionDuring the COVID-19 pandemic, healthcare workers who worked in the hospital providing treatment and care for COVID-19 patients dealt with mental health problems such as stress, anxiety, and depression. It is necessary to promote mental health among healthcare workers, to contribute to the fight against the COVID-19 outbreak in Vietnam. (shrink)

Growing numbers of women in militaries worldwide, coupled with vast segments of women within war-affected populations globally, raise questions about gender as it structures trauma exposure, posttraumatic stress disorder, and other mental health consequences of war. In this study, we investigate the gendered associations between early-life wartime stress exposures and PTSD symptoms in older adulthood using data from the 2018 Vietnam Health and Aging Study, a unique data set documenting multiple dimensions of health and wartime stress exposures within a sample (...) of older adults who occupied diverse roles during the American war in Vietnam. Our results indicate that the severity of recent PTSD symptoms is significantly and positively associated with the severity of wartime stress exposure among both men and women. Vietnamese men’s social positions, particularly their predominance in combat, exposed them to more numerous war-related stressors. However, Vietnamese women experience a greater PTSD penalty associated with some wartime stress exposures, likely due to the burden of protecting family in wartime and incorporation into military and paramilitary roles with lesser preparation, training, and support than men. We conclude that women who survive major wars, both as soldiers and civilians, bear a significant burden of armed conflict’s lasting toll upon mental health. (shrink)

A total of 1918 loci, detected by the hybridization of 938 expressed sequence tag unigenes from 26 Triticeae cDNA libraries, were mapped to wheat homoeologous group 4 chromosomes using a set of deletion, ditelosomic, and nulli-tetrasomic lines. The 1918 EST loci were not distributed uniformly among the three group 4 chromosomes; 41, 28, and 31% mapped to chromosomes 4A, 4B, and 4D, respectively. This pattern is in contrast to the cumulative results of EST mapping in all homoeologous groups, as reported (...) elsewhere, that found the highest proportion of loci mapped to the B genome. Sixty-five percent of these 1918 loci mapped to the long arms of homoeologous group 4 chromosomes, while 35% mapped to the short arms. The distal regions of chromosome arms showed higher numbers of loci than the proximal regions, with the exception of 4DL. This study confirmed the complex structure of chromosome 4A that contains two reciprocal translocations and two inversions, previously identified. An additional inversion in the centromeric region of 4A was revealed. A consensus map for homoeologous group 4 was developed from 119 ESTs unique to group 4. Forty-nine percent of these ESTs were found to be homoologous to sequences on rice chromosome 3, 12% had matches with sequences on other rice chromosomes, and 39% had no matches with rice sequences at all. Limited homology was found between wheat ESTs on homoeologous group 4 and the Arabidopsis genome. Forty-two percent of the homoeologous group 4 ESTs could be classified into functional categories on the basis of blastX searches against all protein databases. (shrink)

This 1988 book presents a historical investigation of the theoretical development of contemporary Equilibrium Business Cycle Theory. The author examines the central features of the EBCT by tracing both the history of business cycle theory and the history of econometrics. These historical analyses make clear two central principles of the EBCT: its optimization foundation and its economic strategy. Following along these lines, the author argues that the EBCT succeeds the tradition of the Austrian cycle theory that attempted to incorporate the (...) cycle with classical equilibrium doctrine. He further argues that the EBCT's econometric strategy is only a child of the Cowles commission method. Investigating interwar macroeconomics in very readable style, this book brings the period back into the heart of macroeconomic thinking. (shrink)

Responsible leadership is rare. It is not that most leaders are irresponsible, but responsibility in leadership is frequently defined so that an important connotation of responsible leadership is ignored. This article equates responsible leadership with virtuousness. Using this connotation implies that responsible leadership is based on three assumptions—eudaemonism, inherent value, and amplification. Secondarily, this connotation produces two important outcomes—a fixed point for coping with change, and benefits for constituencies who may never be affected otherwise. This collection reports on the latest research on an increasingly pivotal issue for evolutionary biology: cooperation. The chapters are written from a variety of disciplinary perspectives and utilize research tools that range from empirical survey to conceptual modeling, reflecting the rich diversity of work in the field. They explore a wide taxonomic range, concentrating on bacteria, social insects, and, especially, humans. -/- Part I (“Agents and Environments”) investigates the connections of social cooperation in social organizations to the conditions that make (...) cooperation profitable and stable, focusing on the interactions of agent, population, and environment. Part II (“Agents and Mechanisms”) focuses on how proximate mechanisms emerge and operate in the evolutionary process and how they shape evolutionary trajectories. Throughout the book, certain themes emerge that demonstrate the ubiquity of questions regarding cooperation in evolutionary biology: the generation and division of the profits of cooperation; transitions in individuality; levels of selection, from gene to organism; and the “human cooperation explosion” that makes our own social behavior particularly puzzling from an evolutionary perspective. I advance an account of quantitative character, a species of phenomenal character that presents as an intensity (cf. a quality) and includes experience dimensions such as loudness, pain intensity, and visual pop-out. I employ psychological and neuroscientific evidence to demonstrate that quantitative characters are best explained by attentional processing, and hence that they do not represent external qualities. Nonetheless, the proposed account of quantitative character is conceived as a compliment to the reductive intentionalist strategy toward qualitative states; I argue that (...) an account of perceptual experience that combines a tracking account of qualitative character with my functionalist proposal for quantitative character permits replies to some notoriously difficult problems for tracking representationalism without sacrificing its chief virtues. Humans interpret others. We are able to anticipate both the actions and intentional states of other agents. We do not do so perfectly, but since we are complex and flexible creatures even limited success needs explanation. For some years now Steve Stich (frequently in collaboration with Shaun Nichols) has been both participant in, and observer of, debates about the foundation of these capacities (Stich and Nichols 1992; Stich and Nichols 1995). As a commentator on this debate, Stich (with Nichols) gave (...) explicit and fair-minded sketches of the cognitive architectures presupposed by the various theories of mindreading. As a participant, Stich has mostly been a defender of the theory-theory, the view that normal human agents have an internally represented theory of other agents and they use that theory in interpreting other agents. The main recent rival to this position, simulationism, claims that agents use their own decision-making mechanisms as a model of those of other agents, and derive their predictions by modelling others in something like the way aeronautical engineers derive predictions from the use of scale models in wind-tunnels. Stich has been sceptical about this alternative, for on his view simulation theory makes mistaken predictions about both the development of interpretive competence and about the pattern of interpretive success and failure. I claim that the balance of nature metaphoris shorthand for a paradigmatic view of natureas a beneficent force. I trace the historicalorigins of this concept and demonstrate that itoperates today in the discipline of populationecology. Although it might be suspected thatthis metaphor is a pre-theoretic description ofthe more precisely defined notion ofequilibrium, I demonstrate that balance ofnature has constricted the meaning ofmathematical equilibrium in population ecology.As well as influencing the meaning ofequilibrium, the metaphor has also loaded themathematical term with values.Environmentalists (...) and critics use thisconflation of meaning and value to theiradvantage. This interplay between the balanceof nature and equilibrium fits aninteractionist interpretation of the role ofmetaphor in science. However, it seems theinteraction is asymmetric, and the balance ofnature metaphor has had a larger influence onmathematical equilibrium than vice versa. Thisdisproportionate influence suggests that themetaphor was and continues to be a constitutivepart of ecological theories. (shrink)

