Longtermists have argued that humanity should significantly increase its efforts to prevent catastrophes like nuclear wars, pandemics, and AI disasters. But one prominent longtermist argument overshoots this conclusion: the argument also implies that humanity should reduce the risk of existential catastrophe even at extreme cost to the present generation. This overshoot means that democratic governments cannot use the longtermist argument to guide their catastrophe policy. In this paper, we show that the case for preventing catastrophe does not depend on longtermism. (...) Standard cost-benefit analysis implies that governments should spend much more on reducing catastrophic risk. We argue that a government catastrophe policy guided by cost-benefit analysis should be the goal of longtermists in the political sphere. This policy would be democratically acceptable, and it would reduce existential risk by almost as much as a strong longtermist policy. (shrink)

In order to make Mukund Lath’s thoughts on music and identity accessible to a broader audience, and to call attention to links between Hindustānī musical theory and classical Indian philosophical notions, Lath’s paper “Identity Through Necessary Change: Thinking About ‘Rāga-Bhāva,’ Concepts and Characters” is being republished here with an introduction by David Shulman and explanatory notes. Mukund Lath argues that identity is usually understood as something that remains the same despite change. His endeavor is to explore an alternative to (...) this convention. The case study for Lath’s philosophical exploration is rāga music, i.e. Hindustānī classical music. He argues that the identity of the rāga is maintained not despite change, but owing to the necessary change in every execution of “the same” rāga. But how are we to even start thinking about a notion of identity that embraces rather than rejects change, a notion of identity that is based on and is rooted in change, not in stability or perpetuity? A cornerstone of Buddhist philosophy, the doctrine of the four noble truths maintains that life is replete with suffering, desire is the cause of suffering, nirvana is the end of suffering, and the way to nirvana is the eightfold noble path. Although the attribution of this seminal doctrine to the historical Buddha is ubiquitous, Rethinking the Buddha demonstrates through a careful examination of early Buddhist texts that he did not envision them in this way. The early texts reveal that other central Buddhist doctrines, such as dependent-origination and selflessness, similarly derived from meditative observations. But universal coverage alone, even with comparable fee-for-service payment or appropriately risk-adjusted capitated reimbursement, will not eradicate the racial and ethnic inequities in health care delivery. Restrictive admissions practices, geographic inaccessibility, culture, racial stereotypes, and the failure to employ minority health care professionals will still create barriers to minority health care. But we can no more sharply draw a line between domestic and international politics in studying transnational activism than we could ignore local politics in studying its national equivalent. Development projects in Sub-Saharan Africa propose to alleviate hunger in rural areas by introducing new agricultural practices and technologies, yet there is limited empirical evidence of how an agricultural intervention can lead farming households to transition to food security. Research on food security pathways considers agricultural interventions that increase farmers’ income to be particularly effective for reducing food insecurity. Consistent with this stance, Malawian agricultural policy aims to address hunger by encouraging smallholder farmers to intensify and commercialize maize production. This (...) paper explores if smallholders’ market and livelihood orientations do indeed lead them to favor an income pathway to food security. Qualitative analysis of 60 smallholder farmer interviews in Malawi found that, upon achieving improvements in production yields and diversity, rather than commercialize, many farmers re-organized their production and consumption to reduce market dependency. Farmers deployed this strategy to increase their food security, explaining that the choice to self-provision food and farming inputs was both an expression of farming identity and a lived understanding of their marginal position in commodity markets. The author finds that, in failing to consider how production relations affect food access, scholarship inadequately theorizes farm-level food security transitions and reproduces discursive framings of hunger. Food sovereignty narratives more accurately captured what mattered for Malawian smallholders’ food security, suggesting that engagement with this concept could improve scientific understandings of food security transitions. The _play of formulas_ is a new theory designed to explain the manner in which discourses (Suttas, Sūtras) were composed in the early Buddhist tradition, focusing at present mainly on the _Dīgha-_ and _Majjhima- Nikāyas_ (the collections of the Buddha’s Long and Middle-length discourses). This theory combats the commonly accepted views that texts are mainly an attempt to record and preserve the Buddha’s teachings and life events, and that the best way to understand their history is to compare parallel versions (...) of them. By identifying the creative, mainly the literary, vectors alive in the shaping of the texts, the theory explains how discourses are the products of formulas, which themselves are the primary texts of early Buddhism. Formulas combine in order to produce meaningful textual patterns, with little account of historical context and with much interest in aesthetic appeal and emotive potency. Formulas connect according to set narrative designs, in which different types of audiences are represented not only through unique formulas, but also with their specific narrative trajectories and complementing doctrinal emphases. It is not that the early authors were not at all interested in safeguarding the tradition. It is only that there was much more going on, and that thinking about the texts in this way misses their entertaining faces and ignores their beauty. These probably tell us more about what the early discourses actually were for the people that first produced and studied them than dry philosophical doctrine. (shrink)

