The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. The wars in Kosovo, Afghanistan and Iraq have caused some German Theologians and Church Leaderstoplead for a renewal of the classical doctrine of just war, maybe modified into thc form of the so-called »just and limited war«- theory. In contrast to this it is obvious that the concept of »just peace« bears the basic idea of contemporary Christian Peace Ethics. This idea should of coursenot be understood as a complete contradiction to the doctrine of just war since the criteria that (...) are part of this doctrine, which were always intended to prevent and to Iimit warfare and violence, reappear within the concept of just peace. Therefore the doctrine of just peace is no synonym for pacifism. Two key arguments should be considered: The doctrine of just peace names the goal and measure of all policy which is peace and peace alone. Never can war be the aim of policy, especially when policy is inspired by Christi an faith. The doctrine of just war is likely to overlook this logical connection. The notion »just peace« emphasizes the unity and interdependence of peace, law and justice. Peace can only grow where law and justice prosper and vice versa. So »just peace« is much more substantial than the term »just war«. In any case another problern must be solved: It is not clear if the criteria included in both concepts have tobe combined by the logical figure of a conjunction or a disjunction. (shrink)

Wolfgang Huber is Germany's most important theological ethicist, and this is a translation of his 2013 book published with CH Beck. Acknowledging our pluralistic world, Huber analyzes twenty ethical issues that emerge during the course of our lives: the future of the family, genetic handicaps and genetic enhancement, combatting global hunger and poverty, environmental degradation, religious freedom, the right to health, the expanding influence of the media, the true purpose of business, what we owe our descendants, global conflict (...) and war and peace, the role of science, extending life and accepting death, and so on. In each chapter he provides a concrete example showing the relevance of the fundamental ethical question, then explains how one can think through possible responses and reactions. Huber is firmly within the Protestant tradition and takes philosophical cues from Kant. As such, he emphasizes the connections between personal, professional, and institutional ethics and demonstrates how human relationships lie at the center of our ethical lives. His aim is to articulate a theology of what he calls "responsible freedom" that transcends individualistic self-realization and includes communal obligations. (shrink)

The tragic unfolding of world events since September 11, 2001, has added great urgency to practical and theoretical issues arising from the phenomenon of international terrorism. This paper applies a traditional concept of just war theory drawing largely on Aquinas and Augustine to legitimate violent action against groups who are not themselves representatives of states. Traditional just war theory is couched largely in terms of the legitimacy of defensive war directed at polities. New applications of the theory are required to (...) deal with contemporary international terrorism. In presenting a new application of the theory I argue that the purely defensive conception of just war advocated in recent Catholic Church documents and taken up by some contemporary theologians and philosophers is problematic. In dialogue particularly with Joseph Boyle, I maintain that traditional just war theory provides the salient criteria for a polity’s violent actions against groups that are not themselves, or at least, need not be polities – including actions that may be characterised as punitive rather than purely defensive in nature. The traditional concept of just war is in this respect more coherent. (shrink)

There are several reasons which suggest that the role of nuclear weapons for deterrence in Europe is gradually diminishing. Thus, Europeans are confronted with the question whether and under what conditions strategic stability can be obtained in a post-nuclear world. From the analysis of a simple conceptual model of military conflict the conclusion is reached that, in order to preserve crisis stability in a non-nuclear world and to dampen the arms race, the antagonistic land forces in Europe need to be (...) gradually restructured in a manner so that neither side may perceive the other as a potential threat to its territorial integrity. The requisite structural changes ought to be brought about before nuclear weapons become altogether invailable for deterrence in Europe, otherwise the War saw Pact’s conventional superiority would, in a serious crisis, leave Western Europe only the choice between military defeat and a priori capitulation. There should be military as well as economic incentives for the implementation of structural changes toward a reduction of the offensive capabilities of conventional forces, if the so-called ‘defense efficiency hypothesis’ were to be validated. Otherwise, a deterioration of crisis stability must be expected during the transition period. (shrink)