The term “legacy effect” has been used in ecology since the early 1990s by authors studying plant succession, invasive-plant impacts, herbivory impacts, ecosystem engineering, and human land-use impacts. Although there is some variability in usage, the term is normally used to describe impacts of a species on abiotic or biotic features of ecosystems that persist for a long time after the species has been extirpated or ceased activity and which have an effect on other species. For example, human agricultural activities (...) may have a legacy effect on soil structure and vegetative communities that lasts for centuries and which alters current communities. The concept may be related to the idea of ecological inheritance in evolutionary biology but would refer only to a subset of the features of this concept. In particular, legacy effects could refer to those kinds of ecological inheritance where a physical or biological change in ecosystem state is caused by one species, where this change persists after the extirpation of the causal species and alters selection pressure of another species much later in time. Perceptual expertise refers to learning that is specific to a domain, that transfers to new items within the trained domain, and that leads to automatic processing in the sense that expertise effects can be measured across a variety of tasks. It can be argued that most of us possess some degree of perceptual expertise in a least one, if not several domains, thereby giving the study of perceptual expertise broad application. Some object categories may in fact be objects of perceptual (...) expertise to the majority of people: Faces appear to be one such example. Thus, the use of face stimuli, or the comparison of face and object perception, can be a powerful way to ask whether a given process is influenced by perceptual expertise. Here, we emphasize one characteristic way that face processing appears to differ from nonface processing: that is, the degree to which they recruit a “holistic” rather than a “featural” perceptual strategy. This review brings evidence that expertise influences perceptual processing together with recent findings that the capacity of visual short-term memory is greater in perceptual experts and explores the relationship between the two. Teaching students to ask and answer questions is critically important if they are to engage in reasoned argumentation, problem-solving, and learning. This study involved 35 groups of grade 6 children from 18 classrooms in three conditions (cognitive questioning condition, community of inquiry condition, and the comparison condition) who were videotaped as they worked on specific inquiry-based science tasks. The study also involved the teachers in these classrooms who were audio-taped as they interacted with the children during these tasks. The results (...) show that while there were no significant differences in the children's explanatory behaviour across the two time periods, there were significant differences in the total verbal interactions between the children in the cognitive questioning condition and their peers in the community of inquiry and comparison conditions. Furthermore, the children in the cognitive questioning condition obtained higher reasoning and problem-solving scores than peers in the other conditions. Interestingly, while there were no significant differences between the teachers’ basic and extended mediating behaviours in the three conditions at Times 1 and 2, there was a significant difference in extended mediation behaviours with the teachers demonstrating nearly three times more extended mediation to promote students’ learning at Time 2 than they did at Time 1. Teacher intervention in providing guidance in how to interact during cooperative, inquiry-based science appears to be critical to helping students engage in higher-level thinking and learning. We interpret ceteris paribus conditions as the conditions necessary to conducting an experiment. "Ceteris paribus" is thus not a hold-all for whatever we do not know, but a listing of the various decisions taken in moving from a theoretical hypothesis to a testable proposition. The decisions range from modeling in a certain way to selecting a particular functional form or estimation technique. They embody best knowledge/best practice. Debate about the meaning and importance of any test result must center on these (...) decisions; hence they should be laid bare. This paper reports on a study that was conducted on the effects of training students in specific strategic and meta-cognitive questioning strategies on the development of reasoning, problem-solving, and learning during cooperative inquiry-based science activities. The study was conducted in 18 sixth grade classrooms and involved 35 groups of students in three conditions: the cognitive questioning condition; the Philosophy for Children condition; and the comparison condition. The students were videotaped as they worked on a specific inquiry-science task once each term (...) for two consecutive school terms. The results show that the students in all conditions demonstrated more helping discourses or discourses known to mediate learning than any other of the discourse categories. This outcome is encouraging because it is the helping discourses where students provide explanations, elaborations, and reasons that promote follow-up learning. (shrink)