This remarkable expression of radical republican thought has never before been published. Algernon Sidney was among the most unrelenting partisans of the parliamentary party during the Commonwealth, and died on the scaffold in 1683 for his opposition to Charles II. Sidney's voluminous Discourses Concerning Government was published after his death, but the earlier and more vivid Court Maxims was only recently rediscovered in a manuscript in Warwick Castle. An empirical study of whether the ordinary conception of race in the United States is biological or social, and how different conceptions connect to racism.

By examining single-word reading times (in full sentences read for meaning), we show that (1) function words are accessed faster than content words, independent of perceptual characteristics; (2) previous failures to show this involved problems of frequency range and task used; and (3) these differences in lexical access are related to perceptual fluency. We relate these findings to issues in the literature on event-related potentials (ERPs) and neurolinguistics.

Work requirements are the centerpiece of HHS's Trump Administration strategy to undo the ACA expansion for low income working age adults. This article examines the June 29, 2018 trial court opinion in Stewart v. Azar which held that HHS's approval of Kentucky's Section 1115 work demonstration was “arbitrary and capricious.” The purpose of Medicaid is to provide health coverage and HHS may not ignore the loss of coverage that will result from a work requirement.

We show that numerous distinctive concepts of constructive mathematics arise automatically from an “antithesis” translation of affine logic into intuitionistic logic via a Chu/Dialectica construction. This includes apartness relations, complemented subsets, anti-subgroups and anti-ideals, strict and non-strict order pairs, cut-valued metrics, and apartness spaces. We also explain the constructive bifurcation of some classical concepts using the choice between multiplicative and additive affine connectives. Affine logic and the antithesis construction thus systematically “constructivize” classical definitions, handling the resulting bookkeeping automatically.

ABSTRACTAdults use a variety of strategies to reason about fraction magnitudes, and this variability is adaptive. In two studies, we examined the relationships between mathematics anxiety, working memory, strategy variability and performance on two fraction tasks: fraction magnitude comparison and estimation. Adults with higher mathematics anxiety had lower accuracy on the comparison task and greater percentage absolute error on the estimation task. Unexpectedly, mathematics anxiety was not related to variable strategy use. However, variable strategy use was linked to more accurate (...) magnitude comparisons, especially among adults with lower working memory performance or those who use mathematics less frequently, as well as lower PAE on the estimation task. These findings shed light on the role of strategy variability in fraction problem solving and demonstrate a link between mathematics anxiety and fraction magnitude reasoning, a key predictor of general mathematics achievement. Using a variety of methods ranging from statistical analysis to historical case studies to linguistic analysis, the book centers on historical catalogs of protest events and cycles of collective action. Sidney Tarrow places social movements in the broader arena of contentious politics, in relation to states, (...) political parties and other actors. From peasants and communists in 1960s Italy, to movements and politics in contemporary western polities, to the global justice movement in the new century, the book argues that contentious actors are neither outside of nor completely within politics, but rather they occupy the uncertain territory between total opposition and integration into policy.