ZUSAMMENFASSUNGDer Beitrag schlägt einen Begriff der Wirklichkeit als Willensphänomen vor, der es erlaubt, nicht nur die auf den objektivierbaren Außenaspekt beschränkte Wissenschaft, sondern auch Kunst und Religion, die den Innenaspekt der Dinge als intentionale Aktivität empathisch erfassen, als authentische Formen von Vernunft oder Rationalität zu verstehen.Von hier aus erschließt sich im Blick auf Grundzüge der Spätphilosophie Schellings ein Verständnis der Religionsgeschichte als Rationalitätsgeschichte, angefangen vom Sündenfall über die heidnischen Religionen samt deren unterschiedliche Götter und humanitätszerstörende Opfer, bis hin zur Erlösung (...) durch Jesus Christus, durch welche erst freie, von der Götterangst unbelastete, Erkenntnis möglich wurde.Die geschichtlich auftretenden und menschlich möglichen Formen von Philosophie erweisen sich so als Vorstadien eines erst eschatologisch realisierbaren vollkommenen Verstehens, wie es bei Platon, Thomas und Schelling als Grenzidee in den Blick kommt, während Hegel es, hybrider und absurder Weise, als innergeschichtlich erreichbar und in seinem Denken tatsächlich erreicht in Anspruch zu nehmen scheint. SUMMARYThe paper suggests a concept of reality as a phenomenon of willing. This enables it to not only encompass science, which is restricted to objective external verification, but also art and religion, which empathically understand the inner aspect of things as intentional activity and authentic forms of reason or rationality.From this point an analysis of the basic tenets of Schelling's later philosophy provides the history of religion as a history of rationality, beginning from Fall of Man via the pagan religions with their various gods and humanity-destroying sacrifices to the redemption by Jesus Christ, which for the first time enabled free perception, uncompromised by the fear of gods.All historical forms of philosophy, that may be realized through human thought, thus appear as preludes to a perfect understanding that can only be realized eschatologically, and which is considered by Plato, Thomas and Schelling as a limiting idea. This article then turns to Hegel's hybrid resistance to this understanding in his argument for an internally realizable philosophy, and his absurd claim that this is realized in his own philosophy. The prevention of war and the strengthening of peace are a problem that has troubled the minds of people for many centuries and today has become the most urgent problem of world politics, requiring a resolution that brooks no delay. The risk of war, which decreased somewhat in the middle of the last decade, increased anew at the beginning of the '80s owing to the aggressive circles of imperialism, in particular American imperialism.

An effort to recover and explicate the idea of just war in Christian terms spans Paul Ramsey's career for almost four decades, from his earliest book to his last. His writings on this subject constitute one of the most important thematic and substantive contributions of his thought. This essay begins with a summary of classical just war tradition and assesses the relation of Ramsey's conception of just war to it. Then it examines that conception in detail, focusing on three topics: (...) the core idea of Christian love as an absolute moral norm expressed in the principle of discrimination, Ramsey's conversionist understanding of history and of politics that undergirds his argument from both discrimination and proportionality in conversation with the secular policy community, and the imbalance between treatment of the "jus in hello and the jus ad helium" in Ramsey's just war thought. Emphasis throughout is given to the influence of the contexts of debate in which Ramsey developed his ideas. (shrink)

Following the lead of Hannah Arendt and others, I want to argue that the imperial mystique seen in the British Empire found its way into Germany’s expansionist ambitions. I am concerned with the emotional costs of oppression, or what I call soul death. I focus on three key writers of the 20th century: Doris Lessing, Nadine Gordimer, and J. M. Coetzee, placing their writings in the context of war trauma and the barbarities associated with 20th century totalitarianism. My argument seeks (...) to elucidate the relationship between postcoloniality and the wars that shaped that century. These narratives of distress will be juxtaposed with novels by Imre Kertész and Arnošt Lustig whose writings of the Holocaust and the war atmosphere on the Eastern Front illuminate scenes of trauma and personal anguish. Here my study draws on the work of recent psychologists whose term soul murder is made much of. These writers’ works can be more fully understood to reveal patterns of personal destruction that are part of living under imperialism. They bring to the forefront behaviours that expose the debasement and hardening witnessed in the early decades of the century. (shrink)

This chapter opens with a discussion on the mechanics of canon in the Star Wars universe. The practice of dividing a fiction into canonical and noncanonical parts is not merely an exercise in fanboy/girl esoterica. Once a fiction is massive enough, and the Star Wars fiction is certainly quite massive, the canon/noncanon divide can play a practical role in pointing to which portions of the story are required knowledge for understanding and interpreting the overall universe. Canon/noncanon distinctions make massive fictions (...) like Star Wars accessible. A particular work will not be eternally canonical or eternally noncanonical. The canon/noncanon divide does not merely tell us that some stories count as genuine parts of the Star Wars fiction while others do not. It also dictates which version of a particular story counts as genuine when there are multiple versions from which to choose. (shrink)

The problem of war and peace has always attracted the close attention of philosophers, historians, political and military figures, as well as of millions of people in all parts of the globe. Today this problem has become particularly crucial. Humanity is now deeply concerned by questions pertaining to elimination of the danger of world nuclear war, prohibition forever of using means of mass extermination, preservation of world peace, and the safety of peoples.

Despite its commonality rape in war has long been an invisible war crime. Gender-based violence has escaped sanction because it has been shielded into the private sphere. Although rape in war is a form of public violence committed by soldiers representing a state it continues to be conceived as a private crime, committed by individual men. If women's human rights are to be respected in war and in peace the imaginary border between the public and the private has to be (...) abandoned. In this article rape in war is studied as a case of injustice for women in violent conflict. Arguments against feminist versions of ethics of care are formulated as these theories fail to challenge the public/ private distinction due to deep and constitutive gender norms. As an alternative, a narrative, feminist ethic of justice is presented based on women's narratives of experienced injustice in war. The theoretical model is developed through the integration of values derived from the ethics of care and thereby dismisses the distinction between public and private and between reason and emotion. The conclusion is that both substance and form of human rights must be based in concrete, situated gendered people's experiences of getting their human rights violated. (shrink)
